Subject: Contra Costa County Fire Protection District July 28 City Council Meeting Date: Sunday, July 26, 2026 4:06:55 PM
Hi City Staff,
Here are some of the questions I want to submit to the Contra Costa County Fire Protection District for the July 28 City Council Meeting.

But first off "Hats Off" to all our first responders for their amazing job. Without them Brentwood Hills and Shadow Lakes would have burned to the ground. - Why wasn't there a proper firebreak on the land that borders Brentwood on the west. - Who is responsible for monitoring these firebreaks? Is it the county, the city or is it the property owner. If Property owner is self-regulating then it is not working and a 3rd party needs to get involved. - Why isn't there a way for the public to easily get the results of the fire investigation? Is there a centralized website I can go to to get this information? The Cal-fire website does not include the cause of fire. I had to get this information from my neighbors who had to do their own digging. It would be great if the cause of fire was also updated on the Cal-fire website. - Why haven't we heard anything on the investigation of the recent fires. Were the people involved identified and were they punished according to law. This was not a victimless crime. - All these fires are putting our lives in danger, creating anxiety and are causing our home insurance to rise. The main cause of these issues are the property owners of mismanaged western boundaries. We have no control over this and feel very helpless. How can we hold these people accountable for their ignorance and mismanagement?
- When Brentwood Hills was on fire, Text message & Phone call to evacuate came about 30 mins after the BPD knocked on our door to tell us to evacuate. This emergency alert needs to send these messages faster when each second counts.
- Evacuation Text message did not have any information on where to evacuate. What I want to know is if we are ordered to evacuate, is there an nearby evacuation center we should go to or how far should we evacuate etc. Or if we should wait for any followup message on these types of information? - If family members of seniors are not home, how are senior citizens with limited mobility evacuated? How can we contact responding first responders to make sure the house is empty and everyone inside the house has been evacuated.

Thank you

Subject: Wildfire Protection. June 3rd “Deer Fire”
Date: Saturday, July 25, 2026 10:12:16 AM
Please read and consider for the July 28
Fire Presentation
Fire protection
I find this meeting to be an excellent opportunity to bring up a subject that has become one of a great risk to residents of Brentwood Hills and Shadow Lakes. It could also apply to DeerRidge. We have lost and need to reestablish a wildfire firebreak along the city’s western border! Brentwood does what it can on the land in its jurisdiction, though not as well as perhaps would be best. The land west of the city boundary is a different matter. There appear to be some conflicting opinions about jurisdiction and it seems that the state rules may apply there.

The fire on June 3 of this year burned into mine and several other neighbor’s backyards. We only had a few minutes to evacuate. We were extremely lucky that Cal Fire was able to stop its advance at that point. I had observed changes over the past 2-3 years in the way the farmer’s property on Brentwood’s boundary was being handled that caused me to start thinking about whether there was adequate protection on the western boundary. In the 20+ years I have lived there, up until about three years ago, the farmer working that land would put a substantial firebreak along the city boundary, which was consistent with the published CCCFPD Minimum Weed Abatement Standards. However, for at least the past three years that land has been allowed to go fallow and we lost the benefit of that firebreak. In the last three years, there have been two fires originating in that farmland and without that firebreak have more easily burned into neighborhoods. Moreover, the most recent fire was the result of thoughtless individuals gaining access through an open gate, which should have been locked, and 4 wheeling over the tall grass. The fire was ignited by catalytic converters on their vehicles. I believe they should be held responsible for the more than $20,000 damages, but it’s not clear they will.

These two facts require immediate attention in terms of increased responsibility of the appropriate jurisdictions to rectify these defects in reasonable protective measures. Homes and lives are at risk. Please give them your attention!

