STAFF REPORT
To: City Council
From: Cristhian Barajas, Development Services Director
Prepared by: Adrian Ople, Planning Technician
Subject: Potential Action on Resolution to Adopt the May 2026 Downtown Specific Plan Amendment (DT26-01, ZC26-04, SPA26-03)
RECOMMENDATION:
City staff recommends City Council pass the resolution to adopt the May 2026 amendment to the Downtown Specific Plan that would expand the list of allowed-by-right uses and conditional use permits, re-designate two frontage type within the Specific Plan area, and establish preferred uses.
BACKGROUND INFORMATION:
The City of Brawley’s Downtown Specific Plan was implemented in December 2012, putting forth a vision of urban development in Brawley’s Downtown core focusing on community character and themed mixed residential and commercial developments. The plan was shaped by public participation efforts carried out between 2009 and 2012, which included two community workshops, a walking tour, a joint study session, and numerous comment cards from residents. The resulting vision statement emphasized walkability through the integration of commercial and residential uses in the same area.
A byproduct of the themed community character in the plan resulted in the plan containing a narrow list of “allowed-by-right” uses. As such, the lack of a comprehensive list of uses permitted in each zone has inadvertently restricted what business owners were allowed to develop within the downtown. Many of the vacant lots recorded in before 2012 still remain vacant today, and some commercial uses that would typically be allowed by right in a downtown area often require approval by either the Planning Director or Planning Commission. Therefore, the City’s Planning Division, under the City Council and City Manager’s direction, have prepared a focused amendment to the Downtown Specific Plan that addresses these issues.
The proposed May 2026 Amendment to the 2012 Downtown Specific Plan mainly updates the list of permitted uses, while also suggesting selective updates on conditional and prohibited uses for each zone in the Specific Plan area. These changes move uses to less restrictive use categories (e.g., Director’s CUP to Permitted by Right). Certain uses not addressed in the original Specific Plan document have also been added to the tables, while generic land use categories have been given more descriptive names for further specificity. The “Permitted by Location” category has been expanded to all zones in the Downtown Specific Plan area to address special cases and encourage modest development within lower-intensity zones without compromising the “small town feel” envisioned in the original Specific Plan. North-south streets (e.g., 2nd Street, 3rd Street, etc.) have been promoted as sites for low-intensity commercial activity besides offices within neighborhood areas, promoting the original walkable vision within Downtown. Other changes are proposed to be in alignment with historic 4a
uses of certain frontage types. For example, allowing retail and dining in the Civic Center Neighborhood zone is in alignment with the already established business character within said zone.
The plan amendments also introduce the “Preferred Use” category, which has been created as a subtype of “Permitted by Right” uses, further elevating uses that are especially desirable and more closely align with the plan’s original vision. Preferred uses may entail incentives, which include but are not limited to reduced fees, streamlined reviews, and technical assistance. City staff would evaluate these project proposals based on objective standards to determine whether the proposal would fall under the “Preferred Use” category.
Lastly, this proposed amendment to the Downtown Specific Plan also includes a zone change that extends the West Village zones east to replace existing Civic Center zones to better reflect the existing commercial character west of Plaza Park. Vacant sites between 3rd Street and Imperial Avenue would be better positioned to be developed with a commercial character.
The City of Brawley Planning Commission voted 5-0 to recommend approval of the Draft May 2026 Downtown Specific Plan Amendment as presented at a public hearing held on April 1, 2026. If the City Council chooses to pass the resolution to adopt the Downtown Specific Plan following the Planning Commission’s recommendation, a Notice of Exemption will be filed with the Imperial County Recorder’s Office. This Specific Plan Amendment and Zone Change project is categorically exempt pursuant to CEQA
FISCAL IMPACT:
No fiscal impact to implement amendments. Work has been conducted in-house, and it is expected that the proposed amendments will yield positive fiscal benefits as more businesses intend to operate within downtown.
ALTERNATIVES:
No alternatives are suggested.

