Mayor DeConinck stated there is a Palo Verde Healthcare District Board meeting tomorrow.

No public comment The item was received.

NEW BUSINESS:

Master Tax-Exempt Lease/Purchase Agreement with U.S. Bancorp Government Leasing and Financing, Inc. for Equipment and Vehicles. Finance Director Elms stated it should be noted for the record that the draft Lease Agreement and documents stated in the Staff Report as Attachment 2 were inadvertently omitted from the Agenda. They were provided under separate cover to Council electronically prior to the meeting today, along with hard copies provided this evening. During the annual budget process staff identified a need for approximately $1.5 million in equipment and vehicles for the Public Works, Recreation, Police and Fire Departments. Council adopted funding for the equipment through a lease purchase enabling the City to spread the cost of the equipment over several years, providing for a consistent annual budget. After budget adoption, staff identified US Bancorp Government Leasing and Finance as the financer able to provide a competitive financing plan. The term of the agreement is 5 years with an interest rate of 4.37%. This provides an annual payment of $340,450.60 for a total payment of $1,702,253. Most of the equipment can be procured through cooperative purchasing programs in line with the City's purchasing policy. The amount of $1.5 million was derived from preliminary cost estimates. During procurement, if the cost is lower than the original amount recommendation that the City Council Adopt Resolution No. 2026-028 authorizing the Interim City Manager to execute and deliver a Master Tax-Exempt Lease/Purchase Agreement and related instruments with U.S. Bancorp in such final form as approved by the City Attorney. It is -37-
further recommended that the City Council authorize the Interim City Manager or designated staff to proceed with the purchase of the equipment and vehicles in accordance with the City's purchasing policy as well as the purchasing of additional equipment if the amount available permits us to do so.

No public comment. Vice Mayor Rodriguez moved approval of staff's recommendation. The motion was seconded by Council Member Burton with a unanimous aye vote.

RESOLUTION NO. 2026-028. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BLYTHE, CALIFORNIA, APPROVING A MASTER TAX-EXEMPT LEASE/PURCHASE AGREEMENT WITH U.S. BANCORP GOVERNMENT LEASING AND FINANCE, INC. AND RELATED INSTRUMENTS FOR THE PURCHASE OF CERTAIN EQUIPMENT

AND VEHICLES FOR THE CITY, DESIGNATING THE INTERIM CITY MANAGER AS THE CITY'S AUTHORIZED

Kids are practicing at all fields. I will volunteer to lock them up in the evening. We need to have them Mayor DeConinck asked what was being done and how soon before the restrooms would be open.

SUBJECT: Request to Waive Temporary Use Permit Fees for the Desert Sound Event on October 17, 2026
PRESENTED BY: Mallory Crecelius, Interim City Manager
PREPARED BY: Mallory Crecelius, Interim City Manager
RECOMMENDATION: It is recommended Council waive the Temporary Use Permit (TUP) Fee of $262.00 for the Desert Sound Event on October 17, 2026.

FISCAL IMPACT: Loss of permit fee.

BACKGROUND: Desert Sound presents a free live music and art show on Saturday, October 17, 2026 from 4pm to 10pm. As the event will be held at Halby's, a commercially zoned property located at 135 N. Commercial, a Temporary Use Permit (TUP) is required for the event.

STAFF REPORT: As this is a community event, open to the public and free of charge, event organizers requested the City waive the TUP fees for the event. Staff supports the fee waiver request as it's a free event open to the community. The City Council has previously waived TUP fees for similar community events.

PREPARED BY: Mallory Crecelius, Interim City Manager
RECOMMENDATION: It is recommended Council waive the Temporary Use Permit (TUP) Fee of $262.00 for Calvary Chapel's Trunk-or-Treat on October 31, 2026.

FISCAL IMPACT: Loss of permit fee in the amount of $262.00.

SUBJECT: Amendment Number Two to Fire Chief Employment Agreement PRESENTED BY: Mallory Crecelius, Interim City Manager
PREPARED BY: Mallory Crecelius, Interim City Manager
RECOMMENDATION: It is recommended Council authorize the Interim City Manager to execute Amendment Number Two to the City of Blythe Volunteer Fire Chief Agreement with Ronnie Hasler for the position of Fire Chief.

