SUMMARY
The City of Bradbury Housing Element includes a program to develop pre-approved plans for detached ADUs. Staff met with the San Gabriel Valley Habitat for Humanity that has an ADU development program that includes pre-approved ADU plans. Staff would like to continue meeting with the Habitat for Humanity to have their pre-approved ADU plans available to Bradbury homeowners. It is recommended that the City Council direct staff to pursue an agreement with the San Gabriel Valley Habitat for Humanity to have their ADU program and plans made available to the City of Bradbury homeowners.

BACKGROUND
The City of Bradbury Sixth-Cycle Housing Element was adopted in 2023 and the State Department of Housing and Community Development issued a letter on January 3, 2024 stating that the Housing Element is in compliance with State law. The letter also states that the City must continue timely and effective implementation of all Housing Element programs. One of the programs is the development of pre-approved plans for detached accessory dwelling units (ADUs) to streamline approval.

Another Housing Element program is to reach out to affordable housing developers to present the opportunity of developing affordable housing at the Affordable Housing Civic Center Overlay (AHCCO) that is to the rear of City Hall. Staff sent 35 emails to representatives of 28 affordable housing entities in mid-March and later met with three AGENDA ITEM NO.

Housing Element Program 8.C. - Develop pre-approved plans for detached ADUs September 16, 2025 Page 2 of 2
affordable housing developers in late April. One of the developers is the San Gabriel Valley Habitat for Humanity. While all three developers declined to proceed with pursuing development at the ACCO, the Habitat for Humanity mentioned that they have an ADU program that includes pre-approved ADU plans.

ADU PROGRAM
Staff followed up with Habitat for Humanity and they provided their ADU plans. Attached are architectural plans for a one-, two- and three-bedroom ADU (Attachment 'A'). Habitat for Humanity also provided PowerPoint slides of their ADU program - Attachment 'B'. The San Gabriel Valley Habitat for Humanity provides plans, architectural and planning services, construction and contracting services, and financing assistance.

RECOMMENDATION AND ACTION
It is recommended that the City Council direct staff to pursue an agreement with the San Gabriel Valley Habitat for Humanity to have their ADU program and plans made available to the City of Bradbury homeowners.

SUBJECT: APPROVAL OF SERVICES WITH VERONICA TAM AND

ASSOCIATES FOR HOUSING ELEMENT IMPLEMENTATION
ASSISTANCE FOR A NOT TO EXCEED AMOUNT OF $17,600
ATTACHMENTS: 1) Veronica Tam and Associates Proposal
2) Housing Element Program Implementation Status Report

RECOMMENDATION
The City's 2021-2029 adopted Housing Element contains a list of programs that the State's Department of Housing and Community Development states must be timely implemented. To support this effort, City Staff is seeking the assistance of Veronica Tam and Associates to develop information and resource materials. These materials will be shared on the City's website, available at City Hall, and featured in the City's newsletter.

It is recommended that the City Council approve the proposal from Veronica Tam and Associates for a not-to-exceed amount of $17,600 to assist with the implementation of State-mandated housing element programs.

BACKGROUND
Veronica Tam and Associates served as the consultant that assisted the City in preparing and facilitating the adoption of the Sixth-Cycle Housing Element in 2023. Following adoption, the State Department of Housing and Community Development (HCD) issued a letter on January 3, 2024, confirming that the City's Housing Element is in compliance with State law. The letter also emphasized the importance of timely and effective implementation of all Housing Element programs. An excerpt from the Annual Housing FOR CITY COUNCIL AGENDA 1/16 AGENDA ITEM #_

Page 2 of 2 ends

Element Progress Report, included as Attachment #2, provides a list of the Housing Element programs along with their implementation status.

The City currently contracts with a single planner who is available for only five (5) hours per week. Most of the planner's time is dedicated to processing residential development projects, especially when there are larger proposals. Due to this limited capacity, City Staff is seeking additional assistance to ensure that State-mandated Housing Element programs are carried out effectively.