4a.2
What are Preferred Uses?
There are typically three to four entitlement types: allowed-by-right uses, minor conditional use permits (CUPs), major conditional use permits, and prohibited uses. These determine what a property owner might be able to do with their property. Preferred uses are an additional subset of allowed-by-right uses that are especially desirable and more closely align with broader public goals and the specific community visions identified in past planning exercises.
These projects may be eligible for reduced fees, streamlined reviews, and technical assistance, effectively facilitating the development of such uses in areas of the City deemed important for revitalization. As determined by City leadership, these projects may also be highlighted by the City of Brawley as exemplary achievements that advance the community toward its identified goals.
To be eligible, project descriptions, schematics, and plans must demonstrate that 60% or more of the site or business operations fully align with the Preferred Use list for that location. Projects are ineligible for Preferred Use status if any project component requires a Conditional Use Permit (CUP). Determinations of Similar Use do not apply. These projects are designed not to negatively impact other allowed-by-right uses.
NOTE: Preferred uses would still be subject to additional fees as indicated by staff. Preferred use fees are still subject to annual adjustments (e.g., CPI). Other fees imposed by other departments are still applicable to Preferred Use projects.
Example of How Fees Apply to Various Entitlement Types and Uses Block A in Downtown Brawley was initially identified as a district suited for an enhanced pedestrian experience featuring small coffee shops and restaurants. To further revitalize this area, the Downtown Specific Plan was amended to expand the “allowed-by-right” uses to include barbershops, bookstores, retail shops, mini markets, etc. while further highlighting coffee shops and restaurants as “preferred use” businesses.
Entitlement Type Use Reasoning Typical Fees
Preferred Use
(also allowed by
right)
Coffee shops, restaurants
(non-drive-thru)
Encouraged to build as is. Closely
aligns with the community vision
Reduced fees and other
incentives
Allowed by Right
Barbershops, bookstores,
shops, mini markets, drug
stores, athletic facilities,
gyms, dance studios
Can build as is. Activates community
life without significant added
intensity to existing City
infrastructure
Standard fees (per updated fee
schedule)
Director’s CUP
(minor CUP)
Liquor stores, tattoo shops,
sports stores (e.g., bike
repair shops)
Might need slight changes. Requires
technical review due to higher
complexity. Might not necessarily
bring about significant public benefit
Standard fees + subject to
additional fees (e.g., CUP
processing, supplemental
drawings, CEQA)
Planning
Commission CUP
(major CUP)
Bowling alleys, arcades,
event centers, places of
worship, bars, medical and
professional offices
Might need major adjustments.
Requires technical review and public
input because use may depart from
the community vision
Standard fees + subject to
additional fees (e.g., CUP
processing, supplemental
drawings, traffic studies, CEQA)
Prohibited
Shooting galleries,
nightclubs, storage facilities,
drive-thrus
Cannot build as it contradicts or
undermines the community vision Not permitted

State law requires that all incorporated cities and special districts within the State of California prepare SAPs identifying the existing and projected demand for public facilities and services.
These updates are to occur at least every five (5) years. The current Service Area Plan (SAP) for the City of Brawley was adopted in 2018 to cover a twenty-year (20-yr) period between 2010 and 2030. A draft for the 2026 SAP was prepared by RICK Engineering to address the City’s ability to provide necessary services to areas within city limits and the Brawley Sphere of Influence. This update accounts for upcoming annexations and outlines how Brawley’s existing and project needs can be adequately funded and phased.
This was only an informational item for the Planning Commission before it moves onto City Council for approval.

From: Emmet Fried, Assistant to the City Manager
Prepared by: Emmet Fried, Assistant to the City Manager Subject: Ratification of Employment Agreement for Acting Public Works & Operations Manager – Ana Gutierrez
RECOMMENDATION:
It is recommended that the City Council ratify the Employment Agreement for Ana Gutierrez to serve as Acting Public Works & Operations Manager, as presented.
BACKGROUND INFORMATION:
The current Public Works Director has provided notice, in accordance with the terms of his employment agreement, that he will not renew his contract with the City and will be retiring at the end of the month.
In preparation for this transition, the City evaluated options to maintain continuity of operations and leadership within the Public Works Department.