FOR IMMEDIATE RELEASE
Statement on the Coroner’s Inquest for Yolanda Ramirez
MARTINEZ — Assemblymember Anamarie Ávila Farías (D-Martinez) released the following statement:
“My heart goes out to Yolanda Ramirez’s family. Losing someone you love is heartbreaking, and I respect the strength it has taken for them to ask for answers, transparency, and accountability through the Coroner’s Inquest process they requested.
“Everyone should feel safe when they call 911, especially in the middle of a family or domestic crisis. These situations can be complicated, and they call for a calm, compassionate, and welltrained response. Law enforcement officers need the training, resources, and tools to de-escalate conflicts, protect the individuals involved, and prioritize the preservation of life. “As Assemblymember, I will continue working with my legislative colleagues to review and strengthen peace officer training standards, including best practices for responding to domestic disputes, crisis intervention, and interactions with vulnerable community members. This includes ensuring appropriate consideration for individuals with medical conditions, disabilities, agerelated vulnerabilities, and members of protected communities. “Yolanda Ramirez was a beloved member of our community, an elderly Latina woman with preexisting health conditions who deserved care, dignity, and compassion. Her family and our community deserve a full understanding of what occurred and confidence that lessons are learned to help prevent future tragedies.
“My office will continue to monitor the progress of this matter and remain committed to supporting transparency and accountability. I encourage the City of Brentwood and all involved parties to work toward a thorough and transparent resolution, ensuring that any findings of responsibility are addressed appropriately so that Yolanda’s family and our community can begin to heal.”

Subject: Golden Heart Tattoo Gallery
Date: Thursday, July 23, 2026 1:00:05 PM
Hello. I'm writing to express my feelings on the city shutting down Golden Heart Tattoo and replacing it with a bar, or so I've heard. I think it's unnecessary and I really love that shop, and I've recommended it to many of my close friends and family. I even had a tattoo service there before their relocation to CalPunk. I hope my email finds you well and understand that not just me, but many others would feel the same. We love that shop dearly, so please find another place to build a bar.

Subject: Amendment the Ban on Tattooing
Date: Tuesday, July 28, 2026 2:57:25 PM
Good afternoon City Council and members of the city staff.

I’m writing to show my support in lifting the ban on tattooing in your Downtown area. As someone who has traveled up to 3 hours to receive a tattoo from artists in your city I know how much having a tattoo shop can increase foot traffic and drive business in the surrounding areas.

Having a business that offers this service is just going to add to the diversity of the current businesses located in the area creating additional forms of entertainment for people to enjoy.

I have been watching this closely and it’s concerning how long this process has taken when it is clear that this is something that is wanted, needed, and welcomed.

Date: Monday, July 27, 2026 5:14:38 PM
Hello
I am writing to respectfully ask the City Council to reconsider the current ban on tattoo shops in downtown Brentwood. The ban reflects an outdated perception of the tattoo industry that no longer aligns with today’s society. Tattoo studios are licensed, regulated, and professional businesses that provide a legitimate form of artistic expression. People from all walks of life including teachers, healthcare professionals, military members, business owners, and parents choose tattoos as a meaningful way to express themselves.

As a community that values personal freedom and individual choice, Brentwood should allow adults to make their own decisions about legal forms of self-expression.

A professionally operated tattoo studio does not diminish the character of a downtown district any more than other personal service businesses. Instead, it gives residents the freedom to support local artists and businesses without leaving the area.

Lifting the ban would also encourage economic growth by attracting new customers, supporting small business owners, increasing foot traffic, and contributing to a more vibrant downtown. Many California cities have embraced tattoo studios as respected businesses that coexist successfully with restaurants, retail shops, and other local establishments.

I encourage the City Council to review this ordinance and consider replacing the prohibition with reasonable regulations that ensure tattoo studios meet high standards of professionalism and appearance. Doing so would recognize how much the industry has evolved while respecting the rights of responsible business owners and the personal freedoms of Brentwood residents.

Subject: Support to Amend Downtown Plab
Date: Tuesday, July 21, 2026 9:26:05 PM
Dear Brentwood City Council,
I am writing as a member of the Brentwood community to express my support for amending the Downtown Specific Plan to allow tattoo parlors within the downtown district.

I strongly believe in supporting locally owned, family-run businesses that invest in our community. Small businesses are the backbone of Brentwood, and they help create the unique character that makes our downtown a place people want to visit and enjoy.

Personally, I have been eagerly waiting for this amendment to be approved so I can finally get a long-anticipated tattoo from Golden Heart Gallery. I would much rather support a local Brentwood business than travel to another city for this service.

