Subject: Public Comment on TRL Ordinance – Business and Employment Impact Date: Tuesday, August 5, 2025 1:52:34 PM
CAUTION – EXTERNAL SENDER
Dear Brentwood City Council Members,
I am writing regarding the proposed Tobacco Retailer License (TRL) ordinance and to express our continued concerns about the significant and far-reaching consequences it will have—not just on our business, but on our employees, their families, and the broader Brentwood community.

As currently written, the ordinance would prevent our store from continuing to sell tobacco and cigarette products due to our proximity to a youth-oriented business. While we understand and support efforts to protect youth, we must also highlight the economic reality this creates for our business.

Tobacco and cigarette sales represent a substantial portion of our revenue. The loss of this category will severely impact the overall health and sustainability of our business. Without these sales, we anticipate a sharp decline in foot traffic and associated purchases, reducing our ability to meet operational costs and maintain competitive pricing on other essential goods.

More importantly, this financial strain will directly affect our payroll and staffing. We are proud to employ local Brentwood residents—many of whom rely on these jobs to support their families. With the projected loss in revenue, we will be forced to reduce hours, cut positions, or potentially eliminate roles entirely. The result will be job losses in Brentwood and a reduced ability to reinvest in our business and community.

We respectfully ask the City Council to consider the unintended consequences this ordinance may have on small, locally-owned businesses like ours. A balanced approach that protects youth while allowing existing businesses to continue operating responsibly is not only possible —it is vital.

We remain committed to working with the City to find solutions that preserve both public health and local livelihoods.

Thank you for your time, attention, and leadership.

Sincerely,
Amber Zulawski

Good evening city of Brentwood,
I would like to express my appreciation for our pickleball courts at Creekside park. However I am extremely disappointed that the courts are closing at 7pm daily. Closing this early is totally inconvenient for working people.

Majority of working people can’t make it out to play until 6pm and after, which leaves us only an hour to relieve our stress by playing pickleball and enjoy the camaraderie with other pickleball players and friends.

We should be able to utilize to wonderful lights that the city has already installed at least until 8pm. These courts are bringing massive amounts of people together in the community to exercise and have good clean fun. Please consider extending the hours of open play. Also the city should consider building more pickleball courts for the fasted growing sport in the world.

Thanks for your time and consideration,
Devoted pickleball player

Hello,
I hope this message finds you well. I am writing as one of the local pickleball enthusiasts to respectfully request an extension of the current hours for pickleball play at Creekside Park.

Pickleball has quickly become one of the most popular recreational activities in our community, attracting players of all ages and skill levels. Many residents, especially those who work during the day, find it difficult to enjoy the courts within the current limited hours. By extending the available playing time—particularly into the early evening —we can better accommodate a broader range of participants and encourage healthy, active lifestyles.

This request has strong support from community members who view pickleball not only as a form of exercise but also as a meaningful way to build social connections and foster inclusivity. The sport promotes wellness, intergenerational interaction, and positive community engagement.

We understand the need to balance scheduling and noise considerations, and we are open to working with you to find a reasonable compromise that benefits all stakeholders—whether that means a moderate extension on select days or adjusted time slots that fit the park’s operational needs.

We greatly appreciate your time and consideration and would welcome the opportunity to discuss this further.

Thank you for supporting recreational opportunities that strengthen our community.

Warm regards,
Steve Morand

Hello,
My name is Chris and I am a 28 year resident and business owner of Brentwood. I'd like to reach out and express my support for building more pickleball courts in Brentwood and extending the hours at the only current public Pickleball court in Brentwood. The current hours of 7am to 7pm allow little time for people to come after work and get exercise and community. With Bay Are traffic, many of us can not get out there until well after 6 to play.

To me Pickleball has been so much more than just a sport, it's been health, well being and community. There should be no question that Brentwood should build more courts with extended hours at night so we can all enjoy and enrich our community experience. This is a sport where both young and old can play and enjoy all the physical and mental benefits Pickleball offers.

Kind Regards,
Chris James

Good morning!
I heard yesterday that the City Council will consider changes to the Creekside hours at the City Council meeting on Tuesday evening. I urge you to consider a few things:
(1) The very best time for pickleball playing (and the pickleball community) is in the mornings. Please, please, please don't reduce hours in the morning. (2) The pickleball community would greatly appreciate extended hours in the evening, at least until it gets dark. Please, please don't lock the courts while it is still light outside. (3) There is another option that wasn't listed in the city council agenda item G.3, which is to not lock the courts at night. The evening hours could change with the seasons, either going until it is dark or until a predetermined time, such as 8:00pm.Please consider not locking the courts.

