Subject: Toxic Neighbor Laundry Room
Date: Wednesday, March 11, 2026 10:32:41 PM
Dear City Council Members,
I don't know who to turn to regarding this problem, and am looking for guidance, please.
I live in a small home next door to a three story apartment building (35 San Bruno Ave). Their laundry room dryer exhaust vents directly across from my bedroom window. This is problematic for multiple reasons. 1) The noise of the machines are loud and directed straight at my bedroom. This prevents sleep and even wakes me up in the middle of the night.
2) The tenants do not adhere to the laundry room hours, and the management and owner do not enforce the hours; nor do the police.
3) Worst of all, the fumes expelled by the dryers are scented, and I am allergic to scented products. When exposed, I get an instant headache, a congested nose, and a sore throat. 4) The scented products are carcinogenic. This is why you see the Proposition 65 signs hanging in laundry rooms.
Because of the above issues:
- I must keep my doors and windows sealed at all times. I feel like a prisoner in my own home! - I cannot enjoy my yard when the laundry room is being used, because the scented fumes encircle my home and set off my allergies.
- In spite of my sealed windows and doors, the noise travels into my home, loud and clear. - I am unable to open my windows on warm nights, as the laundry room may be used at any time. - The air quality and humidity levels in my house are bad, due to having to keep my house sealed up, day and night.
There are a lot of tenants in the apartment next door. The laundry room is frequently used. I have little quality of life, both in my home, and on my property.
What rights do I have against this toxic and noisy onslaught? What remedies are available to me? It seems that a laundry room that faces directly across from a window of another residence should be prevented from making noise and spewing carcinogenic toxins. Are there ordinances to this effect? If not, can ordinances be enacted? I appreciate and look forward to any assistance that you can provide.
Thank you and best regards,
Denise Gregory

Dear Council Members,
The attached video shows the exhaust coming from the laundry room of 35 San Bruno Ave, and traveling directly to the home of 99 San Bruno Ave.
This is an example of what is happening day and night, and having a profoundly detrimental effect on my quality of life , both in my home and on my property, as explained in the email that was sent on 03/11/2026 at 10:32 PM.
Thank you for your consideration of this deeply frustrating situation.

Re: Redevelopment Agency of the City of Brisbane Loans for Visitacion Garden - Conditional Letter to RFP
Dear Ms. Ayres:
As we explained with our correspondence on June 19, 2025, we are supportive of the City’s and Authority’s efforts to reposition the Project with a new long-term lessee or operator. With a prospective new lessee working towards City Council approval on April, 2026, we want to reiterate our support of the transfer of the property to the new lessee and any agreement to alter the terms of the lease are conditioned upon the City's agreement that, regardless of the outcome of the RFP, the Authority and City will:
(a) forgive existing Project loans and interest that consist of (i) a loan made by the Redevelopment Agency of the City of Brisbane (Agency) to BRDIGE Housing Corporation (BRIDGE) in the original principal amount of One Million Dollars ($1,000,000) from the Agency's Low and Moderate Income Housing Fund (Agency Loan), and (ii) a loan made by the Agency to BRIDGE in the original principal amount of One Million Five Hundred Thousand Dollars ($1,500,000) from the proceeds of bonds issued by the Agency deposited in the Agency's Low and Moderate Income Housing Fund (Bond Proceeds Loan); (b) release BRIDGE, and cause any new lessee or operator to release Brisbane Senior Housing, Inc., as current lessee, from ongoing liabilities associated with the Project; (c) work with us to seek to cause the County of San Mateo’s (County) Project loan to be forgiven concurrently with the Authority’s loan; (d) terminate the lease as soon as practicable in light of the RFP responses.

Subject: Re: {MOB} Community Park Cameras
Date: Thursday, March 5, 2026 6:10:42 PM
Dear Council Members,
Thank you for welcoming our voices on the important topic of cameras in Brisbane Park. As a Brisbane resident and frequent visitor to the park, I encourage you to vote no. Here's why:
-We are increasingly living in a surveillance state where our data is being used far beyond what was intended or thought unlikely because of safeguards that sadly failed. -Video and photo data of our faces is being gathered illegally and used legally, ignoring privacy policies of companies.
-Our facial data is being combined in new ways that enable a level of scrutiny, sometimes misattributed to us, but the task of explaining, "That's not me," can lead to a long and costly experience. -The cameras themselves and the data are hackable, unless the pilot project is using data not connected to the internet, but through a direct cable from each camera into an offline database on city property, using post-quantum encryption, and the data is deleted periodically, plus anytime someone accesses the data it creates an audit trail, using immutable logs. The city can then clearly state the data is safe and will not be shared with third-parties. Dollars to donuts your contractor is not following these protocols.
Beyond those documented reasons, it is refreshing to be in a public space without cameras; without wondering how my likeness may be used or my actions taken out of context. I don't want this for myself nor my family nor anyone else's kids.
If Council Members really want to increase public safety, then first consider making the park brighter at night and changing the visible presence of police officers in the park.
I understand that a 40-year review of CCTV cameras in public spaces showed that cameras can be helpful to reduce vehicle and property crime, but not when used as a "stand alone" intervention. No one likes having bad encounters with others in public. The reason for this pilot project is rooted in a legitimate grievance, but please do not expand collective surveillance / punishment because of it.
People say, "I've got nothing to hide," but does that mean we are all deserving of distrustful scrutiny, sanctioned by our local government? Is that the kind of community and relationship we want with our neighbors and our town? Are we becoming the City of Surveillance and no longer of the stars? Thank you for your time and consideration,
Marc