To support this effort, Veronica Tam and Associates has submitted a proposal to assist Staff in developing information and resource materials. These materials will be made available on the City's website, at the public counter in City Hall, and in the City's newsletter. The consultant's scope of work includes compiling housing resources for tenants applicable to Bradbury, preparing information on reasonable accommodations, outlining housing opportunities and services for persons with developmental disabilities, and providing resources related to Accessory Dwelling Units (ADUs). The proposal also includes recommendations on development standards for provisions related to persons with disabilities, updates to the site inventory, and other related tasks.

RECOMMENDATION
It is recommended that the City Council approve the proposal from Veronica Tam and Associates for a not-to-exceed amount of $17,600 to assist with the implementation of State-mandated housing element programs.

3. Paper Survey

SUMMARY
Everbridge (Attachment #1) is a widely used mass notification system designed to improve how the cities communicate with residents during emergencies and routine events. It offers advanced features such as the ability to digitize the City's current paper- based disaster survey and to import certain resident contact data directly from databases (Attachment #2). This digital survey would streamline the collection of critical resident information such as medical needs, mobility limitations, and evacuation assistance. Both Staff and the Public Safety Committee believe Everbridge is the best choice to meet the City's public safety needs, ensuring Resident data remains current and accessible during emergencies.

Staff recommends that the City Council approve the emergency system upgrade to Everbridge at an annual cost of $5,000.

BACKGROUND
The City currently relies on two different systems to manage emergency communications and resident data: Blackboard Connect for sending alerts and notifications, and a paper- based disaster survey (Attachment #3) to collect certain information. The data in the survey includes:
• Who lives in the home
• Special needs or medical conditions
• Services and skills residents can provide
• Emergency equipment and supplies available
• Animals and pets on the property
• Utility shut-off locations
• How residents plan to transport animals in an evacuation Currently, the paper-based process is slow and inefficient. Staff must print the surveys, placing them into envelopes, mail them out, and then wait for residents to respond just to achieve a response rate of around 30%. Once returned, responses must be manually sorted, reviewed, and organized, consuming valuable Staff time and resources.

While both systems have served basic needs, they present significant limitations especially during fast-moving emergencies. During the Eaton Fire, staff was unable to effectively reach out to homeowners because the paper-based survey was outdated. For example, Staff was unable to accurately know which properties had horses and where they were located. The process of locating, reviewing, and manually entering survey data into spreadsheets is not only time-consuming but often results in outdated or incomplete information when it's needed most.

ANALYSIS
As a result of the challenges with the paper survey, Staff explored multiple emergency notification platforms to find the most effective and efficient system for the City and found Everbridge to be the most suitable choice. Following this assessment, Staff presented Everbridge to the Public Safety Committee at the August 14* meeting, where the proposal was reviewed and the Committee recommended to move forward for City Council's review and approval.

Everbridge remains an opt-in system for residents; however, the platform includes access to Everbridge's database that allows the City to import certain residents' mobile phone, landline (including VolP), and email contact information. This data supplements the opt-in subscriber list, helping ensure more current contact coverage.

With Everbridge, Staff is able to build a digital disaster survey that residents can complete or update online at any time. These responses are integrated directly into the platform, eliminating the need for the paper survey and making the information immediately available to Staff in real time. This not only improves the City's emergency response capabilities but also ensures Staff has access to the most current and complete resident data when it's needed most.

FISCAL REVIEW
The City currently pays $1,099 per year for Blackboard Connect. In comparison, the annual cost of Everbridge is $5,000, which will be an ongoing yearly expense.

Although Everbridge comes at a higher cost, both Staff and the Public Safety Committee believe the City should move forward with this system, because it is the only platform that would allow Staff to build a digitized version of our resident disaster survey and the ability to pull certain resident contact data directly from their databases.

STAFF RECOMMENDATION
Staff recommends that City Council approve moving forward with the contract for the Everbridge mass notification system at the cost of $5,000 annually. This transition would enhance the City's ability to communicate more effectively and efficiently with residents during emergencies and routine community notifications.