While I understand that not every tattoo studio will necessarily be family owned, allowing this type of business downtown will help attract a broader mix of visitors. A vibrant downtown should appeal to a wide variety of people—not just those coming to visit bars and restaurants. Tattoo studios are professional businesses that bring customers who also shop at local retailers, dine at local restaurants, and contribute to the local economy.

Updating the Downtown Specific Plan to include tattoo parlors is an opportunity to support entrepreneurship, increase economic activity, and create a more diverse and welcoming downtown for residents and visitors alike.

Thank you for your time and consideration. I encourage you to support this amendment and continue fostering a downtown that reflects the interests and needs of our growing community.

Sincerely,
Amber Zulawski

Subject: In Support of Allowing Tattoo Parlors in Downtown Brentwood Date: Sunday, July 26, 2026 7:38:05 PM
Dear Members of the City Council,
I am writing to express my support for allowing tattoo parlors in our downtown area.

Tattoo studios are legitimate small businesses that provide professional services and contribute to the local economy. Many modern tattoo shops are clean, well-regulated establishments that attract customers from both within and outside the community.

Allowing these businesses downtown can help increase foot traffic, support nearby restaurants and retailers, and encourage economic growth.

In addition, tattooing has become a widely accepted form of artistic expression.

Responsible tattoo businesses often reflect creativity, professionalism, and entrepreneurship, making them a positive addition to a vibrant downtown district.

I respectfully encourage the City Council to consider the benefits of permitting tattoo parlors in the downtown area. Supporting a diverse mix of businesses can make our downtown more welcoming, dynamic, and economically resilient while still maintaining appropriate health, safety, and zoning standards.

Thank you for your time, consideration, and service to our community. I appreciate your thoughtful review of this issue and hope you will support allowing tattoo parlors in the downtown area.

Hello,
I am writing to express my strong support for allowing tattoo shops to operate in downtown Brentwood.

As a local resident living within walking distance of the downtown area, my family and I frequently visit and support the local businesses. I believe that excluding body art establishments from this area is unfair and unjustifiably restricts viable businesses from thriving. I see no issue with welcoming these creative establishments into our community.

Subject: Tattoo/piercing Shops located in downtown
Date: Wednesday, July 22, 2026 11:01:43 PM
Good Evening,
I am reaching out to state my opinion on the shop Golden Heart Gallery in downtown Brentwood. I think it is unfair to say tattoo shops are not “family friendly” in downtown considering all of downtown businesses are 90% bars.

Removing tattoo/piercing shops in the downtown area is drawing away potential business and popularity to the downtown area. Not only does that affect the business owners but also affects the city. If you ever had the chance to even step into the shop, you would see it is not a ran down joint, like people who are against the shop are stating, instead it is a very welcoming and clean business that is made for people to self express. Whether that is a new earring or dedication tattoo for a loved one. I would also like to bring to your attention that there are other people providing a tattoo service. A tattoo is a tattoo, whether it is made to look like makeup or art. However, the city chooses to turn their head, instead of enforcing the ban like they are with Golden Heart. That is Discrimination. The people of Brentwood want a trustworthy business to go to. Where they know they will be receiving high quality services.

Golden Heart, formally known as Cal Punk, has made amazing connections with their clients and has brought many people together through out the years, and want to continue that friendship with the community. Many of us would like the city to reconsider their decision about this business.

Thank you for your time.

Subject: my support for change in downtown Brentwood
Date: Wednesday, July 22, 2026 9:46:07 PM
Good evening,
I am writing in support for change in downtown Brentwood. I understand that there have been some concerns about allowing a tattoo/piercing/permanent makeup artist to reside in downtown Brentwood. What was once called a "tattoo parlor" in years past, with a perception and image that only questionable people went into such establishments. We are in 2026 now, and for many years, these businesses do not hold the same image. Many people of all walks of life from college educated, businesspeople, government employees, educators and even grandparents have tattoos, piercings and permanent make up as a form of expression, religious beliefs and to feel good about themselves.

