Hill Construction Power Plant Fuel Pile Proposal Page 1
Agenda Item #: 9
Meeting Date: June 23, 2026
Prepared By: Jennie Short, City Manager
Subject: Hill Construction Proposal for Power Plant Fuel Removal Recommended
Action:
That the City Council:
1. Consider the proposal by Hill Construction
2. Provide direction as appropriate
3. Authorize the City Manager and City Attorney to negotiate and sign an agreement with Hill Construction
SUMMARY
The City owns the power plant property and desires to remove the fuel pile towards the west end of the property. Hill Construction has approached the City with a proposal to remove the pile. Mr. Hill will attend the Council meeting to present the details of the proposal in conjunction with the City Manager.
With summer well upon us, there is a need to move quickly on this proposal to utilize the warm weather necessary to dry the wood fuel prior to loading and transporting the materials.
FISCAL IMPACT
Hill Construction is proposing to remove the fuel pile at no cost to the City. They would sell the fuel to various vendors and truck the fuel as necessary.

Meeting Date: 6/23/26
Prepared By: Emily Wood, Director of Parks & Recreation Subject: Car Show Donations Designation
Recommended
Action:
That the City Council:
1. Authorize staff to use up to $4,500.00 from the 2026 Bill Nessler Car Show sponsorship revenue to support the cost of a topographic drone survey of the Bike & Skate Park.
BACKGROUND: Director Wood approached City Council at their April 28th, 2026 meeting with an event sponsorship proposal regarding the Bill Nessler Car Show. The proceeds of the fundraiser was to benefit the Parks and Recreation Department. This proposal included four tiers of sponsorship packages for donors and a letter from Director Wood and Public Works Superintendent, Glenn Bernald. At this April 28th meeting, Council reviewed and approved this sponsorship proposal; authorizing staff to begin collecting sponsorships. As of June 18th, staff has collected $6,650.00 in monetary sponsorships. The Bill Nessler Car Show will take place on August 9th, 2026.
DISCUSSION: I, Director Wood, am asking City’s Council’s approval to use up to $4,500.00 of revenue generated from Bill Nessler Car Show sponsorships toward the cost of a topographic drone survey of the Bike and Skate Park. I strongly feel this topographic survey will aid staff and Council in assessing the site in its current state and make progress towards the Bike Park’s corrective action plan, approved at Council’s February 10th, 2026 meeting.
FISCAL IMPACT: Up to $4,500.00 of revenue generated from the Bill Nessler Car Show would be used to pay for a topographic drone survey of the Bike & Skate Park.

Prepared By: Emily Wood, Director of Parks & Recreation Subject: Bike Park Grant Application
Recommended
Action:
That the City Council:
1. Authorize City Staff and Mountain Bike Tribal Trail Alliance to proceed with the full application round of the 2026 Arts in California Parks program for the Blue Lake Bike & Skate Park.
BACKGROUND: A local organization, Mountain Bike Tribal Trail Alliance (MBTTA), collaborated with City staff to apply for the 2026 Arts in California Parks Program to benefit the Blue Lake Bike & Skate Park. Director Wood worked with City Manager Short to write a letter of support (Attachment 11A) for this grant application in March 2026. This letter of support was included in City Council’s March 24th, 2026 packet. MBTTA recently informed City staff that their preliminary application has been selected by a 38-member proposal review committee to move forward to the full application round of the 2026 Arts in California Parks program. The submittal deadline for this full application round is June 28th, 2026.
DISCUSSION: I, Director Wood, am asking for City’s Council’s consideration and approval to move forward with our support of MBTTA applying for the next round of the Arts in California Parks grant; understanding that this grant’s intention and purpose is to fund artwork, art installation and artistic features within the Bike and Skate Park per the grant’s guidelines. While acknowledging that specific artwork and designs would go through a further review and approval process; I am proposing these features be considered within the Bike & Skate Park (as fundraising, layout and logistical factors permit); and artwork to be placed upon chosen features if selected for this grant. Attachment 11B serves as a conceptual proposal for Council’s review. This conceptual proposal is intended to give an idea of what artistic design could look like on various features/amenities within the Bike Park.
FISCAL IMPACT: Up to $75,000.00 for art installation at the Blue Lake Bike & Skate Park if selected for the Arts in California Parks grant.

