I was on the Board of Directors of Summerset I last year, However I am also a resident in SS I and live on the Fairview Sound Wall on Winesap Drive, I would like you to look at the CIP requests presented at the above City Council workshop in particular to the project of the Sound Walls on Balfour and Fairview. The HOA is concerned about the structural integrity of these walls. Please give this your attention. Thank you.

Subject: Agenda Item G.1 Vineyard Parkway Traffic Update - Public Comment Date: Tuesday, April 9, 2024 2:36:31 PM
CAUTION – EXTERNAL SENDER
Council Members,
Thank you and staff for your thoughtful and extensive discussion and consideration of the traffic safety issues on Vineyards Parkway at Trilogy Parkway and Solera Ave.

I have included my planned comments for tonight as I may have to exclude some important points, depending on time allowed.

Joe Young
President
Vineyards at Marsh Creek Owners Association
Bcc: Trilogy Board of Directors
Planned Statement for Tuesday, April 9, 2024
I am Joe Young, the Current President of the Vineyards at Marsh Creek Owners Association, also known as Trilogy, which represents about 1800 Brentwood Residents. We are all deeply concerned regarding the recent tragedy at our community entrance.

First Thank you to:

The Council for your willingness to consider this matter, Susannah Meyer, who has been communicating with our residents, clarifying information regarding our concerns, and
Steven Kersevan for his diligent work on this issue.

We are appreciative of the action already taken including:

Radar speed signs,
Better landscape shaping – which is again in need due to the spring growth,
Improved crosswalk markings,
Pedestrian warning lights, and
Recent speed and pedestrian law enforcement – Which should be continued
We look forward to the ongoing effort to improve the pedestrian warning light system with advanced warning beacons and the addition of a center median push button station.

We also feel an additional speed limit sign at the location of the south bound radar speed sign will be beneficial.

Although, the statistical based Stop Sign Warrant Analysis included in your packet, appears to indicate a multi-way stop may not be necessary. We do not agree.

We believe the best ultimate solution will be a traffic signal at Trilogy Parkway and that a thorough engineering study will support this need.

There are sufficient extenuating circumstances that dictate the need for a four way stop light at this intersection. These include:

Final buildout of Trilogy, there are currently 3 homes left Los Medanos College is approaching full use
The City is strongly considering addition of an Amphitheater and entertainment center which will impact this location
Most importantly, we make the following observation:

The warrant analysis included in your packet, which is not an engineering study, is based on the Manual on Uniform Traffic Control Devices. Page 4 of the manual, cautions:

The decision to use a particular device at a particular location should be made on the basis of either an engineering study or the application of engineering judgment. Thus, while this Manual provides Standards, Guidance, and Options for design and applications of traffic control devices, this Manual should not be considered a substitute for engineering judgment.

Further on page 129, also included in your packet, it states:

The decision to install multi-way stop control should be based on an engineering study… Other criteria that may be considered in an engineering study include:

A. The need to control left-turn conflicts; [This condition is present at this intersection]
B. The need to control vehicle/pedestrian conflicts near locations that generate high pedestrian volumes; [This condition is present at this intersection]
C. Locations where a road user, after stopping, cannot see conflicting traffic and is not able to negotiate the intersection unless conflicting cross traffic is also required to stop: [This condition is present at this intersection due to alignment and sun exposure]
We believe the best ultimate solution will be a traffic signal at Trilogy Parkway and Vineyards Parkway and that a thorough engineering study will support this need.

We are eager to work with the City to achieve this need and in view of the recent unfortunate pedestrian death at this intersection feel that installing the ultimate traffic light sooner will be better.

I expect you may also be hearing from other Trilogy Residents tonight. We are all concerned and want to work constructively toward a reasonable solution.

Thank You for this opportunity to express our concerns and seek your support.

CAUTION – EXTERNAL SENDER
Honorable Councilmembers,
I'm sorry I am unable to attend and speak at tonight's Council meeting as I am out of town.

Here are photos I took yesterday in support of further remediations for traffic visibility/safety at Trilogy at the Vineyards.

In these photos, my car is stopped at the limit line exiting Trilogy Parkway. Visibility is severely impacted by both the height of the median AND the height of the median's shrubbery. These shrubs act as a brick wall, so even trimming the shrubbery to two feet (as proposed by the City Engineer, Steve) does not make a noticeable difference in being able to see oncoming cars, pedestrians and cyclists. The curves in the road further hinder visibility.

Although I only took photos at the intersection of Trilogy Parkway and Vineyards Parkway, similar hazards are present at our other intersections, namely St. Julien and Latour Streets.

Please keep in mind that we are an aging community. Our eyesight and reaction times are not what they were 20 or 30 years ago. I'm afraid it's only a matter of time before we have another tragic accident here.

We are again requesting that the shrubs (not trees) in the median be replaced with low maintenance ground cover and that two additional stop signs be installed at the intersection of Trilogy Parkway and Vineyards Parkway, making it a four-way stop.

Thank you for your continued attention and concern for the safety of our residents.

Kind regards,
Patti Styka

Can you see the bicyclist approaching the intersection? Attempting a left turn from Trilogy Parkway to Vineyards Parkway. Do you see the car approaching the intersection?
Approaching Trilogy Parkway crosswalk on Vineyards Parkway. The crosswalk on the left side is completely obliterated until you are almost there.

The car approaching is a higher profile SUV type vehicle. Lower profile vehicles (such as my Honda Accord sedan) are completely hidden until they are nearly at the intersection.

Subject: Public Comment - Sales tax

CAUTION – EXTERNAL SENDER
Hello,
Please include this public comment for todays meeting:

Item I.1
Just say no. Today it’s a sales tax, next month it’s a UUT tax, followed by a parcel tax. We can go down this rinse and repeat cycle until all options on revenue enhancements are gone or we can allow the city manager and staff to do their job and continue to make recommendations on how to fund projects that have no identified funding or find ways to increase city revenues.

Taking away tools to potentially fund the city is silly and boxes in future councils to horrible potential tax increases—it’s happened elsewhere that larger tax increases occurred at the point of no return versus smaller increments over time. Just because staff proposes something multiple times, doesn’t mean it is bad. Instead, it gives this council options as opposed to being boxed in—even options we do not like or have preconceived opinions on. It’s no different that Susannah Meyer bringing up zoom options multiple times or Jovita Mendoza requesting council policy/etiquette multiple times. We all know that none of you want taxes, great, neither do I, and most likely everyone else—we can agree on this. So, just dismiss this item and it can be brought back next year or future budget sessions or when needed. No point in wasting staff time or the public’s time on an item not going anywhere and certainly not placed on the upcoming ballot in November. Doesn’t attempting to embarrass staff at some point just become boring? I would hope so.