There are many thriving businesses in downtown Brentwood that bring in people from Brentwood and other cities, to dine, shop, bring their families, go to salons, etc. There are several bars in Brentwood that serve alcohol. Alcohol leads to driving under the influence and other issues. There are also 5 smoke shops in Brentwood, with one being on 2nd Street downtown. I personally don't like smoke shops, but I also understand that my opinion is mine and I also believe in moderation. Small business owners depend on sales to pay their bills, feed their families, etc. I can certainly understand limiting the type of businesses in the same vicinity, but doesn't Brentwood want to provide opportunity and growth for small business owners? I just wanted to voice my opinion.

To the City Clerk’s Office or Whom It May Concern,
I live in Brentwood, and I recently heard about the ban on tattoo shops in downtown Brentwood. I wanted to share that I think this rule is outdated and doesn’t really reflect our community anymore.

Tattoos have become very common, and people from all kinds of backgrounds have them. It doesn’t make much sense to keep a professional tattoo shops out of downtown based on old stereotypes.

About a year ago, I got a fine line tattoo at Studio V, and I had a great experience. The shop was clean, professional, and the artists clearly cared about their work. Experiences like that show that tattoo studios are just like any other small business.

I also think a tattoo shop would bring something different to downtown. Right now, there are plenty of boutiques, restaurants, and bars, but adding a tattoo studio would give people another reason to come downtown. More visitors means more people stopping at local restaurants, coffee shops, and other businesses, which benefits everyone.

I hope the City will reconsider this ban and give tattoo shop owners the same opportunity as other small businesses. I think it’s time to move past the outdated ideas about tattooing and support businesses that can make our downtown even better.

Thank you and please consider my thoughts
Sincerely,
Emily Parker

Subject: Public Comment: Downtown Specific Plan Amendment (SPA 25-001) – Tattoo Permitted Use Date: Friday, July 24, 2026 9:36:24 AM
Dear Mayor and Members of the City Council,
I am writing you to ask that the City Council lift the current zoning restrictions that prohibit tattoo studios from operating in downtown Brentwood (Downtown Specific Plan Amendment (SPA 25-001) – Tattoo Permitted Use). The existing ban is outdated and fails to reflect the reality of modern community standards, artistic expression, and local commerce.

Tattooing has evolved into a widely accepted form of meaningful, personal artwork worn by individuals across all professions and demographics. Modern tattoo studios are professional, safe, and heavily regulated spaces. They are not magnets for misconduct, nor do they negatively impact surrounding retail establishments. Furthermore, concerns regarding an overwhelming influx of shops are unrealistic; commercial zoning restrictions rarely result in an overwhelming influx of a single business type, regulating the density of any specific business type downtown.

I also question if all businesses downtown currently performing similar fine-line or cosmetic tattooing are being scrutinized equally. Selective or disproportionate enforcement, whether intentional or accidental, creates a harmful impression of bias and unequal treatment within our community.

Thank you for your time, consideration, and dedication to the fair growth of Brentwood.

Sincerely,

Dear City Hall,
I’m writing as someone who grew up in Brentwood and still cares deeply about the community and the future of our downtown.

I recently learned about the possibility of not allowing tattoo shops to operate downtown, and I wanted to share my support for allowing them. I believe downtown Brentwood should be a place where locally owned businesses have the opportunity to grow and become part of the community.

Tattooing has become a widely accepted form of art and personal expression. Tattoo shops today are professional businesses that serve people from all walks of life, including parents, professionals, veterans, teachers, and many other members of our community.

In particular, this is a family-owned and operated business. I believe that locally owned businesses like this can bring something unique and valuable to a downtown area. They provide opportunities for small business owners, bring people into the community, and contribute to the character and individuality of a town.

I hope the city will consider allowing tattoo shops downtown as long as they meet the same appropriate health, safety, zoning, and licensing requirements as other businesses. I believe businesses should be evaluated based on the quality of the business, the professionalism of its owners, and its ability to be a positive part of the community.

As someone who grew up in Brentwood, I would love to see downtown continue to grow while welcoming a variety of small, locally owned businesses. I believe giving this familyowned business the opportunity to establish itself downtown would be a positive addition to the community.

Thank you for taking the time to consider my perspective and for all you do for the Brentwood community.

Letter of Support for a Tattoo and Body Piercing Studio in Downtown Brentwood
To Brentwood City Council,
I am writing to express my strong support for allowing a professional tattoo and body piercing studio to operate in downtown Brentwood.

