PUBLIC HEARING:
Categorical Exemption- GenerationZ, LLC Commercial Cannabis Project. Finance Director Elms stated GenerationZ, LLC represented by the Fitzgerald Family Agriculture LP proposes to develop a commercial cannabis cultivation facility on 4.95 acres. The project site is located on the southside corner of the intersection of west Hobsonway and Defrain Blvd. The development will consist of 5 warehouse style indoor grow buildings. Each building is 21,500 sq. ft. for a total grow area of 107,500 sq. ft. Surrounding land uses include farmed and previously farmed lands, vacant lands, residential development, commercial uses and Interstate
10. Based upon information contained in the administrative record and review of CEQA guidelines, the City has determined that the GenerationZ, LLC Commercial Cannabis project is eligible for a Class 32 categorical exemption. Therefore, subsequent to the Public Hearing it is recommended Council adopt a Notice of Exemption- In Fill Development for the GenerationZ, LLC Cultivation Project and direct staff to file the Notice of Exemption with the County Clerk.
Councilman Halby asked questions related to the applicant and subject property.
Councilman Rodriguez asked if they had the capital to get started, once approved. 24 Interim City Manager Crecelius stated they have not submitted a Commercial Cannabis application, so proof of funds have not been verified. What they have done is started the building process. They have gone through the PRC and have their conditions of approval. The next step is CEQA and Site plan approval.
Vice Mayor DeConinck asked if this was the same owner as the bowling alley project. Interim City Manager Crecelius stated no, that is a different owner and project. The bowling alley property is now the Desert Community Network project.
No public comment. Councilman Halby moved approval of staff's recommendation. The motion was seconded by Councilman Rodriguez with a unanimous aye vote.
NEW BUSINESS:
Audited Financial Statements for Fiscal Year 2020-2021. Finance Director Elms stated due to COVID-19 safety protocols, the City's audit team, Teaman, Ramirez and Smith is not here this evening to present the audited financials. They hope to be back to in-person field work in 2022. City Management and the Finance Committee virtually met with the audit team on Thursday, January 6, 2022 for a comprehensive review of the audit and financial statements. The Council was provided under separate cover, a copy of the City's financial statements. The audit and financial statements presented this evening are for the year ending June 30, 2021. Staff is pleased to report the Auditor's opinion of the City's financial statements is an unmodified opinion, also know as a clean opinion. This is the best level of an audit opinion the City may receive. This opinion means the financial statements present themselves fairly in all respects and in accordance with generally accepted accounting principles. Unfortunately, the financial statements continue to be prepared assuming the City will continue as a going concern. This is due to the financial condition of some of the City's other funds such as the Golf Course and Lighting fund, as well as the City's growing unfunded liabilities and inadequate reserve balance to pay those liabilities. On a positive note, if we continue to make progress in the General Fund, as we did at the close of the 2021 year and continue our action plan for resolving fund deficits the end of the City's going concern may be near. Teaman, Ramirez and Smith also provide the City with a Management Report. The purpose of the repot is to disclose significant audit matters, difficulties encountered, corrected or uncorrected misstatements, disagreements with management, audit findings and compliance issues. I am happy to say the auditor's report disclosures no difficulties, findings or non-compliance matters as a result of their test. They did note a corrected material misstatement resulting in an accrued payable adjustment. In auditing the City's financial statements, the auditors consider the City's internal controls over financial reporting to determine the appropriate audit procedures for expressing an audit opinion of the financial statements and identify the efficiencies in internal controls to identify any weaknesses. I am pleased to report the auditor's report on internal controls reports no deficiencies or non- compliance issues. A few notable changes in the financial statements include an added component of management discussion and analysis. Although recommended, the City has never included this section of the report. I am happy to say we were successful in adding it this year.
This allows financial managers in government to share their insights in a required format by providing an easily readable analysis of the financial performance for the year. On page 1 you will find the City's net position for the city as a whole. Governmental activities end the year with a net position of $2.5 million. Business type activities ends the year with a net position of $13.7 25 million. The consolidated year in net position for all funds is $16.2 million. The General Fund ended the year once again with a substantial positive change in fund balance. The year ended with just over $3.8 million. This includes $1.3 million in non-spendable, $1.9 million assigned per the City Reserve policy and just under $700,000 in unassigned amounts. The City's pension liability continues to increase and is currently estimated at $22.3 million at year end. The City's OPEB likably also increased and is currently 11.3 million.
