CAUTION – EXTERNAL SENDER
All,
I would like ask that you re-appoint Kris Brand to the Planning Commission. He has shown superb commitment to do what is in the best interest of the citizens of Brentwood. Having him re-appointed will also give us continuity that is tremendously valuable.

Whenever I have asked him any questions, he was always happy to answer providing any supporting and background information. He is also open to new ideas versus doing things because that’s the way it has always been done, putting his personal opinions aside to listen and consider ideas objectively.

And finally, he is a really nice person.

Second candidate support: Rod Flohr
I would like to recommend re-appointment of Rod Flohr to the Planning Commission. Rod always has been very thoughtful in his approach to finding answers for the citizens of Brentwood. He has often presented ideas that others on the Commission had not brought up, presenting a different perspective. He has been involved in neighborhood issues for quite some time and shows his commitment to serving the City of Brentwood.

Thanks for your consideration,
Sue Harper

CAUTION – EXTERNAL SENDER
Hello,
I wanted to express my appreciation for the topic of the Barn Flag being brought up. I have lived here my whole life and that has been one of my favorite things to see every time we drive along Vasco. It’s sad to see it in the state it is now.

If there is anyway to save it or repurpose it in any manner I know it would bring a lot of joy to residents. Maybe it could be moved in to Brentwood city limits and repurposed? There may even be some residents willing to help with that process. Just ideas. Again thank you Mayor for bringing it up! Warmly,
Amanda Miller

Subject: J.5 Consider a Request Counsil Member Mendoza re: Farmer"s Market Date: Tuesday, January 28, 2025 2:33:43 PM
CAUTION – EXTERNAL SENDER
Dear Members of the Brentwood City Council,
I am writing to express my deep concern regarding the potential relocation of the Farmer’s Market. I have been part of this business community since the early 70’s, I have witnessed firsthand the revitalization of our downtown area, and I fear that moving the Farmer’s Market would have devastating effects on the businesses that depend on it.

We, Brentwood’s Co. Co. County Wine Company, opened our doors nearly 17 years ago when downtown Brentwood was a ghost town. There was little to no foot traffic, and local businesses struggled to survive.

Over the course of more than a decade, through the tireless efforts of the Downtown Brentwood Coalition, made up of small business owners like myself, we managed to breathe new life into this area. The revitalization of downtown took hard work, collaboration, and patience, but now, thanks in part to the success of the Farmer’s Market, our downtown is a vibrant hub for locals and visitors alike.

The Farmer’s Market has become more than just a place to buy fresh produce. It serves as a focal point of our community, drawing people into downtown every week and contributing to the thriving atmosphere we now enjoy. Local businesses, myself included, see a significant increase in foot traffic on market days.

Customers who may have otherwise not visited our shops are often encouraged to stop by while attending the market, and many of them become repeat customers. This ripple effect of support has been vital for the survival and growth of our small businesses in the area. We witnessed when the farmers market was temporarily moved from downtown the negative effects of vacant storefronts, reduced foot traffic, and an overall decline in the vibrancy of the area. Businesses suffered.

Relocating the market would strip away this critical flow of people, causing irreparable harm to the businesses that depend on it. It took over a decade of hard work to get to this point, and it would be a devastating blow to our community if the market were moved.

I urge the City Council to reconsider the potential relocation of the Farmer’s Market. We cannot afford to lose the benefits it brings to our businesses, our residents, and our downtown as a whole.

Thank you for your time and consideration. I look forward to seeing the continued success of our community and the local businesses that help make it special.

Sincerely,
Dafne Swisher

CAUTION – EXTERNAL SENDER
Topic: J.5 Consider a request from Council Member Mendoza requesting a review of the Farmers Market configuration
I have been a business owner since January 2020 in downtown Brentwood located at 306 Oak St.. I officially opened my shop in March of 2020 10 days prior to the nation shutting down due to COVID.

The success and growth of my business has been directly attributed to the Farmers Market and it's current configuration since day 1. The exposure my shop get's from regular Saturday foot traffic is why I am still in business today. It is the biggest day of week by far for me. 30% of my sales are attributed to Saturdays alone.

Thank you for taking the time to listen to my comments.

Subject: Regarding agenda item J5 Farmers Market concerns Date: Tuesday, January 28, 2025 2:21:30 PM
CAUTION – EXTERNAL SENDER
Dear Members of the Brentwood City Council,
I am writing to you regarding the agenda item J5 being discussed at tonight's City Council meeting about potential changes to the location of the Brentwood Farmers Market. As a local business, I am concerned about the potential implications of relocating or changing the market route.

The farmers market is an essential part of our community, fostering a vibrant atmosphere, supporting local businesses, and bringing residents together in a meaningful way.

Without prior knowledge of any of the details surrounding the proposed changes, I can only assume that any adjustment to the market’s location could have a significant negative impact on local businesses like mine. For many of us, the market generates a substantial portion of our weekly sales. Relocating it away from the present location would undoubtedly result in a loss of revenue, foot traffic, and community engagement for most of the businesses in that location.

Rather than discussing changes to the location of the market, I encourage the Council to consider opportunities to expand the market's footprint. By growing the market, we can accommodate more vendors, attract larger crowds, and further enhance the vibrancy of our community. An expansion could also help meet the demand of an ever-growing population, providing more access to fresh, local goods while creating additional economic opportunities for vendors and small businesses alike.

Furthermore, I believe this is an opportunity for all local businesses to step up and align their marketing strategies and offerings to encourage the amazing number of market attendees to venture not only through the market but also to peruse the local brick-and-mortar stores. By leveraging the draw of the farmers market, businesses can create unique promotions, partnerships, and experiences that help strengthen the entire business district.

I urge the Council to take into account the potential economic and social consequences of relocating the farmers market and to explore ideas that would strengthen this beloved community resource instead of diminishing it.

Thank you for your time and attention to this matter. I look forward to hearing more about the Council’s discussions and would be happy to contribute further insights on how we can continue to support and grow our local farmers market.

Sincerely,
Vicky Little

Subject: Public Information Officer (PIO) on agenda for 1/28/2025 Date: Sunday, January 26, 2025 10:33:09 AM
CAUTION – EXTERNAL SENDER
Dear Brentwood City Council,
I support the reinstatement of the Public Information Officer (PIO) position. I remember the PIO position being created in September 2020, but I do not recall and cannot find any history of when and why it went away.

There are no previous actions mentioned for this item. So, here's the history that I can find for reference:

Resolution:https://pub-brentwood.escribemeetings.com/filestream.ashx?documentid=12193 Job Description: https://pub-brentwood.escribemeetings.com/filestream.ashx?documentid=12194 Job Posting on Facebook:
https://www.facebook.com/CityofBrentwoodCA/posts/pfbid027Gx9SbdgoxekMvPd66YdLxv1UomAYENuL4LDq96UjyzLi4WjnDgxQBpswrDTyC2Sl The resolution states:

WHEREAS, there is a great need to establish a public-facing media relations position to disseminate essential information to educate and inform the Brentwood community and the public at large.

This continues to be a great need as evidenced by the chatter on social media.

For example, Brentwood residents could have been informed ahead of the road work at Lone Tree and Highway 4, rather than be surprised by getting stuck in it. Frustrations, whether justified or not, are directed at the city of Brentwood.

Related to that, the community is concerned about the impact of Costco to Lone Tree Way. The timing of Sand Creek to Heidorn Ranch Road opening compared to the opening of Costco is of great community concern that we haven't seen updates on.