FISCAL IMPACT: A monthly stipend of $2,625 with an annual Cost of Living adjustment of 5%.

BACKGROUND: Effective September 9, 2020, Ronnie Hasler was appointed to the position of Fire Chief with the Blythe Fire Department. The initial term of the Volunteer Fire Chief Agreement was three years, ending on September 8, 2023. In 2023, the City Council approved Amendment Number One to the Volunteer Fire Chief Agreement extending the term of the agreement to September 8, 2026, with automatic month-to-month extensions until an amendment or new agreement is negotiated.

STAFF REPORT: Interim City Manager Crecelius, as the City's negotiator, negotiated the terms of an amendment to the Agreement with Fire Chief Hasler.

The amendment provides for a three-year extension of the term and a monthly stipend of $2,625.00, with an annual Cost of Living adjustment of 5%. Similar to the prior amendment, the amendment includes language that allows the Agreement to extend on a month-to-month basis after its expiration until it is terminated by either party or until the City and Chief Hasler negotiate an additional amendment or a new agreement.

The terms of the amendment will be retroactively in effect as of September 9, 2026.

Therefore, staff recommends that the Council authorize the Interim City Manager to execute Amendment Number Two to the City of Blythe Volunteer Fire Chief Agreement with Ronnie Hasler.

In July 2026, the CEC awarded BPD funding for the purchase of the new patrol vessel.

In September 2026, the State of California notified BPD that its equipment grant application was not selected for funding due to limited funds available within the grant program. On September 28, 2026, BPD contacted CIF to initiate the process of requesting grant funding for the necessary equipment.

STAFF REPORT: The purchase and installation of signaling, navigation, and communication equipment is essential to the safe and effective operation of the new patrol vessel. This equipment will enable the Marine Enforcement Unit to safely navigate the Colorado River, maintain reliable communication with other vessels and responding agencies, and effectively conduct law enforcement, emergency response, and public-safety operations on the water.
-69-
BPD intends to purchase the signaling, navigation, and communication equipment directly through the vessel manufacturer at a discounted cost and have the equipment installed by the manufacturer during the vessel's construction. This approach will provide significant cost savings through reduced equipment pricing while also eliminating the additional costs associated with post-production installation.

BPD is requesting grant funds in the amount of $13,892.76, consisting of the equipment cost of $13,231.20 and a 5% contingency.

Therefore, staff recommends that the Council adopt Resolution No. 2026-032 authorizing the application for and acceptance of grant funds from CIF.

Introduction: BPD is currently acquiring a new patrol vessel for its Marine Enforcement Unit (MEU). The vessel is in production and is scheduled for delivery in January 2027. To ensure the vessel is fully operational upon deployment, BPD is seeking funding to purchase essential signaling, navigation, and communication equipment.

BPD plans to purchase this equipment directly through the vessel manufacturer at a discounted rate and have it installed during the construction process. This approach provides significant cost savings by leveraging manufacturer pricing and eliminating the additional expenses associated with post-production installation by a third-party vendor.

Installing the equipment during construction also ensures seamless integration with the vessel's electrical and operational systems, resulting in a cleaner, more professional installation that meets original equipment manufacturer (OEM) specifications. This method reduces the risk of compatibility issues and allows the vessel to be placed into service immediately upon delivery.
- 73.

Specific Aims: The primary aim of this project is to equip BPD's new MEU patrol vessel with essential navigation, communication, and safety equipment necessary to support safe and effective marine operations.

Specifically, if we receive grant funding for this project it will be used to:
» Purchase and install a marine radar system to enhance situational awareness and assist MEU personnel with safe navigation and the identification of vessels, hazards, and - other objects on the water.
purchase and instal a marine sonar system to assist MEU personnel with navigation; water depth awareness, and identification of underwater hazards and changing › Purchase and install a VHF marine radio to provide reliable communication with other vessels, emergency responders, waterway users, and other agencies operating within Provide for OEM installation by the vessel manufacturer, ensuring proper interat with the vessels electrical and operational systems while eliminating additional post delivery installation costs. Place the fully equipped MEU vessel into operational, service upon delivery and completion of department requirements, providing BPD with enhanced capabilities to conduct marine patrol, respond to emergencies, assist boaters, and promote public safety on the waterways.

