U. Presentation on Public Tree Inventory and Consider Adoption of Citywide Canopy Goal Sustainability Manager Etherton reported that staff recommend that the City Council accept the Public Tree Inventory and Management Plan, receive a presentation from GIS Manager Sage of the Hubsite, and adopt a citywide tree canopy goal.

The City of Brisbane completed an inventory of City owned trees in the spring of 2024. The inventory of approximately 5000 trees and accompanying data was collected by PlanIT Geo. In addition, a separate citywide review of the tree canopy was performed by PlanIT Geo comparing satellite data from 2010 and 2022 of tree cover across the jurisdiction’s boundaries. Key findings is publicly accessible via the interactive ‘Brisbane Tree Inventory’ Hub Site.

The Open Space and Ecology Committee recommended a goal of increasing canopy coverage by an additional 10% by 2040—resulting in 23% canopy cover—with distribution by general land use type. OSEC has begun exploring programmatic pathways to support achieving this goal, and staff anticipate bringing forward future plans and budget requests.

After Councilmember questions, Michele Salmon thanked the council for their support of this tree initiative and shared that OSEC is already discussing future proposed plans to meet the citywide canopy goal.

After council discussion, Councilmember Lentz, and Councilmember O’Connell approved the adoption of a citywide tree canopy goal of increasing canopy coverage by an additional 10% by 2040—resulting in 23% canopy cover—with distribution by general land use type.

The motion passed unanimously by all present.

V. Master Fee Study Results and Preliminary Master Fee Schedule Finance Director Yuen and Kushboo Ingle of Matrix Consulting Group, reported on the Master Fee Study results to Council for a general review of the Study and the proposed Master Fee Schedule.

During the review of the Budget for Fiscal Year 2024-25, Council directed staff to conduct a Master Fee Study to review the existing Master Fee Schedule and determine subsidy ratios, service costs, market trends, compliance and whether the City is optimizing the methods available to assess service fees. Given at the time, budgeted operating expenses exceeded the City’s budgeted revenues, the City wanted to review its revenue streams to explore additional opportunities for growth or restructuring. The last study was conducted in 2002.

The Study made many recommendations; some of those recommendations are:
• Increase certain fees to reflect the full cost of providing the service. • Not implementing the full cost recovery for certain fees primarily due to competitive pricing of neighboring jurisdictions.
• Increase some Parks and Recreation and Marina fees to reflect market value. • Reorganize the Master Fee Schedule for clarity and ease of reference. • There were several fees that were higher than service cost or higher than regulation and needed to be reduced.
• Continue using the Consumer Price Index for the San Francisco Bay Area (“CPI”) for annual adjustment determinations
After Council questions, no public comment and council discussion, staff were directed to prepare Master Fee Schedule for Public Hearing.
