Community Development Director Ayres reported that tonight is the first City Council public hearing regarding the Brisbane Baylands Specific Plan, Final Environmental Impact Report (FEIR), and related approvals. The Council will consider the project materials through a structured series of hearings organized around Measure JJ requirements and the major components of the Baylands Specific Plan and FEIR.

Staff and consultants presented on the following 3 topics:
• Measure JJ and the General Plan requirements that govern the Baylands Specific Plan Measure JJ, approved by 55% of Brisbane voters in November 2018, established the land use framework for the Baylands subarea: a Planned Development designation allowing a range of 1,800–2,220 housing units (limited to the northwest portion of the site), up to 6.5 million square feet of commercial uses, and an additional 500,000 square feet of hotel space. Measure JJ also set standards to be incorporated into the Specific Plan and an associated development agreement for the Baylands subarea. To approve the project, the Council will need to find that the Specific Plan is consistent with the General Plan, including Measure JJ’s policies
• The Specific Plan’s sustainability program and design for ongoing energy neutrality (Measure JJ Topic 3.G)
Specific Plan Chapter 4 (Sustainability) is intended to satisfy the Measure JJ provision 3.G to be energy neutral on an on going basis. Its policies and standards are built around the City's Sustainability Framework for the Baylands, which itself is based on the One Planet Living program's ten guiding principles: Zero Carbon Buildings, Zero Waste, Sustainable Transport, Local and Sustainable Materials, Local and Sustainable Food, Sustainable Water, Open Space and Habitat, Culture and Heritage, Economic Vitality with Equity and Ecology, and Recreation, Health, Safety and Happiness.
• Air quality and greenhouse gas (GHG) impacts and associated mitigation measures identified in the EIR.

The EIR identifies one significant and unavoidable air quality impact: Impact AQ-1 (Emissions of Criteria Air Pollutants for which the Bay Area Air Basin is in Nonattainment), which remains significant at both the project and cumulative level even after all feasible mitigation. Also, the Final EIR evaluates the significance of the project’s GHG emissions under two specific thresholds identified in the EIR: GHG-2, addressing effects on regional GHG emissions, and GHG-3, addressing consistency with applicable GHG-reduction plans, policies, performance standards, and regulations.

Stephanie Shakofsky, Senior Vice President of Government Affairs of Baylands Development, Inc. presented on behalf of Baylands Development Inc.
