V.Review and Acceptance of the Fiscal Year 2022-2023 Audit W. Receive Sanitary Sewer Smoke Testing Informational Update Public Works Director Bozorginia reported that smoke testing is a standard method used by many jurisdictions to evaluate sanitary sewer systems and identify defects such as cracks, leaks, and improper connections that contribute to inflow and infiltration (I&I). While commonly used throughout the region, smoke testing has not previously been conducted in Brisbane. He added that staff is implementing a smoke testing program to better understand system conditions and prioritize future maintenance and capital improvements.
He also added that the smoke used is safe and does not pose a health risk and staff anticipate conducting smoke testing in targeted areas during the second half of June 2026. In advance of this work, the City is conducting a series of outreach efforts starting next week.
After no council questions and discussion, Council thanked Public Works Director Bozorginia for the update.
Finance Director Yuen provided an overview of the Fiscal Year 2022-2023 Audit report, also known as the Annual Comprehensive Financial Report, and the correlating Memorandum on Internal Control.
The City’s General Fund revenues increased by $5.2 million, or 22.6% compared to the prior fiscal year amount of $23.2 million. X. Receive Local Hazard Mitigation Planning Update
Assistant City Manager Fernandez reported that to be eligible for hazard mitigation grants and certain disaster recovery funds, a public agency must adopt a local hazard mitigation plan that has been approved by the California Office of Emergency Services (CalOES) and by the Federal Emergency Management Agency (FEMA). This is the fourth time Brisbane is updating its plan, occurring every five years, with the last action taken on November 18, 2021. She added that the plan is to have a CalOES and FEMA approved plan in the fall to allow San Mateo County and Plan Participants to put it on Board agendas for adoption before the current plan expires in December.
After council questions, no public comment and no council discussion. Councilmembers thanked Assistant City Manager Fernandez for the update.
Y. Discuss Public Art Advisory Committee Membership Composition and Consider Adopting a Resolution to Amend the Public Art Implementation Guidelines
City Manager Dennis reported that the Public Art Implementation Guidelines were most recently amended on September 18, 2025 to ensure consistency with the Public Art Master Plan. As part of this amendment, the structure of the Public Art Advisory Committee (PAAC) was adjusted by eliminating the appointment of two Parks and Recreation Commissioners and two Councilmembers and increasing the number of community members from three to seven.
As a result of the changes made to the Public Art Implementation Guidelines, the City Council held a special city council meeting on April 21, 2026 to recruit four community members to the PAAC. As a result of this recruitment, two community members were offered a committee seat. Subsequently, one of the two appointees declined the appointment, leaving the PAAC with just one new appointee.
Public Art Implementation guidelines state that PAAC be made up of seven members. However, other committees such as the Complete Streets Safety Committee (CSSC) and the Inclusion, Diversity, Equity, and Accountability (IDEA) Committee have language in their bylaws indicating a composition of "five to seven members".
City Manager Dennis added that if Council wishes to align with CSSC and IDEA Committee membership bylaws, staff propose amending the Public Art Implementation Guidelines to reflect a range of five to seven committee members appointed by Council. Amended implementation guidelines and an accompanying resolution are attached for consideration.
Currently, the PAAC has four vacancies. If membership remains unchanged, the City Clerk will proceed with recruitment for these four positions. Alternatively, if Council reduces PAAC membership to five seats, the City Clerk will recruit for the single remaining vacancy.
After Council questions, Michael Barnes commented that there should be a public accounting of what public arts funding is and it should be part of the municipal code to ensure that public arts fund are spent according to the law.
After Council discussion, Councilmember O’Connell made a motion to retain the Public Art Advisory Committee membership to seven. The motion failed with a 2 to 3 vote.