There are many more examples. Please reinstate the PIO position.

Thank you for your consideration on this item.

Agenda item J.7 Requesting an amendment to the downtown specific plan to allow tattoo shops To Whom it may concern:

My family and I are long-time clients of Calculated Punkture. We highly support and hope for an amendment allowing tattoo shops to be allowed in Downtown Brentwood. My personal experience with this specific shop has been nothing but positive. As noted above, members of my family have used services provided by this shop-my children, husband and myself. We have had nothing but wonderful experiences and services. The environment is very welcoming, clean and friendly. I believe that allowing this tattoo shop to relocate to downtown Brentwood will be a valuable asset to the community and the economy surrounding this area. This will bring more people into downtown Brentwood – which will in turn help the surrounding shops and restaurants. In my opinion, the banning of tattoo shops is outdated and discriminatory. The community and culture has changed tremendously since this regulation was enforced, and this regulation does not meet today’s society. Many people from different backgrounds, careers etc have tattoos and/or piercings, as they are a form of personal expression. Tattoos and piercings are more common and more accepted presently - and this shop provides these services in a safe, knowledgeable and positive manner. This specific shop will be a great and positive asset to Downtown Brentwood.

Thank you!

CAUTION – EXTERNAL SENDER
Dear City of Brentwood Planning Department,
I am writing to express my strong support for Agenda item J.7, the proposed amendment to the Downtown Specific Plan that would allow tattoo shops. My experience with Calculated Puncture Tattoo shop has been overwhelmingly positive, leading me to believe that the inclusion of such businesses in downtown Brentwood would be beneficial.

Prior to my 40th birthday, I had never considered getting a tattoo. However, my experience at Calculated Puncture was exceptional. The staff were professional, courteous, and maintained the highest standards of cleanliness and hygiene. This positive experience prompted me to return with my daughter for ear piercing services, and she too had a wonderful and comfortable experience. I will bring my other kids in as well when they decide they want their ears pierced.

I believe the addition of well-regulated tattoo studios to downtown Brentwood offers numerous advantages:

Enrichment of the Cultural Landscape:

Tattooing is a recognized art form, and incorporating tattoo studios into the downtown area will foster artistic expression and contribute to a more vibrant and diverse cultural scene. This will attract both local artists and patrons, enriching the community.

Economic Growth and Job Creation:

Tattoo shops attract clientele, stimulating foot traffic and benefiting neighboring businesses.

Furthermore, they create jobs and generate tax revenue, positively impacting the local economy.

Attracting a Broader Demographic:

Tattoo studios appeal to a wide age range, particularly younger demographics, and contribute to a more inclusive and dynamic downtown environment. This can help revitalize underutilized areas and enhance the overall appeal of the district.

Potential for Tourism:

Cities known for their vibrant tattoo scenes often attract tourists. Brentwood could benefit from this by positioning itself as a destination for tattoo enthusiasts, further boosting the local economy.

Real Estate Value Enhancement:

The presence of reputable, well-managed tattoo studios can contribute to the overall improvement and desirability of surrounding properties, positively affecting real estate values.

I understand the importance of maintaining stringent health and safety regulations for tattoo shops, you should know that tattoo shops operate under strict regulations and hygiene standards.

I would personally would love to see Calculated Puncture’s storefront and business in the heart of Brentwood. The owners are family oriented and local, small business owners who bring a diverse and unique experience to the downtown menu.

Estrella and Chris have been long time brentwood residents with a young family of their own. They understand the family-oriented community here and the value of it. They have the intention of protecting that very culture downtown as well. I think it is important that we are not quick to judge the type of business they operate, and think of it as an expansion of the market selection that does not compete with the existing shops/ salons/ restaurants in the downtown space.

I’ve always had the utmost professional yet warm experience with them and as a friend and client, and would love to see the support of our city and council members approve their small business adventure in our downtown.

Sent from my iPhone Agenda Item J.7: Requesting an amendment to the Downtown specific plan to allow tattoo shops.

I am writing in favor of the amendment to the Downtown plan to allow Calculated Punkture Studio to relocate their tattoo business to Downtown Brentwood. I have been a patron of this business since 2022 and I personally do not have a single tattoo. This business offers services beyond the stereotypical, seedy tattoo parlor. I have been getting my eyebrows micro-bladed at their current location often. During my frequent visits, the location has consistently been sanitary, well-maintained and staffed with personnel whom Brentwood should be proud is representing the city in a manner that is above reproach. As a professional, I make it a point not to frequent places that are questionable in appearance or that attract any form of potential criminal activity which is the exact reason why I chose to be a patron of this business. My daughters have received tattoos from this business on several occasions but most recently in remembrance of my mother who recently passed away and had lived in Brentwood for many years. They chose to obtain the art pieces at this location to pay their own personal respects and to have it created at a location with staff whom made them feel as though their memories were in the caring hands of the artists.

Please approve the amendment of the downtown plan to allow for this move as the current plan is outdated and does not take into account businesses such as this that will not only maintain but raise the bar on the prestige of the community of Brentwood.

Thank you,
Cheryl Jordan

To Whom It May Concern,
I am writing in support of the relocation of the Calculated Punkture Tattoo Studio business and its owners, Chris and Estrella Juarez, to Downtown Brentwood. Having known them for almost 10 years, I can confidently speak to both their professional and personal qualities, which I believe will be a great asset to Downtown Brentwood. I’m a US Military Veteran and have been a Department of Defense employee for over 30 years and have lived all over the world and I can honestly say I have not met better people or a more professionally run business during this time.

I have seen firsthand the exceptional level of artistry, professionalism, and integrity they bring to the tattoo industry as business owners and to the community as people. We’ve also been lucky enough to spend time with them outside of the business and Chris, Estrella and their family are the kind of people that would enhance the Downtown Brentwood experience for all and the business is one that would benefit Downtown Brentwood by bringing an exciting new addition.

Their exceptional qualities as artists and business owners would make the Calculated Punkture Tattoo Studio an outstanding addition to the historic Downtown Brentwood area. The approval of this relocation would better reflect their reputation and the level of service they provide. It would not only allow them to continue growing as a business and reach a broader audience but would also add an outstanding established business in the downtown area.

Beyond their artistic skills, they are both incredibly responsible business owners and great people. They consistently uphold a high standard of cleanliness and professionalism in their shop, ensuring that all health and safety regulations are met or exceeded. They take the time to thoroughly consult with their clients, offering expert advice and guidance to ensure every tattoo experience is a positive one. In terms of relocation, I believe the Calculated Punkture Tattoo Shop will thrive in any new community. Their work ethic, integrity, and ability to connect with people are qualities that will contribute greatly to the success of their business as well as the Brentwood Downtown community. I have no doubt they will become an even more important asset to the historic downtown area, both as entrepreneurs and as individuals committed to making positive contributions.

Throughout my time spent with Chris, Estrella and their family and staff, I have been consistently impressed by their dedication to their craft, their respect for their clients, and their commitment to maintaining a safe and positive environment. They have built a strong reputation for providing highquality customer service, products and fostering a welcoming atmosphere that encourages creativity, self-expression and by their actions, a client and community first approach. They have a strong vision for the future and a proven history of success, and I am confident that a new location downtown will only allow them to further flourish and also benefit Downtown Brentwood.