That the City Council:
1. Adopt Resolution 1263 titled “RESOLUTION ADOPTING A LIST OF PROJECTS FOR FISCAL YEAR 2026-2027 FUNDED BY SB 1: THE
ROAD REPAIR AND ACCOUNTABILITY ACT OF 2017”
SUMMARY
In 2017, Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017 (Chapter 5, Statutes of 2017) was passed by the Legislature and Signed into law by the Governor. The Road Maintenance and Rehabilitation Account (RMRA), created by SB 1, provides funds to help the City of Blue Lake update, maintain and rehabilitate roads throughout the City. The RMRA funding is used to complete repairs and maintenance on streets throughout the City. As part of the program, the City must select projects that will utilize the RMRA funding each year by adopting a resolution and applying through CalSMART for the project(s).
The 2018 California Statewide Local Streets and Roads Needs Assessment found that the City streets and roads are in "poor" condition, and this revenue will help us increase the overall quality of our road system and over the next decade to bring our streets and roads into a "good" condition. There are several streets which need consistent maintenance to keep them in acceptable condition. This year staff has identified pothole repair and road rehabilitation on Hartman Avenue/G Street, pothole repair on Chartin Rd, and pothole repair on Railroad Avenue as high priority projects due to the deterioration level of the pavement system and the high usage rate of the project area; along with replacement of signs on the westerly half of the City. These signs may include no parking, directional signs, stop signs, etc.
In FY 2025-26 the project consisted of painting throughout and pothole repair and rehabilitation on G Street, Hartman Avenue, Chartin Road, and S. Railroad Avenue. The painting is almost complete, and pothole repair has been ongoing throughout the year. The road condition on Hartman Avenue necessitates almost annual pothole repair. There is a section of Hartman that should really be reconstructed if funding could be obtained.
FISCAL IMPACT
The RMRA funds can only be used on the projects that are selected. Each year this funding helps the City offset the expenditures in Fund 10 Department 320 for the work on the selected projects. This year City of Blue Lake

WHEREAS, Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017 (Chapter 5, Statutes of 2017) was passed by the Legislature and Signed into law by the Governor in April 2017 to address the significant multi-modal transportation funding shortfalls statewide; and
WHEREAS, SB 1 includes accountability and transparency provisions that will ensure the residents of our City are aware of the projects proposed for funding in our community and which projects have been completed each fiscal year; and WHEREAS, the City of Blue Lake must adopt by resolution a list of projects proposed to receive fiscal year funding from the Road Maintenance and Rehabilitation Account (RMRA), created by SB 1, which must include a description and the location of each proposed project, a proposed schedule for the project's completion, and the estimated useful life of the improvement; and

WHEREAS, this is the tenth year in which the City of Blue Lake is receiving SB 1 funding, and this funding will enable the City to continue to conduct essential road maintenance, improve safety and increase access and mobility options for the traveling public that would not have otherwise been possible without SB 1 funding; and WHEREAS, the City of Blue Lake used a Pavement Management System to develop the SB 1 project list to ensure revenues are being used on the most high-priority and costeffective projects that also meet the community's priorities for transportation investment, along with conducting an evaluation of accessibility barriers around the City's highest use public spaces; and
WHEREAS, the City has identified pothole repair and road rehabilitation on Hartman Avenue, pothole repair on Chartin Rd, and pothole repair on Railroad Avenue as high priority projects due to the deterioration level of the pavement system and the high usage rate of the project area; along with replacement of signs on the westerly half of the City; and WHEREAS, the funding from SB 1 will help the City of Blue Lake update, maintain and rehabilitate roads throughout the City this year and similar projects into the future; and WHEREAS, the 2023 California Statewide Local Streets and Roads Needs Assessment found that the City streets and roads are in "poor" condition and this revenue will help us increase the overall quality of our road system and over the next decade will bring our streets and roads into a "good" condition; and

