SUMMARY
The maintenance and potential improvements for the Lemon Cut-Thu Trail between Lemon Avenue and Royal Oaks North were discussed at the August 19, 2025 City Council meeting.

After discussion, the City Council directed staff to develop a scope of work and obtain a cost quote for recommended improvements. It is recommended that the City Council authorize staff to proceed with the Lemon Cut-thru Trail Improvements in the amount of $44,130.00

DISCUSSION
The Lemon Avenue Cut Thru Trail between Lemon Avenue and Royal Oaks Drive North is a rugged walking surface consisting of a combination of decomposed granite trail material, railroad-tie steps, and pockets of large gravel placed in areas that have experienced erosion after the past few rainy seasons. There is a large, grated inlet at the southern end of the trail at Royal Oaks Drive North. The trail is at an average grade of 5% so without the installation of more permanent surface material, the trail could experience erosion after significant storm events.

The maintenance and potential improvements for the Lemon Cut-Thru Trail were discussed at the August 19, 2025 City Council meeting. After discussion, the City Council directed staff to:

Lemon Cut-Thru Trail - Project Update

Page 2 of 2 ends

A. Remove the existing large gravel and replace it with compressed decomposed granite (DG) from the south entrance on Royal Oaks Drive North up approximately 300 feet.

B. Consider increasing the existing drain sizes to 12" × 12".

C. Create a cross-slope to the trail surface so that runoff drains properly into the inlets.

D. Provide a scope of work, including costs and materials for a future council meeting.

Staff met at the south end of the trail with the City's current landscape maintenance contractor, Priority Landscape Services, Inc. on October 16, 2025 to discuss the proposed improvements. It was determined that in lieu of regrading the trail to slope towards the existing inlets, that six (6) french drains be installed laterally across the trail at specific intervals to intercept the runoff (see Attachment No. 2 and 3). Staff and the contractor believe that this method of improvement will better inhibit the erosion because the runoff will enter the french drains quicker. The quote from Priority Landscaping (Attachment No. 1) also includes the removal of the gravel pockets and the replacement with compressed DG as well as filling in any eroded area of the trail.

FINANCIAL REVIEW
The cost quote from Priority Landscape Services, Inc., dated October 27, 2025 is in the amount of $39,130.00. RKA would be overseeing the project, and their cost is anticipated to be $5,000.00 to cover time spent on the project and inspections to the improvements.

Project funding for the $44,130.00 total would come from General Fund as this project is unbudgeted.

ALTERNATIVES
The City Council may elect to reject the cost quote from Priority Landscape Services, Inc. and provide direction to staff for trail modification alternatives.

2. The City Council may elect to reject the cost quote from Priority Landscape Services, Inc. and obtain other bids.

STAFF RECOMMENDATION
It is recommended that the City Council authorize staff to proceed with the Lemon Cut-thru Trail Improvements in the amount of $44, 130.00.

ADOPTION OF THE HEALTH

Richard I. Hate, Mayor (District 1)
Bruce Lathrop, Council Member (District 4)

BRADBURY
City of Bradbury
Agenda Memo
TO: Honorable Mayor and Members of the City Council
FROM: Paulina Reyes, Management Analyst
DATE: November 18, 2025
SUBJECT: RESOLUTION NO. 25-25: ADOPTION OF THE HEALTH AND

SAFETY ELEMENT
ATTACHMENTS: 1) Resolution No. 25-25
2) Health and Safety Element

SUMMARY
The Health and Safety Element is state-mandated and part of the City's General Plan that addresses natural and human-caused hazards and outlines policies to enhance community safety and resilience.

On October 22, 2025, the Planning Commission approved Resolution No. PC 25-329 recommending-City Council adoption of the updated Element and finding it exempt from CEQA under Guidelines § 15061(b)(3). Staff recommends that the City Council adopt the updated Health & Safety Element and confirm the CEQA exemption, consistent with the Planning Commission's recommendation.

BACKGROUND
The City's Health and Safety Element was originally updated in 2023 to comply with State law, including Senate Bill (SB) 379, which requires the integration of climate adaptation and resilience strategies through a Climate Vulnerability Assessment and Evacuation Route Analysis. The Health and Safety Element addresses both natural and human- caused hazards. The Element includes a Climate Vulnerability Assessment which identifies climate-related risks and vulnerabilities and provides goals and policies to enhance community resilience, as well as an Evacuation Route Analysis that evaluates existing evacuation routes and identifies strategies to ensure safe and effective evacuation during emergencies.