No public comment. The report was received and filed.
2021 Year in Review. Finance Director Elms stated 2021 was a busy and productive year for the City and the attached report details some of the City's accomplishments. Highlights include the completion of street improvement projects, new equipment purchases for public works and the Fire Department, implementation of the CAD system at PD and the issuance of 4 Certificate of Occupancies. The Planning Department processed 18 PRC's, which is a record number of PRC's submitted in one year. City staff was also busy, with the Police Department responding to approximately 18,000 calls for service and the Fire Department responding to approximately 600 calls. The Development Service Department issued 527 building permits, opened 255 code cases and subsequently closed 253 code cases in an effort to clean up our City.
Council implemented the Graffiti Abetment Program in mid-2021 and continues economic development efforts. The City's financial position continued to improve in 2021, with the most significant improvements being the repayment of the Golf Course loan and the receipt of Measure K proceeds. In 2022, the City will continue to focus on blight abatement and economic development. It is recommended Council receive and file the 2021 Year in Review.
The yearly report was received and filed.
Retail Strategies. Finance Director Elms stated Retail Strategies is the national expert in recruiting businesses on behalf of communities. While at the ICS Conference in December, Mayor Reynolds, Councilman Rodriguez and the Interim City Manager met with a representative to discuss their program. They again met with representatives on December 15'h to discuss a partnership between the City and Retail Strategies. As we have seen, attracting new retail to a community is complex, connection critical and time consuming. Retail Strategies give communities the option to outsource retail recruitment services to well connected, experienced have a nuded aid on siang professio Topment nestineave at to horn communities, Retail Strategies identifies and aggressively executes a tailored strategy to attract new retailers, restaurants and hotels. In an effort to expand on the City's economic development activities, it is recommended council authorize the Interim City Manager to execute an agreement with Retail Strategies, once reviewed and approved by the City Attorney and execute a purchase order not to exceed $135,000 for the term of the three-year agreement.
Interim City Manager Crecelius stated that we have a unique opportunity right now with the COVID-19 relief funding to fund this service with those dollars. We can try it out, without impacting the General Fund. If we find it doesn't work, yes, we are out the money, but its CÓVID relief money we wouldn't have otherwise received. If it's a great service, maybe there is some added value to our community from this partnership. 26 No public comment. Vice Mayor DeConinck moved approval of staff's recommendation. The motion was seconded by Councilman Burton with a unanimous aye vote.
Funding a Part Time-Temporary Department Assistant I Position at the Police Department for FY 2021/22. Police Chief Dale stated it is recommended the Council fund a temporary part-time Department Assistant I position at Range 30 of the Clerical MOU. This will assist the Police Department during the long-term absence of the Forensic Technician. While she is out, we are going to shuffle her duties and this position would help with covering some of the front office clerical work. It's a temporary position and will not exceed $20,000.
No public comment. Councilman Rodriguez moved approval of staff's recommendation. The motion was seconded by Councilman Halby with a unanimous aye vote.

FISCAL IMPACT: $25,359.00 in funds directly allocated to Blythe on a per capita basis for use with the implementation of SB 1383.
BACKGROUND: In September 2016, Governor Brown set methane emission targets for California (SB 1383) in a statewide effort to reduce emissions of short-lived climate pollutants.
The targets must reduce organic waste disposal 50% by 2020 and 75% by 2025 and rescue for people to eat at least 20% of currently disposed surplus food by 2025.
The Department of Resources Recycling and Recovery (CalRecycle) is administering a one-time grant program meant to provide aid in the implementation of regulations adopted by CalRecycle.
This non-competitive grant provides $57,000,000 in funding to local jurisdictions to assist with the implementation of regulation requirements associated with SB 1383, including but not limited to: capacity planning, collection, edible food recovery, education and outreach, enforcement and inspection, program evaluation and gap analysis, procurement requirements and record keeping.
