CITY OF BUELLTON

QUARTERLY FINANCIAL REPORT
Fourth quarter ending June 30, 2023
October 12, 2023
Overview
The purpose of this financial report is to provide
financial information for the City of Buellton. This
report focuses on the fourth quarter of fiscal year
2022/23 and covers the period July 1, 2022 through
June 30, 2023. The report is presented quarterly
and concentrates on the General Fund and
Enterprise Funds. The quarterly financial report
presents the City’s financial position, considers
economic factors and highlights trends based on the
City’s budget versus what actually occurred during
the period. A discussion of other economic factors
provides a means of comparing the local economy
against larger economic events that may affect the
City of Buellton. This quarterly financial report is a
valuable tool to the Council, staff and general public.

U.S. Economy
According to the U.S. Bureau of Economic Analysis
(BEA), in the second quarter of 2023, real gross
domestic product (GDP) increased to an annual rate
of 2.1 percent. The increase in the second quarter
was primarily driven by growth in consumer
spending and business investment, partially offset
by a decrease in exports and decrease in imports.

According to the U.S. Bureau of Labor Statics (BLS),
the unemployment rate in the U.S. was 3.6 percent
in June 2023 which remained unchanged from May
2023. Total nonfarm payroll employment increased
by 209,000 in June. Employment continued to trend
up in government, health care, social assistance and
construction.

Furthermore, the inflation rate continued to slow
over the year from 6.4 percent in January 2023 to

3.0 percent in June 2023. Lower inflation rates
encourage spending and investment. It also
influences the federal interest rate. The Federal
Reserve held its benchmark interest rate steady at a
range of 5 percent to 5.25 percent in June 2023
according to a CNBC report. The decision came after
the central bank had raised interest rates eleven
times since March 2022, which had increased
borrowing costs for millions of Americans. The
increases helped push 30-year mortgage rate over 7
percent and also spiked borrowing costs for other
consumer items such as auto loans and credit cards.

According to the BLS, the Consumer Price Index (CPI)
for June 2023 increased by 0.2 percent on a
seasonally adjusted basis, following 0.1 percent
increase in May. Over the last 12 months, the all
items index increased by 3.0 percent. The index for
shelter was the largest contributor to the increase
accounting for over 70 percent of the increase. The
increase was also due to motor vehicle insurance,
apparel, recreation and personal care. The indexes
for airline fares, communication, used cars and
trucks, and household furnishings and operations
were among those that decreased over the month.

The median existing-home price in the U.S. was
$410,000 in June 2023, according to Trading
Economics. This represents a 1.9 percent from one
year ago. According to Zillow’s June 2023 forecast,
home values are anticipated to grow 5 percent in
the next year.

California Economy
The UCLA Anderson’s Forecast reports that
California’s economy remains robust, but its outlook
is weaker than it was the last quarter due to the
weakening national economy. The future of
California’s economy was forecasted to perform
better than the nation’s in the months and years
ahead.

According to California Employment Development
Department (EDD), the unemployment rate in

Page 22 of 62 ends

Quarterly Financial Report –Third Quarter Ending June 30, 2023 Page 2

Page 2 ends

California was 4.6 percent, a slight increase of 0.1
percent from May. During June 2023, employers
added 11,500 nonfarm payroll jobs to the economy.

Six of California’s eleven industry sectors gained
jobs in Private Education and Health Service
showing the largest gains for the second
consecutive month thanks to strength in Other
Private School and Instruction, as well as Offices of
Other Health Practitioner and Nursing Care
Facilities. Leisure and Hospitality also recorded good
numbers due to above average gains in LimitedService Restaurants. Trade, Transportation and Utilities posted the largest month-over reduction.

This was due to losses in the Merchant Wholesalers,
Nondurable Goods, the Courier and Messengers,
and the Warehousing and Storage industry groups.

According to the BLS, Consumer Price Index (CPI) in
California’s Los Angeles area in June 2023, increased

2.5 percent from a year ago. The June increase was
influenced by higher prices for shelter. Food prices
increased 4.5 percent. Energy prices decreased 14.8
percent, largely due to the decrease in the price of
gasoline. The index for all items less food and energy
increased 4.0 percent over the year.

