CONTINUED BUSINESS:
Palo Verde Hospital Ad Hoc Committee Update. Interim City Manager Crecelius stated since we last met, LAFCO has held a Public Hearing on the Municipal Services Review prepared for Palo Verde Health Care District. At the meeting, LAFCO directed the County and with them the City, to work on a plan with the ultimate glad in the future to dissolve the Palo Verde Health Care District. The big question is who the successor agency will be once the board is dissolved. Since then, the City has met weekly with County staff and other agency partners.
Today there was a rapid response for hospital employees. A Warn Notice was sent to hospital staff effectively stating as of November 23rd staff would be laid off. We believe that was part of the Chapter 9 Bankruptcy proceedings. It is the City and County's priority to keep the ER open and keep the employees paid.
Vice Mayor Rodriguez stated on Monday the hospital held a special meeting related to an advance of property taxes to help make payroll.
Mayor DeConinck stated they are working with La Paz regional and others to bring supplies in. I want to complement County CEO Jeff VanWagenen. He has taken this head on and has been very involved along with his staff. Hopefully we will find a way to keep this going. Everyone is learning about Chapter 9 Bankruptcy. They did have one hearing and there is a lot to learn as it's not a typical bankruptcy. We want to make sure they have enough cash on hand to meet payroll.
The County and other hospitals are working hard on a solution.
No public comment. The item was received and filed.
PUBLIC HEARING:
Consideration of Adoption of Urgency Ordinance No. 943-25-U Amending Title 17 (Zoning) of the Blythe Municipal Code to Establish Regulations Relating to Commercial Solar Energy Facilities and Review of Ordinance No. 944-25 Amending Title 17 (Zoning) to Establish Regulations Relating to Commercial Solar Energy Facilities. Interim City Manager Crecelius stated the Blythe Municipal Code did not define or regulate commercial Solar energy facilities. In October of 2023, the City Council adopted an Urgency Ordinance establishing a temporary moratorium on the establishment of new commercial solar energy -27-
facilities in the City. The Urgency Ordinance was extended and was set to expire on October 9, 2025. On August Sth, the City Council held a study session to provide direction to staff on the preparation of an Ordinance to regulate the development of commercial energy facilities in the City. On September 9th the City Council adopted Urgency Ordinance No. 943-25-U which amended Title 17 to establish regulations relating to commercial solar energy facilities to be effective immediately. Ordinance No. 944-25 contains the exact same changes to Title 17 but is being brought forth through the normal procedures in order to provide the public with an opportunity to be heard on the matter. Therefore, subsequent to the public hearing, it is recommended Council Introduce Ordinance No. 944-25 relating to Commercial Solar energy facilities and finding the Ordinance exempt from CEQA.
Public Comment. Kathy Linares of 2545 Fairway Drive asked how we are making an Ordinance without a City Planner?
Council Member Halby moved approval of staff's recommendation. The motion was seconded by Council Member Burton with a unanimous aye vote.
ORDINANCE NO. 943-25-U. AN URGENCY ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BLYTHE, CALIFORNIA, AMENDING CHAPTER 17.04 (DEFINITIONS) AND CHAPTER 17.08 (PERMITTED USES) AND ADDING A NEW CHAPTER 17.57 (SOLAR ENERGY FACILITIES) TO THE BLYTHE MUNICIPAL CODE RELATING
TO COMMERCIAL SOLAR ENERGY FACILITIES AND FINDING THE ORDINANCE IS EXEMPT FROM
ENVIRONMENTAL REVIEW UNDER THE CALIFORNIA ENVIRONMENTAL QUALITY ACT PURSUANT TO CEQA GUIDELINES SECTION 15061(b)(3).
