SUBJECT: APPROVAL FOR THE CITY MANAGER TO TEACH AT THE

UNIVERSITY OF SOUTHERN CALIFORNIA

RECOMMENDATION
It is recommended that the City Council provide consent to the City Manager to teach an online course at the University of Southern California.

DISCUSSION
'Section 1. Duties' of the City Manager's contract states:

Agreement and toe to do in he excuse til in or learnt to earn res employed while this Agreement is in effect without the prior written approval of the City Council.

The University of Southern California has invited Dr. Kearney to teach a course this spring in their Masters of Public Administration program. The term begins on January 8, 2025 and ends on April 22 2024. This is an online course, so it should not conflict with any City events and meetings. Teaching the evening course will not detract from any commitments at Bradbury and would allow for the establishment of a relationship with the University. Such a relationship could assist with future recruitment for staffing vacancies.

SUBJECT: INITIAL DISCUSSION ON A STORMDRAIN ON BRADBURY ROAD
ATTACHMENTS: 1) Preliminary Stormdrain Layout
2) Preliminary Cost Estimate

SUMMARY
City Staff has been in discussions with the City of Monrovia on a joint potential storm drain project on Bradbury Road. This item prompts a conversation with the Bradbury City Council on the project and initial cost estimates. No approvals of the project will be occurring during the discussion.

It is recommended that the City Council review the preliminary project and direct Staff on how to proceed.

BACKGROUND
During the planning process with the current Bradbury Road Widening project, Staff heard from Monrovia residents living on Bradbury Road about water runoff from the Bradbury Estates. These concerns were shared with Staff during the settlement agreement process and was memorialized in the agreement by the City agreeing to consult with the City of Monrovia on remediation.

The City of Bradbury has been dialoging with the City of Monrovia on remediation efforts, which includes the City conducting a hydrologic analysis to determine water flows.

FOR CITY COUNCIL AGENDA AGENDA ITEM #
Initial Discussion on a Storm Drain on Bradbury Road

Page 2 of 2 ends

ANALYSIS
This storm drain project proposes to construct several catch basins near the entrance of the Bradbury Estates. The catch basins would connect to an underground conduit that runs south on Wildrose Avenue and Bradbury Road, and the storm drain would connect to an existing storm drain near the intersection of Lemon Avenue and Bradbury Road.

Hence, the water that currently flows out of the Bradbury Estates and into the gutter on Wildrose Avenue would be captured and diverted underground (SEE ATTACHMENT #1)

FINANCIAL ANALYSIS
After initial conversations with the City of Monrovia and a preliminary analysis, the City's Engineering firm, RKA Consulting Group, has drafted a cost estimate of $913,000 (ATTACHMENT #2). Estimates are preliminary and subject to additional analysis.

Although the Cities of Bradbury and Monrovia have had initial conversations about cost sharing, there has not been a determination yet on the ratio of splitting costs.

RECOMMENDATION
It is recommended that the City Council review the project and direct Staff on how to proceed.

SUMMARY
At the direction of the Public Safety Committee, Staff purchased eight (8) hand-held radios that are intended to be used for City business between members of the Bradbury Public Safety Committee, City Council, and City employees. Staff is proposing to establish a uniform policy and procedure for the use and possession of the City-owned handheld radios set forth in the attached policy (Attachment 1). It is recommended that the City Council adopt the Radio Issuance Policy #24-01.

DISCUSSION
In October 2024, Staff purchased handheld radios at the direction of the Public Safety Committee. The radios aim to establish effective communication between Public Safety Committee Members, Council Members, and City employees while conducting City business in an official capacity: Four (4) Public Safety Committee Members have requested permission to take the radios home for use in case of an emergency or disaster.

As a result of the purchase and requests to take the radios home, Staff has drafted a policy for the use and possession of the City-owned handheld radios before being assigned to recipients.

The purpose of the Radio Issuance Policy #24-01 (Attachment 1) is to establish a uniform policy and procedure for the use and possession of City-owned handheld radios.

Standard procedures and user responsibilities are included in the policy, along with a Radio Request Form that the applicant signs. The intent is for the policy to safeguard City-owned radios and their usage.

FINANCIAL ANALYSIS
There is no fiscal impact associated with the recommended action.

RESPONSE

SUMMARY
City Staff has identified a need for a radio in the City's Emergency Operations Center that is connected to the Los Angeles County Sheriffs Department frequencies. Such connection would provide up-to-the-minute information on wildfires and other emergency situations.

