City of Buellton
Monthly Treasurer’s Report
For the month ending in November 30, 2023
January 11, 2024
This report presents the City’s cash activity and investment portfolio as of November 30, 2023. The report includes:
1) Cash and investments at November 30, 2023 compared to the prior month;

2) A reconciliation of cash and investments to City ledger balances; 3) All investments managed by the City on its own behalf; 4) Beginning of year fund balance, revenues, expenditures and ending fund balance for each fund at November 30, 2023
The following schedule is a summary of the City’s cash and investments based on recorded value as of November 30, 2023 compared with the prior month.

October 31, 2023 November 30, 2023 $ Change
Cash - Pooled $ 6,698,237.65 $ 6,961,886.85 $ 263,649.20 Investments held by the City 17,159,451.74 17,191,915.58 $ 32,463.84 TOTAL CASH AND INVESTMENTS $ 23,857,689.39 $ 24,153,802.43 $ 296,113.04 Summary of activity for the Month and Future Liquidity: The majority of the difference in the recorded value for cash and investments held by the City from last month is mainly due to the receipt of September 2023 sales tax revenue, October 2023 transient occupancy tax, and property tax apportionments offset with the monthly Sheriff Service cost and construction cost for the Water Treatment Plant Reservoir No. 2 re-roofing project. The value of investments also changed due to interest earnings on the money market fund and Certificate of Deposits (CDs). The portfolio is sufficiently liquid to meet expected expenditures for the coming six months.

City of Buellton
Investment Summary
November 30, 2023
Currently, short-term excess cash is primarily invested in the Local Agency Investment Fund (LAIF) administered by the State Treasurer. This is a high quality investment available in terms of safety, liquidity, and yield. Due to fluctuations in the marketplace, the City may have some investments with a current market value that is greater or less than the recorded value. This difference has no effect on investment yield as the City intends to hold the securities to maturity. However, generally accepted accounting principles require that market gains and losses be reported as interest earnings or losses at year-end.

CITY OF BUELLTON
City Council Agenda Staff Report
City Manager Review: SW
Council Agenda Item No.: 6
To: The Honorable Mayor and City Council
From: Scott Wolfe, City Manager
Date: January 11, 2024
Subject: Identification of 2024 Recognitions and Cultural Heritage Observances
______________________________________________________________________________

BACKGROUND
The City Council has the ability to grant official recognition to individuals, groups, and events through the public presentation of proclamations. Historically, the City Council policy was to present proclamations to various individuals and groups only upon direction, in advance, of the City Council. Over time, the practice has morphed to the point where a number of such proclamations are brought to the City Council each year because the City has a history of recognizing them. However, the City does not have a current, clear, policy on the matter.

At its meeting of September 14, 2023, the City Council determined that such observances should be identified annually by the City Council and direction given to staff for the coming year. In response to this determination, staff is returning to the City Council looking for such a decision and subsequent direction.

There are observances of many issues and topics celebrated each day which City Councils and other governing bodies memorialize with resolutions, proclamations, or other official means. These range from recognition of individuals’ achievements (such as the proclamation honoring Sam Schmitt on tonight’s agenda) to recognition of large commercial formats (such as National Drive-Through Day – July 24), and from issues which are quite serious (such as Child Abuse Prevention Month – April) to observances of the absurd (National Talk like a Pirate Day – September 19).

The City Clerk receives a number of requests each year for proclamations. Many of these are one-off recognition of significant events or achievements. However, some (such as Donate Life Month and Human Trafficking Prevention Month) are recurring requests for recognition annually.

Page 39 of 42 ends

City Recognitions and Observances Page 2 January 11, 2024 Additionally, there are a number of Cultural Heritage Observances which are nationally observed but have not historically been regularly recognized by the City. These include such observances as Black History Month, Hispanic Heritage Month, LGBTQIA+ Pride Month, Women’s History Month, and others.

With the variety of opportunities to issue official City recognition, establishing a one-sizefits-all policy that does not result in bureaucratic delays could be a challenge. Requiring the City Council to consider and approve all recognition opportunities on a case-by-case basis could prove costly in terms of staff time to prepare such requests, as well as time dedicated to such discussions at Council meetings. Similarly, the creation of a policy which requires that all proclamations for a given year be approved in January of each year would eliminate the ability to recognize special achievements or events which should be appropriately recognized in a timely manner, but are unknown at the time of the annual determination of observances and recognitions.

