SPECIAL CITY COUNCIL AGENDA ITEM NO. D.1
2/4/2025
SUBJECT: FY 2022/24 Strategic Plan Initiatives and Outstanding Future Agenda Items discussion to finalize the FY 2025/27 Strategic Plan DEPARTMENT: City Manager
STAFF: Tim Ogden, City Manager
TITLE/RECOMMENDATION
City Council to discuss and provide direction related to the current FY 2022/24 Strategic Plan, outstanding Future Agenda Items, and the development of the FY 2025/27 Strategic Plan.
Staff recommends that the City Council provide schedule and fiscal prioritization with outstanding Future Agenda Items (See attached). A presentation will be shared at the meeting with all the projects to be discussed.
FISCAL IMPACT
A General Fund Fiscal update and two year projection was provided to the City Council during the mid-year budget update on January 28, 2025. The projection is conservative and incorporates all economic factors known to staff at this time, including projected cost increases associated with settled and unsettled labor contracts. The two-year projection shows a positive result from ongoing operations with operational revenues exceeding ongoing and one-time expenses by $1.3 million.
However, due to an increase in expenditures over the two-year period, staff projects that $1.4 million will need to be transferred into the General Fund from the Budget Stabilization Fund to increase the Reserve of 30% of expenses per Budget and Fiscal Policies. As such, the City’s General Fund is currently at expenditure capacity.
FY 2024/25 FY 2025/26 Total
Net Projected Operating Results $ 315,000 $ 1,024,000 $ 1,339,000 Amount to Increase the 30% Reserve (1,595,000) (1,128,000) (2,723,000) $ (1,280,000) $ (104,000) $(1,384,000)
Transfer Required from the Budget
Stabilization Fund
2024/25 - 2025/26 General Fund Projection
SPECIAL CITY COUNCIL AGENDA ITEM NO. D.1
2/4/2025
The vast majority of the Budget Stabilization transfer is projected to be needed in the current fiscal year. The primary causes of the projected transfer this year are one-time costs and the implementation of labor contracts that had larger-than-typical first year salary cost increases.
The City does have funding availability from restricted sources such as the Public Art Fund, and could generate funding availability from other sources such as the General Fund, Development Impact Fees and Enterprise Funds by adjusting project priorities and/or project scopes. At this time it is anticipated that there are insufficient funds to fully complete all phases at least two prior Strategic Initiatives: the Sand Creek Sports Complex and the Vineyards at Marsh Creek Amphitheatre Project (Event Lawn, and Event Center).
BACKGROUND
Strategic Plan investments in infrastructure and other financial decisions throughout Brentwood’s history have helped to establish a quality of life in this community that sets the city apart in this region. Maintaining quality of life continues to be a high priority, and requires careful planning and allocation of resources. In addition to the two-year budget, five-year capital improvement program, ten-year fiscal model, and numerous master plans, a prioritized strategic plan further enhances the City’s planning efforts and the identification of high priorities for the City Council.
Strategic planning in local government involves a process that connects a long-term vision with short-term initiatives that help maintain and enhance a community’s quality of life. A strategic plan is also a “roadmap” that identifies the City Council’s highest priorities that then help guide the allocation of resources in the budget process. While strategic plans may be implemented for any number of years, Brentwood found it beneficial to align the two-year strategic plan with its two-year operating and capital budgets, and follow a recent Council election to ensure their priorities are the focus.
Based upon existing outstanding Strategic Plan Initiatives, current Council direction through the Future Agenda Item request process, and limited fiscal capacity, staff desires to apprise the Council of all the current major tasks and funding challenges in context. With this framework, Council can then prioritize and/or reconsider existing Strategic Initiatives and outstanding Future Agenda Item requests, and adopt a new Strategic Plan for FY 2025/27. It is also important to note, and consider as part of this process, the many other day-to-day duties and operational workloads of staff,

which can limit staff’s ability to undertake new projects in the short term. New projects can be completed at a later date and/or with additional resources.
Staff is requesting that the City Council:
Prioritize scheduling of existing projects (Strategic Initiatives and authorized Future Agenda Items).
Consider new proposals from staff and City Council to be assessed for fiscal impacts and workload scheduling for the FY 2025/27 Strategic Plan. Consider by policy how any new Future Agenda Items will be scheduled for Council action in the future: by date sequence of request, department capacity, other priority ranking preference, etc.
With direction received, staff will return to the City Council with the FY 2025/27 Strategic Plan at the March 25, 2025 City Council meeting to precede the scheduled Mayor’s State of the City address on March 31, 2025. Any new future agenda items added after this meeting may impact the timelines and schedules of existing projects, depending on when they are anticipated to come back for City Council action.