I wholeheartedly recommend that Calculated Punkture Tattoo Studio move to Downtown Brentwood. I have no doubt that with their integrity, talent, work ethic, and client-focused approach, they will continue to thrive in the new location and Downtown Brentwood would be a better place with their addition. Downtown Brentwood would be adding not only an exceptional business, it would be adding exceptional people to this historic area.

Re: Public comment for agenda item J.7.

Distinguished members of the Brentwood City Council, it is an honor and a pleasure to communicate with all of you via email.

First let me begin by introducing ourselves, my name is Gene Diaz my wife’s name is Anne Diaz, even though we are not residents of Brentwood, we both have strong feelings regarding the decision that is before you.

Anne and I are long-time patrons of Calculated Punkture Tattoo Studio, so we feel we are qualified to speak on the general outlook of the business.

To begin, I have been in Law Enforcement for over 30 years, which includes heading the Code Enforcement Departments in numerous communities. Over the years, I have inspected, cited and in some instances closed Tattoo establishments. These were establishments that did not meet the existing code and were violating the Municipal Code, City, County and state Health laws. In some cases, these establishments were operating without a business license, proper insurance or operating as one type of business and conducting another. I have seen Tattoo establishments that were located inside houses that were subdivided to accommodate numerous Tattoo artists, most of these places were dark with dark paint and were not very welcoming to the average person. This is not the case with Calculated Punkture Tattoo Studio, the studio is bright and clean. The husband-and-wife owners are a pleasure to do business with, the owner’s children are there, it is generally a family-oriented atmosphere. The studio staff are extremely attentive and very professional.

Many years ago, Tattoo parlors (as they were called) were used as a means of expressing negative views and opinions. Laws and municipal codes were in-acted to prevent these businesses from coming to certain parts of the city, however, as with all else, times change, where instead of getting a tattoo to show ( for example) gang affiliation, now you get a tattoo to show family affiliation, from photos of a dear loved one that has passed to a beloved pet that you want immortalized on your body.

Conversely, the law enforcement community has also embraced Tattoos, I have countless friends and colleagues that have tattoos, in some cases they are allowed to display them at work, in other cases they are instructed to cover them while they are at work. I assure all of you these individuals are not the same type of individuals that were getting tattoos in the 60’s when most of the ordinances were in-acted. Some of these codes are outdated and need to be revisited.

In closing, it is our belief that Calculated Punkture Tattoo Studio would be an amazing addition to the downtown area, it would bring more life and revenue to the downtown area and also more importantly, it would bring another family-oriented business to the Brentwood downtown business community. We hope you see your way clearly to amend the code and let this outstanding family operate in the downtown area.

Thank you all for taking the time out to read this email.

Agenda item J.7 Requesting an amendment to the Downtown specific plan to allow tattoo shops. I support Calculated Punkture being allowed in Downtown Brentwood. I have been going to this family-owned tattoo studio for years now, and these people have become like a family to me. My experiences here have always been positive, and this hospitable shop makes me feel comfortable. They bring a warm and welcoming family-friendly atmosphere that will be beneficial to the downtown area, as this shop’s image and reputation is very positive. Having a modern, professional, clean, small business tattoo shop will attract more revenue downtown, as people will stay in the area a little longer to shop and dine after their service at Calculated Punkture. Re: Agenda Item J.7 Requesting an Amendment to the Downtown Specific Plan to Allow Tattoo Shops
Dear Board Members,
I am pleased to be writing to you in support of Calculated Puncture Tattoo, moving into downtown Brentwood.

I have been going to this family owned small business for many years. I have had a few very meaningful tattoos done by Chris Juarez and Estrella Juarez has provided me with ombre powder eyebrows and a recent ear piercing. The thought and care that they put into their art is amazing. From working with their clients on their ideas, to suggestions on placement and to the aftercare, they help you through it all.

The employees at this show are a great group of artists who make you feel comfortable, and are all interactive with each other and their clients, making the experience fun and more relaxed.

Chris and Estrella run a successful business that is often involved with community events, even going to schools to talk about art with the students, both younger and older; I thought this was a great idea.

I truly hope that you will consider this wonderful opportunity for Chris and Estrella and will allow them to bring their artwork to downtown Brentwood.

Regards,
Jennie Buse

Agenda item J.7 requesting an amendment to the downtown specific plan to allow tattoo shops.

Hello,
My name is Jake Denobriga and I am a Deputy Sheriff for the Alameda County Sheriff’s Office. I live in Brentwood and have lived here for around 7 years.

I have been going to Cal Punk Tattoo parlor ever since I moved to Brentwood. My whole family has gone to this shop and some of them are law enforcement as well. I have had many coworkers and other cops come here as well.

I have never had a bad experience here. Always a great time when I go to the shop. The owner is the tattoo artist that I have had all my tattoos done by. He is a great guy and I can even call him my friend after all the years I’ve been going here.

I think they deserve the chance to move downtown and get their shop name in the spotlight of all the downtown traffic. They win awards every year, and it is a family business. I know their dream has always been to get to move into the downtown area.

As a member of the community I approve the move to downtown and would love to see this happen.

Have a great day,
Jake Denobriga

Agenda item J.7 Requesting an amendment to the Downtown specific plan to allow tattoo shops.

I would like to express my support of Calculated Puncture, a local small business, being allowed in Downtown Brentwood. It would be an asset to our community to have a business like this join the downtown area. The studio offers tattoos by a skilled artist and ear and body piercings in a cleanly, sophisticated and safe space. The husband and wife duo are professional and passionate about their professions and provide a sense of community to all of their patrons.

I have personally visited their establishment and see no reason they shouldn't be allowed to join the downtown space and get the opportunity to grow their business. Brentwood residents deserve a spot downtown dedicated to their craft. Please consider revising the current law to include tattoo shops Downtown.

To Whom it May Concern,
This is regarding Agenda Item J.7, requesting an amendment to the Downtown specific plan to allow tattoo shops.

I am writing on behalf of California Punktured Tattoo and Piercing Studio. I have been a client of theirs for over ten years. While many options are nearby that offer the same services, there is no other establishment I would seek out for a number of reasons.

Over the years, their remarkable professionalism has never wavered. During my visits, I have consistently observed a strong adherence to health standards and legal requirements first hand.

Their ability to build positive relationships with clients sets them apart and reflects their commitment to excellence in their work.

I fully support the relocating of this tattoo shop to Downtown Brentwood. I know that the business will maintain the professionalism that they have established. Additionally, they would undoubtedly draw people to downtown area.

Jaime Gerdes

Good afternoon,
This letter is in support of Agenda item J.7 requesting an amendment to the Downtown specific plan to allow tattoo shops. In particular I'd like to speak for Calculated Punkture, specifically Chris and Estrella Juarez.

I have had the pleasure to know Chris for over 20 years, he used to work for me and he was always amazing at his job, but you could tell he was missing something.

He found it in tattooing and becoming a business owner. I have watched him mature into a man, father and business owner who gives his passion to his community. They have won multiple Best of Brentwood awards since Chris took over. His business is thriving because of the professionalism and dedication he shows to his clients. Not only have I been a client, I have recommended multiple friends for tattoos and piercings by Estrella and Chris - every single one of them came back with an overwhelming response that they showed respect.

And that's what I know from Chris and his wife - they respect their clients, they respect the city and they'd bring a much needed vibe and energy to the downtown. The biggest mistake would be to not give them the opportunity to show more people the way they run a successful business.