Pickleball players have been playing at Creekside park for almost a decade now. I started playing 6 years ago and have appreciated the vibrant, diverse, welcoming community. People of all ages and backgrounds play and socialize together. It is a wonderful community.

Thank you for your service to the city of Brentwood!
Sincerely,
Aaron Hill

Dear City Council,
With the upcoming city council meeting to discuss adding Pickleball courts and/or expanding the hours at the current court, I wanted to send a message pledging my support.

As I’m sure you’ve heard from many others, pickleball has built an amazing community right here in Brentwood.

Both my husband and I work extremely stressful jobs, and being able to head down to the courts on a nice evening to catch up with friends and play pickleball is the highlight of our day. Pickleball is only becoming more and more popular, and the addition of future courts and extended hours would not only benefit our current community, but also appeal to potential future residents. With that said, it is my hope that you will strongly consider adding new courts and extending the hours at creekside park, so we can keep building a strong community, practicing healthy habits, and encouraging others to get out on the courts.

Thank you in advance for your support and consideration.

Kind regards,
Alexandra Beninati

Though I play about 5 days a week at Creekside, I understand the concerns of the neighbors. Rather than changing the hours, I suggest immediate planning for 6 new courts on the backside of Sunset Park.

Plenty of parking and no nearby neighbors.

Good morning city council,
I am writing this to express my support for extending the pickleball hours and the possibility of new courts. I am aware of the noise concern, however I think 7 is far too early to be the closing time especially during the summer. Past noon is way too hot to play and it does not start cooling down until 6 or 7 which is when the courts close. As for those who work, there is no time to play with these hours during the week. I think a more appropriate time would be 9 or at least 8pm. It would also mean a lot for the community if more courts were built. The courts are extremely busy every morning and it is difficult to get a good amount of playing time. I hope this is all taken to consideration!

Good morning.

I am and ha e been a pickleball player for 8 of the 10 years pickleball has been our city.

We ha e enjoyed the courts you ha e gi en us but as you can see we ha e already out grown those courts. So awesome to see so much interest in the sport.

Please consider more courts for our city and longer hours so the working population has opportunities to play the sport also.

Appreciate your time and efforts to accommodate the pickleball lo ers.

CAUTION – EXTERNAL SENDER
Dear City Council,
As a resident of Brentwood and an avid pickleball enthusiast, I would like to voice some concerns about our ability to engage in the sport within the community. Please do consider the fact that pickleball is currently the fastest growing sport in America.

The city of Brentwood hasn’t dedicated enough resources to providing public venues to play. The courts at Creekside Park are the only option and are heavily restricted due to their location within a residential neighborhood. The crowds that gather, especially on weekends, exacerbates the issues of noise, excessive traffic, difficulty parking, etc. as well as making it difficult for everyone to have a chance to play.

I
hope the city would consider dedicating funding to providing more spaces to play such as at the Sunset sports complex or the new complex going in on Sand Creek Road or both. I believe the courts at Creekside Park should be less restricted. I would like to see the city expand the hours to be commensurate with other sports like skateboarding and tennis.

Thank you for your consideration and attention to this matter.

Good afternoon:

I am unable to attend the meeting tomorrow, but wanted to add my thoughts regarding the hours of the Pickleball courts. I understand that the current 7 am - 7 pm hours of play, however, it would be great to extend the afternoon hours to 8:30 pm. I usually don't get to the courts until 6 - 6:30 pm and would love to play a little longer. I only get to play for a a little bit and I am asking for the City to change the hours to accommodate working people to get to the courts and play a little longer.

Thank you for your consideration.

Hello Council Members,
I want to reach out again regarding the courts. These courts are a fantastic community building space that provides intergenerational entertainment and friendships. Having the court hours extended would be nice but building more courts would be amazing. Building courts would be a HUGE improvement provided that the courts are designed properly. I would suggest involving someone with a lot of experience such as Aaron Hill for court design and flow to ensure that it is done properly. Pickleball provides so many people with friendships and a sense of community. Let's make this work for everyone! --
Sincerely,
Tyler Beninati, DMD

To whom this may concern,
Pickleball has been a rapidly growing community here in Brentwood. The number of courts restricts this continued growth and I hope you will consider some type of expansion. More courts or more hours of play time would be great. I truly appreciate you hearing me out.

