THE CITY AND BURRTEC FOR A TO BE DETERMINED AMOUNT OF TIME, A DISCUSSION ON
BURRTEC'S SERVICES, AND INFORMATION ON AN FRP PROCESS FOR WASTE HAULING
SERVICES
Following last month's City Council meeting, the Agreement between Burrtec and the City of Bradbury was not extended for five (5) years as written in Resolution No. 25-18 but for only three (3) months. Council wanted information on the cost and process of an RFP for other waste hauling services as well as a more in-depth breakdown of Burrtec's costs vs. revenue for the City of Bradbury.
City Manager Kearney explained the RFP process by using costs associated with another city comparable to the City of Bradbury. With a two (2) year time frame, an approximate $150K - $200K consultant fee, and a probable more expensive outcome than our current provider, the Council did not see the benefit of beginning an RFP process at this time. In addition, Council agreed that the service received from Burrtec was better that other providers they've used with other businesses.

Resident: 5.5 years. Since this last fire, my husband and I became concerned that we did not really know much about helping or know many people. We started the Meet and Greet Potluck in Bradbury Oaks, and, I believe, has been successful. Our hope is to get more people comfortable with each other. PSC is another way for us to contribute.

FROM: Kevin Kearney, City Manager
INITIATED BY: David Gilbertson, City Engineer
DATE: August 19, 2025
SUBJECT: Final Acceptance - Bradbury Road Widening Project ATTACHMENTS: 1) Notice of Completion
SUMMARY
On June 6, 2025, Commercial Paving & Coating Inc. completed all work on the Bradbury Road Widening Project.
It is recommended that the City Council: 1) Accept the work performed by Commercial Paving & Coating Inc., and 2) Authorize the additional expenditure of $23,541.77 to RKA Consulting Group for Construction Administration/ Inspection costs.
BACKGROUND/ANALYSIS
On November 19, 2024, the City Council awarded a contract to Commercial Paving & Coating Inc. for the Bradbury Road Widening Project in the amount of $487,301.75. An additional $40,000.00 was authorized for the installation of the Oak Tree planting irrigation work, the extension of the construction cost was unknown at time of contract award. Work began on the project December 18, 2024 and was completed on June 6, 2025.
The City Engineer has determined that the work has been completed in accordance to City specifications. A total of one (1) change order was issued to the Contractor for the project.
Items of additional work include unmarked private utilities relocations, adjustments to the retaining wall and adjacent landscaping, additional slope grading, addition of oak tree irrigation, and adjustment of estimated bid quantities to match constructed quantities.
On May 21, 2024, City Council approved Addendum #1 to the Final Initial Study/Mitigated Negative Declaration (IS/MND) along with the updated Street Improvement Plans. The construction of the Project was still subject to all the Mitigation Measures listed in the FOR CITY COUNCIL AGENDA /19/25 AGENDA ITEM # .

Any replacement trees that die within the three (3) year period after completion of the Project shall be replaced with a tree of the same species and size. The City is in the process of soliciting proposals from several local ISA-certified arborists in order to select the most qualified professional to perform the required monitoring.
FINANCIAL REVIEW
The original construction cost was anticipated to be $576,031.93 including 10% contingency plus an additional $40,000.00 for the required Oak Tree irrigation system. The total cost of construction is $531,829.15 including $11,500.00 for the Oak Tree irrigation, which results in a total decrease of $44,202.78 (8%) from the originally authorized construction amount.
An additional cost increase of $23,541.77 was incurred by RKA for additional Construction Administration and Inspection services beyond the previously approved amount. This cost increase was due to extra coordination efforts with SoCal Edison (SCE) and other communication companies on pole relocations, the arborist, GROW Monrovia, the Native American monitors on increased environmental protection measures; and finally with impacted residents on the private improvement relocations to minimize construction impacts.
The total final project costs are as follows:

SUMMARY
At the request of Council Member Barakat, this item discusses the Lemon Cut-Thu Trail, and maintenance and potential improvements to the Trail.
It is recommended that the City Council direct Staff on how to proceed.
DISCUSSION
The Lemon Avenue Cut Thru Trail between Lemon Avenue and Royal Oaks Drive North is a rugged walking surface consisting of a combination of decomposed granite trail material, railroad-tie steps, and pockets of large gravel placed in areas that have experienced erosion after the past few rainy seasons. There is a large, grated inlet at the southern end of the trail at Royal Oaks Drive North. The trail is at an average grade of 5% so without the installation of more permanent surface material, the trail could experience erosion after significant storm events.
FOR CITY COUNGIL AGENDA /9/25 8/19/25
AGENDA ITEM #
Discussion on the Lemon Cut-Thru Trail
ANALYSIS
After recent field investigations by Staff, it appears that the majority of the trail surface has held up satisfactorily after the most recent winter season, and the City's minor maintenance program continues to keep the trail in decent shape. There are several options for the future and on-going maintenance of the Lemon Avenue Cut Thru Trail:
1. Minor Maintenance. Continue the on-going maintenance consisting of removing weeds and debris from the trail, filling in rodent holes, removing eroded trail material from the downstream inlet, etc. The yearly cost, which is already in the budget, is $2,35.32.
2. Trail Upkeep. Trail upkeep consists of filling in the ruts and eroded areas with additional decomposed granite trail material/gravel to provide a uniform trail surface and removing eroded debris from the downstream inlet. This trail upkeep would be performed on a quarterly basis or after heavy rainfall events. The cost for this option is estimated to be $5,000 to $7,500 per year.
3. Trail Enhancement. This trail enhancement consists of removing sections of the trail that contain large gravel and installing stabilized decomposed granite trail material. This would provide a smoother and more uniform walking surface. This is a one-time option with a cost of approximately $14,500. There will also be on- going maintenance costs to fill-in eroded areas with new trail material and to remove the eroded trail material from the downstream inlet.
There is also an option to remove all the large gravel and replace it with 3/4" Pyrite Gold Rock that matches the surrounding DG color. This option is estimated at $22,675.
4. Trail Modification. This trail modification consists of removing the existing v- gutter at the south end of the trail (which is installed too high), regrading the southernly 300 feet of trail surface to provide a uniform slope to the east side, and installing a new 300-foot-long concrete v-gutter to collect the storm runoff and outlet the v-gutter to the existing grated inlet at the south end of the trail. This is a one-time cost of estimated to be between $22,000 to $75,000 depending on the scope of the project and the type of desired work. There will also be on-going maintenance costs to fill-in eroded areas of the trail material and to remove the eroded trail material from the downstream inlet.
RECOMMENDATION
It is recommended that the City Council direct Staff on how to proceed.

SUMMARY
The maintenance standard violations have been an ongoing issue at the 2302 Elda Street property that stems back many years. Violations include inadequate intersection vision clearance, overgrown and dead vegetation, an abandoned vehicle, to name a few, and as a result, the property is neglected, lacks maintenance, is unsightly, is out of harmony with the surrounding community, and depreciates the values of the neighborhood.
Resolution No. 25-21 (ATTACHMENT #1) declares that the violations at the property are a public nuisance and that the nuisances at the property shall be abated through weed and vegetation clearance, removal of the abandoned vehicle, and remedying of the substandard condition within 30 days of resolution adoption. The City Manager would be authorized to retain private contractors to abate the nuisances if there is a failure to 8/19/25

remediate within 30 days of resolution adoption. If expenses occur, the resolution would allow the City Manager to request that the City Council approve the imposition of a lien on the property.
It is recommended that the City Council perform the following: 1) open a public hearing and solicit feedback from the property owner(s) and the public regarding this item; 2) close the public hearing; 3) adopt Resolution No. 25-21, which would declare the 2302 Elda Street property a public nuisance, order the abatement of the substandard by clearance of hazardous and overgrown vegetation, removal of the abandoned vehicle, and remediation of the property's other substandard conditions, allow the hiring of private contractor(s) to remedy the substandard conditions in the event the property owner fails to remediate such violations within 30 days, and allows the City Manager to request the imposition of a lien on the property for costs incurred.
BACKGROUND
The property at 2302 Elda Street has faced ongoing maintenance issues for many years.
In 2019, the City partnered with the nonprofit Rebuilding Together and Burrtec to address similar violations, which included overgrown and dead brush posing a fire hazard. At that time, Rebuilding Together provided volunteers to clear the vegetation, Burrtec supplied a free roll-off bin for disposal, and the City issued a no-cost encroachment permit for the bin's placement on a public street and funded a portable restroom for the volunteers.
While the property was temporarily cleared, the vegetation eventually grew back.
Since then, the City has continued enforcing property maintenance standards after attempting alternative solutions. On July 26, 2024, the City issued a Notice to Correct violations. Following this notice, City staff maintained ongoing communication with the property owner, eventually learning that the owner was unable to address the violations due to physical and financial limitations. Staff reached out to local nonprofit organizations and religious institutions in hopes of replicating the 2019 cleanup model but were unsuccessful in securing assistance.
At the July 15, 2025 meeting, the City Council adopted Resolution 25-19, setting a public hearing for August 19, 2025, to determine whether the property constitutes a public nuisance and to consider the proposed abatement process. On July 28, 2025, the property owner was notified of the hearing through a letter that was hand-delivered to them.
ANALYSIS
Resolution No. 25-19 declared the City Council's intention to conduct a public hearing during the August 19, 2025 City Council meeting to determine whether the property at 2302 Elda Street constitutes a public nuisance and the proposed manner of abatement Public Hearing: 2302 Elda Street
of the nuisances, including the hazardous and overgrown vegetation, the abandoned vehicle, and remedying of the other substandard conditions.
FINANCIAL ANALYSIS
If the City Council declares the property a public nuisance and the property owner fails to remedy same within 30 days, the City's landscaper, Priority Landscaping, has provided a $4,750 quote to trim trees and bushes, and perform general cleanup on the north and west sides of the house. The work would also include trimming brush and bushes to a height of three feet to ensure proper intersection vision clearance, as well as applying herbicide for weed control lasting approximately two to three months.
Priority Landscaping has recommended reapplying herbicide every two to three months at a cost of about $150 per application as the most cost-effective option for long-term maintenance. Alternatively, the City could consider installing a weed barrier with decorative rock, estimated at $21,000. If the Council chooses this option, the landscaper recommends completing the initial cleanup before providing a final cost proposal for the barrier and rock installation.
RECOMMENDATION
It is recommended that the City Council perform the following: 1) open a public hearing and solicit feedback from the property owners) and the public regarding this item; 2) close the public hearing; 3) adopt Resolution No. 25-21, which would declare the 2302 Elda Street property a public nuisance, order the abatement of the substandard by clearance of hazardous and overgrown vegetation, removal of the abandoned vehicle, and remediation of the property's other substandard conditions, allow the hiring of private contractors) to remedy the substandard conditions in the event the property owner fails to remediate such violations within 30 days, and allows the City Manager to request the imposition of a lien on the property for costs incurred.