STAFF REPORT: Although funding is directly allocated on a per capita basis, each jurisdiction was required to apply for funding by February 1, 2022. An adopted Resolution must be on file no later than April 1, 2022 to be eligible for funding.
The City submitted the required application by the February 1 deadline. The City requested to use its funds for implementation of its SB 1383 program including education and outreach to residential and commercial customers in the form of advertising and direct mailers, procurement of recycled paper products for use in all city facilities and funding for staff to prepare the required record keeping and reporting.

Blythe CITY COUNCIL MEETING
STAFF REPORT
MEETING DATE: February 8, 2022
SUBJECT: Letter of Public Convenience and Necessity- Karma's Calling, LLC PRESENTED BY: Mallory Crecelius, Interim City Manager
PREPARED BY: Mallory Crecelius, Interim City Manager
RECOMMENDATION: It is recommended Council approve the attached letter supporting the issuance of an On-Sale General- Public Premises (Type 48 - Bar, Night Club) Alcoholic Beverage License within Census Tract No. 461.02 to Karma's Calling, LLC located at 221 W.
Hobsonway, Blythe, with the full knowledge of the undue concentration provision as outlined by the Alcoholic Beverage Control Board (ABC).
FISCAL IMPACT: None.
BACKGROUND: During the 1994 Legislative Session, the Department of Alcoholic Beverage Control made amendments and additions to certain provisions of the Business and Professions Code relating to alcoholic beverage licensing, to wit:
"Effective January 1, 1995, Section 23958.4 was added to the Business and Professions Code to define "undue concentration" of licenses and to establish the procedure for determining if public convenience and necessity will warrant the issuance of a license notwithstanding a determination that there is an undue concentration oflicenses. The undue concentration criteria as outlined by said Code Section is based on the census tract within which the application for licensing exists.
With respect to all on-sale licenses, the determination of whether or not public convenience and necessity is met will be determined by the local governing body of the appropriate city or county.
In other words, if there is an undue concentration of licenses in the area of a proposed licensed premises and the local governing body determines that issuance of the license would meet public convenience and necessity standards, the Department of Alcoholic Beverage Control will be bound by that determination and the license could be issued, assuming other factors, such as the personal qualification of the applicant, citizen protests and other non-public convenience and necessity factors do not preclude the issuance of the license. On the other hand, it the local governing body determines that public convenience and necessity would not be served, that determination by itself would preclude the issuance of the license by the Department." STAFF REPORT: Regarding the proposed general on-sale Type 48 licensing by Karma's Calling, LLC., the Business and Professions Code requires a letter from the City Council specifically addressing the over concentration issue, and the justification for issuance of the license.
The proposed license site is located within Census Tract No. 461.02 which currently has 5 (five) 52 active on-sale retail licenses at four locations. One (1) license is currently allowed within the census tract. The active licenses are issued to Sizzler, Garcia's Restaurant, and the Frank Luke Post 24- American Legion which has two active licenses. A type 47- on sale General License for eating places is currently active and issued to Karma's calling.
As opposed to other census tract boundaries, Census Tract 461.02 includes a larger number of commercial over developed residential properties. The lower proportion of population within the specific census tract accounts for the small number of allowed licenses. The entire fixed Blythe population and the transient population is not considered when factoring the allowed number of licenses.
Karma's Calling would like to exchange the Type 47 On-Sale General- Eating Place License, which authorizes the sale of beer, wine and distilled spirits for consumption on the license's premises with the operation of the licensed premises as a bona fide eating place, including suitable kitchen facilities for a Type 48 On-Sale General- Public Premises. The Type 48 license authorizes the sale of beer, wine and distilled spirits for consumption on the premises where sold and authorizes the sale of beer and wine for consumption off the premises where sold. Food service is not required for the Type 48 License..
As Karma's Calling is exchanging one license type for another, no additional licenses will be issued within this census tract. The number of existing licenses within the tract will remain at 5.
The restaurants and bars/night clubs in Blythe were hard hit by the COVID-19 pandemic. The issuance of this license is a necessity for this establishment to remain viable, providing the community with one of the only places to consume beer, wine, and distilled spirts in a venue other than a restaurant.