Thank you,
Jeff Guevara

Agenda item J.7 Requesting an amendment to the Downtown specific plan to allow tattoo shops Dear Brentwood City Council,
My name is Ms. Solari and I am 3rd grade teacher in the local area and a longtime Brentwood Resident. Every year in my classroom, I host a career week where I reach out to local community members and see if they will come in and present about their career and do an activity with the students. I usually try to get people who have careers that my students have mentioned wanting to be when they grow up. I have had all careers from police officers to fitness instructors to counselors to real estate agents. Without fail, the one presentation that students are the most interested in every year is Mr. and Mrs. Juarez's presentation of turning art into a career. There are so many students who are not confident in their academic skills who find an outlet in art. At the beginning of the year, I ask all students what they want to be when they grow up and often the students who don't feel they are strong academically don't have an answer because they are conditioned to think that all jobs require some sort of academic success. And yes, while I want all my students to be successful in their academics, above all else I want them to become good human beings that contribute to our society in a way that makes them feel confident. When Mr. and Mrs. Juarez come to my class and explain how being good at drawing and doodling can become a career in their futures, you should see how many faces light up. Students are learning that they can take ANY hobby and turn it into something they can do to support themselves in the future. Mr. and Mrs. Juarez always bring age appropriate material to share with the students and they LISTEN to every single student's question and answer them appropriately and honestly. They tell students the risks that can come from getting tattoos and remind them how permanent of a choice it is. In no way do they promote getting tattoos, rather they are there to promote that art and drawing is a REALISITC job for their futures if that is what interests them. I have never had any parent complain about this being one of the jobs that gets presented during career week. More often than not, parents of students who are interested in art are thanking me for allowing them to come and share with students! The Juarez's are truly some of the most generous, kind, and patient people I have ever had in my classroom. They are dedicated to what they do and want to educate young minds on turning art into a career. And they are willing to continue doing so.

I know that if any teacher asked them to come teach their students about art, they would do it in a heartbeat because that is how much they care about our community and they want to foster a student's love for art in a positive way. Every year, they make personal connections with my students and the students remember them and talk about them for the rest of the year. I think allowing the Juarez's to move, their tattoo shop to downtown Brentwood would be an amazing opportunity for our community. Not only do they have so much to contribute as genuine, kind individuals, but their shop is so valuable because of all that it represents. It represents the dreams of many children who strive to be artists and business owners. It represents a place where members of our community can go if they want to feel safe and comfortable with their tattoo artist or piercer. It represents all the reasons why I love being a Brentwood resident. Because of kind people who go out of their way to get to know and keep in touch with their community and want to provide their services to those interested in any way that they can. I hope you take all of this into consideration when deciding whether their tattoo shop can call downtown Brentwood their new home.

Thank you,
Ms. Solari

Dear Members of the Brentwood City Council,
We are writing to respectfully show our support to revise the current zoning laws to allow tattoo shops to operate in downtown Brentwood. As tattoos have become a widely accepted and celebrated form of self-expression, the inclusion of a tattoo studio would contribute to the vibrancy and diversity of our downtown community.

Christopher and Estrella Juarez, the owners of Calculated Punkture Tattoo, have spent years building a professional and creative business in Brentwood that adheres to strict health and safety regulations. Their family-friendly approach can attract a broad demographic of visitors, foster artistic culture, and help maintain the small town feel that we all love about downtown Brentwood.

We urge you to consider this change as a valuable step toward the growth of our city. Thank you for your time and dedication to improving Brentwood for all residents and businesses.

Sincerely,
Kyle and Lee Anne Hable

Good morning/afternoon/evening Council members. I am writing to you regarding the old ordinance that will not allow tattoo shops in the downtown area. This is an outdated ordinance and it’s time for it to change. I have been a long time client at Calculated Punkture Studio here in Brentwood. The owners are great people and super family oriented. The business is awesome. It has a great atmosphere, it’s clean, it’s safe, and I feel good about spending my money with them. The art work they have is a bonus too. I believe a shop downtown like theirs would be great for business and great for downtown. This shop is not like the stereotypical tattoo shops you might see on old tv shows or movies. It’s an amazing art studio. The times have changed and tattoos are no longer considered a taboo. I am asking for your vote to allow tattoo shops to be operated in the downtown area.

Thank you for your time.

CAUTION – EXTERNAL SENDER
This email is in reference to Agenda itemJ.7 Requesting an amendment to the Downtown specific plan to allow tattoo shops.

I have been a resident of Brentwood for 20 years, living in East County my entire life. I was shocked to hear that there was a rule in place that prohibited tattoo shops from being allowed in the downtown area. Downtown Brentwood's biggest draw is that it is big supporters of small family owned businesses.

My favorite tattoo shop in Brentwood is Calculate Puncture (aka Cal Punk) located next to tailgaters on Brentwood BLVD. The owners of this shop represent everything that Downtown Brentwood embodies. When you walk into their shop, you feel like you are walking into the home of a family friend. They are warm and inviting and do everything they can to make you feel safe and comfortable while you are there. They are the definition of a family owned shop as they are a husband and wife team.

Tattoo shops tend to get a bad reputation because of the stereotypes of what tattoos mean.

Contrary to those beliefs tattoos are just another form of art and expression for both the tattooing artist and the recipient . I have 5 tattoos and of those 5, 3 of them are symbolic of my family. I have a memorial tattoo for my father, a tattoo representing my beautiful children and my first tattoo was a matching tattoo with my mother for my 18th birthday.Juarez at Cal punk has done the last 2 of my tattoos and had I found Juarez before my other ones, I can honestly say he would have done them all. He is beyond talented and takes extreme pride in what he does. My husband is currently working on his full sleeve (whole arm tattoo) which Juarez (the shop owner) is also doing. Every tattoo that he does, he genuinely feels excited about. He also has mentioned that he has standards in what he will tattoo, he has turned away people who have wanted tattoos that symbolize awful things. My favorite thing about Juarez and his shop is that he encourages unique art, meaning if you walk into his shop with a picture of the internet- he will want to use it as a reference to create something unique and individual.

Most tattoo shops will just take the photo and copy exactly what they see and then you end up with a tattoo that someone else also has.

With tattoos being so common these days and everyone from doctors, nurses, teachers to celebrities having tattoos- I'm surprised that it would even still be a concern to have a tattoo shop in Downtown Brentwood. It seems unfair in 2025 to still be discriminating against people with tattoos and tattoo shops that are run by a respectable family that bring joy to people with each service they provide.

I truly hope this amendment goes through and allows tattoo shops to be able to be downtown.

Regards,
Kayla

Agenda item J.7 Requesting an
amendment to the Downtown specific plan to allow tattoo shops I am writing to support the plan of allowing tattoo shops downtown. Specifically Calculated Punk. I first went to this shop back in 2020. I went to see Juarez for a memorial tattoo for my brother. I had to wait for restrictions to be lifted. While other shops were sneaking clients in Juarez and the crew at Cal Punk did not.

They followed all the rules and guidelines put in place. From my first experience there I realized what a top notch establishment this is. Since then I have been back several times over the years. Estrella has done my ombré brows, my son had his ears pierced there along with my husband and my son getting their first tattoo there. Each experience was amazing. Very professional, very clean and each client and potential client coming was treated with the upmost respect.

