NOTICE OF PUBLIC HEARING
Notice is hereby given that the City Council of the City of Brentwood will, at 7:00 p.m. or as soon thereafter as the normal course of business permits, meet at the Council Chambers, located at 150 City Park Way, in Brentwood, on December 10, 2024, and hold a public hearing to consider:

A resolution denying an appeal filed by WCHB Development, LLC of the Planning Commission’s denial of the Bridle Gate project, consistent with and pursuant to direction provided by the City Council at its regular meeting of August 27, 2024, or alternative resolutions approving the appeal and a modified version of the Bridle Gate project proposed by WCHB Development, LLC, as described below.

The project includes a Vesting Tentative Subdivision Map (VTSM 9586) to create 272 single-family residential parcels, 25 acres of permanent open space, two parks totaling 4.35 acres of usable area, various parcels for bioretention and landscaping, an approximately 36-acre designated remainder, and other related improvements. The project also includes a design review (DR 21-010) for the single-family homes to be constructed. The 135.31-acre project site is located directly north of the Brentwood Hills subdivision, between the city limits and State Route 4, on both sides of the Sand Creek Road extension (APN 019-082-009 and 019-082-010).

Subsequent to the August 27, 2024 City Council meeting, WCHB Development, LLC submitted a revised VTSM 9586 for consideration. The revised VTSM 9586 includes 269 single-family residential parcels, one park totaling 4.35 acres of usable area, the addition of a second access point on Sand Creek Road (just west of the State Route 4 interchange), and no public vehicular access between the existing terminus of San Jose Avenue and the proposed extension of San Jose Avenue (a 20-foot wide emergency vehicle access would connect the two).

A Revised Final Environmental Impact Report (RFEIR) has been prepared for this project pursuant to the California Environmental Quality Act, and is available for review on the City of Brentwood’s website at:
https://www.brentwoodca.gov/government/communitydevelopment/planning/ceqa-documents/-folder-234 On July 16, 2024, the Planning Commission held a public hearing to consider the RFEIR, VTSM 9586, and DR 21-010. The Planning Commission adopted Resolution No. 23-032 denying VTSM 9586 and DR 21-010, and taking no further action on the RFEIR. The City Council will take final action on this item.