Categorical Exemption for the Greenlane Vehicle Charging Station, Temporary Truck Parking and Solar Power Generation with Battery Energy Storage System Project Pursuant to CEQA Guidelines 15183. Interim City Manager Crecelius stated Greenlane Infrastructure, LLC applied to develop an electric vehicle fast charging station, with a temporary truck and trailer parking facility, and solar power generation with a battery energy storage system. The proposed project site includes three parcels totaling 37.38 acres located at 241 Neighbors Boulevard. The project site is vacant at present and was once used for a concrete batch plant. Surrounding land uses include the I-10 to the south, and a mix of light-industrial, commercial, low-density residential and agricultural uses on surrounding lands to the north, east and west. The station would be equipped with ten charging lanes for medium- and heavy-duty transportation vehicles operating along Interstate 10. Construction will occur in two phases to align with Southern California Edison's timeline for delivering electrical capacity to the site. An amenities building may be incorporated at a future date. The project will advance sustainable freight truck parking facilities identified in the 2022 California Statewide Truck Parking Study and will address some of the truck parking deficiencies along the I-10 Blythe Corridor. As the Lead Agency under the California Environmental Quality Act, the City has undertaken development density established by existing zoning and general plan. An EIR documenting environmental assessments of those policies was certified at the time the General Plan was adopted. Therefore, the environmental report is limited to examination of project specific effects peculiar to the project or its site. It has been determined that these project specific and site- specific potential effects can be substantially mitigated by the imposition of uniformly applied -28-
development policies or standards. Therefore, the environmental document presents analysis of those potential environmental effects for which the City has authority to require conditions of approval based upon applicable mitigation measures specified in the EIR. Based on the analyses presented in the environment document, the City concludes the project does not require additional environmental review pursuant to CEQA Sections 21000 and the 2025 State CEQA Guidelines Title 14 Chapter 3 section 15000. Consistent with the CEQA Guidelines, the environmental report includes a project description, a summary assessment of the resource categories. The environmental resource categories assessed include Aesthetics, Agriculture and forestry, Air Quality, Biological Resources, Cultural resources, Energy Use, Geology and soils, Greenhouse Gas Emissions, Hazards/hazardous materials, Hydrology and water quality. Land use/planning, mineral resources, noise, population/housing, public services, recreation, transportation, tribal cultural resources, utilities and service systems, wildfire and cumulative effects. Therefore, subsequent to the public hearing, it is recommended Council direct staff to file a Notice of Exemption for a Categorical Exemption pursuant to CEQA Guidelines Section 15183, projects consistent with a community plan or zoning for the Greenlane EV Charging Station Project.
No public comment. Vice Mayor Rodriguez moved approval of staff's recommendation. The motion was seconded by Council Member Spraggins with a unanimous aye vote.
ORAL REPORTS:
Chief Dale reported on the upcoming 1st responder night at Blythe Speedway and National Night out.
Interim City Manager Crecelius reported on the City's attendance at the ICSC Western Conference and Cal Cities annual conference.
Vice Mayor Rodriguez stated you must build relationships and it takes time. This year they seemed to be much more receptive. They asked for Retail Strategies to follow up with their people. If people wonder what becomes of it, Chipotle and Grocery Outlet are the kinds of things that become of it and we hope to get others.
Council Member Halby asked about the cell phone tower project in E. Hobsonway.
Mayor DeConinck reported on the ECV event at Quechan Park, the Farm Olympics and St. Joan of Arc Bazaar.
PUBLIC COMMENT:
Kathy Linares of 2545 Fairway Drive stated we had a special meeting on September 11th and people are asking for Minutes. That $8.5 million grant is viable for the sewer project on the Mesa. I spoke to Bruce Wilson at CIF and Jason Rollo and they both said it was a good idea.
Maria Grecko Hicks of 212 Shaded Palm addressed the current conditions of the roads. What about Hobsonway and Lovekin, our two main roads? I have an adult son who is severely handicap and he cannot ride his cars on these roads. He has to walk to the pool in over 110 degrees.
-29-
Rudy Armstrong of 544 Bell Ln. stated I was terminated from the Recreation Center. I was a big factor to the kids. I go there a few days a week after I was fired. I was recently removed by the Police Department without warning. How would I be allowed back in the Recreation Center? I don't think you should be let go at any time.