They offer a variety of services, are clean and a very respectful establishment. I have never felt unsafe, or disrespected as a woman in a tattoo shop. I truly feel like family coming to their shop. I think they would bring more foot traffic downtown, which in turn would help the other businesses downtown and in the end help Brentwood all together. They are very involved in our community and make Brentwood Better. Having them downtown would definitely be an asset to our community. I can’t say anything but good things about them. Everyone I know has had a wonderful experience there and I refer everyone to them. I truly hope they are allowed downtown. Tattoo shops aren’t taboo or what people think..bikers and fights. They or most have come a long way. I have several tattoos and have been to several shops and they are by far the most respectful.

Calculated Punk is the best tattoo shop I’ve been in.

Please reconsider and allow them downtown. I promise, you will not regret it.

Thank you for your time hearing me out,
Katrena Misquez and family

Hello City Council and members of the City of Brentwood.

My name is Katrina Horner, and I am writing on behalf of Mr. & Mrs. Juarez (also known as Juarez and Star) owners of Calculated Punkture Studio. I personally came into connection with Juarez during a horrible time in our Nations and my personal life back in Nov. 2021- three months after the bombing in Kabul, killing 13 services members. In which 9 of those 13 werein my son’s platoon. My son was at Abby gate when the bomb went off, he survived the incident but lost his best friend and roommate.I told my husband (Tony Horner) I wanted a tattoo in honor of these Service members and my son. My husband visited a few tattoo shops within the Oakley, Brentwood area. He eventually found Calculated Puncture Studio in Brentwood. From the moment he walked in, he was in awe with the atmosphere, knowledge, and patience that Juarez had demonstrated. He had explained to Juarez the details of the event and how it had affected our family.

I am a very experienced on getting tattoos and have been to several locations down south growing up.

After walking into Calculated Punkturefor the first time, I saw what my husband was talking about. Greeted right away, super clean, and a very friendly atmosphere. With my past experiences going into different tattoo and piercing shops, I have found it to be at times uncomfortable and intimidating.None of those feelings were experienced at Calculated Punkture. I did witness a female who was planning on receiving a tattoo in an area that would require privacy. The artist set up a walled drape system and had requested her to place stickers on certain parts of her body before he entered to do the tattoo work. As a woman, that showed me the detail and professionalism of Juarez’s shop. Juarez is very particular with his workspace being clean/sanitized at all times.

Juarez has the type of personality that makes a long session better. He converses very well and can talk about anything.

Juarez is the only artist I will allow to do my ink therapy. I also have 3 daughters, they all have been pierced or tattooed in his shop. I feel comfortable that they are safe, whether I am there or not.

Estella (Star) Juarez has done my eyebrows, along with piercings on myself and daughter’s. She’s very detailed, clean, and makes sure you know all your care needs when you leave.

Mr. and Mrs. Juarez have become close friends of ours. They were present when my husband and I got married back in June. These two truly love what they do and I have

To Whom It May Concern,
I am writing in support of the Calculated Punkture Tattoo Studio business and its owners, Chris and Estrella Juarez, being allowed in Downtown Brentwood. My husband and I have had the privilege of knowing Chris and Estrella for almost 10 years and have seen firsthand the exceptional level of artistry, professionalism, and integrity they bring to the tattoo industry as business owners and to the community as people. We’ve been lucky enough to spend time with them outside of the business as well and he and his family are the kind of people that would enhance the Downtown Brentwood experience for all and the business is one that would benefit Downtown Brentwood by bringing an exciting new business addition.

As the owners of the Calculated Punkture Tattoo Studio, they have cultivated a reputation for providing a welcoming, clean, and respectful environment for all clients. Chris, Estrella and the staff’s commitment to high standards of hygiene, customer care, and artistic excellence is evident in the work they do and in the relationships they build with clients. They are consistently dedicated to providing an outstanding experience that is both professional and personal and do so in an extremely caring environment.

Given their exceptional qualities as artists and business owners, I believe Calculated Punkture Tattoo Studio would be an outstanding addition to the historic Downtown Brentwood area. The relocation would better reflect their reputation and the level of service they provide. It would not only allow them to continue growing as a business and reach a broader audience but would also add an outstanding established business in the downtown area. This would also enhance their ability to serve the community with greater comfort and convenience.

Throughout my interactions with Chis, Estrella and their staff, I have always been impressed by their commitment to improvement and innovation.

Downtown Brentwood would be adding not only an exceptional business, it would also be adding exceptional people to this historic area.

To Whom It May Concern,
I am writing in support of Cal Punk Tattoo being relocated to downtown Brentwood. I am a first cousin to Christopher Juarez and we are the closest in age of all our cousins. Chris has always been in my life and have to come to know his wife Estrella over the past decade. Together they have built what they have today with the shop along with the beautiful family. I couldn’t be more proud and happy for them. Chris and I come from a hardworking and loving family, born and raised in a small town in Northern California. The same work ethic and values that were instilled in us then, still run through us today. Our families were not well-off growing up. I like to say we have an appreciation for what it takes and what it took to get where we are; as we continue to strive and become contributing members of our societies. Chris found his passion for drawing at a young age. I vividly remember how well he could draw growing up together as kids. I always tried my best but frustratingly could never come close to his perfection, even when he gave me pointers. Growing up in a small farm town, I always had a specific view of tattoo shops, thanks to Hollywood. However, after seeing what my cousin has done over the years made me realize that tattoo shops are an open and accepting environment. The work that Chris, Estrella and their team do is art and should be treated as such. Tattoos help people cope with loss, express their personality, and create everlasting bonds. People find comfort in getting a memoir of a lost loved one and even sometimes pets. Others showcase their passions which can help them grow out of their shells and build confidence. And others get matching images of SpongeBob Squarepants to forever bond their relationships. Chris and Estrella are two of the most patient, kindhearted, hardworking people that I know. Should they get the opportunity to relocate downtown; I know they will do all they can to help keep the city of Brentwood in a positive, reputable light and also be in a better position to give back to the community that they has been a part of for the past seventeen years.

Thank you

Bringing Calculated Punkture to downtown Brentwood would be a fantastic move for the community. This local, well-loved shop has already built a strong following, and its presence in the heart of downtown would make it even more accessible for residents and visitors alike.

Brentwood is in need of more unique shops that create a vibrant and welcoming atmosphere, and Calculated Punkture’s distinctive offerings could help fill that gap. With easy access for foot traffic and a loyal customer base, this move would not only benefit the shop but also contribute to the growth and diversity of downtown Brentwood, encouraging further support for local businesses.

This can also create an opportunity for new visitors looking for this service to be introduced to our community and other local shops. Its presence could encourage more foot traffic benefiting other nearby businesses and helping crest a stronger and more connected community in Brentwood! Focusing on quality and customer care the shops move would be a huge win for businesses and the neighborhood by fostering growth, creativity, and connection.

My name is Michael Rucker. I have been a Brentwood resident for 25 years and I currently live in Downtown Brentwood. The City has done a fantastic job with the Downtown businesses and the countless community events that are frequently hosted.

I was very excited to hear that the archaic code banning tattoo shops in Downtown Brentwood has the possibility of being lifted. I have known Juarez for about 11 years, when he started as an apprentice for a Cal Punk. He has since become the owner of the shop. I have been getting tattooed at Cal Punk for 13 years and have always had a great experience. The shop’s professionalism and cleanliness is unparalleled. I also work for a couple different non-profits and Cal Punk has always stepped up to donate services, raffle prizes, as well as purchasing tickets to support our causes.

Juarez and Estrella are huge supporters of Brentwood and the Downtown activities. You will see them with their children enjoying all that Brentwood has to offer. Having their shop in Downtown will be a huge benefit to the shopping experience and add to the much needed diversity. Downtown is pretty much bars, hair salons, and clothing stores.

