Purpose
To provide an opportunity for the City Council to discuss the current Council Subcommittees, and to assign Councilmembers to Subcommittees, regional bodies, and liaison duties.
Recommendation
Staff recommends that the City Council
1. Hold a workshop to review current City Council Subcommittee/regional body/liaison assignments and discuss the appropriate type and number of such bodies, and
2. Appoint Councilmembers to their county boards and commission assignments, Council Subcommittees and as liaisons to City Commissions/Committees for the year.
Background
A Subcommittee is any grouping of a main body (in this case, the City Council) that represents less than a majority of that body (2 members of a 5-member Council, for instance)1. The City Council currently has twenty-four Subcommittees (Attachment 1). They are a mix of permanent and ad hoc Subcommittees, and each was formed to further delve into issues that otherwise would be challenging to do at the Council level. Subcommittee are very effective tools for the City Council to “deep dive” into substantial, controversial, or otherwise weighty issues/items.
The current policy for the use of Subcommittees is typically through one of two mechanisms:
1. Two Councilmembers request the Council assign a project to a Subcommittee using a Colleague’s Memo

2. Staff can request that a Subcommittee can meet (these requests will also be presented at Council for discussion)
This process allows for a clear and transparent system that allows residents to track the origination and evolution of Subcommittee items.
Discussion
Two factors support this workshop:
1. The Council has a new Mayor and a new member, and it appropriate for this type of high-level review
2. Subcommittees are typically formed when a need is identified, but there is not a corresponding review of the other Subcommittees at the same time, which could lead to redundancies and overlap.
Given the ad hoc nature of the creation of Subcommittees typically, and it being appropriate for the new Council/Mayor review existing programs, policies, and tools it has at its disposal on a regular basis, this item is before you to:
1. Discuss the current Subcommittees (should new Committees be created, existing Committees combined or eliminated, etc.)
2. Assign Councilmembers to the various bodies, including the reconstituted list of Subcommittees.

Attachment 3 is a list of all Subcommittee meetings held since 2017.
Of the current 24 Subcommittees, the following have concluded their work:

Observations
1. “Land Use” Subcommittees – The City Council utilizes three Subcommittees (Affordable Housing, Planning, and Sierra Point Parkway Design) to consider “land use”-related issues.
While staff is not recommending a particular change, Council may wish to consider consolidation of Subcommittees if deemed advantageous.
2. Several Committees listed above have not met or have not met in recent years.
Additionally, some issues, such as those discussed at the Traffic Demand Management (TDM), Community Garden, and Cannabis Subcommittees have been resolved.
3. New Opportunities –There are five liaisons’ assignments for the five City Commissions and Committees (Planning Commission, Parks and Recreation Commission, Open Space and Ecology Committee (OSEC), Complete Streets Committee, and Inclusion, Diversity, Equity and Accountability Committee (IDEA).
Of these, two (Planning Commission and Complete Streets) have Council Subcommittee analogues with the Planning and Infrastructure Subcommittees. Parks and Recreation and OSEC do not currently have such an analogue.
Two opportunities for future analogues may exist:
a. A “Parks, Trails, and City Property Beautification Subcommittee” would provide the Council an opportunity to support and provide guidance to such issues in a format not currently available.
b. An “Environmental and Sustainability Subcommittee” similarly would provide an avenue for Council involvement.
The Council may also wish to create an Emergency Preparedness Subcommittee that can support such discussions. If such a Subcommittee were to be created, staff envisions it meeting quarterly.
4. Name Changes –
a. “Fiscal and Administrative Policy” to “Fiscal Policy” to reflect its duties related to finance issues as the term “administration” indicates a broader role.

b. “Public Information/Technology” to “Communications, Outreach and Engagement” clarify the Subcommittee’s responsibilities related to broader engagement with residents on these matters.
Subcommittees not otherwise discussed above are not suggested for further discussion, unless the Council wishes to do so.