My name is Nick Soboleski and I have been a homeowner in Brentwood since 2003 After a long illness, I started taking up Pickle Ball a little over three years ago, and I can tell you it has been very beneficial to my health
When the new courts opened with lights last spring it was literally a godsend and I believe the best thing that Brentwood has ever done for recreational sport since I have lived here I have seen the community of Pickleball players grow from just a few random people to a couple hundred and made the acquaintance of many Brentwood residents on those courts Even after being delt a blow last spring when you restricted our hours, the amount of Pickleball players have grown significantly
The city of Brentwood has a lot of residents who commute and closing the courts at 7 PM has significantly reduced the amount of time we are able to play in our hometown. Even Discovery Bay’s courts are open till 7:30 PM and many of us now have to drive to concord for a game after work Please consider extending the evening hours to 8 PM so the majority of our Brentwood residents can enjoy the early evening hours to play pickleball.

Thank you
Nick Soboleski

RE; City Council meeting 8/12/25, Agenda item G.3
Dear City Councilmembers,
First, I want to recognize and thank this body for its past support in establishing the four public pickleball courts at Creekside Park. They are well-utilized and appreciated. As I understand some of the concerns of nearby residents over the noise produced by pickleball, I would urge the council to direct staff to explore a couple of options. First, look into methods other communities have used to mitigate the noise, such as sound-deadening screens, court wraps or other sound barriers.

Second, begin planning for additional courts in Brentwood, not located as close to residences. Additional courts would reduce the number of people currently using the Creekside courts and therefore mitigate some of the noise.

Thank You ,
Michael Mann

Hi Brentwood City Council Member,
I’ve lived in Brentwood for a while now, and I’m writing to you today to ask for your help in improving our pickleball and tennis facilities. Right now, we only have two public tennis courts and four pickleball courts, which is not enough for a city of 66,000 people. Parks and sports facilities are really important for building strong communities, and these investments make our city safer, give our young people a good place to play, keep our city healthy, and make our residents happier.

I have a few ideas that I think could help us out:

1. We could extend the hours of operation for the tennis and pickleball courts at the creekside park from 7 a.m. to 10 p.m. every day of the week. To make sure that our neighbors aren’t disturbed, we should add a sound barrier around the court.

2. We should add four new public tennis courts at the new sand creek facility that’s under construction.

3. We must add two new public pickleball facilities. We should add eight courts at the Sunset athletic park and eight more courts at the new sand creek athletic park.

Pickleball is becoming very popular in Brentwood, so we must take action on these recommendations. I hope you’ll consider my suggestions and take action soon.

Thanks,
Faisal Ahmad

Dear Council Members,
I am a Brentwood resident and like many others trying to stay active in senior years love pickleball. Unfortunately I do not play much in my hometown because of court availability.

My pickleball paddle travels with me and I can always find free places to play.

It's sad that our size of community can not provide more than four courts, with limited hours at that.

Please consider our feelings.

Hello,
We would like to request to reconsider extending the hours of the Creekside pickleball court to 8:30 or 9pm.

Many of us work during the day and we play after work.

I think it is fair for a park to open until 8:30 or 9 just like other recreational parks.

Pickleball is a very popular sports in the US and all over the world.

Brentwood is consistently praised for its strong sense of community, parks and family oriented environment.

Pickleball is one of the sports that would represent the social connection that we have for our community.

Respectfully ,
Marie

Pickleball agenda
It is great that the city is thanking of a new pickleball location.

I hope the city is thanking of a pickle ball complex . The reason is, if the courts get spread over all over the city then the players will be spread out across the random locations.

The city also needs to thank about some indoor courts and some shade tarps over some of the courts.

Hi All,
I have heard that the pickleball courts are back on the agenda for tonight's meeting. We do have neighbor(s) that plan on attending. Due to constant retaliation we receive from the players we will not be coming to the meeting so wanted to give you an update here.

The noise & traffic are still incredibly crazy, players still climbing over the locked gate to play after the 7pm closing time and parking issues continue. We are harassed when outside doing yard work so much that I don't even go out front anymore during the open hours of the pickleball courts. My husband has now been placed on anxiety medication from his doctor due to all the constant craziness & noise from pickleball.

The 7pm closing time is much better than a later closing time as it at least gives us a couple hours of relief in the evening to try to relax and open the doors & windows if it's cool out and not hear the constant insane noise from pickleball. But the pickleball courts need to be moved to a sports complex, or bigger area further away from houses. They do not belong here in Creekside Park, when we moved here it was such a peaceful park with families enjoying basketball, tennis, walking or biking the trails. The small group of pickleball players that set up and played in the mornings only were tolerable as they weren't the loud aggressive ones we get now and only played the first part of the morning.

We would like to ask that you not change the closing time to anything later than 7pm in consideration to the neighboring households that it affects. Also possibly even consider days that the pickleball courts are closed all day, like 1 weekday and 1 day on the weekend and also consider other placement options for the pickleball courts to be moved to solve the problem once and for all. We appreciate your time & consideration in this matter.

Sincerely,
Amy Whitney
