COVERED CONDUCTOR (CC)
• From Wildfire Mitigation Plan (2026-2028): "Wildfire Covered Conductor Program (WCCP) is a program to replace existing bare wire with covered conductor (CC) along with other associated components such as fire- resistant poles, composite crossarms, FR3 transformers, wildlife covers, surge arresters, polymer insulators and vibration dampers • Covered Conductor helps increase the de-energization threshold, which reduces the likelihood of public safety power shutoff (PSPS) and duration
Covered Conductor • Covered Conductor improves reliability compared to bare overhead wire
MEDISON
COVERED CONDUCTOR WORK & IMPACTS
• 6,800+ miles of covered conductor, covering about 70% of SCE's overhead distribution lines in high fire risk
areas
• Covered conductor estimated to be about 70% effective when compared to bare conductor
• Areas with covered conductor averaged 82% fewer
animal contact and 94% fewer balloon contact faults
per mile compared to bare wire in 2024
•How Covered Conductor Lines Help Reduce Wildfire Risk Targeted Undergrounding EDISON
TARGETED UNDERGROUNDING (TUG) TARGETED UNDERGROUNDING WORK & IMPACTS • From Wildfire Mitigation Plan (2026-2028): "TUG is a program to • Completed 53 miles of undergrounding in targeted high fire risk areas based underground existing overhead power lines to significantly reduce wildfire on risk criteria and feasibility since 2021 and PSPS risk by reducing the possibility for objects to contact energized conductor as well as greatly limiting the ignition-causing potential from • Ramping up scope in high fire area with plans to execute undergrounding for equipment failures" established scope in the January 2025 burn scar areas • Undergrounding reduces need for public safety power shutoff (PSPS) • About 7,400 miles, or about 44% of primary distribution lines in high fire risk during extreme wind events areas, already underground
• Covered Conductor improves wind tolerance but does not fully prevent de-energization like undergrounding • Exploring alternatives, such as ground level distribution system and at grade duct bank, for quicker deployment and reduced environmental impact and • Certain locations may not be feasible for undergrounding (e.g. rocky and costs coastal terrains)

DISCUSSION
The 2025 California Buildings Standards Code has been adopted by the State and was published on July 1, 2025. Under State law, all new Codes take effect 180 days after publication, which means they will apply to all local construction starting January 1, 2026. The City of Bradbury is adopting these codes as the new Bradbury Building Code.
The biggest change this year is the introduction of the 2025 California Wildland-Urban Interface Code (CWUIC): The new code pulls together wildfire-resilience requirements that were previously scattered across multiple codes. Modeled after the International Code Council Wildland Urban Interface Code, the CWUIC does not add major new requirements; instead, it organizes existing rules into one clear, easy-to-use document.
This is a major step forward in making wildfire-related standards more streamlined statewide.
Normally, cities can modify the State codes to address local needs. However, Assembly Bill 130, effective June 30, 2025, places a six-year moratorium on local amendments that affect residential units. The only local changes allowed for housing are those that match amendments already in effect before September 30, 2025, and/or improve wildfire resistance.

This report summarizes the Public Safety Committee's goals and achievements for 2025, and proposed goals for 2026. The Committee continues to focus on enhancing communication, public safety preparedness, community engagement, and collaborative relationships with partner agencies.
Staff recommends that the City Council receive and file the Public Safety Committee's 2025 accomplishments report
BACKGROUND
The Public Safety Committee was established to act in an advisory capacity to the City Council on public safety matters identified in the Municipal Code, including recommendations related to law enforcement priorities, crime prevention and control, animal control, and emergency preparedness.
In 2025, the Committee identified several key goals focused on establishing reliable communication systems, exploring available grants, and enhancing operational readiness. This report provides a status of progress on those goals and presents new objectives for 2026.
DISCUSSION
In 2025, the Public Safety Committee focused on improving communication, emergency preparedness, and coordination with partner agencies. The Committee's primary effort was to ensure that reliable communication tools and protocols were in place to support emergency response coordination.
Key actions completed in 2025 included:
• Implementation of Everbridge as the City's primary mass notification system. • Disaster data is now fully digitized, allowing the Public Safety Committee and Staff to access information more efficiently.
• Purchase of radios for Committee members, the Mayor, Mayor Pro Tem, and Staff, along with establishment of a regular testing protocol. =
• Purchase of a LA-RICS radio for the City Manager to support communication with the Los Angeles County Sheriff's Department and Fire Department. • Creation of a WhatsApp group chat with the PSC to support real-time communication.
The Committee also reviewed the City's Health and Safety Element, evaluated the storage shed as a potential Emergency Operations Center, and Staff began coordinating with County Fire on a vegetation reduction project that may be eligible for grant funding.
Community outreach efforts included a successful Bradbury Night Out event.
Looking ahead, the Public Safety Committee has identified the following goals for 2026:
• Increase public outreach and education related to emergency preparedness, response procedures, and available resources.
• Coordinate with Area D to align local public safety efforts with regional planning and resources.
• Present the Committee's annual goals and accomplishments to the City Council to promote transparency and continued support.
• Expand strategies to increase community participation in public safety programs and Committee activities.
• Develop an emergency response protocol for City Staff, Public Safety Committee members, and City Council members to clearly define roles and communication during emergencies.
STAFF RECOMMENDATION
Staff recommends that the City Council receive and file the Public Safety Committee's 2025 accomplishments report and provide any necessary feedback. This report is intended to inform the City Council and does not require formal action.