Therefore, the issuance of an On-Sale General-Public Premises license at this location serves a public convenience and necessity. The establishment and sale of alcohol at this location is consistent with the City's zoning ordinances and General Plan.

Re: Letter of Public Convenience and Necessity for Karma's Calling, LLC located at 221 W.
Hobsonway in Blythe, CA 92225
To whom it may concern:
The City Council of the City of Blythe, at their regular meeting on February 8, 2022 voted to approve submittal of this letter regarding the public convenience and necessity to be provided through the issuance of an On-Sale Alcoholic Beverage License for Karma's Calling.
After careful consideration, the Blythe City Council has determined that the need for public convenience and necessity outweighs the undue concentration of existing licenses.
The Blythe City Council supports the issuance of a Type-48 License (On-Sale General- Public Places) for Karma's Calling, LLC located at 221 W. Hobsonway in Blythe, California.
Sincerely,
Dale Reynolds, Mayor
City of Blythe

Blythe CITY COUNCIL MEETING
STAFF REPORT
MEETING DATE: February 8, 2022
SUBJECT: Fiscal Year 2021-2022 Budget Amendment and Mid-Year Financial Report PRESENTED BY: Christa Elms, Director of Finance
PREPARED BY: Christa Elms, Director of Finance
RECOMMENDATION:
1. Receive and file Mid-Year Financial Report of fiscal year 2021-2022
2. Adopt Resolution 2022-004 amending fiscal year 2021-2022 budget as referenced in Exhibit A of said resolution.
FISCAL IMPACT: The City's Operating and Capital Budget provides the funding and expenditure plan for all funds. The fiscal impacts for the proposed budget amendments are identified in Exhibit A.
BACKGROUND: It is considered best practice to review the annual budget on an ongoing basis. Since the fiscal year 2021-2022 budget was adopted on June 8, 2021, staff has continued to monitor the performance of revenues and expenditures throughout the year. Through this regular review, staff has identified a need to amend some of the existing revenues and appropriations to allow for changes.
STAFF REPORT: Based on revenue and expenditure review through mid-year, December 31,2021, the following budget amendments are being proposed.
General Fund.
Revenue: Revenue estimates are developed prior to the start of the fiscal year based on historical data, trends, and actual receipts. Tax revenues make up the largest part of the General Fund's revenue, 65% of the City's tax revenue is derived from the City's Sales tax, VLF, Property tax, and Transient Occupancy tax. Sales tax alone making up 31% of General Fund revenues. Mid- year review of actuals shows these tax revenues are performing better than expected. Based on receipt timing for the top four revenue sources, actual receipts at mid-year are on average at 20% of projections, they are currently trending at 37%, 17% above average. In addition, other revenue sources are trending at or slightly above target, actual receipts for mid-year have reached 42% of budget. Based on mid-year review staff is recommending amendments to revenue estimates as identified in Exhibit A attached. Although the amendment is not intended to correct all anticipated variances, it will better align year end budget to actuals while providing additional resources. The amendments will account for increases in Measure K Sales tax, MLV fees, Federal Grant funds, and other miscellaneous revenue sources of the General Fund. The amended General Fund revenue budget is proposed at $12,216,995 (excluding transfers), net increase of $585,500 as indicated in Exhibit A.
57 Expenditure: Although not all expenditures follow a straight-line spending pattern, operating expenditures should track close to 50% of budget at mid-year. Mid-year expenditures are at 57% with General Government expenditures being the primary factor. General Government expenditures typically trend at 75% or greater due to timing of lump-sum pension liability and debt payments causing an appearance that expenditures overall are trending higher than they are.
Total year-end expenditures for all departments combined are expected to come under appropriations at a margin of 4%. As indicated in Exhibit A staff is proposing minor amendments to appropriations in the General Fund. The amended General Fund expenditure budget is proposed at $10,193,598 (excluding transfers), net increase of $158,000.
Appropriations for operating transfers out proposed to increase $45,000, amended from $1,480,500, to $1,525,500. Increase in appropriations are proposed using revenue amendments and not allocation of General Fund reserves.
