SUBJECT: Agenda Item G.1 Zoning Text Amendment RZ24-006 Self-storage and Drive-through Facility Maps
Earlier this morning, staff was requested to prepare maps related to the existing self-storage facilities as shown in the table on PDF page 180 of the agenda packet and of zones allowing drive-through facilities as shown in the table on PDF page 221 of the agenda packet in order to assist in the review of the proposed text amendments. While staff does not have the ability to map the locations via GIS for various reasons, the attached maps were prepared in response and they should assist in the Council’s review.
The first map related to the existing self-storage facilities illustrates the general locations that are listed in Table 1 of the staff report.
The second map related to zones that currently conditionally permit drive-through facilities outlines them in red cross-hatching. Since drive-through facilities are often only permitted in smaller subareas or subdistricts within specific zones, the areas had to be hand drawn to better reflect where they are allowed. While this map is not precise in terms of other maps that are produced using the City’s GIS program, it accurately depicts the general locations throughout the city where the facilities are conditionally permitted.

Subject: CIP project questions
Date: Tuesday, July 22, 2025 1:42:39 PM
Good Afternoon Council (bcc’d),
A question was brought up about why some projects were added to the CIP book after the workshop in May. Here are the explanations for four of the added projects:
·
Brentwood Blvd WW Rehabilitation. Staff discovered structural issues for this pipeline in mid-April, after the internal deadline to have projects in the CIP book. Staff feels the work is urgent enough not to delay an additional year, so this project was added after the workshop. ·
Citywide Non-Potable Water Distribution System. This was a previous project that was shown as closed out in the CIP book when the workshop was held. Staff and the project engineer recently determined that a PG&E upgrade to the electrical service for this pump station is needed to allow the existing pumps to be run simultaneously. Staff originally intended to bring the project back next year, but decided based on recent recycled water demand that the PG&E service is needed sooner rather than later to ensure adequate recycled water pressure on the west side of the City while the remaining work is designed.
As such, staff added this project back into the CIP book rather than close it out as intended. ·
Solid Waste Carts Upgrade. This project will replacing the cart lids with SB1383 compliant language and colors. After a discussion with Finance after the CIP workshop and related to the Solid Waste Enterprise cash balance, it was decided to replace the cart lids this fiscal year rather than wait an additional year.
·
Water Operations Storage Building. This project was still being evaluated for feasibility in this fiscal year when the CIP workshop was held. It was later determined this project was in fact able to go this year, so it was included after the workshop.
Please let me know if there are any additional questions.
Thanks,
Casey