Tattooing and body piercing have become widely accepted forms of art, self-expression, and personal style. Reputable studios operate under strict health and safety regulations, maintain high standards of cleanliness and sterilization, and employ licensed professionals who prioritize the wellbeing of their clients.

I have personally received several tattoos and body piercings from Calculated Puncture, now known as Golden Heart Tattoo. Every experience has been professional, welcoming, and exceptionally clean. The artists have always demonstrated outstanding craftsmanship, attention to detail, and a strong commitment to safety and customer care. Based on my own experiences, I have complete confidence in the professionalism and integrity of this business.

A professionally operated tattoo and body piercing studio would be a valuable addition to downtown Brentwood. It would attract visitors from surrounding communities, increase foot traffic for neighboring businesses, and contribute to a thriving, diverse downtown that supports local entrepreneurs and the arts.

As Brentwood continues to grow, it is important to welcome businesses that reflect the interests and needs of today’s community. A regulated studio offering both tattoo and body piercing services provides adults with a safe, professional environment while supporting the local economy and creating employment opportunities.

I respectfully encourage you to support Golden Heart Tattoo’s presence in downtown Brentwood. Allowing this locally owned business to continue serving the community demonstrates Brentwood’s commitment to responsible business growth, artistic expression, and a vibrant local

I am writing to show my support regarding lifting the ban on tattoo shops in downtown Brentwood.

Tattooing is more than ink on skin, it is a form of artistic expression.

Tattoos often represent an individual’s identity, culture, beliefs, memories, and personal experiences. Tattoo artists use their creativity and skill to produce original works of art. Courts have increasingly recognized tattooing as expressive activity that is entitled to First Amendment protection. Restricting where tattoo studios may operate risks infringing upon these constitutional principles.

Beyond the legal concerns, banning tattoo shops from downtown sends a message that this form of art is somehow less significant than other creative or retail businesses. Tattoo studios are licensed, regulated establishments that contribute to local economies, attract visitors, and support small business growth. Many individuals such as myself are willing to travel miles to receive a tattoo from a well known artist. Brentwood itself has multiple sought after artists.

This city allegedly takes pride in supporting local businesses and entrepreneurs, yet for whatever reason is fighting against just that when it comes to tattoo shops. Is it perhaps because the council is discriminating against tattoos and artists? That’s how it appears to every individual I’ve spoken to about this matter. A community based city shouldn’t isolate a major percentage of their residents.

I recommend council truly looks within at their exact motives behind trying to block lifting the ban of tattoo shops in Downtown area. Personal vendettas and agendas shouldn’t be factored into this decision and council members who continue to do so should be immediately removed from representing this city.

Kayla

Good afternoon,
I am writing as a local resident to advocate for updating our downtown zoning policies to welcome modern, family-friendly body art studios.

The tattoo industry has evolved dramatically over the past decade. Modern studios are shifting away from the dark, intimidating parlors of the past. Instead, they are launching as bright, open, and inclusive boutique spaces. Allowing these family-friendly businesses to operate downtown aligns perfectly with our goals for civic revitalization and cultural growth.

Embracing this modern business model offers several key benefits to our community:

Diversified Commerce: Well-lit, upscale studios attract unique, multi-generational foot traffic.

Economic Spillover: Clients spend hours downtown, patronizing nearby restaurants, coffee shops, and retail boutiques.

Cultural Vibrancy: These establishments function as contemporary art galleries, showcasing talented local and visiting artists.

Destination Tourism: High-end custom studios regularly draw out-of-town visitors who invest in our local economy.

Modern Inclusivity: Progressive zoning signals that our city embraces diverse artistic expression and contemporary culture.

Updating our zoning framework ensures downtown remains competitive, vibrant, and welcoming to all residents.

Thank you for your time, dedication, and forward-thinking leadership.

Dear Members of the Brentwood City Council,
I am writing as a longtime Brentwood resident to express my support for allowing tattoo shops to operate in downtown Brentwood.

As our community continues to grow and evolve, I believe our downtown should reflect the diverse interests of the people who live here. Tattoo studios have become respected, professional businesses that contribute to local economies and support talented artists. I believe they would be a positive addition to our downtown and provide residents with another reason to visit, shop, and dine locally.