Jovita Perez 14171 W. Broadway stated she also cannot go to the Rec center pending an investigation. I did not do anything wrong, but I have missed out on my grandkid's summer camps. I am looking for the reason why I cannot go there. When am I allowed to go back? Tasja Hartwell stated I have some concerns with staffing at the Rec. The kids respected Rudy, he interacted with them and a lot of the staff don't. I felt safe sending my kids there when he was there. There have been fights that were not broken up by staff. I feel the employes are insensitive. Kids are running in and out of the Center.
Alexandra Diaz of 736 Michelle Street stated I stopped taking my kids there for the same reason.
Without Rudy and a few other employes not there my kids don't go. I coach and when I go there, I don't see anyone dealing with the kids. Lately it has been out of control. Where is the supervision?
Interim City Manager Crecelius stated a staff meeting was held Friday to address these issues.
The front door is a problem. This session of ELOP is huge with over 200 kids. Next Council meeting will be bringing an item to hire additional staff. We've had an issue with the older kids who have been the ones fighting and this happens when the younger kids are there. Tomorrow I Will be there along with additional staff to have some extra hands and also for me to put my eyes on the situation to see what needs to be done better to address these issues that have been brought to my attention by parents.
ADJOURN: The City Council meeting was adjourned at 6:57pm.

THIN HIT BUT CITY OF BLYTHE
Blythe CITY COUNCIL MEETING
STAFF REPORT
MEETING DATE: November 12, 2025
SUBJECT: Memorandum of Understanding between City and PVUSD for the 2025/26 School Year and 2026 Summer School Programs
PRESENTED BY: Mallory Crecelius, Interim City Manager
PREPARED BY: Mallory Crecelius, Interim City Manager
RECOMMENDATION: It is recommended Council authorize the Interim City Manager to execute the Memorandum of Understanding (MOU) between the City and PUSD for the 2025/26 School Year and 2026 Summer School Programs once reviewed and approved by the City Attorney.
FISCAL IMPACT: The District will reimburse the City $5,000 per week ($1,000 per day) for the portion of the Programs provided at the Joe Wine Blythe Recreation Center.
BACKGROUND: The District is required by California Education Code Section 46120 to provide an Expanded Learning Opportunities Program (ELOP). The ELOP provides funding for afterschool and summer school enrichment programs for Transitional-Kindergarten (TK) through sixth grade students.
In 2023, District staff worked with the City to provide an ELOP for the 2023 Summer School participants at the Joe Wine Blythe Recreation Center. As the Summer School Program was successful, the City and PVUSD subsequently executed agreements to continue the ELOP through the 2023/24 and 2024/25 School Years and Summer School sessions.
The MOU for the 2024/25 School Year and Summer School session has expired. The City and District wish to continue the partnership and enter into a MOU for the 2025/26 School Year and 2026 Summer School session.
STAFF REPORT: The current ELOP is open to students aged TK to 6th grade, and, if funding allows, grades 7-8, during regular school instruction days, the summer school session and on certain school holidays and school breaks. To participate in the ELOP at the Recreation Center, parents may enroll their students in six-week sessions throughout the school year, for the summer school program and for the various school breaks and holidays. Students are bussed to the Joe Wine Recreation Center after school and may participate in activities until 5pm at which time they are bussed home or are picked up by a parent.
The MOU has been revised over the years to include various non-school instruction days. The proposed MOU provides for full-day activities at the Recreation Center on the following school holidays/breaks: 2 days for Thanksgiving Break, Martin Luther King Day, Lincoln's Birthday, President's Day, 6 days for Fair Break and 6 days for Spring Break. Martin Luther King Day and Presidents' Day are City observed holidays, but may be covered by the part-time employees hired to staff the ELOP. The intent of these additional days is to assist working parents with childcare when schools are closed.