It is recommended that the City Council 1) approve the purchase of a Kenwood VP8000 radio in the amount of $7,121.15 with Foothills Communications, 2) approve a $20 per month fee to connect to the Los Angeles Regional Interoperable Communications System, and 3) approve appropriations to account #101-24-6470 in the amount of $7,241.15 for FY 2024-25, which would allow for the budgeted expenditures in the line item.

BACKGROUND
City Staff recently had an idea on having a radio that is connected to the Los Angeles County Sheriffs Department (LASD) frequencies for the City's Emergency Operations Center (EOC). In response, Staff surveyed a handful a contract city and found that a number of them already have a radio in their EOC. This includes the cities of Duarte, Temple City, Rosemead and La Canada Flintridge. From the cities survey, it was clear FOR CITY COUNCIL AGENDA AGENDA ITEM #
Approval of Radio Purchase

Page 2 of 3 ends

that having a radio in the EOC allowed for up-to-the-minute information on emergency situations. The cities reported less of a need to contact LASD for updates on emergency situations, e.g. wildfires.

LASD has a detailed process before they allow civilians to connect to their radio systems.

In summary, the following steps are: 1) establish a need, 2) go through an extensive background check, and 3) take an LASD-sponsored radio class. Staff has already initiated the process with LASD and has been coordinating with them. The designated person to hold the radio would be the Kevin Kearney, City Manager, and the need has already been established through City EOC usage. Additionally, Dr. Kearney has already completed the LASD background check. What is left is to take the LASD-sponsored class, which is in the process of being scheduled.

Aside from going through LASD's processes, the City would also be coordinating with the Los Angeles Regional Interoperable Communications System (LA-RIGS): LA-RICS is a Joint Powers Authority that works to create a unified web of communication and eliminate barriers to multi-jurisdictional radio communications amongst public safety departments.

Similar to other agencies in the County, LASD utilizes LA-RICS to host their radio networks.

ANALYSIS
City employees connecting to LASD's frequency is not a new concept. In Bradbury Staff's informal survey, Staff found that LASD allows other cities' public safety employees, code enforcement officers, and parking enforcement officers to connect to their systems.

These radios are also found in the cities' EOCs to provide up-to-date information on emergency situations, as they offer a valuable source of intel.

Should the City move forward with connecting to LASD frequencies, the City will need to purchase a radio and work through the LA-RICS process.

Staff discussed the purchase and use of this radio with the Public Safety Committee during their Thursday, December 12, 2024 meeting. The Committee understood and agreed on the importance of such a purchase.

FINANCIAL ANALYSIS
The City has solicited a quote from Foothill Communications (ATTACHMENT #1) for $7,121.15 to purchase a Kenwood VP8000 radio (ATTACHMENT #2). Many public safety agencies elect to move forward with a Motorola radio, which costs over $12,000.

However, after extensive discussions with Foothill Communications, the Kenwood would fit the needs of the City at a fraction of the cost. The Kenwood VP8000 is also the same Approval of Radio Purchase

Page 3 of 3 ends

radio that the Director of Public Safety in the City of Duarte utilizes, and it meets all the trunking and encryption requirements as specified by LASD and LA-RICS.

Foothills Communications was chosen because 1) they are closely located in Monrovia, 2) the City of Duarte also utilizes and recommends their services, and 3) their standard set pricing. Foothill Communications will be utilizing the pricing set by the National Association of State Procurement Officers, which has pre-negotiated pricing for the Kenwood radio and associated services. Any agency in California can utilize the set pricing, which makes price differentials amongst companies less of a concern.

For a singular radio, LA-RICS requires a monthly fee of $20 (or $240 a year) to connect to their system. LASD does not have an issuance or monthly fee.

The purchasing of the Kenwood radio and subscribing to LA-RICS does fall under the City Manager's $7,500 purchasing approvals pursuant to Bradbury Municipal Code Section 2.07.250: However, with the sizeable unbudgeted amount, Staff thought it would be best to seek City Council approval of the purchase. This report also serves as a notification that such a radio would be residing with the City Manager.

RECOMMENDATION
It is recommended that the City Council 1) approve the purchase of a Kenwood VP8000 radio in the amount of $7,121.15 with Foothills Communications, 2) approve a $20 fee per month fee to connect to the Los Angeles Regional Interoperable Communications System, and 3) approve appropriations to account #101-24-6470 in the amount of $7,241.15 for FY 2024-25; which would allow for the budgeted expenditures in the line item.
