TO: Honorable Mayor and Members of the City Council
FROM: Diane Jensen, City Clerk
DATE: February 17, 2026
SUBJECT: LANGUAGES SPOKEN AND THRESHOLD DETERMINATION
PERSUANT TO SENATE BILL 707 (Language Access Requirements)

SUMMARY
The purpose of this Language Access Policy ("Policy") is to ensure meaningful access to City of Bradbury programs, services, public meetings, and information for individuals with limited English proficiency (LEP), in compliance with:
• California Government Code Sections 7290-7299.8 (SB 707), and • Other applicable state and federal nondiscrimination laws.

The City does not meet State thresholds to provide translation services during public meetings. It is recommended that Council receive and file this report regarding language access requirements under Senate Bill 707.

BACKGROUND
Starting July 1, 2026, California Senate Bill 707 (SB 707) requires eligible legislative bodies to translate meeting agendas and public meeting webpages into "applicable languages." A language is considered "applicable" if it meets the following dual- threshold criteria based on the most recent American Community Survey (ACS) data:

Joint Usage: The language must be spoken jointly by 20% or more of the population within the jurisdiction.
• Limited English Proficiency (LEP): Additionally, 20% or more of the people who speak that language must report speaking English "less than very well".

DEMOGRAPHIC ANALYSIS
Staff reviewed the most recent U.S. Census Bureau American Community Survey (ACS) 5-Year Estimates data for the City of Bradbury to determine languages spoken at home and English proficiency levels.

Summary of Data:
• Total Population: 806
• Percentage Speaking English Only: 57%

Korean 3 0.00% 1 33% No
Because the City of Bradbury does not meet State dual thresholds for languages spoken, other than English, it is not required to provide translated agendas or translation services during public meetings at this time.

STAFF RECOMMENDATION
Based on the data reviewed:
• No language other than English meets or exceeds the 20% dual threshold; therefore, no determination for threshold languages is required by council at this time for purposes of SB 707 compliance:

It is recommended that Council receive and file this report regarding language access requirements under Senate Bill 707. The City shall review demographic data at least once every five (5) years to reassess threshold language determinations.

ATTACHMENTS: 1) City Manager's Report on the Cost of Abatement of the Property Located at 2302 Elda Street, Bradbury, California 91008 2) Resolution No: 26-02

SUMMARY
Bradbury Municipal Code section 9.115.100 sets forth the process for the City to recover costs incurred for abatement. On February 6, 2026, City staff set a time, date and a place for the hearing regarding the abatement costs incurred against the property, including the cost to address the overgrown vegetation on the property located at 2302 Elda Street, Bradbury ("Property"). This hearing provides Council the opportunity to consider the Report of the City Manager on the costs of abatement ("Report"), consider protests or objections on the Report from the Property Owner and the public, and an opportunity to confirm, modify, or reject the costs associated with the abatement. A true and correct copy of the Report is attached hereto and incorporated herein by reference as ATTACHMENT #1.

Staff recommends that City Council adopt Resolution No. 26-02, confirming the Abatement Report and ordering that the charges be made a personal debt to the Property's owner, the Pamda Trust dated July 22, 2020 ("Owner"), and lien against the parcel of land located at 2302 Elda Street, Bradbury (A.P.N. 8527-017-007)("Property"). 217226 4

A copy of the (1) City Manager's Report and (2) notice of the hearing (including time and place where the Report shall be heard by City Council for Confirmation) was posted upon the Property on February 6, 2026. Additionally, the same was personally served upon the Owner. An affidavit as to notice has been filed with the City Clerk to demonstrate proof of posting and service.

At the time and place for receiving and considering the Report, City Council shall hear and pass upon the report of the City Manager, together with any objections or protests.

Thereupon the City Council may make such revision, correction or modification in the report as it may deem just, after which by resolution the report, as submitted or revised, corrected or modified, shall be confirmed.

The decision of the City Council on all protests and objections which may be made shall be final and conclusive.

A resolution confirming the Report as presented and ordering that the charges be made a lien against the Property is attached for Council's consideration and incorporated herein by reference as ATTACHMENT #2.

FISCAL IMPACT
There is no financial impact associated with the activity of having the hearing on the City Manager's Report regarding the costs of abatement. If the City Council does not assess the Property for the full costs of the abatement, the City's general fund could be responsible for up to $11,050.00

RECOMMENDATION