The negative stigma surrounding body art does not exist anymore. It is a very popular and respected form of personal expression. I can’t wait to book my next appointment, hopefully it will be right down the street from my house.

Thank you for your time and consideration.

Brentwood City Council,
I am writing to express my strong support for Calculated Punkture’s plans to move their tattoo and piercing shop to downtown Brentwood. As a long-time client, I wholeheartedly believe this business would make a positive contribution to the Brentwood community and its growing downtown area. Over the past five years, I’ve had multiple tattoos and piercings done by the talented artists at Calculated Punkture. From my personal experience, they have consistently provided a welcoming, professional, and family-friendly atmosphere. Their artists prioritize high-quality work and customer care, creating a space where clients feel respected and valued.

When I decided to get my daughter’s ears pierced, I didn’t hesitate to take her there because I trust their expertise, hygiene standards, and professionalism.

Tattoo shops sometimes face negative perceptions, but Calculated Punkture stands out as an exceptional business that breaks these stereotypes. Juarez and Estrella, the owners, have built their shop on values of respect, community engagement, and artistic excellence. I’ve had the pleasure of becoming friends with them over the years, and I’ve witnessed firsthand their dedication to their work and their family. As parents raising two young children, they approach their business with integrity and a deep desire to contribute to the vibrant growth of downtown Brentwood.

Adding Calculated Punkture to the downtown area would not only diversify the types of businesses available but also attract new visitors who value art and creativity. Their reputation speaks for itself, as does the loyalty of their clients. I truly believe they will be an asset to the city by fostering a positive, inclusive environment that aligns with the community values Brentwood holds dear.

Thank you for considering my support of Calculated Punkture. I encourage you to visit their shop or meet with the owners if you haven’t already. I am confident their presence downtown will enrich our city in meaningful ways.

Respectfully,
Nicole Rodriguez Montgomery

My husband & I purchased our home in Brentwood in October of 1994. At the time we had outgrown our home in the Silicon Valley. We relocated to Brentwood with our four children, enrolled them in Brentwood schools and kept our jobs with Lockheed Martin Space, making us commuters for the next 24 years. A sacrifice we made in order to raise our four children in a small-town atmosphere. It’s a decision that we’ve never regretted.

But, as difficult as change is, it is also necessary. Watching our small town with a population of 5000 in 1994 to 75,000 (or more) was frightening to say the least. But it’s that change that has made Brentwood the successful town that it is. Our schools are amazing, our law enforcement is amazing. And like change, laws & rules must change to correlate with time. Tattoos gives an individual an avenue to tell a story, to tell their story, to express themselves. Tattoos are no longer perceived as bad or tasteless, they are Art. Christopher Juarez is an exceptional artist!!! Recently invited to showcase his canvas paintings at a brewery, at which point he sold several of his paintings. His wife, Estrella Juarez is an exceptional permanent makeup artist. Providing permanent eyebrows for her clients. As many women struggle daily to make their eyebrows not only look good, but to ensure they are even. A struggle many women can attest to.

Especially, those undergoing treatment for cancer, having lost their eyebrows. We are customers of Calculated Punkture Studio, My husband receiving tattoos, to myself having cosmetic eyebrow tattoos. Family members have gotten their tattoos from Calculated Punkture, my grandchildren got their piercings there. Christopher & Estrella Juarez have owned this business for several years. I Had full confidence with Estrella when I went to her to get my brows done. All her clients have been extremely happy with their end-result. A result that made their eyebrows look natural, not tattooed. We fully support to amend the current laws of disallowing tattoo shops to allowing them in the downtown area. This change will not only bring more art, but it will also bring people from all facets of life to Brentwood. Therefore, offering diversity amongst our current downtown merchants. Many of our professionals have body art. They are our teachers, they are our law enforcement, they are our firefighters, they are our politicians, they are people like you and me. Even with the enormous growth in Brentwood that my husband & I have witnessed, Brentwood has never lost sight of that small town feeling.

Downtown Brentwood is booming on the weekends, the night life on a weekend night is a fun place to be in even if you are just strolling by. It’s a vibrant place, a place where families can go hang out on a Saturday night not having worries about the safety of their family.

Christopher & Estrella are constantly giving back to the community having been invited to speak in elementary schools, middle schools & our local high school. They were invited to speak about ‘Art’, because tattoo’s is art! These students were as young as 8-9 year olds. Their presentation was not only embraced by the school district/administrators, but also embraced by the parents of these minor children.

Christopher & Estrella Juarez have owned Calculated Punkture for several years. They are a respectful small family business. They are respected by the community they serve. Our family fully supports them to have the opportunity to relocate to the downtown area. This will not only fulfill a dream of theirs but, will bring what this town needs more of….and that is ART!
On behalf of our family, 30 year residents of Brentwood, I urge the City Council to approve and modify the bylaws written some 50+ years ago that no longer apply to today’s world!
Sincerely,
Richard & Angelica Perez

My family and I frequent downtown Brentwood. We enjoy the events as well as all the local shops, eateries and activities. We are in full support of Calculated Punkture moving to downtown. I've had several amazing experiences with this particular shop. The atmosphere is inviting. The staff and owner are so kind and make everyone feel comfortable and welcome.

I've had tatto-ing done there as well as several piercings. I recently also have a few people who I know get their first piercings done there and were so happy with the experience. Please consider allowing them to the downtown area!
Best,

This email is in reference to Agenda item J.7 Requesting an amendment to the Downtown specific plan to allow tattoo shops.

Hello my name is Raul Ugarte, the former owner of Cal Punk Tattoo studio. I had originally wanted to put this business in the downtown area however it was not an option at that point. So we opened in the Liberty Links Plaza and I had a very successful run for almost 10 years before my wife and I decided to move our family out of the area and sold the business to Christopher and Estrella Juarez. I have enjoyed watching them change and grow the business into their own over the last several years and am very proud of what they have done. They have provided the area with a lasting quality product and continued our streak of Best of Brentwood Awards for their services. Not only do I consider them very good friends but extraordinary people.

In seeing the downtown Brentwood area develop and change over the years I know The Juarez’s would not only bring a quality service to the area but a continued sense of community and family. The tattoo industry is not what it once was and no longer attracts the riff raff once stigmatized by the general public. It is a friendly space where creatives such as myself, Chris and his artists strive to develop our art in a fun environment suitable for All walks of life from first responders, doctors, lawyers, business professionals to soccer moms and dads alike. I truly believe the downtown is ready for such a business to move in and continue its success. Thank you for your consideration in this matter and best of luck to the Juarez Family!
Cheers
Raul Ugarte

To Whom It May Concern,
I am writing to ask that you allow Calculated Punkture Tattoo to move to a downtown location. I have had the pleasure of knowing the Juarez Family for many years. I was their daughter's teacher and now am their son's teacher at Brentwood Elementary. The Juarez family does a lot for the school and the community. They have donated their time and goods to the classroom as well as the school.

I have also frequented the shop for several tattoos and piercings. The shop is always filled with professional artists as well as calm customers. All of the artists strive to make it a friendly and SAFE establishment. Laws, rules, and regulations are always followed.

I wholeheartedly believe allowing this business in the downtown area would be beneficial to the City Of Brentwood.

Thank you for your consideration

Good afternoon, I’m writing in support of Calculated Puncture Tattoo shop moving into downtown Brentwood.