The median home price for California in June 2023
was $762,981, based on the Zillow report for that
month. This was a decrease from the previous
month, when the median price was $838,260,
according to the California Association of
Realtors. The median price also declined by 2.4
percent from June 2022, when it was $858,800. The
decline in prices was attributed to elevated interest
rates, limited new listings, and affordability
issues. However, the inventory of homes for sale
increased by 7.1 percent compared to last year.

City of Buellton
The City’s General Fund ended the fourth quarter of
2022/23 with about $12.8 Million in cash balance,
which is about a $1.7 Million increase from the prior
year. The fund balance at the end of the fiscal year
was about $13.9 Million which is approximately a
$1.9 Million increase from the prior fiscal year.

Current revenue including transfers-in from reserve
is 82.20 percent of budget projections. The
budgeted projections for operating revenue was
$10,800,414 and actual operating revenue
exceeded projections at $11,461,732.67, or 106.12
percent of projections. The majority of the revenue
received was from growth in sales tax revenue,
transient property tax, and property taxes. The City
has become a tourist destination with its top sales
tax business groups being: Auto and Transportation,
Fuel and Service Stations, and Restaurant and
Hotels. The City continues to be consistent with
transient occupancy tax revenue with the average
occupancy rate of 68 percent compared to 70
percent the prior year.

Current expenditures including transfers-out for
capital projects are at 68.51 percent of budget. The
budgeted operating expenditures was $9,734,306
and actual expenditures were below budget at
$9,214,986, or 94.66 percent of the budget. Of the
total expenditures, the budget was $4,210,210 for
capital projects and actual expenditures was
$338,732, or 8.04 percent. The non-expended
amount for capital projects are carried forward to
the next fiscal year. Typically, these projects had not been completed at the fiscal year, or they had not
yet commenced.

The Water and Water Capital Fund ended the fourth
quarter with a combined fund balance of about $8.4
Million and $4.6 Million in cash. Water Fund
Operating revenues ended the fourth quarter at

62.78 percent while operating expenses were at

47.62 percent. Water capital expenses through the
fourth quarter are at 11.33 percent of budget.

The Sewer Fund ended the fourth quarter with a
combined fund balance of about $3.2 Million and
$1.7 Million in cash. Wastewater operating revenue
ended the fourth quarter at 51.54 percent while
expenses were at 64.45 percent. Wastewater
capital expenses through the fourth quarter are at

25.0 percent of budget.

Total revenues through the fourth quarter are $437,148 (3.97%) higher than the previous fiscal year. Total expenditures are $850,037 (8.90%) higher than the previous fiscal year.

The revenue category with the largest increase is the “Taxes” category. Revenue from this category is $370,292 (3.79%) higher than last year’s fourth quarter revenue. The majority increase is due to higher revenue from sales tax which is $328,551 higher (10.00%) compared to the same period last year, July to June. Revenue from property tax increased by $92,259 (5.05%).

The revenue category with the second largest increase is “Use of Monies and Properties”. Revenue from this category is $160,434 (173.79%) higher than the previous year’s quarter. The majority of the increase was due to higher interest rate earnings in the Local Agency Investment Fund (LAIF), Money Market and Certificate of Deposits (CDs). LAIF interest rate was 2.74% for quarter ending June 30, 2023 compared to the interest rate of

0.32% the prior year. LAIF interest earnings was $108,342 compared to $16,858 the prior year. Money market interest rate at June 30, 2023 was 3.35% compared to 0.20% the previous year. In November 2022, the City moved $5 million into the money market fund and has earned about $51,000 interest compared to about $80 the previous year.

The revenue category with the largest decrease is “Other Revenue”. Revenue from this category is $127,356 (54.41%) lower than the previous year. This category recognizes miscellaneous revenue such as revenue from Chargepoint, SYVTBID administration fees, police reports, and other one-time revenue such as cost reimbursements. Last fiscal year, the City had an outstanding note receivable in the amount of $140,000 that was paid off. Through the current fiscal year’s fourth quarter, the City has recorded steady revenue from miscellaneous revenue sources.