The previous 2023 Health & Safety Element update was adopted by the City Council following Planning Commission recommendation and State review. However, Pursuant to Government Code Section 65302.15, when a city revises its Local Hazard Mitigation Plan, it must also review and readopt the Safety Element to maintain consistency. The City Council revised the Local Hazard Mitigation Plan in February 2024. As a result, the Health & Safety Element must now be readopted to ensure continued compliance with State requirements and internal consistency among General Plan documents.

The Planning Commission reviewed the updated Health & Safety Element at its meeting on October 22, 2025 and adopted Resolution No. PC 25-329 recommending that the City Council approve the revised Element and find it exempt from the California Environmental Quality Act (CEQA) under Guidelines § 15061(b)(3). The City Council is now being asked to consider adoption of the updated Health & Safety Element consistent with the Planning Commission's recommendation.

ANALYSIS
The current revisions to the Health and Safety Element are minor and administrative in nature. They include:

1. Updated Fire Hazard Severity Zone Map - Revised to reflect the most current CAL FIRE mapping data. Pg. 18

2. Updated Map Language - Clarified labeling and text to align with State mapping standards. Pg. 18

3. Addition of a Web Link to the City's Local Hazard Mitigation Plan - Added to provide the public with direct online access to the City's adopted LHMP and related emergency preparedness resources. Pg. 16
Staff coordinated with CAL Fire to submit these updates to the California Board of Forestry and Fire Protection on July 22, 2025, and the State completed its review on July 29, 2025. Since the Health & Safety Element was recently approved in 2023 and the recent changes were minor and administrative in nature, initial review by the City Council and Planning Commission were not deemed necessary. The proposed 2025 revisions do not introduce new policies or programs and will not result in any physical environmental impacts.

ENVIRONMENTAL ANALYSIS
Staff is recommending that the Health and Safety Element Update be found exempt from the provisions of the California Environmental Quality Act (CEQA) pursuant to the common-sense exemption of CEQA Guidelines Section 15061(b)(3). This Section states CEQA only applies to projects which have the potential for causing a significant effect on the environment and where it can be seen with certainty that there is no possibility that the activity will have a significant effect, the activity is not subject to CEQA. As this is a policy document that will not cause any physical changes to the environment, there will not be any impact from adoption.

RECOMENDATION
Staff recommends that the City Council adopt Resolution No. 25-25, adopting the updated Health & Safety Element of the General Plan with the minor modifications identified by staff, and formally integrate the Safety Element into the City's General Plan. The City Council should also find that the update is exempt from the California Environmental Quality Act (CEQA) under Guidelines § 15061(b)(3).

this mapping effort, areas designated for management by CAL FIRE are identified as State Responsibility Areas (SRA). Areas managed by local fire departments are identified as Local Responsibility Areas (LRA). The entire City of Bradbury lies within a LRA and fire protection is provided by the County of Los Angeles Fire Department (LACoFD). Most of the City is located within a Very High Fire Hazard Severity Zone (VHFHSZ) established by CAL FIRE and reflected on Exhibit H-S Safety No. 1. In 2012, the California State Legislature adopted SB 1241 which requires communities to protect themselves against wildland and urban fires by addressing the fire hazard in areas designated as VHFHSZ.

Overview of Safety Chapter Issues
The City of Bradbury has attempted to identify and analyze natural and human-caused hazards and the associated risks that residents may be subjected to.

Fire Hazards The threat of wildfires in foothill areas in Southern California has been of concern for many years. Very high risk for wildfire is evident in areas having steep slopes that are covered with chaparral vegetation and where there is limited access for fire control equipment.

Low hazard areas are developed urban areas where fire access is readily available and the terrain is relatively flat. Industrial areas, hazardous material users, structures with substandard electrical wiring, overhead high voltage power lines, and high pressure gas lines are examples of urban fire hazards.