-50-
In previous years, during Summer School, participants who were enrolled in the ELOP were bussed to the Recreation Center after summer school and participated in programs at the center until 5pm. This year, the District will not offer a Summer School Program for grades TK-8th, as they will be re-configuring the school sites for TK-2nd grade at Appleby, 3rd-5th grade at Ruth Brown and 6th-8th grade at Margaret White. The District asked the City to offer a full day ELOP at the Recreation Center in lieu of a Summer School Program. The proposed MOU provides for full day activities at the Recreation Center June 16 - July 16, 2026.
The proposed MOU includes an increase in fees for the ELOP from $4,000 per week ($800 per day) to $5,000 per week ($1,000 per day). This increase was proposed by the District to help the City meet its staffing ratio obligations under the agreement, which is set at 1:10 for grades TK-K and 1:20 for grades 1-6.
As this program continues to be a success for both the City and the School District, staff recommends Council authorize the Interim City Manager to execute the Memorandum of Understanding between the City and PVUSD for the 2025/26 School Year and 2026 Summer School Programs once it has been reviewed and approved by the City Attorney.

MEMORANDUM OF UNDERSTANDING
BETWEEN CITY OF BLYTHE AND
PALO VERDE UNIFIED SCHOOL DISTRICT
2025-2026 SCHOOL YEAR AND 2026 SUMMER SCHOOL PROGRAMS
This Memorandum of Understanding ("MOU" or "Agreement") is made by and between the Palo Verde Unified School District, a public local educational agency ("LEA"), hereinafter referred to as "District," and the City of Blythe, a municipal corporation, hereinafter referred to as "City".
RECITALS:
1. The District and the City have a joint use agreement dated April 4, 2023 ("2023 Joint Use Agreement"), which benefits the community as a whole by providing for the joint use of facilities, playgrounds, and outdoor playing fields in order to reduce capital and operational costs to both governmental jurisdictions. A copy of the 2023 Joint Use Agreement is attached hereto as Exhibit A and incorporated as if fully set forth herein.
2. In response to the COVI-19 pandemic's deleterious effects on school-age youth in the form of lost instruction and needed support for social and emotional well-being, among other needs, federal and state agencies have provided one-time funding to DEAs, including the District, to address learning recovery by creating a program to expand instructional learning and provide summer school or other activities in accord with the respective funding rules.
3. The District will receive a grant from the California Department of Education for Expanded Learning Opportunities in accordance with Education Code section 46120. In accordance with the requirements of Education Code section 46120(b)(2), the District has developed an Expanded Learning Opportunities Prógram ("ELO-P") Plan, which was approved by the District's Governing Board in a public meeting and is posted on the District's website. The ELO-P Plan Template prepared by the California Department of Education provides that LEAs are encouraged to collaborate with non-LEA entities to administer and implement ELO-Ps:
4. The District will utilize the California Department of Education grant to collaborate with the City with respect to the District's 2025-2026 School Year and 2026 Summer School Programs ("Programs") to provide Expanded Learning Opportunities to student participants in grades TK-6 and, should funding allow, grades 7-8 ("Participants"). The Programs will include before-school activities during the school year and summer school activities at the Felix J. Appleby Elementary School, Ruth Brown Elementary School, and/or Margaret White Elementary School, and after- school activities and recreation time provided by the City in the afternoon at the Joe Wine Blythe Recreation Center, located at 127 S. The City's program is hereinafter referred to as the "Rec Center Program."
5. City and District intend and desire that this Agreement be effective retroactive to August 1, 2025.

Blythe CITY COUNCIL MEETING
STAFF REPORT
MEETING DATE: November 12, 2025
SUBJECT: Adoption of Ordinance No. 944-25 Amending Title 17 (Zoning) Establish Regulations Relating to Commercial Solar Energy Facilities PRESENTED BY: Mallory Crecelius, Interim City Manager
PREPARED BY: Mallory Crecelius, Interim City Manager
Brittany Roberto, City Attorney
RECOMMENDATION: It is recommended that the City Council adopt Ordinance No. 944-25:
ORDINANCE NO. 944-25. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BLYTHE, CALIFORNIA, AMENDING CHAPTER 17.04 (DEFINITIONS) AND CHAPTER 17.08 (PERMITTED USES) AND ADDING A NEW CHAPTER 17.57 (COMMERCIAL SOLAR ENERGY FACILITIES) TO TITLE 17 (ZONING) OF THE BLYTHE
MUNICIPAL CODE RELATING TO COMMERCIAL SOLAR ENERGY FACILITIES AND FINDING THE ORDINANCE
IS EXEMPT FROM ENVIRONMENTAL REVIEW UNDER THE CALIFORNIA ENVIRONMENTAL QUALITY ACT PURSUANT TO CEQA GUIDELINES SECTION 15061(B)(3)
FISCAL IMPACT: None.