I’ve been to this shop many of times. Each time everyone has been so nice and welcoming. I think it would bring a positive addition to downtown Brentwood. I’ve gotten many tattoos from there from Chris and each time it’s been a great experience. I’ve also taken my daughters to get pierced by Estrella and they both loved their experience as well.

Please consider bringing their small business to Downtown Brentwood.

Thank you,
Samantha Juarez

I am writing regarding my family's experience at Calculated Puncture. We have had numerous experiences booking appointments and having tattoo work done by Juarez and all have been extremely positive. Of the combined 6 different tattoo shops we have been to over the years, Calculated Puncture is the most friendly and professional. Juarez and Estrella are friendly, honest, community-minded people. They have deep roots in the community, and are invested in our community not only as business owners but as parents of young children.

Of any local tattoo shop, I think Calculated Puncture would be the most fitting in the downtown area.

Hello,
My name is Sean Putz and I have known Chris Juarez for 11 years. From the first time I went to Calculated Punkture, I immediately felt welcomed , the shop was very clean and professional and the tattoo artists and piercer were all friendly. I have gotten to know Chris over the years and consider him and his wife , Estrella to be friends. I have been around since before Chris took over the shop and I have to say that even though when I got my first tattoo I lived there in Brentwood, I live over an hour away and will still make that trip because it is worth it for the atmosphere and excellent work that I get done while there. Also because I know everyone at the shop and they have all seen me for so long. I feel that allowing Chris to open a shop in Downtown Brentwood would truly be a benefit for his business as well as for downtown itself as it would bring even more business to the surrounding shops.

The shop has a wonderful atmosphere and in all the time I have spent there , I haven’t witnessed anything but professional behavior and a great atmosphere. Chris and Estrella are great people, great friends and great parents. They are also professional, responsible and respectful business owners that would bring more business to the downtown area. I know I for one will be there to support the shop whether it is downtown or not. Thank you for the time and consideration.

I have been a dedicated supporter of Calculated Puncture for over a decade. Their professionalism, cleanliness, and exceptional customer service, always delivered with a smile, have consistently impressed me. They have put in tremendous effort to establish the best tattoo shop I have ever visited. Additionally, I appreciate that we can bring our children there for their first ear piercings, which is a wonderful option. Calculated Puncture transcends the typical tattoo shop experience in our community. The owner and his wife are genuinely kind individuals who actively contribute to the community, fostering connections through their expertise in art and the history of the trade. They would undoubtedly be a valuable neighbor and asset to downtown Brentwood.

Hello City Council members and thank you for taking the time to review this email. My name is Tony Horner, firefighter of 25 years and resident of the City of Oakley.

I am writing to you today in the support of Christopher Juarez, owner and artist of Calculated Puncture. I’ve known Mr Juarez for approximately five years now and he is the only artist who I trust to do my tattoo work. Not only do I trust him to do work on myself but also my wife and three daughters. I have been to many different tattoo shops throughout my life and below is a list of reasons I decided to only have Mr. Juarez continue to do my tattoo work from here on out.

1. Professionalism- the very first time I entered his shop I was greeted by Mr. Juarez. His demeanor was very pleasant and professional. He had answered all my questions and showed me some of his art work. The one thing that set him apart from the rest, was that he was not intimidating what so ever, but just the opposite. Very friendly tone and seemed to love what he did for a living. Most shops tend to have that “tough guy” atmosphere. Not his shop.

2. Attention to Detail - During my first tattoo experience at Calculated Puncture, which was approximately eight hours long, I noticed how detailed his shop was. His shop was by far the cleanest I have ever been in. Mr. Juarez obviously takes pride in his and his wife’s business. I’ve been going there for a while now and it looks as clean as the first day I went in there. Cleanliness is very important to me since this is a form of art that requires sterilization.

3. Friendliness - Mr Juarez and wife Estrella are not only our tattoo and piercing artists but now considered our very close friends. They are like family to us. My wife and I got married last year and both Mr. and Mrs. Juarez were at our wedding. Another reason we love them is that they are just like us. Married, own their own home, and raising two children. Everyone in their shop has the same kindness and professionalism as they do. It’s was very obvious to me from the beginning that Mr. Juarez is very particular who he allows to do work in his shop. Never seen an artist in his shop with an attitude or been disrespectful to anyone. Matter of fact, he makes new artists go through a one year internship before allowing any tattoo work to be placed on a customers skin. And even his interns are as nice and friendly as he is.

4. He is a true artist - he was obviously trained by the best. His work is by far the best I’ve ever seen. Since meeting Mr. Juarez five years ago no one else will ever do work on myself or my wife. His work station is always clean and detailed. Extremely organized and he’s light on the hands. He is one of the few artists that could literally talk about anything with you making a long day better. He is my artist and at times therapist.

I live in Oakley and we have several tattoo shops within the city. I’ve been to all and yet to have any work done by any of them. None have matched up to Calculated Puncture. From friendliness, to cleanliness there is no comparison. So, I choose to take my business to Brentwood, to a shop I trust and respect. I am in SUPPORT of Calculated Puncture being relocated to the downtown area. My wife and I both love this part of Brentwood and it would be a very nice feature to have more food options for when we are getting work done by Mr. Juarez. If you ever get a chance, I challenge each and every one of you to take a visit to his current shop. You will quickly see what I’m talking about.

Again, I want to thank you for taking the time to read this. I would have loved to attend the council meeting but unfortunately I am on duty that day and we work 48 hour shifts. My wife Katrina Horner will be speaking for her and myself.

Thank you,
Tony Horner

HelloI would like to express my support for our local tattoo shops as they defend their presence here in Brentwood.

My wife and I have lived in Brentwood for over 25 years. Over the past 15+ of those years, Calculated Punkture Studio has quietly operated in this town, serving the community to rave reviews over that period while calling Brentwood home. The Juarez family runs a professional, clean, warm and friendly business over there in the Liberty Link Shopping center. We’ve seen business come and go over that span, but CalPunk continues to thrive; Finding an appointment sometimes can be a challenge given Juarez’ talents drive demand for his services (my wife, eldest son and I are repeat customers, as are many of our friends and family), but when an appointment is available, you never feel as if you are walking into an unsafe situation with unsavory clientele or transients making the visit uncomfortable. On the contrary, you can find the shopping center and surrounding area teeming with local Brentwood residents young and old, embracing local shops, investing in their success; Juarez’ business being no exception. In turn, you can also find the family reinvesting their time back into the community. Brentwood Elementary School, where the Juarez’ children attend, will often see Dad at the school teaching art classes in his free time. This is not an owner and a family that deserves to have their business shut down. This is an owner and family who should be embraced, just as they have embraced the community and its residents all these years.

We are speaking of one of a few tattoo studios in town near and dear to our heart, but all these businesses deserve a chance to continue to serve our residents. Take this time to drive around town and spend time in the centers these businesses operate, even if you don’t get work done. Contrary to the belief that these shops attract bad actors, the centers they operate in are safe, family oriented and surrounded by thriving communities. They are part of our fabric. Part of our family. As such, they deserve to be preserved and protected.

Let’s do our part to give them that.

Thank youThe Isenburg Family

Hello,
I wanted to express my appreciation for the topic of the Barn Flag being brought up.

