TARGETED UNDERGROUNDING (TUG) COVERED CONDUCTOR WORK & IMPACTS • 6,800+ miles of covered conductor, covering about 70% • From Wildfire Mitigation Plan (2026-2028): "TUG is a program to of SCE's overhead distribution lines in high fire risk underground existing overhead power lines to significantly reduce wildfire areas and PSPS risk by reducing the possibility for objects to contact energized conductor as well as greatly limiting the ignition-causing potential from: • Covered conductor estimated to be about 70% effective equipment failures" when compared to bare conductor
• Undergrounding reduces need for public safety power shutoff (PSPS) • Areas with covered conductor averaged 82% fewer during extreme wind events animal contact and 94% fewer balloon contact faults • Covered Conductor improves wind tolerance but does not fully per mile compared to bare wire in 2024 prevent de-energization like undergrounding
•How Covered Conductor Lines Help Reduce Wildfire Risk
• Certain locations may not be feasible for undergrounding (e.g. rocky and coastal terrains)
Data as of 9/30/2025

TARGETED UNDERGROUNDING WORK & IMPACTS
• Completed 53 miles of undergrounding in targeted high fire risk areas based on risk criteria and feasibility since 2021
• Ramping up scope in high fire area with plans to execute undergrounding for established scope in the January 2025 burn scar areas
• About 7,400 miles, or about 44% of primary distribution lines in high fire risk areas, already underground
• Exploring alternatives, such as ground level distribution system and at grade duct bank, for quicker deployment and reduced environmental impact and Targeted Undergrounding Energy to: What's Ahead EDISON