Total General Fund expenditures are $850,037 (8.90%) higher compared to the prior fiscal year during the same period. The majority of the increase in General Fund expenditures is in the Operating and Maintenance category.

Operating and Maintenance is $1,443,039 (20.53%) higher than the previous year mainly due to a one-time payment of about $1.5 million towards California Public Employee’s Retirement System (CalPERS) pension plan’s unfunded accrued liability (UAL) balance as of the June 30, 2021 measurement date.

Employee services increased $120,122 (5.55%) from the prior year. Effective July 1, 2022, full-time employees received a 3.5 percent cost-of-living adjustment (COLA). COLA increases resulted in about a $60,000 increase to salaries. The majority of the increase is attributed to the increase in medical benefit for full-time employees.

Effective January 1, 2023, full-time employees received $1,200 in monthly medical contribution compared to the previous $800 monthly medical benefit. The change in the City’s contribution resulted in an increase of $48,000 to employee benefits for the fiscal year. In addtion, the increase is also attributed to salary and benefits due to the filled vacant full-time position in the Planning Department for an Associate Planner.

The decrease in Minor Capital was mainly due to the recognition of capital leases as an assest per GASB 87 the prior year. Inreases in minor capital resulted from the aquisiton of new phones, cameras, and headsets for City employees in addition to the purchase of a new server.

The “Transfer for Capital Outlay” category expenditures are $642,109 (189.56%) lower than the previous year.

Last fiscal year, the majority of those expenditures were for the ENGIE energy project and completion of road maintenance project FY 2020/21. Capital improvement projects (CIP) currently in progress and others not yet

Sales Tax
At the end of the fourth quarter, the City received 104.78 percent of the total projected Sales Tax revenue.

Payments are recorded when received and applied to the corresponding month of sales; usually payment is received from the State of California two months after the sales tax is collected. Sales tax revenue fluctuates each month in conjunction with seasonal flows. Increase is largely due to strong performances in the Fuel and Service Station, Autos and Transportation and Restaurant and Hotel business groups, Transient Occupancy Tax (TOT)
TOT revenue is a major component of the City’s General Fund. TOT payments for the reporting period are due on the 20th of the following month and cause revenue streams to lag one month. The City received 105.52 percent of anticipated revenues at the end of the fourth quarter. Higher occupancy rates and higher hotel prices contribute to the increase, as the City receives 12 percent of the total taxable rent collected from each hotel within the City.

Property Tax
The City’s property tax revenues are at intervals set by the Santa Barbara County Auditor-Controller, usually in December and April. Property tax is at 104.66 percent of projected revenue exceeding budget revenue. The City’s ongoing share of property tax is projected to grow at a steady pace as the current housing market conditions remain stable.

Property Tax in Lieu of Motor Vehicle License Fee (MVLF Swap) Payments from the Santa Barbara County Auditor-Controller are received throughout the year, usually January and June. The City has received 101.44 percent of the projected MVLF revenue. This revenue is trending upwards based on historic receipts.

Franchise Fees
Franchise fees are received monthly, quarterly and annually. The majority of the City’s Franchise Fees are collected from Marborg Industries, the City’s solid waste service provider. Other franchise fees are received from Comcast, PG&E and SoCal Gas. Franchise fees ended the fiscal year at 114.41 percent of revenue projections.

Expenditures
Table 4 below summarizes operating costs by department. As of June 30, 2023, or 100 percent of the year expended, the General Fund ended the fiscal year at 68.51 percent expended (including CIP). Actual General Fund expenditures were approximately $9.55 Million. Almost all Budget Units ended the fourth quarter within budget with the exception of Public Works - General. It should be noted that a portion of budget savings are largely due to incomplete capital improvement projects that will be carried over into the new fiscal year. No budget amendments will be necessary through the fourth quarter.

The overage for the Public Works-General department is mainly due to road cleanups that was necessary after the winter storms in January 2023-March 2023. Winter storms caused landslides, mud, and debris on several roads in addition to creation of potholes that needed to be repaired.

Top Five Revenues for the City of Buellton’s General Fund are Sales Tax, Property Tax, Transient Occupancy Tax (TOT), Motor Vehicle License Fee (MVLF) and Franchise Fees. These revenues account for about 94% of total General Fund Revenues.