BACKGROUND: The Blythe Zoning Code does not define or regulate commercial solar energy facilities. For purposes of this staff report and the proposed ordinance, "commercial solar energy facility" refers to a solar energy facility that is designed to collect, store, and distribute solar energy that will be used to meet off-site energy demand. "Commercial solar energy facility" does not include an accessory solar energy facility, which refers to a solar energy facility that is designed to collect, store, and distribute no more solar energy than what is necessary to meet on-site energy demand. Commercial solar energy facilities are commonly known as solar farms.
On October 10, 2023, the City Council, by a four-fifths vote, adopted Urgency Ordinance No. 925- 23-U, establishing a 45-day temporary moratorium on the establishment of new commercial solar energy facilities in the City as authorized by California Government Code section 65858. On November 14, 2023, the City Council, by a four-fifths vote, adopted Urgency Ordinance No. 926- 23-U, extending the temporary moratorium for 10 months and 15 days as authorized by California Government Code section 65858. On October 8, 2024, the City Council adopted Urgency Ordinance No. 933-24-U, extending the temporary moratorium for one year, through October 9, 2025 as authorized by California Government Code section 65858.
On August 5, 2025, the City Council held a Study Session to provide direction to staff on the preparation of an ordinance to regulate the development of commercial solar energy facilities in the City. During the Study Session, the Council provided direction to staff regarding desired regulations for commercial solar energy facilities, including where to allow such facilities to be located, permitting requirements, and development standards. -61-
At the September 9, 2025 Council meeting, the City Council adopted Urgency Ordinance No. 943- 25-U because it was necessary for the City to immediately adopt regulations for commercial solar energy facilities prior to the expiration of the moratorium on October 9, 2025 to ensure that such regulations apply to any development applications received for such projects prior to having an effective regular ordinance. Urgency Ordinance No. 943-25-U amended Title 17 to establish regulations relating to commercial solar energy facilities and was effective immediately.
Ordinance No. 944-25 contains the exact same changes to Title 17, but is being brought forth through the normal procedures in order to provide the public with an opportunity to be heard on the matter. At the October 14, 2025 Council meeting, the City Council introduced Ordinance No. 944-25.
STAFF REPORT: As outlined in the Ordinance, the regulations for commercial solar energy facilities include:
• Conditional Use Permit - A Conditional Use Permit is required to establish or expand a commercial solar energy facility.
• Location - Commercial solar energy facility projects are permitted in the Service Industrial (I-S) and General Industrial (I-G) zones with a Conditional Use Permit. Commercial solar energy facilities are prohibited in the Plan area, on any land that is or has been in agricultural production in the past 5 years, and within 600 feet of any interstate, highway, or residentially zoned property.
• Other development standards:
• Minimum lot size of 10 acres
Maximum height restrictions for both ground and roof mounted facilities of 25 feet and four feet respectively.
• Commercial solar energy facilities visible from the public-right-of-way must be installed to minimize visual and aesthetic impacts and may not include illumination other than what is necessary to operate the facility.
• Commercial solar energy facilities cannot be developed above a septic system without approval from Riverside County Department of Environmental Health. • Commercial solar energy facilities cannot be located within 50 feet of any aquatic habitat unless the City makes specified findings.
As commercial solar energy facility projects have a functional lifespan of 25-30 years, the regulations require developers to provide the City with a site restoration plan to return the subject property to its pre-existing condition, including a requirement that the developer deposit a bond to ensure the completion of the restoration work.