SUBJECT: DISCUSSION ON USE OF CALRECYCLE FUNDS AND WATER
REFILL STATION IMPLENTATION IN COORDINATION WITH
CITY OF DUARTE
ATTACHMENTS: 1. Photo of Refill Station Location
2. Elker Outdoor ezH2O Upper Bottle Filling Station
SUMMARY
At the September 2025 Council meeting, City Council reviewed the availability of restricted CalRecycle grant funds and considered potential sites for a water refill station, narrowing down the location to Mt. Olive Drive (near Woodlyn Lane). City Council also directed Staff to explore a partnership with other agencies to purchase and install a water fountain.
Since that time, staff has worked closely with the City of Duarte and representatives from_ the Upper San _Gabriel Municipal Water District_(USGMWD). USGMWD has committed to provide the fountain itself at no financial cost to the City. In addition, Duarte has agreed to cover all installation costs for the water fountain at the mutually agreed-upon site
Staff requests that the City Council authorize formal coordination with the City of Duarte and USGMWD to finalize the project at no cost to the City. Should the City Council wish to explore the option of using the eligible funds for an alternative project, Staff requests direction on how to proceed.
BACKGROUND
The California Beverage Container Recycling and Litter Reduction Act provides funding to cities and counties for beverage container recycling programs. The funding source is the California Redemption Value (CRV) premium that is paid when consumers purchase beverages in glass bottles, cans, and plastic containers. Funding is distributed annually based on a per capita formula. Bradbury receives $5,000 each year, and receiving the funds is as simple as completing an online form.
Historically, the City has used CalRecycle funds to support environmental and public-water-access initiatives, including installation of water refill stations in coordination with neighboring jurisdictions. The estimated cost of purchasing and installation would cost approximately $18,500.
ANALYSIS
Staff coordinated with the Upper San Gabriel Municipal Water District to supply the fountain unit, and USGMWD has agreed to provide the fountain at no cost to the City.
Staff also coordinated with the City of Duarte to explore the partnership further, and Duarte staff have confirmed their willingness to assume responsibility for all installation- related costs at the selected location.
As part of USGMWD providing the fountain, they require installation of signage that includes water conservation messaging consistent with their outreach objectives.
USGMWD has also agreed to allow the City to install a plaque on the fountain similar to the existing plaque located on the water fountain west of the Royal Oaks Trail. The details will be resolved later with USGMWD and Duarte.
Minor site-preparation details, including potential modification or removal of a small section of existing fencing may be required. Staff anticipates managing these as part of coordination with Duarte staff. Provided that modifications remain minor and do not change the overall scope or cost responsibility, Staff proposes to handle them administratively without returning to City Council for separate approval.
FINANCIAL ANALYSIS
The City currently has a total of $19,662.17 in CalRecycle funds. This amount reflects an annual allocation of $5,000 per year, along with a surplus of $14,662 from prior years- when not all funds were spent. These are restricted funds and cannot be used for General Fund purposes.
With USGMWD providing the fountain at no cost and Duarte covering all installation costs, the City will not incur any financial costs for this project. If City Council elects, the CalRecycle funds could be allocated to another eligible project.
STAFF RECOMMENDATION
Staff recommends that the City Council authorize Staff to proceed with formal coordination with the City of Duarte and Upper San Gabriel Municipal Water District for installation of a water fountain at the agreed-upon site.
Staff further recommends that City Council direct Staff to reallocated previously identified CalRecycle funds to another eligible project, should City Council choose to do so.
