Dear Honorable Mayor, Vice Mayor and City Council Members, Good morning. As background information for tonight’s future agenda item request (Agenda Item No. I.3), I wanted to provide you with an update on several projects staff is working on related to providing updates to the City Council and the public on housing and land use legislation passed in 2023.

In response to Vice Mayor Meyer’s future agenda item request from August 2023, staff scheduled a special City Council study session on the new housing and land use legislation from the 2023 legislative session on March 12th. However, staff received feedback from Council on February 13th that a Council study session wasn’t needed and staff should instead focus on providing updates to the public directly.

Based on that direction, staff changed tactics and has been working with Weblative to create informational videos on recent housing and land use legislation for posting on social media and the City’s website. The video on AB 2011 was the first video completed due to the pending agenda item, and Weblative is currently finishing several more videos for staff’s review. These videos will address SB 4, SB 684, which are bills that create new ministerial processes for development, and AB 976, which changes ADU regulations.

In addition to the videos, staff has completed a written summary of the most significant bills that will be shared with City Council and Planning Commission, which staff has done the past two years. Staff will be publishing several articles about specific laws in the Brentwood Buzz as we did last year.

Weblative is also updating the Community Development Department’s land use legislation webpage so it looks more professional and is more user friendly (General Land Use and Legislation Information | Brentwood, CA (brentwoodca.gov). Staff plans on rolling out the next video, the written summary and the updated website all at the same time, likely by the end of the month, so all of the information contains the correct web links and looks more polished.

Staff is very excited about the potential of Weblative’s videos to reach a wider audience than the typical Council study session or webinar does. For example, the analytics for the AB 2011 video are listed below and they are very impressive:

I would be happy to answer any questions about the above and I look forward to receiving your direction tonight.

Thank you.