Staff will also address screening requirements, vehicle access, and glare and erosion control through the Conditional Use Permit process. This will ensure that commercial solar energy facilities are permitted in a way that protects the public health, safety and welfare of the community and surrounding neighborhoods.
Benefits of commercial solar energy facilities include property tax revenue, jobs during construction and sales/use tax for purchases made during construction. Staff cannot find any long- term benefits to the City from the development of these projects. -62-
General Plan
The Service Industrial land use designation is intended to provide areas appropriate for moderate- to low-intensity industrial uses capable of being located next to commercial and residential areas with minimum buffering, and the General Industrial land use designation is intended to provide and protect industrial lands for the full range of manufacturing, agricultural, and industrial processing, general service, and distribution uses. Commercial solar energy facilities are compatible with industrial uses.
The City's General Plan Guiding Policies provide as follows: preserve the scale and character of established neighborhoods (General Plan Land Use Element Guiding Policy 1), encourage development of the Downtown as a mixed-use activity with retail and visitor-oriented uses, business and personal services, government and professional offices, communications facilities, civic uses, and high-density residential uses (General Plan Land Use Element Guiding Policy 9), and achieve compatibility between industrial development and surrounding neighborhoods through buffering requirements and standards intended to minimize harmful effects of excessive noise, light, and glare and other adverse environmental impacts (General Plan Land Use Element Guiding Policy 18). Allowing commercial solar energy facilities without regulations and within the residential, agricultural, commercial, and public/quasi-public zones would be inconsistent with these General Plan Land Use Guiding Policies. However, by establishing regulations for commercial solar energy facilities, including restricting where such facilities can be located, the City is implementing these General Plan Land Use Guiding Policies.
California Environmental Quality Act
The Ordinance is exempt from the California Environmental Quality Act (CEQA) because there is no possibility that the adoption of the Ordinance will have a significant effect on the environment. The Ordinance amends Title 17 of the Blythe Municipal Code and does not provide for any actual development. The Ordinance is therefore exempt from the environmental review requirements of the California Environmental Quality Act (CEQA) pursuant to Section 15061(b)(3) (Common Sense Exemption) of the CEQA Guidelines.
Therefore, it is recommended Council adopt Ordinance No. 944-25.

MEETING DATE: November 12, 2025
SUBJECT: Palo Verde Hospital Ad Hoc Committee Update
PRESENTED BY: Mallory Crecelius, Interim City Manager
PREPARED BY: Mallory Crecelius, Interim City Manager
RECOMMENDATION: It is recommended Council receive and file a report from the Hospital Ad Hoc Committee.
FISCAL IMPACT: None
BACKGROUND: After receiving information from concerned citizens related to the financial state of the Palo Verde Healthcare District earlier this year, the City contacted Riverside County Supervisor V. Manual Perez's Office to offer assistance. The City requested assistance in identifying the oversight body for the Palo Verde Healthcare District's Board of Directors.
After learning the hospital had shuttered operations except for the Emergency Room, Laboratory and Radiology, City officials contacted our State and Federal partners requesting assistance. In May, the Mayor appointed Vice Mayor Rodriguez and Council Member Burton to serve on a Hospital Ad Hoc Committee. In June, the City sent a letter to the Riverside Local Agency Formation Commission (LAFCO) requesting that LAFCO conduct a Municipal Service Review (MSR) of the Palo Verde Healthcare District. The item was placed on June 26, 2025, Agenda and the Commissioners unanimously voted to direct staff to proceed with the MSR.
On September 25, 2025 the MSR report was presented to the LAFCO Board of Directors. The LAFCO Commissioners requested a dissolution plan that includes establishing a successor agency. Once a plan is in place, LAFCO will move to dissolve the Palo Verde Healthcare District. The County of Riverside, in partnership with the City of Blythe, formed a joint working group to develop the succession plan.
STAFF REPORT: The Ad Hoc Committee will provide an update.