FY 2026-27 Final Review Draft Page 1
Agenda Item #: 15
Meeting Date: June 23, 2026
Prepared By: Jennie Short, City Manager
Subject: Final Draft Fiscal Year 2026-2027 Budget
Recommended
Action:
That the City Council:
1. Receive and discuss the final draft budget for Fiscal Year 2026-27; and
2. Approve the Organization Chart; and
3. Approve the Classification Pay Plan; and
4. Adopt via Roll Call Vote, Resolution No. 1264 “ADOPTING THE OPERATING BUDGET FOR FISCAL YEAR 2026-27
SUMMARY
The Budget Ad Hoc Committee met on June 17th, at which the updated draft was presented and reviewed along with the cash trial balance report covering July 1, 2018 through June 30, 2025 (attached). The Ad Hoc Committee recommends that the Council adopt the budget as presented.
Subsequent to the presentation of the First Draft of the budget at the June 10, 2026, Special Council Meeting, I have made adjustments that include:
• Corrections to the amount and fund for the Unfunded Retirement Liability and GASB 68/74/75 adjustments to match with the CalPERS estimate.
• Decreased the planning costs by reducing the number of planners at office hours to one, decreasing the frequency of free open office hours from twice per month to once per month, and eliminating the monthly staff meeting between City staff and SHN planning and engineering staff.
Coordination will be on an as-needed basis instead of monthly. • Inclusion of the reimbursement from the State Parks Per Capital Grant program of $86,000 • Updated the estimate for the Town Square reimbursement to $88,225 • Utilizing $10,000 in the HUTA account to cover additional street maintenance projects The overall deficit has been reduced from $91,628 to a surplus of $2,420. However, both the water and sewer operating funds are in deficit. The Budget Narrative has been included in this final draft along with the adoption resolution, Gann Limit calculations, Organizational Chart, Position Allocations, and Salary Classification Pay Plan.
During the meeting, staff will present an overview the budget, with a focus on the changes since the previous presentation, and answer questions as needed. There are a number of notable items that should be considered when reviewing this budget such as:
1. LABOR: The salaries, wages, and benefits include the policy changes to insurance coverage, a
2.3% COLA increase for all non-contract employees, and the changes to the organizational structure already approved by Council. The total labor costs in the adopted FY 2025-26 budget City of Blue Lake
Staff Report
FY 2026-27 Final Review Draft Page 2
are $1,238,097 and $1,214,294 in the proposed FY 2026-27 budget, which is a net overall decrease of $23,803. I am recommending Council approve the 2.3% COLA increase because of the cost savings of $39,236 in health, dental and vision. I have also eliminated overtime except when part of an emergency response for water, sewer, road, etc.
2. LEGAL: There are significantly more legal expenses throughout the funds and departments for the various activities that may require more significant legal review. These include possible Danco litigation, Burkhart’s rejected claim, the lawsuit by Ricca, a tenant that may need to be evicted for non-payment, and acquisition of the McClure easements.
3. ENGINEERING: Additional costs for engineering are in the water and sewer funds to allow for preliminary work for the wastewater treatment plant expansion required by the 6th Housing Element and splitting the Tanks construction plans into two parts.
4. PLANNING: $60,000 has been included for the completion of the 7th Cycle Housing Element and implementation terms for the 6th Housing Element in the Planning department. Also of note is that the planning line item for the FY 2025-26 budget will exceed the budget by approximately $80,000 for the 7th Cycle Housing Element.
5. AUDITS: Auditing services for only FY 2023-24 have been incurred in FY 2025-26 even though we budgeted for both delinquent years. Therefore, I have again included two years (FY 2024-25 & 2025-26) in the budget for FY 2026-27. The anticipated cost per audit is $21,000.
6. AUDIO-VISUAL: I have included AV Equipment for Council Chambers in the amount of $5,000.
7. INSURANCE: CIRA’s estimate for Liability insurance has increased from $63,434 to $79,637.
The rest of the insurance policies are estimated to be a modest 5% increase.
8. BUILDING PERMIT REVENUE: The Building Permit Fees line item has increased based on the anticipate fee increase that will be coming to Council in the next 2 months.
9. RENT:
• The caretaker cabin rent has been increased from $660 per month to $800 per month and a base rate for water and sewer has been added.
• 100/110 Monda Way has been included but may not actually be received based upon payment history for the past year.
10. LOAN REVENUE: The Loan payment revenue for the Housing Rehabilitation program in Fund 42 has a placeholder of $2,000 but could vary substantially depending on if any property sell that currently have a loan against it.
11. WATER REVENUE: The water revenue is projected to be higher than last year because of the already approved base rate increases and a future increase for the consumption rate to $3.25/HCF, which would be in effect for 7 months of the fiscal year. Right now, we charge less for the water we sell than we pay to purchase it from the HBMWD. This needs to be remedied through a Proposition 218 rate increase.
12. SEWER REVENUE: The sewer service charges are dramatically lower than budgeted for FY 2025-226 due to the modification of the billing system for the Rancheria properties. They have now installed an effluent flow meter and we are billing them for only the effluent actually coming into the City’s collection system. Prior to this meter being installed, we billed them for the same amount of sewage as water delivered. There is a significant difference between these two numbers because the Rancheria has several leach field disposal systems on their property. The amount estimated for FY 2026-27 is based upon a projection of this year’s actual revenues and the already approved increase in sewer base rates.
13. CAPITAL IMPROVEMENT PROJECTS: None of the likely capital improvement projects are included in this budget (grant revenue nor expenses). Likely projects that will be added to the budget by amendment once the projects have been approved are:
FY 2026-27 Final Review Draft Page 3
• STIP Truck Route Phase 2
• CalOES/FEMA Storage Tank Replacement Project
• McClure Property Acquisition Costs
• Bike & Skate Park Grant/Construction
• WWTP Expansion Project
14. GENERAL FUND DESIGNATIONS: The Budget Ad Hoc Committee recommends that Council designate a portion of the existing cash balance in the general fund towards specific near-term goals as a sort of “reserve” that will be a place that future general fund excesses can be placed to save towards the completion of a specific project. This could be done as part of the resolution to adopt this fiscal year’s budget, or as a separate action during a future meeting.
Some examples are:
• Levee evaluation and repair
• Development of a Capital Improvement Plan for Funds 10, 36, 60 and 70 including assessment of deferred maintenance
• Power Plant repurposing
• Drainage Study
• Grant Writing
• Matching Funds for CIP projects
FISCAL IMPACT
Across all the funds and departments, the budget estimates a positive cash flow of $2,420. There are a number of special or enterprise funds that have a positive cash flow, but those funds are restricted and therefore can not offset the negative cash flows in the other funds.
Fund 10: General Fund
The proposed budget includes a general fund deficit of $17,057. This includes the $60,000 in Housing Element planning costs that can be paid for out of the existing General Fund reserve balance.
Special Funds
The special funds total a net surplus of $92,126 which is primarily due to the reimbursement from the State Parks Per Capital grant program.
Water Funds
The water funds total a net deficit of $85,434 not including depreciation, which is a non-cash expense.
This is a similar deficit amount as was budgeted for last year. The water fund cash balance is sufficient to cover this shortfall, but this trend must be reversed. As can be seen from the cash trial balance report covering July 1, 2018 through June 30, 2025, the water operating fund has fallen from a balance of $1,187,851 on July 1, 2020, to an unaudited June 30, 2025, balance of $414,932.
Until a full rate study or cost of service analysis is completed, the water funds will remain in a deficit.
Sewer Funds
All sewer funds total a net surplus of $12,785. However, the sewer operating fund has a net deficit of $30,715. The sewer operating fund already has a negative cash reserve balance and this deficit will put this fund further into the red.