I understand that there may be concerns about the type of businesses or clientele a tattoo shop might attract, but I believe those concerns are based on outdated stereotypes. Today, people from every profession and background choose to get tattoos. Modern tattoo studios are clean, licensed, and professionally operated businesses that take great pride in their work and their communities.

Adding a tattoo studio downtown would not take away from the character of Brentwood—it could enhance it. Customers often spend time in the area before or after their appointments by visiting restaurants, coffee shops, boutiques, and other local businesses. This kind of activity helps increase foot traffic and supports the continued success of our downtown merchants.

Brentwood has done a wonderful job creating a welcoming downtown, and I believe there is room for businesses that reflect the interests of a broader range of residents while maintaining the charm and character that make our city special.

I respectfully ask the City Council to reconsider the current restrictions on tattoo shops in downtown Brentwood. I believe allowing these businesses would support local entrepreneurs, encourage economic activity, and demonstrate that our community is open to thoughtful growth and positive change.

Thank you for your time, your service to our community, and your consideration of this issue.

WE WANT TATTOO SHOPS DOWNTOWN!!!
I am a resident of Brentwood and our family absolutely supports the amendment to allow tattoo shops downtown.

Tattoo shops bring a love for creativity and art and help expand on the type of businesses we have downtown. We have so many coffee shops, bars and boutiques— it would be great to add some variety that would bring in revenue and drive foot traffic. A high quality shop it brings in business from other towns and counties; the foot traffic to other local businesses would increase as well.

Golden Heart is an amazing local business. They have a proven track of a clean and organized shop, organized with a professional, friendly and welcoming environment. They are truly a stand up shop with exceptional talent.

Juarez and Estrella are wonderful business owners and people. Their full range of services would be an incredible addition to downtown. I have personally received a piercing from Estrella and several tattoos from Juarez and I cannot recommend them enough! They care deeply about their work, clients, and community.

Thank you for your consideration,

Downtown already has plenty of clothing stores, bars, and restaurants. Adding a professional tattoo shop would bring something different and give people another reason to visit downtown. Tattoo shops today are clean, professional businesses, and I don’t think they should be treated differently from other small businesses.

I think allowing a tattoo shop would help make downtown more diverse and give local residents more options, instead of limiting the types of businesses that can open there.

Thank you for taking the time to read this and for considering my opinion.

I am a concerned Brentwood resident for almost 11 years now and follow a lot of the topics concerning this great city and community. One topic that has kindled my interest has been lifting the ban on tattoo shops in downtown Brentwood. I believe everyone should have a chance to strive and start a business in the downtown area. Tattoo shops are legitimate businesses just like any other business trying to establish themselves. The city council should seriously review this from that stand point and give the chance just like all the other shops that have strived in the downtown area. Thank you

Subject: Support Tattoo Parlor"s in Downtown Brentwood
Date: Monday, July 27, 2026 9:16:37 AM
Dear Members of the Brentwood City Council,
I am writing to express my support for allowing licensed tattoo studios to operate in Brentwood's downtown area.

Tattooing has become a widely respected and regulated form of art and self-expression. Modern tattoo studios are held to high standards of cleanliness, professionalism, and health regulations. Many are owned by local artists and small business owners who take pride in contributing positively to their communities.

Allowing tattoo studios downtown would help diversify the types of businesses in the area, attract new visitors, and support local economic growth. A well-run tattoo studio can complement other small businesses such as coffee shops, restaurants, boutiques, salons, and art galleries, creating a more vibrant and welcoming downtown district.

Rather than defining our downtown by outdated perceptions of the tattoo industry, I encourage the Council to recognize how much the profession has evolved. Many cities throughout California have successfully integrated tattoo studios into their downtown business districts without compromising the character or family-friendly atmosphere of their communities.

I respectfully ask the Council to consider updating the zoning regulations to allow licensed tattoo studios in the downtown area. Supporting responsible small businesses and local artists is an investment in Brentwood's future and reflects the diverse interests of our growing community.

Thank you for your time, consideration, and continued service to the residents of Brentwood.