SUMMARY
The City of Bradbury (City) annually applies for the Cal Recycle Beverage Container Recycling City/County Payment Program and receives $5,000 each year. In the past, there have been challenges in expending these monies, as funds are restricted and may only be utilized to support activities related to container recycling and litter abatement. In previous years, the City expended Cal Recycle funds through a grant program and partnered with i surrounding cities. The City has also installed water refill stations in Monrovia Canyon Park and on designated recreation trails.

The City Council may elect to move forward with a grant program or choose to install a water refill station in the City. It is recommended that the City Council provide direction on how to move forward with Cal Recycle funds. Should the City Council desire to implement a grant program, staff will release a Request of Grant Proposals and return with any responses. Should Council elect to install a water refill station in the City, Staff recommends that the City Council choose the desired location. Staff will then return to present actual costs of installation based on the pre-identified feasible areas (Attachment 1).

BACKGROUND
The California Beverage Container Recycling and Litter Reduction Act provides funding to cities and counties for beverage container recycling programs. The funding source is the California Redemption Value (CRV) premium that is paid when consumers purchase beverages in glass bottles, cans, and plastic containers. Funding is distributed annually based on a per capita formula. Bradbury is entitled to receive $5,000 each year, and receiving the funds is as simple as completing an online form. Currently, the City has a surplus of these restricted funds in the amount of $14,662.17 and will receive an additional $5,000 for this fiscal year.

CalRecycle funds are restricted to the following eligible activities:
• New or existing curbside recycling programs
• Neighborhood drop-off recycling programs
• Public education promoting beverage container recycling • Litter prevention and cleanup where the waste stream includes beverage containers that will be recycled
• Cooperative regional efforts with two or more cities or counties, or both • Other beverage container recycling programs
• Adding Water Refill Stations
• Supporting AB 341 Mandatory Commercial Recycling requirements:
• Infrastructure for businesses to recycle beverage containers • Support for new or existing beverage container recycling programs for multi-family residential dwellings
• Public education and outreach that includes a beverage container recycling component.

In the past, the City partnered with the City of Duarte to sponsor their Earth Day event and with the City of Azusa to sponsor their Discover Club, a pilot environmental program. In 2024, the City used Cal Recycle funds to partner with the City of Duarte to install water refill stations along the Royal Oaks Trail. Duarte handled the installation, while Bradbury covered the cost of the fountain.

ANALYSIS
This year, the City Council can elect to expend Cal Recycle funds through a grant program to partner and help surrounding cities with their environmental programs and events, install a water refill station on one of the City's recreational trails or purse an alternate option (See Attachments 1 & 2).

If the City Council elects to expend funds through the grant program, the City would release a Request of Grant Proposals to solicit projects from neighboring cities, educational institutions, and non-profit organizations.

Should the City Council desire to move forward with the water refill station installation, the following is a rough estimate of the cost of one (1) station:

Item Estimated Cost
Elker Outdoor ezH20 Upper Bottle Filling Station $7,000 Cal Am Water Service (Meter) $5,000
Installation (traffic control, modification of existing landscape $6,500 and irrigation, installation of a concrete pad/foundation, connection to the water meter, restoration of the area (fencing, minor grading, etc.)
Estimated Total $18,500

FINANCIAL ANALYSIS
Each year, the City of Bradbury receives $5,000 from CalRecycle. These are restricted funds and cannot be used for General Fund purposes. The City has had difficulties in the past expending all monies received, which has resulted in a surplus of $14,662.17 with an additional $5,000 this fiscal year.

Should the City Council decide to install a water refill station(s), $18,500 of the grand total project cost would be covered by Cal Recycle funds. Should the City Council decide to move forward with a grant program soon, it would not have an impact on the City's general fund budget if the Council decides to limit the grant allocation to $19,662.17.

STAFF RECOMMENDATION
It is recommended that the City Council provide direction on how to move forward with Cal Recycle funds. Should the City Council desire to implement a grant program, staff will release a Request of Grant Proposals and return with any responses. Should Council elect to install a water refill station in the City, Staff recommends that the City Council choose the desired location(s). Staff will then return to present actual costs of installation based on the pre-identified feasible areas.