CALCULATIONS FOR DETERMINING THE FISCAL YEAR 2026-27 APPROPRIATIONS LIMIT
Article XIII B of the California Constitution, adopted by Proposition 4 in November 1979, and amended in 1990 by Proposition 111, imposes restrictions on the amount of revenues that can be received and appropriated in a fiscal year (Gann Limit). Only revenues defined as “proceeds of taxes” are restricted by the limit. Generally, revenues restricted as to use, enterprise fund revenues, and charges for services not exceeding the cost of providing the services are not considered proceeds of taxes. Also, certain expenditures are considered exempt from the limit. During any fiscal year a city may not appropriate any proceeds of taxes they receive in excess of their limit.
The appropriations limit is based on actual appropriations during the base year of 1978-79, and is adjusted using a price factor based on the growth in the State per capita personal income and a population factor based on growth in the City’s population. The appropriations limit must be adopted each year by resolution of the City Council.
FY 2025-26 ANNUAL ADJUSTMENT FACTORS:
Price Factor (conversion to ratio)
Percent Growth in State Per Capita Personal Income as provided by State of California Department of Finance: 4.95% = 1.0495
Population Factor (conversion to ratio)
Annual Percent Growth in the City of Blue Lake Population January 1, 2025 to January 1, 2026 as provided by the State of California Department of Finance:

2026-27 Budget Narrative City of
Blue Lake
City of Blue Lake 2026-27 Operating and Capital Improvement Budgets Budget Purpose
Each year the City must forecast the revenues it will receive and the expenditures it will incur for the upcoming fiscal year. The annual budget document serves as a plan for how the monies that come into the City will be spent to operate and maintain the City.
Basis of Budgeting
Governmental fund budgets are developed using the modified accrual basis of accounting. To summarize, under this basis, revenues are estimated for the fiscal year if they are susceptible to accrual (amounts can be determined and will be collected within the current period). Principal and interest on general long-term debt are budgeted as expenditures when due, whereas other expenditures (including capital outlay) are budgeted for liabilities expected to be incurred during the current period.
Proprietary fund budgets are developed using the accrual basis of accounting. To summarize, under this basis, revenues are recognized when earned and expenses are recognized when a liability is incurred or economic asset used.