Warmly,

To Whom It May Concern,
I grew up in Brentwood and loved every minute of it. I just recently moved back and have a renewed sense of pride in our small (though much bigger than it was!) town. While living in southern CA I continued to come home for holidays, long weekends and week long staycations, and always took Vasco Rd coming in. It has always warmed my heart to see the flag barn as it is a reminder of the positivity that some people can have on this world. It was a small gesture after 9/11 that meant so much to so many of us. I would love to see it maintained or preserved for future generations to appreciate. In a time when our country is so divided, that image is a reminder of what we can do when we come together.

Good Morning,
I hear the Flag Barn on Vasco will be a topic of discussion at tomorrow nights city council meeting. Although it’s not technically on city property, I think it would be great to somehow save the Flag Barn. I was raised and still reside in Brentwood and have always enjoyed seeing that barn when traveling on Vasco. Additionally, I am family friends with Paul Fontaine, the artist of the Flag Barn. This barn is a staple to our community and reminds us that we are all American no matter what our differences are.

Some ideas to preserve the barn would be to move the barn onto city property or at least take the painted pieces and create a billboard (or something of that nature) that would still be viewable to the public on the roadways.

Thank you for taking the time to listen to my thoughts and ideas behind this incredible landmark.

Best,

Hello,
I wanted to reach out to you all & express my concern for the barn that is falling apart on vasco road. The USA flag that is painted on it is in remembrance of 9/11 and has become a historical landmark at this point for everyone who travels Vasco road daily! It brings joy to many and is an integral part of our day to day lives.

I believe it would be in the best interest if we could somehow save it by either shoring up the current barn or maybe saving the painted planks to make some sort of landmark out of it in the near by area! I am a union carpenter by trade and would love the opportunity to help save this barn and keep it around for as long as possible. I can be reached at (408)802-4777 or emailed back!

Dear Brentwood City Council,
I support the possible collaboration with the East Bay Regional Park District to repurpose the Flag Barn onto a public space on the condition that the original creator, retired police sergeant Paul Fontaine, supports this.

I understand the topic of the flag-barn has been a years-long discussion between residents of this area and East Bay Parks, with many offering donations of supplies or their time to help.

This isn't just an old barn with a flag in it. It's many things to many people--a 9/11 memorial, a symbol of hope, a symbol of a time when Americans came together regardless of political affiliations, etc.

Moving the barn could create opportunities, at time of move or as a future add-on, to add an informational plaque with the history behind the flag barn, the original location, and/or the impact of 9/11 on our region.

Please move this item forward.

Thank you for your consideration.

Thank you for your time,
My name is Paul Fontaine, and I am the person who actually painted the flag on the side of the barn. I will not bore you with the details of how I went through gaining permission, but at the time our world had been turned upside down with the terrorist attacks. I traveled Vasco five times a week for approximately 20 years and every day I noticed the barn as I drove to and from work. The barn was covered with graffiti and was still actively changing monthly. Like everyone, I wanted to find a way to help as our service men and women were in a battle, and our government was trying to keep our lives moving forward although we knew we had been changed forever. At this point of my career, although I was in law-enforcement, I wanted to be involved in anything possible to show our pride as a country and let those know who were fighting for us that we stood behind them.

I remember going to the barn and trying to figure out how I was going to display the American flag and not mess it up as I wanted it to show how much we loved our country. I remember painting the red stripes first but it was when I began painting the white stripes that the stopped commuter traffic knew what I was up to. I have never heard so much honking and yelling and people cheering. I did not want to stop but nightfall was coming. I spent the night out there as I did not want to leave the flag. The next day I got back to work and painted the white stripes several times so that they were very bright amongst the red barn itself. At this time, I knew the barn was going to be special because the commuters were going crazy over what they saw. There were people lined up and down Vasco taking photos. I made it a point to stop and raise my hand and wave each time someone honked or cheered to let them know I heard them. I felt that they were owed this because it was their way of showing their pride.

I must’ve gone up and down that ladder 30 or 40 times making sure that I got all 50 stars placed perfectly as that was my biggest fear. I can remember how I felt and the actual sadness when I painted the last star and knew that I was done.

It was approximately 4 PM when I finished and I was bummed it was getting dark because I wanted everyone to have their time cheering on the flag. I spent the next few nights out there guarding the flag along with my dog as I feared that it might unfortunately sustain graffiti as that barn was so subjected to it over the years. Thinking about it now, how wrong I was about the graffiti. The flag has never been vandalized, which shows just how much pride we actually have in our area and in this country. The city of Brentwood and the county of Contra Costa should be very happy that something like this was never defaced.

A funny bit of trivia is that I never came out and publicly told anyone except for my relatives and my closest neighbors that I had actually painted the barn. I wanted the barn to be for everyone and that no one ever received credit, which wasn’t needed for placing the flag upon the barn. It wasn’t until I spoke with Steve and told him the exact story of how the flag barn came about. I am super proud of our community for keeping the flag barn alive and how much pride it has brought to those that needed it. Thank you so much for your support and I appreciate anything that can be done to keep the flag and all its glory waving.

Dear Brentwood City Council Members,
I'm writing to you in hopes to spare the Vasco Road Flag barn an unwarranted demise. I understand that this property is on East Bay Regional Park District land and also, I understand their position on letting it fall where it stands, at whatever given time.

I'm not a Brentwood resident, though my maternal family roots go back to the 1850s, in the area. I enjoy seeing this barn on my visits to family and friends. Knowing this barn holds no significant historical value, I think its value is in the feeling of passing a piece of Americana pride. Yes the flag part dates to 9/11, but just the fact that its a painted old barn and part of our local history, I really hope that you all could work out something with EBRP in saving this well loved old barn.

Many thanks,

Hi, Mayor Susannah Meyer & the rest of the Brentwood City Council.

In regards to the Flag Barn on Vasco Rd.I hope there is a way to fix the flag & keep it on the Old Armstrong Ranch, that Family has been part of Kathy Leighten's ( Local Historian ) family since the 1800s. so many local people have come from the Armstrong Family. I was told by Kathy before she passed away that the Flag Barn was built in the 1920s., The family is long gone & since the land has been acquired by the East Bay Regional Parks District. As you know on 9-11-01 our country was attacked, prompting a Police officer to paint a flag on that barn, that Police officer is now a Retired San Jose Police Sergeant Paul Fontaine & has since moved to Texas. I have been in touch with him on & off for years, especially since he moved away. I keep him informed about the status of the 100 yo barn & the flag he painted. I as well as almost EVERYBODY who travels Vasco Rd. considers that a landmark. I hope there is a way to save that barn or at least save the original Flag boards to place it on a property near the Bypass. It is NOT about the cost of fixing that barn up. There have been MANY people who wanted to volunteer their time & money to save the flag barn. East Bay Regional Parks District will NOT let anybody on their land to fix it. The Retired Police Sergeant who painted the barn was even willing to fly out from Texas to repaint the flag. I do hope that is something the Brentwood City Council can do, it really does mean a lot to people.

It.is my hope that the city and work with the Parks leadership to allow.the many willing people to restore the barn and leave it where it is for the community to enjoy.

I, along with many others, have enjoyed seeing it.on our drives for.many years.

If that can't be accomplished, then the city of Brentwood should take.the painted.slats for a.commerative mural or.something to be decided on later.

I do think the East Bay Regional Park should allow it to be restored in it current location for the public to continue enjoying...isn't that their purpose? Sue Harper

I can be reached at or emailed back!
Thank you,
Marlon Estrela

CAUTION – EXTERNAL SENDER

Best,
Lyndsey Wernholm