The City of Bradbury developed a Community Wildfire Protection Plan (CWPP) with input and direction from City of Bradbury stakeholders and the community. The purpose of the CWPP is to serve as a fire protection planning document that presents the City's physical characteristics, wildfire hazard, assets at risk from wildfire, vegetation/fuel management projects and specifications, and goals and action items intended to reduce wildfire hazards in the City. The ultimate goal of the CWPP is to protect lives, property, and natural resources threated by wildland fire. The final version of the CWPP was adopted by the Bradbury City Council on March 15, 2022 and was annexed into the City's Hazard Mitigation Plan on August 16, 2022. To access the Community Wildfire Protection Plan, please visit the City's website at:
https://www.cityofbradbury.org/community/public_safety/lhmp_cwpp.php In order to facilitate immediate firefighting response, the City should have the following standards for areas that are located in high or very high FHSZs:
• There should be sufficient access routes and roads for emergency vehicles and for the evacuation of residents from all areas.

Adequate access should be provided for all developed areas. All roadways to hazard areas should be of sufficient width to accommodate firefighting equipment. Streets should be marked and addresses should be posted in plain view. Adequate water supply should be available and sufficient for fire suppression activity.

All development within the VHFHSZ should comply with the standards set forth in LACoFD's Fuel Modification Plan. The three primary components needed to reduce fire losses are:

1. Implementing building construction methods that reduce building fire hazards;

2. Providing adequate defensible space around structures to reduce fuel; and Health and Safety Page No. 16

SUMMARY
At the October meeting, the City Council selected Domenico's Restaurant and Fred's Museum as potential venues for the Annual Appreciation Event. Staff has reached out to both to check availability, rental terms, and coordination for the proposed date of January 21, 2026 at 6:00 p.m.

Staff recommends that the City Council move forward with holding the Annual Appreciation Event at Domenico's due to the establishment's clearer costs and simpler execution.

BACKGROUND
The Annual Appreciation Event is held each year to celebrate those serving the community. In previous years, the City has hosted the event at local restaurants such as 38 Degrees Ale House and The Derby in Arcadia. Building on those successes, Staff contacted Domenico's and Fred's Museum to explore options for this year's event.

DISCUSSION
At Domenico's Restaurant, Staff confirmed the guest list can be accommodated either on the patio or upstairs dining room. Table arrangements can be set for seated dining and mingling near the full bar (bottle/draft beer, wine & cocktails). Domenico's offers a buffet- style service-package option at $35.99 per person, which could include entrées like lasagna, chicken parmigiana, and other Italian cuisine dishes. Staff is in discussions with Domenico's to potentially add a third entrée option, depending on the costs..

At Fred's Museum, the weekday rental is $1,200 with a $1,000 refundable deposit (returned after inspection). The venue provides booths, tables, cocktail tables, barstools, and three six-foot tables with linens at no extra cost. The City would need to contract for food and beverage services, since the facility offers none on-site. This would include a licensed caterer (vendor list suggested) and alcohol service, which requires a licensed bartender. The City would need to procure event insurance and coordinate all catering, bar, and service vendors, as well as facilitate cleanup.

ANALYSIS
Domenico's offers venue, food service, and full bar in one place, making the budgeting clearer and execution simpler. The cost is per person, which makes projecting total cost easier. The layout supports both informal mingling and seated dining.

Fred's Museum is essentially a rental space, while the physical amenities are provided, the City would need to coordinate catering, bar/bartender services, insurance and event setup/cleanup. These added vendor logistics raise coordination needs and budgeting uncertainty.

FINANCIAL ANALYSIS
The cost figures below reflect an estimated attendance of 40 people, which is consistent with the average from previous years:
• Domenico's: approx. $35.99 × 40 guests = $1,500, plus an estimated bar tab (approx. $1000) = ~ $2,500.
• Fred's Museum: rental only is $1,200, with additional food, drink, staffing and insurance costs to be determined.

The budget allocation for the event is $4,000.

STAFF RECOMMENDATION
Fred's Museum has a number of challenges due to the need hire separate vendors for catering, bar service and insurance, whereas Domenico's Restaurant provides venue, food and full bar all in one place, making it a simpler, more efficient option.

If the City Council decides to further move forward with Fred's, Staff could start figuring out costs and vendors for that location.

Staff recommends that the City Council move forward with holding the Annual Appreciation Event at Domenico's due to the establishment's clearer costs and simpler execution.