As illustrated in the figure, revenue cash flows tend to lag a couple of quarters and usually exceed expenditures by the end of the fiscal year. Over the last few years, both revenue and expenditures have been increasing at a constant pace.

FY 2019/20 Quarter 4 is an outlier with revenue loss that resulted from the Stay-at-Home order that started in March 2020. The City experienced significant revenue loss in sales tax and TOT tax. Expenditures in that same quarter were higher than the previous year due to the acquisition of the Willemsen Property in May 2020.

with a surplus compared to operating in a deficit for over a decade. The Water Fund ended the fourth quarter with approximately $7.4 million in cash (Table 7) and fund balance of approximately $8.1 million.

Table 9 illustrates the Water Fund budget to actuals. Charges for Services are below budget projections at 95 percent. Interest income drastically exceeds projections at 549 percent due to the current higher interest earnings. Stronger interest rates are expected as the Federal Reserve continues to hike interest rates. Overall, Water operating revenues are at 96 percent of budget projections.

The Water Fund utilizes reserves to fund Capital Improvement projects (CIPs). The budgeted transfer out for CIPs for FY 2022/23 is $537,740. Water operating expenditures were at 82 percent of the budget. Overall, Water Fund expense categories were under budget and ended the fourth quarter at 48 percent. Budget savings is mostly due to the capitalization of assets.

Water Capital
Water Capital Fund records Connection Fees and CIP expenditures. The change in fund balance is due to planned expenditures for CIPs exceeding estimated Connection Fee revenue and offset by any existing Fund Balance.

The fund balance at the end of the fourth quarter is $306,133 (Table 7). In accordance with Generally Accepted Accounting Principles (GAAP), capital expenditures are not recorded as expenditures; rather, depreciation expense is recorded over each asset’s useful life. At year-end, the Water Fund transfers funds to the Capital Fund to cover any deficit. Table 10 illustrates the Water Capital budget to actuals.

Table 11
Revenue and Expenses
Table 11 summarizes Revenue and Expenditures for the Wastewater and Wastewater Capital Funds. On the Financial Statements, both funds are combined as one fund. The Wastewater Capital Fund is structured to record capital contributions and used to record capital improvements that enhance capacity. Wastewater Capital will be discussed in detail later in this report.

Wastewater Fund operating expenses exceeded operating revenue causing the Wastewater fund to experience a net operating deficit of $361,011 in the fourth quarter of FY 2022/23 (excluding Capital Improvement Project expenses). The previous years’ rate increases are narrowly covering the current operating costs and will not be feasible in the future. The Wastewater Fund ended the fourth quarter with about $3.5 Million in cash (Table 7) and fund balance of approximately $2.9 Million.

Table 12 illustrates the Wastewater Fund budget to actuals. Charges for Services exceeded budget projections at 101 percent received. Interest income has received 455 percent of projected revenue. Like the justification in the Water Fund, stronger interest rates are expected in the new fiscal year as the Federal Reserve continues to hike interest rates. Overall, Wastewater operating revenue is at 102 percent of budget projection.

The Wastewater Fund utilizes reserves to fund Capital Improvement Projects (CIPs). The budgeted transfer out for CIPs for FY 2022/23 is $708,418. The Wastewater Fund operating expenses are below budget at 91 percent.

Overall, Wastewater expense are under budget and ended the fourth quarter at 64 percent. Budget savings is mostly due to the capitalization of assets.

CITY OF BUELLTON
City Council Agenda Staff Report
City Manager Review: SW
Council Agenda Item No.: 4
To: The Honorable Mayor and City Council
From: Scott Wolfe, City Manager
Meeting Date: October 12, 2023
Subject: Ordinance No. 23-01 – “An Ordinance of the City Council of the City of Buellton, California, Re-Adopting Chapter 8.12 of the Buellton Municipal Code Pertaining to the 2022 California Fire Code as Adopted and Amended by the County of Santa Barbara” (Second Reading)

BACKGROUND
The City contracts with the County of Santa Barbara for all fire related services, including emergency response and fire inspection services. As such, the City has adopted the California Fire Code as adopted and amended by Chapter 15 of the Santa Barbara County Code as the fire code of the City of Buellton.