Sincerely,
Richard A. Perez
Resident of Brentwood

Subject: Letter for the city council meeting to support opening a tattoo shop Date: Wednesday, July 22, 2026 9:15:56 AM
To the Honorable Mayor and Members of the Brentwood City Council:

I am writing to express my strong support for the approval of a tattoo studio in downtown Brentwood.

As a teacher at Brentwood Elementary School, I have had the privilege of knowing the owners both personally and professionally. They have tattooed me, and I have always been impressed by their professionalism, artistic talent, attention to cleanliness, and the respect they show every client.

What stands out even more is their dedication to giving back to our community. They have generously volunteered their time in classrooms at Brentwood Elementary, sharing their artistic abilities with students through drawing lessons and other creative activities. Their patience, kindness, and ability to inspire creativity have made a positive impact on our students.

They have demonstrated that they are not only talented artists but also caring individuals who genuinely want to contribute to the community.

Downtown Brentwood continues to grow and evolve, and I believe businesses owned by responsible, community-minded people help strengthen that growth. The owners have shown through their actions that they value education, community involvement, and professionalism. I have every confidence they will operate a clean, welcoming, and respectful business that will be a positive addition to our downtown.

I respectfully ask you to support their application. I believe they will represent Brentwood well and contribute positively to the character and success of our downtown business community.

Thank you for your time, consideration, and service to our community.

Sincerely,
Stacy Hernandez

Subject: 7/28/26 Council Meeting - Tattoo Parlors Downtown Date: Monday, July 27, 2026 3:36:00 PM
City Council Members,
Thank you for taking the time to consider this message. I’m writing to share why a wellဩrun, familyဩfriendly tattoo parlor would be a positive and beneficial addition to our downtown district.

Modern tattoo studios have evolved far beyond outdated stereotypes. Today’s reputable shops operate with the same professionalism, safety standards, and customer service expectations as any other personalဩcare business. A familyဩfriendly studio—one that prioritizes clean design, community values, and an inviting atmosphere—can bring several advantages to our downtown area:
• Economic Growth: Tattoo studios generate consistent foot traffic, attract visitors from surrounding cities, and encourage customers to explore nearby restaurants, shops, and local businesses. • Community Engagement: Many modern studios host art shows, charity events, and youthဩfriendly creative workshops, helping strengthen community ties and support local artists. • Downtown Revitalization: A tasteful, wellဩdesigned tattoo parlor adds vibrancy and diversity to the business mix, making downtown feel more modern, inclusive, and culturally relevant. • Safe, Regulated Environment: Licensed tattoo studios follow strict health and safety protocols, offering a controlled and professional environment compared to unregulated alternatives.

A familyဩfriendly tattoo parlor would not only be lucrative but would also contribute to a welcoming, creative, and thriving downtown experience for residents and visitors alike.

Thank you for your time and consideration.

Hello,
I’m writing to share a fresh perspective on how a professionally operated, familyဩfriendly tattoo parlor could serve as a meaningful and beneficial addition to our community.

Downtown thrives when it offers a diverse mix of businesses that appeal to a wide range of residents and visitors. A modern tattoo studio—clean, welcoming, and artistically driven—can contribute to that balance in several positive ways.
• A Creative Anchor: Tattoo artists are skilled professionals who bring artistry, craftsmanship, and cultural relevance. Their presence can help foster a creative environment that complements existing local businesses.
• Increased Foot Traffic: Tattoo studios attract steady clientele, many of whom explore nearby shops, restaurants, and entertainment venues before or after their appointments. This boosts overall downtown activity and supports neighboring businesses. • FamilyဩFriendly Approach: Today’s reputable studios often offer a warm, inclusive atmosphere, focusing on custom artwork, community engagement, and safe, regulated practices. This helps dispel outdated misconceptions and ensures the space feels comfortable for all ages.
• Economic Benefit: A wellဩrun studio generates reliable revenue, contributes to local taxes, and can help fill vacant storefronts—strengthening the economic health of the district. • Community Connection: Many studios participate in charity events, art walks, and local festivals, adding vibrancy and opportunities for residents to connect.

A thoughtfully designed tattoo parlor would not only be lucrative but would also enhance the cultural and economic landscape of our downtown. I hope you will consider the value it could bring to our community.

Thank you for your time and consideration.