Enterprise Funds.
No major variances are expected in Water and Sewer Enterprise Funds, therefore no amendments to the current budget are proposed. Revenues for Water Enterprise is on target, while Sewer Enterprise is trending slightly above target. Expenditures for Water and Sewer Enterprise are expected to end the year within budget.
Other Funds.
The following provides a summary of proposed budget amendments to other funds. A complete list of these amendments is identified in Exhibit A to the Resolution:
Measure A Fund: Decrease in appropriations for expenditures and increase in transfers to Capital Street Project Fund for cost associated with street projects, to be amended in 2021-2022 Measure A plan.
ARPA Fund: Increase in revenue for the receipt of first allocation of Federal Grant funds.
Capital Street Project Funds: Increase in transfer in and increase in appropriations for expenditures resulting from changes in costs associated with street projects.
Building Maintenance Fund: Increase transfer in and appropriation of expenditures for costs associated with deferred maintenance at police department and city hall.
Central Garage Fund: Increase revenue and appropriation of capital expenditures for the purchase of fire vehicle.
Risk Management Fund: Increase in transfers in and increase in appropriation for costs associated with increased premiums and Liability Program Assessment payment in full.
Hydrocarbon Cleanup Fund: Increase in revenue and appropriation for expenditures for Cleanup of Plume #6.
Recreation Fund: Increase in revenue for private contributions and increase in appropriations for expenditures relating to the contribution.

63 CITY OF BLYTHE
Blythe CITY COUNCIL MEETING
STAFF REPORT
SABLISHED
MEETING DATE: February 8, 2022
SUBJECT: Housing Element Update
PRESENTED BY: Mallory Crecelius, Interim City Manager
PREPARED BY: Mallory Crecelius, Interim City Manager
RECOMMENDATION: It is recommended Council authorize the Interim City Manager to execute Agreement No. 2022-006 A between the City and The Holt Group and issue a purchase order in an amount not to exceed $63,000 for preparation of the City's 6" Cycle Housing Element Update.
FISCAL IMPACT: $63,000 in funds budgeted in FY 2021/22 for the required Housing Element Update.
BACKGROUND: Since 1969, California has required that all local governments adequately plan to meet the housing needs of everyone in the community. Local governments meet this requirement by adopting housing plans as part of their General Plan. General Plans serve as the blueprint for how the city will grow and develop and include seven elements: land use, transportation, conservation, noise, open space, safety, and housing.
The City's Housing Element was last updated in 2014, with a period of 2013 through 2021. The update was prepared by Pacific Municipal Consultants "PMC".
The Housing Element is the only element of the General Plan that involves certification by a State Agency. HUD will review and certify the City's Housing Element once prepared. The adopted budget includes $65,000 for the update of the Housing Element.
STAFF REPORT: The City released a Request for Proposals for the preparation of the 6th Cycle Housing Element Update on December 1, 2022. The notice inviting proposals was published in the Palo Verde Times, on the City's website and directly sent to five companies providing planning and related services to local governments.
Proposals were received by the January 20'h proposal deadline from The Holt Group, Realty Planners Group, Inc. and Willdan in the following amounts:
The Holt Group, Blythe CA $63,000
Realty Planners Group, Bakersfield CA $59,850
Willdan, San Bernardino, CA $115,765
After a thorough review of each proposal, staff determined the Holt Group was the responsive bidder due to their qualifications and experience working in rural communities in Southern California. They are also vastly familiar with the City of Blythe, having completed numerous engineering and planning projects in the City. Willdan has also performed extensive work in the 64 City, but their proposal far exceeds the project budget.

Proposals Requested By:
City of Blythe
I. INTRODUCTION
The Development Services Department of the City of Blythe is requesting proposals from consultants who are qualified to prepare the 6" cycle update to the City of Blythe's ("City" or "the City")'s Housing Element of the General Plan for the 2021-2029 planning period consistent with SB 375 regulations. The selected consultant will review the existing Housing Element and will revise the document to reflect current conditions, city policies, and methods to meet the housing requirements mandated by the State of California.
