Agenda Report
TO: Honorable Mayor and Members of the City Council
FROM: Kevin Kearney, City Manager
DATE: September 30, 2024
SUBJECT: Discussion on Emergency Operations Center (EOC) and the Affordable Housing Civic Center Overlay (AHCCO)
ATTACHMENTS: 1) Aerial Photo of AHCCO Boundaries

BACKGROUND
The Public Safety Committee has been discussing a desire for an Emergency Operations Center (EOC) for the City at the Civic Center and situated in generally the same area as the existing storage building at the northwest corner of the rear, overflow parking lot.

For the Sixth-Cycle Housing Element that was adopted and approved by the State in 2023, an Affordable Housing Civic Center Overlay (AHCCO) zone was placed on the City property to the rear of City Hall - see the attached aerial photo showing the AHCCO boundaries. The AHCCO satisfies the State requirement that there be a property in the City that accommodates 18 affordable, multi-family residences, and a six-person shelter.

DISCUSSION
Preliminary plans for an Emergency Operations Center (EOC) would have a building of approximately 700 square feet comprised of an Operations Center, Communications Room, Storage, Break Room/Kitchen, and a Restroom.

To accommodate the 18 affordable, multi-family residences, the density for the Affordable Housing Civic Center Overlay (AHCCO) is a minimum of 20 dwelling units per acre. The maximum is 35 dwelling units per acre. The height limits are 35 feet and three stories, and the setbacks are ten feet.

September 30, 2024 Page 2 of 2
A six-person shelter would need a building of approximately 1,800 square feet. At least 200 square feet per person is required, and space would be needed for an on-site manager, a restroom and showers, a food service area, and storage.

The Affordable Housing Civic Center Overlay (AHCCO) has a total area of 0.81 acre that covers the parking lot directly behind City Hall, the park area and backup generator/trash enclosure, and the overflow parking lot - see the attached aerial photo showing the AHCCO boundaries.

In developing the standards for the AHCCO, it was assumed that the park and backup generator/trash enclosure would remain. A six-person shelter could be placed on the parking lot area directly behind City Hall, and an 18-unit, multi-family building would fit on the overflow parking lot.

Having an Emergency Operations Center (ECO) and an 18-unit building on the rear, overflow parking lot is difficult to envision.

RECOMMENDATION
It is recommended that the City Council direct Staff on how to proceed with the EOC and the affordable housing development.