Budget: BPD originally anticipated funding the requested equipment through a State of california boating grant. Unfortunately, BPD was recently advised that, due to annual budget constraints, the State did not fund our grant request.

BPD currently does not have unallocated funds available to purchase the requested Lim iran and to hot antip te an suite tune Nante want me roger BPD is therefore requesting grant fünding in the amount of $13,892.76, which includes if resen guts or pens of rant fun a wilbe used perial for the ourse and. installation of a sonar system, radar system, and vHF radio for the Department's new Marine Enförcement Unit patrol vessel.

A detailed quote identifying the requested equipment and associated costs is attached as Addendum I.
-74.

Methods: The execution of this project relies primarily on the vessel manufacturer purchasing and installing the equipment. BPD' role is to specify which equipment is required and to ensure that the manufacturer installs that equipment prior to delivery of the veşsel.

The equipment wil be incorporated during construction phase, ensuring compatibility with the vessers integrated systems This wil also reduce instilation costs, and eliminates the need for a third-party installer after delivery of the vessel? (Upon delivery of the vessel, BPD personnel will conduct operational Inspections and testing to verify that the radar; sonar, and VHF radio systems are functioning propert and are fully integrated into the vessel s operating platform:

Department personnel assigned to the MEU will receive orientation and familiarization with the equipment and will incorporate the technology into daily marine patrol operations, emergency response activities, boating safety missions, and public- assistance calls.

Evaluation: BPD will evaluate the success of this project based on the successful acquisition, installation, testing, and operational use of the requested equipment:

The project will be considered successfully completed when the sonar, radar, and VHF radio have been purchased, professionally installed by the vessel manufacturer, tested, and incorporated into the new Marine Enforcement Unit (MEU) patrol vessel prior to or upon deployment.

BPD will document the purchase and installation through invoices, manufacturer documentation, and department records. Following delivery of the vessel, MEU personnel will verify that each system is functioning properly and fully integrated into the vessel's operational systems.

The effectiveness of the equipment will be evaluated through its use during routine marine patrols, emergency responses, boater assistance, and other authorized marine enforcement activities. BPD will assess the equipment's ability to enhance navigation, situational awareness, marine communications, and officer safety.

BPD will also evaluate the equipment's practical benefit to the public by assessing its contribution to the Department's abllity to safely patrol the waterways, respond to marine-related emergencies, assist boaters, and communicate effectively with other vessels and responding agencies. Any equipment issues identified during operations will -75
-
be documented and addressed through appropriate maintenance or manufacturer support.

The ultimate measure of project success will be the establishment of a fully equipped MEU patrol vessel capable of operating safely and effectively while supporting marine enforcement, emergency response, and public-safety operations within BPD's jurisdiction.

Additional Fünding; BPD does not anticipate receiving additionäl funding outside of this grant réquest to purchase the requested signaling and safety equipment, Without grant funding BPD, lacke the, financial resources necessary to purchase, and install this. essential equipment within the project timeline.

CITY OF BLYTHE
Blythe CITY COUNCIL MEETING

STAFF REPORT
ДАЛЕНЕТ
MEETING DATE: October 13, 2026
SUBJECT: Palo Verde Hospital Ad Hoc Committee Update
PRESENTED BY: Mallory Crecelius, Interim City Manager
PREPARED BY: Mallory Crecelius, Interim City Manager
RECOMMENDATION: It is recommended Council receive and file the report.

FISCAL IMPACT: None
BACKGROUND: After receiving information from concerned citizens related to the financial state of the Palo Verde Healthcare District, the City contacted Riverside County Supervisor V.

Manual Perez's Office to offer assistance and request assistance in identifying an oversight body for the Palo Verde Healthcare District.