From: Ana Gutierrez, Acting PW Operations Manager
Prepared by: Ana Gutierrez, Acting PW Operations Manager Subject: Ratification of Emergency Work – Storm Water Damage and Street Collapse at Rio Vista Avenue and River Drive
RECOMMENDATION:
Ratify the City Manager’s approval of emergency repair work performed by Rove Engineering, Inc. to address stormwater damage and the resulting street collapse at the intersection of Rio Vista Avenue and River Drive.
BACKGROUND INFORMATION:
On September 27, 2025, a series of storms impacted the Imperial Valley, resulting in significant stormwater runoff. This runoff caused severe damage at the intersection of Rio Vista Avenue and River Drive, including a partial street collapse that posed an immediate threat to public safety and critical infrastructure.
Given the urgent nature of the incident, immediate action was necessary to stabilize the area, prevent further deterioration, and restore safe access for residents and emergency vehicles. The Engineering Department solicited a proposal from Rove Engineering, Inc., a qualified local contractor, to perform the emergency repairs.
Pursuant to the City’s emergency procurement procedures, the City Manager authorized Rove Engineering to proceed with the work in order to address the imminent risks. Rove Engineering promptly mobilized crews to stabilize the roadway and mitigate stormwater-related damage.
The scope of emergency repair work included:
• Traffic control and site safety measures
• Road excavation and removal of damaged materials
• Backfilling and slope stabilization
• Street surface restoration
• Portland Cement Concrete (PCC) repairs
The emergency repairs were essential to ensure public safety and protect the city's infrastructure from further damage. Ratifying the City Manager’s authorization ensures compliance with the City’s procurement policies.
5f
FISCAL IMPACT:
The cost of the emergency repair work will be funded through the Wastewater Treatment Plant Fund (Fund 511). This work has been included in the project list submitted by the City to Cal OES for emergency assistance funding; therefore, the City anticipates reimbursement for these expenses.
A budget amendment is required to appropriate funding for the repairs as follows:
511-332.000-800.300 – Expenditure: $215,372
All expenditures and related reimbursements will be tracked under Project Code 2025-38 within the Wastewater Treatment Plant Fund.
While the total cost of the project is $215,372, a portion of the expense is eligible for reimbursement but is contingent upon Cal OES approval and processing timelines.

STAFF REPORT
To: City Council
From: Emmet Fried, Assistant to the City Manager
Prepared by: Emmet Fried, Assistant to the City Manager Subject: Adopt a Resolution Supporting State Funding for Local Municipalities for the Implementation of Proposition 36
RECOMMENDATION:
Staff recommends that the City Council adopt Resolution No. 2026-14, supporting state funding for local municipalities for the implementation of Proposition 36, the Homelessness, Drug Addiction, and Theft Reduction Act.
BACKGROUND INFORMATION:
California voters approved Proposition 36 on November 5, 2024, and the measure took effect on December 18, 2024. The initiative was enacted to strengthen public safety, improve accountability, and expand access to treatment for individuals struggling with addiction. It establishes new treatment pathways for individuals charged with non-violent drug possession offenses and enhances penalties for repeat theft offenders, organized retail theft, and drug-related offenses resulting in great bodily injury or death.
As implementation begins statewide, counties and courts have initiated mandated treatment pathways, expanded drug court participation, and increased coordination with behavioral health providers. While these systems are largely administered at the county level, local governments play a critical supporting role in day-to-day implementation.
For cities such as the City of Brawley, Proposition 36 is expected to have operational impacts across multiple service areas. These include increased demands on law enforcement for enforcement, reporting, and coordination with prosecutorial and court processes; expanded interaction with individuals eligible for diversion or treatment programs; and continued coordination with regional partners on homelessness, behavioral health services, and community-based prevention efforts.
Additionally, local agencies often provide front-line response to quality-of-life issues and repeat offenses addressed under the measure.
Although Proposition 36 establishes new programmatic requirements and enforcement tools, it does not provide a dedicated, ongoing funding source directly to cities to support these local responsibilities.
As a result, municipalities may experience increased workload and resource demands without corresponding fiscal support.
5h
Adoption of the proposed resolution positions the City to formally communicate its support for equitable and sustained state funding to assist local jurisdictions with implementation. The resolution also authorizes continued advocacy efforts to help ensure that cities have the resources necessary to effectively support the goals of Proposition 36 while maintaining existing service levels.
FISCAL IMPACT:
There is no direct fiscal impact associated with adopting the resolution. However, the resolution supports efforts to secure state funding that would reduce future fiscal burdens on the City related to Proposition 36 implementation.
ALTERNATIVES:
1. Take no action.
2. Provide alternative direction to staff.

