Public Comment:
My name is Kirsten Rocheleau and I am on the Event Leadership Team for Relay for Life of the Delta. We have our annual event coming up on July 18, 2026 at Dallas Ranch Middle School in Antioch. Relay of the Delta is combined event for teams from Brentwood, Oakley and Antioch. Pre-covid we held a "Paint the Town Purple Week" where Relay members go to public locations such as downtown, parks and sidewalks in front of the schools and place purple ribbons and event posters. The ribbons go up the week leading up to the event and come down the week after. There is no additional work required by Parks & Recs or the City of Brentwood. We would also like to declare July 18 "Relay Day." We are asking for support from the CIty Council on this proclamation (attached). Thank you.

Subject: Request for review of Better in Brentwood RFP decision Date: Friday, June 19, 2026 4:42:36 PM
Dear Mayor and Members of the Brentwood City Council,
I am writing regarding the Better in Brentwood marketing services contract scheduled for consideration at your June 23 Council meeting.
My understanding is that the recommendation before the Council is to award the contract to the incumbent firm. This is concerning because, based on the interview and evaluation process in which Verdin Marketing participated, our firm was one of the top firms recommended by the selection committee, while the incumbent was not among the two highest-ranked firms that advanced through the process.
As a proposer, we invested significant time and resources in responding to the RFP and participating in interviews. We entered the process with the expectation that the evaluation criteria and selection committee recommendations would guide the final award decision. The apparent disconnect between the committee's evaluation and the ultimate recommendation raises questions about transparency and the integrity of the procurement process.
I respectfully encourage the Council to review the evaluation forms, scoring documents, and selection committee recommendations before taking action on this contract. At a minimum, I believe it is important to understand how the recommendation being presented aligns with the results of the evaluation process and whether all proposers were treated fairly and consistently.
My intent is not to criticize City staff, but rather to ensure that the procurement process remains transparent, objective, and worthy of public trust.
Thank you for your consideration and for taking the time to review this matter before making a final decision.
Sincerely,
Mary Verdin