ABLISHER
MEETING DATE: November 12, 2025
SUBJECT: Determination of Public Convenience or Necessity - Proposed Issuance of Type 21 (Off-Sale General) Alcoholic Beverage Control (ABC) License for Blythe Liquor at 301 S. Seventh Street
PRESENTED BY: Mallory Crecelius, Interim City Manager
PREPARED BY: Mallory Crecelius, Interim City Manager
RECOMMENDATION: It is recommended Council: (1) determine that the public convenience or necessity would be served by the issuance of a Type 21 (Off-Sale General) Alcoholic Beverage Control (ABC) license for the proposed Blythe Liquor located at 301 S. Seventh Street in Blythe; (2) authorize the Mayor to execute the attached letter reflecting the City Council's determination; and (3) authorize the City Clerk to execute and submit any documents required by ABC regarding the City Council's determination.
FISCAL IMPACT: None
BACKGROUND: The California Department of Alcoholic Beverage Control (ABC) issues and regulates liquor licenses. Pursuant to Business and Professions Code section 23958, ABC is required to deny an application for a license if issuance would result in or add to an undue concentration of licenses.
Section 23958.4 of the Business and Professions Code defines "undue concentration." Specific to off-sale retail license applications, Section 23958.4(a)(3) defines an undue concentration as an area where the ratio of off-sale retail licenses to population in the census tract or census division in which the applicant premises are located exceeds the ratio of off-sale licenses to population in the county in which the applicant premises are located.
Pursuant to Section 23958.4(b)(2), notwithstanding the prohibition set forth in Section 23958, ABC may issue a license if the local governing body of the area in which the applicant premises are located, or its designated subordinate officer or body, determines that public convenience or necessity would be served by the issuance.
STAFF REPORT: Najah Hawara, owner of 301 S. Seventh Street, has applied to ABC for a Type 21 (Off-Sale General) ABC license, which authorizes the sale of beer, wine and distilled spirits for consumption off the premises where sold, for a proposed convenience market, Blythe Liquor at 301 S. Seventh Street.
The proposed convenience store is located in the Neighborhood Commercial (C-N) zone. The General Plan designates the property for convenience sales and services so the proposed Blythe Liquor would be a use permitted by right in the C-N zone. The property is surrounded by the following land uses:
North: Interstate 10
South: Residential uses
-76-
East: Vacant Land
West: Residential uses
The proposed license site is located within Census Tract No. 462.00, which has a population of 3,084. Based on this population, one (1) off-sale license is authorized. There are currently twelve (12) active off-sale licenses:
License Type Business Name Address
21 JW Liquor 9381 East Hwy 60
20 Rocket Gas 400 S. Lovekin Blvd.
20 Oscars Stop and Shop 499 S. Lovekin Blvd.
20 Chevron 321 S. Lovekin Blvd.
21 Albertsons 840 E. Hobsonway
21 Short Stop Liquor Deli 300 E. Hobsonway
21 Brian's Freeway Shell 201 S. Lovekin Blvd.
20 Dollar General 121 S. Solano Ave.
20 Lost Lake Resort Hwy 95 E. 31.2M N/O
21 Lovekin Circle K 310 S. Lovekin Blvd.
21 Quick Check East Market 1900 E. Hobsonway
21 Fast 10 Fuel 220 S. Lovekin Blvd.
Census Tract 462.00 covers a large area of the City covering ground from Lovekin to east Hobsonway and up to Lost Lake. As outlined in the table above, the active licenses are clustered on Lovekin Blvd. and held by convenience stores serving the fueling stations along Interstate 10.
The other licenses are held by grocery and general goods stores along Hobsonway.
Per the applicant's attached letter of support, the nearest full-service grocery or package store offering a comparable selection of spirits is located several miles away, creating an unmet need for convenient access within this neighborhood. The applicant notes that many residents rely on walking or short commutes, making the proposed convenience store an important community asset that supports accessibility and reduces unnecessary travel.
Staff agrees that the proposed store would provide nearby residents with a convenient location to purchase items, including distilled spirits, in their neighborhood, as there are currently no convenience stores south of Interstate 10 in the east end of the City. Staff supports the request for a determination of public convenience or necessity.