RESOLUTION NO. 2026-14
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRAWLEY, CALIFORNIA, SUPPORTING STATE FUNDING FOR LOCAL MUNICIPALITIES FOR THE IMPLEMENTATION OF PROPOSITION 36 The City Council of the City of Brawley does resolve as follows:
1. Findings. The City Council hereby finds and declares the following:
A. Proposition 36, the Homelessness, Drug Addiction, and Theft Reduction Act, was approved by California voters with strong statewide support and took effect on December 18, 2024.
B. Proposition 36 was enacted to strengthen public safety, improve accountability, and expand access to treatment for individuals struggling with addiction. Successful implementation requires coordination among state agencies, counties, courts, and local governments.
C. Proposition 36 provides new tools to encourage individuals charged with non‑violent drug possession offenses to enter treatment programs, including opportunities for treatment in lieu of incarceration for eligible defendants with repeated drug possession convictions.
D. Proposition 36 also establishes enhanced penalties for repeat theft offenders, organized retail theft, and individuals who cause great bodily injury or death through illegal drug distribution. The measure further requires that drug dealers receive warnings that future sales resulting in death may lead to homicide charges.
E. Counties and courts across California have begun implementing mandated treatment pathways under Proposition 36. Early reports from jurisdictions with established structures show high participation rates in treatment tracks and increased enrollment in drug court programs.
F. Cities such as the City of Brawley are on the front lines of implementation. Local governments play a critical role in public safety response, community‑based prevention, coordination with behavioral health partners, and support for accountability programs.
G. Without adequate and sustained state funding, local governments may face increased fiscal pressure, reduced service levels, and limited capacity to meet the goals and mandates established under Proposition 36.
H. Investing in local governments strengthens neighborhoods, improves public safety outcomes, and promotes accountability and transparency in the use of public funds.
2. Action.
A. The City Council of the City of Brawley formally supports the allocation of state funding to local governments for the implementation of Proposition 36.
B. The City Council urges the Governor and the Legislature of the State of California to ensure that funding provided under Proposition 36 is sufficient, ongoing, and directly accessible to local governments responsible for implementation.
5h.1
C. The City Council further resolves that the City Manager, or designee, continue advocacy on this matter on behalf of the City of Brawley and authorizes the transmittal of a copy of this resolution to the Governor of California, the President pro Tempore of the California State Senate, the Speaker of the California State Assembly, and other appropriate legislative representatives.