After learning the hospital had shuttered operations except for the Emergency Room, Laboratory and Radiology, City officials contacted State and Federal officials requesting assistance. The City sent a letter to the Riverside Local Agency Formation Commission (LAFCO) requesting that LAFCO conduct a Municipal Service Review (MSR) of the Palo Verde Healthcare District. The item was placed on June 26, 2025, Agenda and the Commissioners unanimously voted to direct staff to proceed with the MSR.

On September 25, 2025, the MSR report was presented to the LAFCO Board of Directors. The LAFCO Commissioners requested a dissolution plan that includes establishing a successor agency. Once a successor is in place, LAFCO will move to dissolve the Palo Verde Healthcare District. The County of Riverside, in partnership with the City of Blythe, formed a joint working group to develop a succession plan. Later, the Palo Verde Health Care District Board of Directors field Chapter 9 Bankruptcy further complicating matters.

On January 7, 2026, the Palo Verde Health Care District Board of Directors posted an Emergency Meeting notice. The Staff report stated the hospital would close on Saturday, January 10, unless $2 million was obtained. In a Special Meeting on January 9, 2026, the City Council voted to provide Bridge Loan Funding in the amount of $330,000 to keep the hospital operational for another week to allow time for the County to come in and assist. The Loan was contingent upon the Board allowing the County to provide oversight and the day-to-day management of the hospital.

On January 27, 2026, the County Board of Supervisors ratified a $1 million loan to the PVHD and approved a strike force led by the Riverside University Heath System to independently stabilize and manage the Palo Verde Hospital Emergency Department for a period of 180 days.

STAFF REPORT: The Ad Hoc Committee will provide an update.

CITY OF BLYTHE
Blythe CITY COUNCIL MEETING

STAFF REPORT
MEETING DATE: October 13, 2026
SUBJECT: Authorization to Negotiate and Execute an Amendment to the Loan Agreement between the City and the Palo Verde Healthcare District
PRESENTED BY: Mallory Crecelius, Interim City Manager
PREPARED BY: Mallory Crecelius, Interim City Manager
RECOMMENDATION: It is recommended Council authorize the Interim City Manager to negotiate and execute an amendment to the Loan Agreement with the Palo Verde Healthcare District to revise the repayment schedule, once reviewed and approved by the City Attorney.

FISCAL IMPACT: A delay in loan repayments from October 1, 2026 to April 1, 2026.

BACKGROUND: In January 2026, Council approved a loan in the amount of $330,000 to Palo Verde Healthcare District (PVHD) to provide gap funding to PVHD. Council authorized the Interim City Manager to execute a Loan Agreement with PVHD to assist in the continued operation of Palo Verde Hospital.

A material inducement to the City entering into the agreement was that the District evaluate and make necessary changes to the operational management of the Hospital to increase efficiencies and financial stability to achieve continued long-term service to the Blythe community. The City also requested the District Board work to fill Board vacancies. The loan proceeds were to be exclusively used for expenses related to the continuity of services at the Hospital and for no other uses.

Per the agreement, no interest would accrue until July 1, 2026. Exhibit A of the Loan Agreement established a repayment schedule with 3% interest per annum should the loan not be paid in full by July 1, 2026. Under the Repayment Schedule, the first payment is due October 1, 2026. The Loan has a maturity date of July 1, 2028.

STAFF REPORT: Members of the City's Hospital Ad Hoc Committee met with County representatives and Riverside University Health System (RUHS) staff on October 8th to discuss the very near end of the County's services at Palo Verde Hospital. During the meeting, a request was made by RUHS staff to delay the first payment of the loan to April 1, 2027.

Under the current repayment schedule, payments in the amount of $42,654.32 are due October 1, 2026 and January 1, 2027. It was reported that PVHD plans to repay the loan, but delaying the repayment schedule was necessary to manage cash flow.

Reasons cited included the upcoming Intergovernmental Transfer (IGT) payment. They are not asking to extend the final payment date. Payments will be restructured to have a -80.
starting repayment date of April 1, 2027, keeping the existing maturity date of July 1, 2028.

Therefore, it is recommended Council authorize the Interim City Manager to negotiate and execute an amendment to the Loan Agreement with PVHD to revise the repayment schedule, once reviewed and approved by the City Attorney.