The City is seeking a qualified consultant with experience in the preparation of Housing Elements and with an established working relationship with the California Department of Housing and Community Development ("HCD"). The consultant must have familiarity with State housing law and applicable statutes; including Southern California Association of Government's Regional Transportation Plan ("RTP"). The consultant must be proactive in maintaining communication with City staff, keeping staff informed with project status updates, meeting deadlines and ultimately meeting the requirements of HCD for the streamline update of the Housing Element.
II. SETTING
The City of Blythe is a general law City, incorporated in 1916. The City of Blythe is located in eastern Riverside County on the California/Arizona border along the Colorado River. The main industries in the area are tourism and farming. The City's population is 19,682. Two State prisons are located within Blythe's City limits and their population is factored into Census data for the City.
The City adopted its 2025 General Plan 2007.
III. PROJECT DESCRIPTION
The City's Housing Element was last revised and adopted in 2014 and is deemed in compliance with State housing element law by HCD.
The purpose of this project is to update the Housing Element to be in compliance with State statues to achieve approval by the City Council. The update will reassess the community's 10 78
existing and projected housing needs and update existing or set forth new policies and schedules in a cooperative effort that promote improvement and development of diverse types and costs of housing throughout the City, while maintaining a responsibility toward economic environmental and fiscal factors. The update will ensure compliance with new State statues The proposed update will build upon the existing Housing Element and through citizen participation and consultation with City staff and HCD, propose, modify, or set forth feasible housing goals, objectives, policies and programs that meet or exceed statue requirements.
V. SCOPE OF WORK AND PROPOSAL REQUIREMENTS
Task 1- Assessment
a) Evaluation of 2021 Housing Element: The consultant will be required to review and evaluate the current Housing Element and its programs, including:
• An assessment of the City's progress in meeting existing Housing Element goals, re-zoning programs, and objectives, including RHNA goals; • A discussion of the effectiveness of the housing program and policies; A comparison of projected results from the adopted Housing Element to actual accomplishments;
A summary of how these results are important to a revision of the Housing Element; and
• An evaluation of the existing Housing Element's compliance with applicable statutes and current State Housing Law.
b) Type of housing allocation: Analysis of the housing units assigned to the City by adoption of the RHNA allocation by SCAG"S Regional Council as described below:
• Total RHNA 402 units
• Very-low Income 91
• Low-income 64
• Moderate income 75
11 79
• Above moderate income 172
(Assigned allocation as of December 31, 2020)
c) Analysis of "Disadvantaged Communities": The Housing Consultant shall use the Land Use Element and general plan policies that provide specific information on potential "disadvantaged communities" within the City's sphere of influence areas for compliance with SB 244 prior to completion of the draft Housing Element. d) Document Review: The consultant will review City documents to aid in understanding local conditions and the community's housing needs. Documents included but are not limited to the 2014 Housing Element Update documents and administrative record, all written communication with HCD, the 2014 Housing conditions and Vacant Land Survey, the City's Zoning Ordinance (Title 17 of the Blythe Municipal Code), the City's Subdivision Ordinance (Title 16 of the Blythe Municipal Code) and all housing programs and ordinances currently in place. In addition, the consultant will need to evaluate existing City resources and funding mechanisms for the development of housing.
Task 2 - Housing Element Preparation
a) Needs Analysis: The consultant will complete an assessment of housing needs and an inventory of resources and constraints relevant to the meeting of these needs in conformance with Government Code section 65582(a). The consultant will evaluate housing conditions using State-approved criteria. Where necessary to complete this task, the consultant will obtain and analyze the most current data available on demographics and housing in the City, including resources from the U.S. Census Bureau and the California Department of Finance. The gathered data will be used to draft a housing needs assessment that will identify:
• Population, demographics, employment trends and projections of the locality's existing and projected housing needs. These existing and projected needs shall include the locality's share of the regional housing needs; • Household characteristics;
• An analysis of potential and actual governmental and non-governmental constraints on the improvement, maintenance and development of housing for all income levels.