Therefore, it is recommended Council: (1) determine that the public convenience or necessity would be served by the issuance of a Type 21 (Off-Sale General) Alcoholic Beverage Control (ABC) license to the proposed Blythe Liquor located at 301 S. Seventh Street in Blythe; and (2) authorize the Mayor to execute the attached letter reflecting the City Council's determination; and (3) authorize the City Clerk to execute and submit any documents required by ABC regarding the City Council's determination.

Re: Letter of Public Convenience and Necessity for Blythe Liquor located at 301 S. Seventh Street in Blythe, CA 92225
Dear Ms. Gonzalez,
On November 12, 2025, the City Council of the City of Blythe determined that the public convenience or necessity will be served by the issuance of a Type 21 (Off-Sale General) license to Najah Hawara, owner of 301 S. Seventh Street in Blythe, California for a proposed convenience store, Blythe Liquor. The factors supporting this determination include (1) there are currently no convenience stores located south of the Interstate 10 in the east end of the City; (2) the nearest full- service grocery or package store offering a comparable selection of spirits is located several miles away; and (3) the proposed store would provide nearby residents with a convenient location to purchase items, including distilled spirits, in their neighborhood.
Should you have any questions or need additional information, please contact Interim City Manager Mallory Crecelius via email at [email protected].
Sincerely,
Joseph DeConinck

RECEIVED
OCT 20 2025
CITY OF BLYTHE DEV. SER.
LPCN 2510-001
Date: October 15, 2025
To:
City of Blythe City Council
235 N. Broadway, Blythe, CA 92225
Subject: Public Convenience and Necessity Letter for Type 21 Off-Sale General License Premises: Blythe Liquor
Address: 301 S. 7th Street, Blythe, CA 92225
To Whom It May Concern:
This letter serves to express support for the issuance of a Type 21 Off-Sale General License for the proposed convenience market located at 301 S. 7th Street, Blythe, CA 92225. After careful consideration, it has been determined that the issuance of this license would serve the public convenience and necessity within this area of Blythe.
Community Need and Accessibility
The proposed business location is situated in a mixed commercial and residential zone that experiences significant local and traveler traffic due to its proximity to Interstate 10, Highway 78, and the Arizona border. This corridor serves both local residents and visitors traveling through Riverside County. The convenience market will provide easy access to groceries, daily essentials, and responsibly sold alcoholic beverages without requiring residents to travel long distances.
The nearest full-service grocery or package store offering a comparable selection of spirits is located several miles away, creating an unmet need for convenient access within this neighborhood. Many residents rely on walking or short commutes, making this establishment an important community asset that supports accessibility and reduces unnecessary travel.
Economic and Community Benefits
The addition of this market and its expanded product offerings will generate local employment opportunities and contribute to the economic vitality of Blythe's downtown area. The business will enhance consumer choice and help retain local spending that might otherwise flow to outlying areas or across the Arizona state line.
The owners are committed to operating a well-managed, safe, and compliant business. The premises will maintain a clean, well-lit environment and enforce strict age verification procedures to ensure that all alcohol sales are conducted responsibly in accordance with ABC regulations.
-79-
Public Convenience Justification
• The store will serve as a convenient, one-stop location for groceries and packaged beverages, including responsibly sold spirits.
• It will reduce travel distances for residents particularly for elderly or mobility-limited customers—-who would otherwise need to travel to distant outlets. • The business will serve the needs of both local residents and transient travelers, promoting community convenience and economic development. • The operator has demonstrated a commitment to maintaining a safe, law-abiding establishment that enhances the character of the area rather than detracts from it.
Conclusion
For the reasons outlined above, we believe that the issuance of a Type 21 Off-Sale General License for this convenience market will serve the public convenience and necessity of the residents and visitors of Blythe. The proposed business will meet local demand, strengthen the area's commercial offerings, and operate responsibly in full compliance with ABC requirements.
Thank you for your consideration.

Najah Hawara