As a housekeeping item, the City regularly updates its Municipal Code to reflect the most current versions of the California Fire Code and Chapter 15 of the Santa Barbara County Code. This proposed ordinance amendment updates the California Fire Code from the 2019 version to the current 2022 version, and continues to incorporate by reference all changes to Chapter 15 of the Santa Barbara County Code.

The following are the proposed changes to Section 8.12.020 (new text is underlined and deleted text is in strikeout):

8.12.020 Adoption of California Fire Code and Chapter 15 of the Santa Barbara County Code.

The 2022 2019 edition of the California Fire Code as adopted and amended by the Santa Barbara County board of supervisors as Chapter 15 of the Santa Barbara County Code is hereby ratified and adopted by reference as the fire code of the city.

Page 40 of 62 ends

Ordinance No. 23-01 Page 2 October 12, 2023
This agenda item is a Public Hearing, and will also serve as the second reading of the ordinance. While this is not typical of ordinance adoptions seen by the City Council, it is proper procedure pursuant to CA Government Code Section 50022.3, which specifies the notice requirements for the adoption of an ordinance by reference. Prior to this public hearing, the state-required public notice, consisting of publication in a newspaper of general circulation, for two successive weeks with at least five days between them, was provided.

ENVIRONMENTAL REVIEW
This project is exempt from the California Environmental Quality Act (CEQA), under CEQA Guidelines Section 15061(b)(3), because it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment.

RECOMMENDATION
Staff recommends that the Mayor open the public hearing and consider the adoption of Ordinance No. 23-01 – “An Ordinance of the City Council of the City of Buellton, California, Re-Adopting Chapter 8.12 of the Buellton Municipal Code Pertaining to the 2022 California Fire Code as Adopted and Amended by the County of Santa Barbara” by title only and waive further reading.

CITY OF BUELLTON
City Council Agenda Staff Report
City Manager Review: SW
Council Agenda Item No.: 5
To: The Honorable Mayor and City Council
From: Rose Hess, Public Works Director
Meeting Date: October 12, 2023
Subject: Discussion Regarding Splash Pads
______________________________________________________________________________

BACKGROUND
During budget discussions, the City Council discussed their desire to pursue splash pad amenities at Village Park and River View Park. Staff has researched basic splash pads with the vendor Aquatix. They offer a large suite of options and different splash pads, however, the inquiry was for a very basic pad with jets/sprays from the ground. The smallest size for a public facility recommended was ~25’ for the wet area plus an additional 5’ minimum of dry hardscape. The splash pad systems are required to have water reservoirs, debris chambers, drains, filters, chemical treatment and disinfection systems.

Aquatix provided the cost estimate for a similar project in Santa Maria quoted for a private HOA as $250,000 for the equipment and estimates that installation may be ~$150,000- $200,000 depending on scope, preparation, etc. The concept plan for this splash pad is provided as Attachment 1.

On-going operational costs will need to be further explored and considered as the splash pads have their own water treatment system that is required to be tested and checked daily while in operation.

Staff also explored the option of misting stations that potentially do not require water treatment as there is no recirculation. Aquatix provided a cost estimate for a Misting Station designed for the City of Paso Robles, ~$90,000 for equipment alone. The concept plan for the misting station is provided as Attachment 2.

The cost estimates for the equipment include concept, design, and delivery of the system.

They will not prepare the site/grading and utility plan for the actual improvements. The construction will have to be bid separately as well.

It is recommended that the City Council discuss and consider the following items and provide further direction to staff:

Page 45 of 62 ends

Splash Pads Page 2 October 12, 2023
*Size/Features that are desired minimum requirements
*Budget – set max cost of equipment
*Location – Village Park and/or River View Park?

FISCAL IMPACT
This discussion will not have a direct fiscal impact. Discussion will provide further direction that will enable more detailed cost estimates to be calculated. Future budget amendment will need to be made to create a separate Capital Improvement Project. It is anticipated that the funding source would be General Fund.

RECOMMENDATION
Staff recommends that the City Council discuss the options presented and provide direction to staff.