• An analysis of special housing needs; and
• An analysis for energy conservation.
b) Housing Resources and Opportunities: The consultant will identify housing resources, including programmatic, physical, and financial. Existing development policies will be assessed and sites adequate for the development of housing will be identified to meet RHNA requirements. This will require a vacant land inventory 12 program to show capacity for housing development to accommodate the 6" Cycle RHNA during the planning period. The consultant will build upon previously identified vacant land inventory sites from the existing Housing Element. c) Housing Goals and Policies: The consultant must build on the existing Housing Element, public input, and the needs and constraints analyses to formulate an implementation plan with appropriate and feasible housing policies. This work will need to satisfy the requirements of Government Code section 65583(b) and (c), as noted below.
Ensure that housing opportunities are available for all persons in the City; • Preserve and improve the existing stock of affordable housing, including at- risk unit;
• Facilitate development of adequate housing to meet the needs of low and moderate income households, meeting regional share of goals; • Mitigate any governmental constraints to housing production, improvement and /or maintenance;
Ensure consistency with other General Plan elements and community goals; and
Identify necessary changes to other General Plan elements and/or to the City Code to achieve comprehensive compliance with State Housing Law and to provide the City with necessary legislative framework to meet its housing needs and goals.
Task 3 - Prepare and Finalize Housing Element
a) Administrative Draft Housing Element: The consultant will be required to prepare and submit one reproducible copy and one electronic copy in Microsoft Word format of the Administrative Draft Housing Element for City staff to review and comment upon by May 2022.
b) Draft Housing : Element: Upon completion of City staff's review of the Administrative Draft Housing Element, the consultant will modify the Administrative Draft as directed. The consultant will then prepare and submit one reproducible copy and one electronic copy in Microsoft Word format, and one electronic copy in Adobe Portable Document Format of the Draft Housing Element for City staff distribution to HCD, the City Council and the general public for review and comment by June 2021. c) Final Draft Housing Element: In response to comments from HCD, responsible agencies, City staff, the City Council, and the public, the consultant will amend the Draft Housing Element accordingly. Upon a determination of compliance by HCD of the Final Draft Housing Element, the consultant will submit 7 copies of the Final Draft Housing Element for distribution to the City Council for final adoption at public hearings by October 2022.

C. Project Understanding
THG understands that housing of all types is important for all Californians and especially for the residents of Blythe. Blythe's unique location means that a cookie-cutter approach is not appropriate for achieving the City's housing goals. In preparing the Housing Element Update, THG will balance statutory requirements with Blythe's demographic needs, growth potential, and infrastructure constraints. The Housing Element Update will guide the City's housing development to achieve the RHNA goals, promote population density, which is a key metric indicator to spur economic development. THG will work closely with the California Department of Housing and Community Development (HCD) to ensure timely completion of the Housing Element Update.
THG has reviewed the RFP for the 6'h Cycle Housing Element Update. The Housing Element Update will be done in accordance with State Law Sections 65580 - 65589.11. Additionally, the Housing Element Update will remain consistent with the requirements of reducing greenhouse gas emissions as established by AB 32 and will incorporate the requirements established by SB 375 to promote the development of sustainable communities. Special consideration will be given to address the City's Disadvantaged Community designation, as identified in the CalEnviroScreen Mapping Tool, pursuant to SB 535, as well as incorporate Environmental Justice components as required by SB 1000 and the unfunded mandates established by SB 244. Revisions will incorporate the requirements established by HCD. Additional care will be taken to incorporate required data as established by AB 686. All updates will be made consistent with the City's 2025 General Plan, adopted in 2007, and its mandated Elements.
Il. SCOPE OF WORK
THG will render the services within this proposal and adhere to the deadlines as stipulated by the RFP. RFP timelines are subject to change, contingent on contract award date. Services will commence upon City City of Blythe

93 Council contract approval and will be encompass the State Law and HCD requirements.
The 6'h Cycle Housing Element Update will be managed by Lindsay Holt, AICP who is a Senior Planner with almost 20 years of experience in the planning field. The Senior Planner will dedicate 50% of their time for general project oversight, including but not limited to, document review to ensure accuracy and consistency with existing City of Blythe planning documents, as well as manage the project's strict timeline for timely submittal to the California Department of Housing and Community Development (HCD). Mr. Jeorge Galvan, AICP, a Senior Planner/Project Manager, from THG El Centro Office will be available to support the efforts of the 6 Cycle Housing Element Update. Mr. Galvan has over 24 years of experience in various facets of land use planning, urban design, community development, and economic development.
