Public Hearing
H. Receive Information on Compliance with Assembly Bill 2561/Government Code Section 3502.3 Regarding Vacancies, Recruitment and Retention Efforts City Council Meeting Minutes
June 4, 2026
Finance Director Partin reported that Assembly Bill (AB) No. 2561 was signed into law, and established Government Code Section 3502.3 (GC 3502.3). This new legislation imposes a formal obligation on public agencies to publicly report on the status of their vacancies. The California Legislature enacted these requirements in response to the recognition that staffing vacancies present a widespread and significant challenge across the public sector. Agencies are also required to disclose any changes to policies, procedures, or recruitment activities that may pose obstacles to the hiring process. GC 3502.3 also grants recognized employee organizations the right to present their own comments or recommendations during the same public hearing, regardless of the vacancy rate, ensuring that their perspectives are included in the agency’s annual discussion on workforce challenges.
Human Resources Director added that throughout calendar year 2025, the City maintained an average vacancy rate of 5.2% across all bargaining units. During the year, the City conducted seventeen (17) recruitments, double the number completed in the previous year. The average time to fill a regular vacant position, including continuous recruitment, was 93 days. For CY 2025, the City’s turnover rate was 3%, reflecting a strong ability to retain employees.
After no council questions, Mayor Mackin opened the public hearing.
Councilmember Davis made a motion, seconded by Councilmember Kern to close the Public Hearing. The motion passed unanimously by all present.

New Business
I. Review and Approve a Proposal for a Traffic Assessment Study as Requested by the Parkside II Subcommittee
Assistant City Manager Fernandez reported that for this item, staff recommend City Council review and approve a contract with traffic and engineering consulting firm, Fehr & Peers, for a Parkside Traffic Assessment Study in an amount not to exceed $23,140.
Mayor Mackin and Councilmembers Lentz serve on the Ad Hoc Parkside II Subcommittee to explore a second phase of the Precise Plan in visioning potential social and economic benefits of the area. The ad hoc subcommittee worked with Fehr & Peers on a proposal for a traffic assessment to study the proposed closure City Council Meeting Minutes

of Old County Road and a potential new traffic signal on Bayshore Blvd. The proposed concept includes closing a segment of Old County Road that currently connects Bayshore and replacing it with a new roadway connecting Old County Road to Bayshore Blvd north of the Brisbane Shopping Center. The new roadway would require a new traffic signal on Bayshore Blvd between Valley Avenue and Tunnel Avenue. The existing Old County Road right- of-way could then be used as a part of a redevelopment project to support the City’s goals.
After council questions, Michael Barnes commented that retail development is not the City’s expertise and the City cannot afford new roadways. The work should only focus on the Bank of America site.
Michele Salmon commented that this does not take into account sea level rise.
After council discussion, Michele Salmon also suggested that a traffic study should include traffic going in bound from San Bruno Avenue. Adding that the traffic study should be comprehensive and useful.
After further council discussion, Council approved a proposal for only an initial Traffic Assessment Study as Requested by the Parkside II Subcommittee to determine if the proposed concept is feasible.
Councilmember Davis made a request to have the ad hoc subcommittee work with Good Cities and bring this item back but as a package of options.
Staff was directed to bring this item back to a future council meeting after the completion of an initial traffic assessment, and depending on the feasibility of the concept plan, with a revised Fehr & Peers proposal with less additional costs.