SUBJECT: DISCUSSION ON THE RADIO ISSUANCE POLICY
ATTACHMENTS: 1. Redline on Policy Changes
2. Administrative Policy - Radio Issuance Policy #25-01
SUMMARY
At the direction of the Public Safety Committee in October 2024, staff purchased eight (8) handheld radios to improve communication among Public Safety Committee Members, City Council Members, and City employees while conducting official City business during emergencies. Subsequently, four (4) Public Safety Committee Members requested permission to take radios home for use during emergencies or disasters.
In response, staff created the initial Radio Issuance Policy #25-01 to ensure proper use and control of these City-owned radios. Based on implementation feedback and operational needs, the policy has been updated to clarify user eligibility, responsibilities, and procedures for issuance and return.
BACKGROUND
At the December 17th City Council meeting, the Council decided that the Mayor and Mayor Pro Tem would be issued radios. They also asked that a section be added to the Radio Policy to require regular radio tests for members of the Public Safety Committee.
These tests would be run by City staff. After reviewing the policy, staff also made a few other clarifying changes.
DISCUSSION
The revised Radio Issuance Policy #25-01 (Attachment 2) aims to further enhance communication protocols by refining definitions, procedures, and user responsibilities.
Key updates include:
• Defines applicants and recipients more clearly, including Council Members (Mayor and Mayor Pro Tem), Public Safety Committee Members, and City employees.
• Recipients are required to participate in scheduled radio tests, safeguard radios taken home, and report loss or damage immediately. The scheduled radio tests will happen the 2nd Thursday of every month. • Radios must be returned upon termination or resignation.
These revisions will ensure radios are used appropriately and responsibly, while maintaining accountability for City-owned equipment.
FINANCIAL ANALYSIS
There is no fiscal impact associated with the adoption of the revised Radio Issuance Policy #25-01.
STAFF RECOMMENDATION
Staff recommends the City Council adopt the revised Radio Issuance Policy #25-01, which establishes updated guidelines for the issuance, use, and possession of City- owned handheld radios.

SUBJECT: CHANGING THE CITY'S WEBSITE DOMAIN CHANGE TO
COMPLY WITH CALIFORNIA AB 1637
SUMMARY
" gov" or " ca.gov" domain by January 1, 2029. The intent of the legislation is to change ensures compliance with state law and aligns with the standard adopted by majority of neighboring cities.
ANALYSIS
To comply with the requirements of AB 1637, the City must transition its public-facing website and employee email addresses to a "gov" or ".ca.gov" domain no later than January 1, 2029. The City currently operates under the "CityofBradbury.org" domain, which does not meet the requirements outlined in the new legislation.
In moving the City forward with adopting a gov domain to remain consistent with the direction being taken by other cities in the region. This transition reflects a broader trend among local governments, and adopting the gov domain will ensure that Bradbury aligns with what has become the new standard across neighboring jurisdictions.
Several nearby cities have already made this change:
• City of Arcadia arcadiaca.gov
• City of Azusa azusaca.gov
• City of Monrovia monroviaca.gov
• City of San Marino sanmarinoca.gov
• City of San Dimas sandimasca.gov
City of El Monte elmonteca.gov
• City of Covina covinaca.gov
City of Irwindale irwindaleca.gov
• City of South Pasadena southpasadenaca.gov
• City of La Verne laverneca.gov
• City of Pomona pomonaca.gov
• City of Glendora glendora.gov
Following this regional trend, staff has been working with TeamLogic, the City's IT support provider, to coordinate the transition. TeamLogic has indicated that once access to the gov domain is granted, it can be connected to the City's existing systems within a few days. The overall migration, including emails, data, and user accounts from the current org system to the new gov environment, is expected to take at least six weeks.
In addition, Staff is working with the City's website hosting provider to ensure a smooth transition to a gov domain. The provider has confirmed that the change will not cause any disruptions to the website and can be completed without issue.
This transition is part of a uniform approach being taken across the region, and the City of Bradbury will move forward in step with its neighboring communities.
FINANCIAL REVIEW
Staff anticipates that printing business license cards with the new domain for all staff and designated councilmembers will cost $265.20.
TeamLogic IT will be providing the domain transition services as part of our existing managed services contract at no additional cost for the City.
STAFF RECOMMENDATION
Staff is providing this update for informational purposes. No Council action is needed at this time.