The Assistant Planner will dedicate 90% of their time to synthesize data and complete text revisions for the 6* Cycle Housing Element Update. The majority of text revisions will be accomplished by the Assistant Planner.
The Assistant Planner will conduct a thorough site inventory to identify the City's development capacity. The site inventory will be completed in accordance with the required HCD templates. Review the 5th Cycle Housing Element Program, Goals, and Polices to determine the extent to which goals were met. Include a detailed analysis of Affirmatively Furthering Fair Housing (AFFH) to meet the requirements of AB 686, which requires all Housing Elements adopted after January 1, 2021 to include an Assessment of Fair Housing (AFH). To meet the requirements of AB 686, the Data and Mapping Tool from the US Department of Housing and Urban Development (HUD) will be utilized. Special needs household data will be analyzed to determent housing goals, programs, polices that promote equal housing opportunities for all segments of the community regardless of age, income, race, ethnicity, sex, or disability.
Additional analysis will involve identifying areas of racial/ethnic areas of concentration of poverty, segregation and integration, and governmental constraints impacting the City's ability to meet the housing allocation goals established by the RHNA. Special review will be given to existing zoning ordinances that hinder the City's ability to accommodate a variety of housing types.

94 The Administrative Analyst will spend 70% of their time compiling and revising demographic data, reviewing existing City of Blythe plans and specifications for consistency with Housing Element Updates, conduct an analysis of existing and potential housing resources and opportunities, and review and incorporate State Law including SB 1000, SB 535, SB 244, and SB 375. Additionally, the Administrative Analyst will include goals, policies, and programs to achieve the unfunded mandate established by SB9, which calls on municipalities to facilitate the development of Accessory Dwelling Units (ADU's) by right in single-family residential zones. In order to facilitate proposed, planned, and future housing development, the Analyst will dedicate time in preparing California Environmental Protection Act (CEQA) documentation to be filed with the State Clearing House. After conducting a CEOA Initial Study, it is anticipated that the 6th Cycle Housing Element will be deemed to have a less than significant impact on the environment resulting in a Negative Declaration. Although at the project on-set, the CEAQ process will require preparation time, the long-term benefit to the City will include facilitating future housing development to promote meeting the housing allocation goals established by the RHNA.
The AutoCAD Technician will dedicate 40% of their time gathering corresponding City of Blythe existing land use plans and specifications, preparing Housing Element exhibits, and providing general administrative support tasks associated with the project. Exhibits will include a site inventory map detailing the City's available land and capacity to develop housing projects to accommodate the housing needs for very-low, low-, and moderate-income households, as identified in the Regional Housing Needs Assessment (RHNA) allocation, which was allocated by the Southern California Association of Governments (SCAG).
SB 1000 requires that a "Good Faith Effort" be made to be inclusive of diverse segments of the population when engaging Public Participation.
US Census Quick Facts indicate that 43% of households int the City of Blythe speak a language other than English and has a population of 57.2% Hispanic or Latino. Public Outreach materials will be provided in English and Spanish. To engage a broader base for Public Participation, all efforts will be made to conduct Public Outreach Events utilizing community- based organizations.

BACKGROUND: Council adopted the FY 21/22 budget with Measure A funds for the design and rehabilitation of Lovekin Blvd. from Hobsonway to Barnard Street and Barnard Street from Lovekin Blvd. to Main Street.
On December 20, 2021, the City released an Invitation for Proposals for the Lovekin and Barnard Street Rehabilitation Project. A mandatory pre-bid meeting was held on January 11, 2022. Rove Engineering recently completed the Acacia Street Rehabilitation Project in the City.
Therefore, staff determined Rove Engineering, Inc. was the responsive and responsible bidder.
The request for proposal included a bid item to replace existing cracked concrete sidewalk with new sidewalk within the project area. This item was an alternate bid, added should the city wish to pursue the replacement of the cracked sidewalk in conjunction with the paving project.