It is recommended that the City Council adopt the Pool Use Waiver, Release of Liability, Hold Harmless Agreement, and Agreement Not to Sue for implementation at the aquatic facility, requiring all patrons to acknowledge and assume inherent risks and release the City from liability to the fullest extent permitted by law.
BACKGROUND INFORMATION:
The City of Brawley Parks and Recreation Department operates the Lions Center Pool to provide aquatic programming and recreational opportunities for the community. As with all aquatic facilities, the use of the pool and related amenities involves inherent risks, including the potential for personal injury, illness, or property damage.
To support prudent risk management practices, staff has developed a standardized waiver and release form for use by patrons of the facility. The proposed agreement is intended to ensure that individuals using the pool acknowledge and assume the inherent risks associated with aquatic activities and agree to release the City from liability to the fullest extent permitted by law.
The waiver includes provisions addressing assumption of risk, waiver and release of liability, indemnification, minor participation, compliance with facility rules, and acknowledgment of operational conditions (including the potential absence of lifeguard supervision). It also includes a photography release for use of images in City materials.
Implementation of this waiver will align the City’s aquatic operations with common municipal risk management practices while continuing to provide safe and accessible recreational services. The form will be required for all patrons, with additional provisions applicable to minors, prior to use of the facility.
The attached waiver and release agreement is presented for City Council consideration and adoption.
FISCAL IMPACT:
There is no direct fiscal impact associated with adoption of the waiver. Implementation will be managed within existing departmental resources.
5i
ALTERNATIVES:
1. Adopt the waiver as presented.
2. Provide direction to staff to modify the waiver prior to adoption.
3. Decline to adopt the waiver and provide alternative direction to staff.

Prepared by: Denise Garcia, Special Projects Manager
Subject: Letter of Support for the Imperial County Transportation Committee’s (ICTC) Application to the Transit and Intercity Rail Capital Program (TIRCP) for the ICTC/Imperial Valley Transit (IVT) Administration, Operations and Maintenance Facility Project.
RECOMMENDATION:
It is recommended that the City Council of the City of Brawley authorize and approve a letter of support for ICTC’s application to the TIRCP for the ICTC/IVT Administration, Operations and Maintenance Facility Project.
BACKGROUND INFORMATION:
The Imperial County Transportation Commission has requested a letter of support from the City of Brawley for the construction of a new transit facility. This facility will replace the current undersized leased site, addressing existing operational limitations. The new construction will support the transition to a 100% zero-emission fleet by 2035 and improve efficiency by allowing transit vehicles to be housed, maintained, and operated in one centralized location.
If funded, the project will benefit Brawley by expanding and modernizing transit services, providing residents with more reliable access to jobs, education, and essential services—especially for those without personal transportation. It may also help reduce traffic congestion and lower household transportation costs. In addition, the shift to zero-emission transit will reduce air pollution and improve public health in a region already facing air quality challenges.
A letter of support from the City of Brawley will strengthen ICTC’s funding application by demonstrating regional alignment and local commitment.
FISCAL IMPACT:
None
ALTERNATIVES:
Do not approve the letter of support.

The Honorable Toks Omishakin

Dear Secretary Omishakin:
On behalf of the City of Brawley, I am pleased to support the Imperial County Transportation Commission’s (ICTC) application to the 2026 Transit and Intercity Rail Capital Program (TIRCP) for the ICTC/Imperial Valley Transit (IVT) Administration, Operations and Maintenance Facility project.
This project will fund the construction of a new bus administrative, operations and maintenance facility to allow ICTC to transition to a 100 percent zero-emission fleet by 2035.
The existing IVT operations and maintenance facility is significantly undersized to accommodate future expansion of the bus fleet and the transition to zero-emission buses. ICTC does not own the current facility as it is leased from the transit contract operator and privately owned. The new facility will be publicly owned and support better integration of transit services in the region by allowing all transit services vehicles to be housed, maintained, and operated in one facility.
The project would improve the quality of life in disadvantaged and low-income communities by reducing greenhouse gas emissions and noise pollution in Imperial Valley and supporting the future expansion of service to provide a cost-effective alternative to the automobile.
For these reasons, the City of Brawley is pleased to support the ICTC/IVT Administration, Operations and Maintenance Facility project application. If you have any questions, please do not hesitate to contact me at 760-351-3048.
Sincerely,

