CITY OF BUELLTON
City Council Agenda Staff Report
City Manager Review: SW
Council Agenda Item No.: 3
To: The Honorable Mayor and City Council
From: Rose Hess, Public Works Director
Meeting Date: February 22, 2024
Subject: Resolution No. 24-02 - “A Resolution of the City Council of the City of Buellton, California, Adopting the Measure A Five-Year Local Program of Projects for Fiscal Years 2024/2025 –
2028/2029”
______________________________________________________________________________
BACKGROUND
On November 4, 2008, the voters of the County of Santa Barbara approved Measure A – the Road Repair, Traffic Relief and Transportation Safety Measure. As a result, the local sales tax rate was continued countywide by ½ cent effective April 1, 2010. The transportation sales tax will remain in effect for 30 years, with the revenues being allocated for transportation improvements identified in the Measure A Investment Plan.
Any projects funded with Measure A revenues must be identified in the five-year Measure A Program of Projects (POP).
The five-year POP must be approved through a public hearing and the approved program must be forwarded to the Santa Barbara County Association of Governments by March 31, 2024.
The Measure A funds have been used to supplement the City’s local general funds allocated to its road maintenance, striping, sidewalk improvements and transit subsidy.
The City has used Measure A funds to subsidize the Dial-A-Ride program, part of the Santa Ynez Valley Transit operations, which is funded by the Cities of Solvang and Buellton and the County of Santa Barbara.
The City will continue to utilize Measure A Funds to support other City transit obligations such as the Wine Country Express and Breeze 200. Historically, the City has utilized General Fund to support transit since all of its TDA allocations are provided to the City of Solvang for operation of the Santa Ynez Valley Transit. The City is required to provide a minimum of 5% of its Measure A local fund towards alternative transportation.
Resolution No. 24-02 Page 2 February 22, 2024
During the April 10, 2014, Council meeting, Council discussed the potential to utilize local Measure A funds towards its Bicycle and Pedestrian Master Plan implementation, specifically the proposed multi-purpose trail along the south city limits. These would be eligible uses and upon actual expenditure would be counted towards the City’s requirement for alternative transportation. As part of this five year POP, staff has continued to identify $10,000 each fiscal year to allocate towards this future project.
Exhibit “A” within Resolution No. 24-02 provides the estimate of Measure A revenues and the proposed maintenance and transit allocations for the next 5 years.
FISCAL IMPACT
Each year the City of Buellton receives a portion of the revenues derived from Measure A sales tax receipts based on population. Estimated revenue anticipated from Measure A for the next five year period is approximately $2,162,854. The annual allocations estimated are as follows:
FY 2024-25 FY 2025-26 FY 2026-27 FY 2027-28 FY 2028-29
$440,450 $412,693 $424,260 $436,442 $449,010

City Council Agenda Staff Report
City Manager Review: SW
Council Agenda Item No.: 4
To: The Honorable Mayor and City Council
From: Scott Wolfe, City Manager
Meeting Date: February 22, 2024
Subject: Introduction of Initial Concept of an Update to the Buellton Urban Growth Boundary (UGB) Initiative
______________________________________________________________________________
BACKGROUND
On November 4, 2008, the voters of the City of Buellton approved Measure E, implementing an Urban Growth Boundary (UGB). This initiative had the effect of establishing the Urban Growth Boundary to be coterminous with the city limits and the Sphere of Influence (SOI) in existence at the time that Measure E was approved. The Urban Growth Boundary itself prohibits the provision of urban services (including water and sewer services) by the City to any area outside the UGB. The UGB initiative is set to expire on December 31, 2025.
With this expiration in mind, the City Manager has been considering recent changes in State law as well as changes in the economic and physical development conditions within the City and the surrounding area to determine what, if any, changes to the restrictions contained within the UGB initiative may be appropriate. Considerations include whether changes would be beneficial to the achievement of established City goals and objectives, the long-term fiscal health of the City, and the ability of the City to sustainably accommodate the little remaining growth potential within the City Limits along with growth occurring outside the City over which the City has no control but from which the City will receive impacts that must be addressed.