Instead, the City Council may wish to consider a “tiered” system for determining which observances to recognize, and the process by which those observances are vetted and approved. A potential approach might be to consider and approve observances in categories with the following processes:

Special Achievements or Events: These recognitions could be handled in the manner which they have been handled in recent years. The person/organization requesting recognition would request a proclamation from the City Clerk, who would prepare the proclamation for the Mayor’s signature and schedule it for presentation at an upcoming City Council meeting. Requests would be made by a local resident to recognize a special achievement (such as earning the Eagle Scout Award, or being granted a scholarship), or by a local non-profit organization to recognize a special achievement or special event in support of the organization.

Proclamations for Local Organizations/Businesses: These recognitions could be addressed in the same manner as the Special Achievements or Events (above) for local or regional non-profit charitable or community organizations (charities, service clubs, social service organizations, etc.) wishing recognitions for particular events or programs, or for observances in keeping with the function of the given organization (such as Donate Life Month as requested by the local representative of Donate Life California). Requests for recognition outside these criteria by non-profits, or any request by a commercial enterprise, would be placed on the agenda of an upcoming City Council meeting for discussion and approval with presentation at a subsequent meeting, if approved.

Cultural Heritage Observances: These types of observances could be identified by the City Council annually at a regular meeting in January (or December of the prior calendar year). Observances could be suggested by Council Members, and ratified by the Council as a body as part of the annual discussion.

City Recognitions and Observances Page 3 January 11, 2024 The foregoing is one possible approach to this issue which is presented in order to frame a discussion, rather than as a formal staff recommendation. The Council may choose to give staff very specific direction to implement, or may wish to give only broad directives, to which staff will respond with a detailed draft process at an upcoming meeting. However, this is a policy matter before the City Council. As such, the City Council may choose any approach which meets its desires and intent.

The City Council may also wish to identify those observances in 2024 which are to be approved pursuant to the Council’s direction on September 14, 2023. This is desirable as it will ensure that no observances are missed in the next few weeks, and can be done by the Council at this meeting even if there are other categories or “tiers” that may need some further discussion to define and/or establish processes.

RECOMMENDATION
That the City Council discuss this matter and direct staff as appropriate.

City Council Agenda Staff Report
City Manager Review: SW
Council Agenda Item No.: 7

To: The Honorable Mayor and City Council
From: Scott Wolfe, City Manager
Meeting Date: January 11, 2024
Subject: Authorization of the Use of Instagram for City Social Media Posting ______________________________________________________________________________

BACKGROUND
The City Council, on December 14, 2023, adopted a list of City Council priorities intended to inform staff as to the City Council’s desired relative priorities of the various requests and directives given to staff. One of the priorities listed was the addition of Instagram to the City’s social media presence. The City only currently posts on Facebook, and while the Social Media Policy adopted on September 26, 2019 does not preclude the use of other platforms, the expectation of the City Council at the time that it was adopted was that the City’s social media presence would be limited to Facebook initially, with any additional platforms added only after approval by the Council.

The use of additional social media platforms has the potential to result in a variety of issues, the foremost of which are limited staff time and capability to keep the pages updated regularly, and the need to monitor and retain posts for Public Records Act purposes, as they are official City documents. As the Instagram platform is integrated into the Facebook platform, the staff time required to add Instagram to the City’s social media offerings is expected to be minimal. In most instances, a post on the City’s Facebook page can be automatically mirrored on the Instagram page. This also means that the maintenance and documentation of posts would not take much additional time.

No formal change to the Social Media Policy is required to make this change to include Instagram, which has the potential to increase the City’s social media reach, as it caters to a different demographic than Facebook. With the minimal additional staff time required to have a presence on Instagram, staff has no reservations about doing so.

FISCAL IMPACT
This item is not expected to have any impact on the City’s revenues or expenditures.

RECOMMENDATION
That the City Council discuss the matter and if deemed appropriate, direct staff to add Instagram to the social media platforms used by the City.