STAFF REPORT
To: City Council
From: Cristhian Barajas, Development Services Director
Prepared by: Adrian Ople, Planning Technician
Subject: Request for Council Direction Regarding Deferral of Development Impact Fees and Water/Sewer Capacity Fees for Pacific West Development’s Buildout of La Paloma Subdivision Units No. 1 & 2
RECOMMENDATION:
Staff recommends that the City Council approve Pacific West Development’s request to defer payment of Development Impact Fees, Water Capacity Fees, and Wastewater Capacity Fees to the time of Certificate of Occupancy, subject to execution of a deferral agreement and any additional terms and conditions deemed appropriate by the City Council.
BACKGROUND INFORMATION:
Pacific West Development is proceeding with the buildout of the remaining undeveloped lots within Units No. 1 and No. 2 of the La Paloma Subdivision, consisting of 236 single-family residential units.
The project includes completion of offsite improvements and the development of currently vacant parcels.
The developer has requested that payment of Development Impact Fees, Water Capacity Fees, and Wastewater Capacity Fees (“DIFs/Capacity Fees”) be deferred from the time of building permit issuance to the time of Certificate of Occupancy (COO), which is currently anticipated to begin in late Fall 2026. Under this approach, fees would be paid incrementally as units are completed and COOs are issued.
This request is consistent with Brawley Municipal Code Section 10A.6, which authorizes the City Council to approve deferral of applicable fees. The City Council previously approved a similar fee deferral structure for earlier phases of the La Paloma Subdivision in 2021.
The City has estimated Development Impact Fees and Capacity Fees at approximately $27,920.91 per single-family unit (based on a 1-inch water meter and 1-inch wastewater connection). The initial phase of construction includes sixteen (16) homes, with an estimated $446,734.56 in fees to be collected upon issuance of the first Certificates of Occupancy. Total fees associated with all 236 units are estimated at approximately $6,589,334.80, which would be collected over time as development progresses.
Completion of the La Paloma Subdivision would finalize a partially developed neighborhood that has remained largely undeveloped since the late 2000s. The project is anticipated to contribute to the City’s 6a
housing supply, support neighborhood revitalization, and complement existing and planned development in the surrounding area.
While City policy generally requires payment of applicable fees at the time of building permit issuance, the Municipal Code provides flexibility for the City Council to consider deferrals in appropriate circumstances. Deferring fees may assist with project feasibility and timing, while maintaining the City’s ability to collect all required fees prior to occupancy.
Should the City Council approve the request, staff recommends that appropriate safeguards be implemented, such as execution of a deferral agreement and recordation of a lien or other security instrument, to ensure full payment of all deferred fees prior to issuance of Certificates of Occupancy.
FISCAL IMPACT:
Approval of this request will defer, but not waive, the collection of Development Impact Fees and Water/Wastewater Capacity Fees associated with this project.
Based on current estimates, total fees of approximately $6.59 million will be collected over time, with an estimated $446,734.56 received upon issuance of the first 16 Certificates of Occupancy. The remaining fees will be collected incrementally as additional units are completed.
This deferral will result in a timing delay of revenue to the City’s applicable funds; however, there is no long-term loss of revenue anticipated, provided the project is completed as proposed.
Staff notes that deferral of fees introduces a level of risk related to project completion and timing.
However, this approach is consistent with prior Council actions for this subdivision and is intended to support the continued development of housing within the City.
ALTERNATIVES:
1. Deny the request and require payment of Development Impact Fees and Capacity Fees at the time of building permit issuance.
2. Approve the request with modified terms or conditions.
3. Provide alternative direction to staff.

April 22, 2026
Dear City of Brawley Mayor and Council Members,
We wanted to thank you each of you individually for all of your support and efforts to get us into a position to start new homes at the La Paloma subdivision located off of Malan Street.
We are excited to commence construction of new homes within the La Paloma Unit 1 tract right away, but we are in need of some assistance. We have been building over 400 new homes the City of Imperial over the last decade, and the City of Imperial has helped us with cash flow by approving a fee deferral program for DIF/lmpact fees, as well as waste water capacity and water capacity fees being all paid prior to the certificate of occupancy issuance vs. paying them all at the building permit issuance. This has helped us out immensely with our internal cash flow due to the fact that we self-fund all of the construction costs ourselves.
We have also been made aware that the previous builder of Unit 1 at La Paloma, Leviton Homes, formally requested for a fee deferral program to be approved for the same fees as stated above, and the city of Brawley approved that fee deferral program for them. We are formally requesting that the City of Brawley approve the same fee deferral program for us by deferring the payment of all DIF/lmpact Fees, as well as wastewater capacity and water capacity fees to being paid prior to certificate of occupancy vs. being paid at the building permit issuance. As is the case in Imperial, this will help us dramatically with cash flow as we anticipate self-funding the majority of the construction costs for this project.
The fees that were sent to us that we are asking to be deferred are listed below:

Per the DIF and water/sewer capacity fees schedule, the amount of fees that would be deferred to the certificate of occupancy issuance would be $27,920.91 per lot. We are asking for this fee deferral program to be approved for all remaining lots that we own and plan to build at Unit 1 and 2 within the La Paloma subdivision per the map attached to this letter.
The overall construction costs to complete these homes is substantial, especiallywith all of the onsite and offsite improvements that are required for both of these projects. The total amount of deferred fees for the first phase of construction at Unit 1 of 16 homes is $446,734.56. We anticipate starting the first phase of homes in Unit 1 (16 homes) someti me in June/July 2026, and completingthem to receive certificates of occupancy on all 16 homes before the end of 2026. We plan to continue construction of the remaining 220 lots within Unit 1 and 2 after the completion of this first phase of construction of 16 homes in Unit 1.
The approval of this fee deferral program for all 236 lots (96 homes in Unit 1 (16 in the 1 st phase), and 140 lots in Unit 2) of the La Paloma subdivision would help us out immensely. 6a.2
Our hope is that the city of Brawley will approve this fee deferral request at the next city council meeting on May 5, 2026 at 6PM. Thank you in advance for your consideration to our request; it is greatly appreciated .

STAFF REPORT
To: City Council
From: Denise Garcia, Special Projects Manager
Prepared by: Denise Garcia, Special Projects Manager
Subject: Acceptance of the Public Green Space Grant Award in the Amount of $35,000 from the Imperial Irrigation District and Authorize the City Manager to Execute the Funding Agreement.
RECOMMENDATION:
Accept the Public Green Space grant award in the amount of $35,000 from the Imperial Irrigation District and authorize the City Manager to Execute the funding agreement.
BACKGROUND INFORMATION:
City Staff submitted a grant application funding request for $35,000 to the Imperial Irrigation District's Tree for All - Public Green Space Grant Program on March 24, 2026. Aligning with the Grant program guidelines, Pat Williams Park and Alyce Gereaux Park were selected by City staff as qualifying project sites. It was determined that both locations were the most suitable match to fit the City's desire to provide critical benefits such as improved air quality, greenhouse gas and urban heat reduction, public health enhancements, and recreational opportunities for families and individuals. Both project sites will see twenty trees planted around their playground areas and portions of the adjacent walking trails. The scope of work includes the installation of related irrigation infrastructure. The forty tree planting project presents the City with an opportunity for ecological restoration and public engagement.
The City was notified on April 23, 2026, that the City's grant project was approved in the amount of $35,000. The installation and report submission is due by November 30, 2026.
FISCAL IMPACT:
The Public Green Space Grant Award does not require a City match; therefore, the grant will fully fund 100% of the project-related costs.
This project was not included in the adopted FY 2025/26 Capital Improvement Budget. Accordingly, a budget amendment is necessary to recognize the grant revenue and appropriate the corresponding expenditures as follows:
101-511.000-430.616 – Revenue: $35,000
101-511.000-800.300 – Expenditure: $35,000
All revenues and expenditures associated with this project will be tracked under Project Code 2025- 37 within the General Fund.
6b
Approval of this item will result in no net fiscal impact to the General Fund, as all project costs are fully offset by grant funding.
ALTERNATIVES:
Council may elect not to accept the grant award from IID and require staff to seek alternative funding sources for trees and irrigation supplies for these project sites.