Beginning with a few potential changes to the UGB (and conceptually but not immediately, the SOI), the City Manager drafted a series of maps outlining not only these changes, but rationale for their consideration. He then set out to meet with a number of local community members, particularly focusing on those who had been a part of the original UGB initiative process, with the intent of taking comments from them and using those comments to inform revisions to the original map and plan which, when complete following full public review and comment, might be agreeable to enough of the population in and around the City that there could be general agreement that a single initiative could be placed on the ballot with broad community support for its passage.
Initial Concept for UGB Update Page 2 February 22, 2024 This agenda item does not represent the end, but the continuation of a process, which is intended to further solicit further feedback from the community at large. Over the next few months, should the City Council concur with this approach, staff will hold community workshops as part of Planning Commission and City Council meetings, accepting comments during and after these meetings, and following the collection of community input bring a draft initiative to extend and, if appropriate, modify the UGB to address the vision of the City in the coming years. At the time a draft initiative is brought forward, it will comply with all legal requirements including appropriate study under the California Environmental Quality Act (CEQA).
ANNEXATION:
It is important to understand a bit of local government terminology before discussing the UGB process. The first concept to understand is that of annexation. Annexation refers to the process which results in the expansion of a city’s area by including areas outside of its existing city limits. While annexation can be requested by a city, it can also be requested by property owners outside of a city who wish to receive municipal services. The ultimate outcome of the annexation process is determined by the county’s Local Agency Formation Commission (LAFCO), and annexations may be approved even over the objection of the city.
SPHERE OF INFLUENCE:
The SOI is a boundary, which may (and usually does) extend beyond city limits, within which it is conceivable that a city may one day provide municipal services. The SOI does not indicate that an area will be annexed to the City, in either a short- or long-term sense.
However, it identifies areas that might be considered by LAFCO for annexation to the City in the future, thus allowing a city to begin to plan for eventual expansion, to ensure that municipal services could be provided if and when LAFCO determines that an annexation is appropriate.
The SOI is not set by a city, but is established by LAFCO through evaluation of a variety of factors and in light of its Municipal Service Review (MSR), which LAFCO prepares for each jurisdiction on about a 5-year cycle. While not able to set the SOI on its own, a city can work with LAFCO, which can take into consideration relevant conditions which currently exist (or can reasonably be projected) as well as a city’s physical development policies as found in its General Plan and related documents, to determine the appropriate long-term potential for expansion of municipal services.
URBAN GROWTH BOUNDARY:
An Urban Growth Boundary (UGB) is a land use planning tool, the purpose of which is to establish a boundary which separates land to be developed with urban uses from areas of agricultural or natural land. The function of a UGB is to limit the direction of growth in certain areas, thus limiting unchecked urban sprawl, and focusing new development on areas which can appropriately accommodate such development without undue impact to open space or agricultural resources. Typically approved by voter initiative, these boundaries are not usually set in perpetuity, but are created with an expiration date. In the case of the Buellton UGB, the date of expiration was set at December 31, 2025. This
Initial Concept for UGB Update Page 3 February 22, 2024 expiration date is before the following election in 2026, and so, in order to avoid a period without a voter-established UGB, an initiative is being sought in 2024.
STARTING THE DISCUSSION:
Attached to this staff report are exhibits which depict the existing city limits/SOI/UGB lines, as well as potential future changes to the SOI and UGB. It is important to note that the potential SOI lines shown are concepts only for future discussion with LAFCO and cannot be enacted by the City on its own. To put it another way, the possible UGB extension will have no binding effect on the establishment of a future Buellton SOI, as that decision lies solely with LAFCO.
The initiative under consideration would allow a change to the UGB, but would limit the ability of the City to initiate an annexation without a subsequent ballot initiative to authorize such action. In this way, establishing the UGB would not preclude further public involvement in any future growth of the City.
With this in mind, the attached exhibits have been prepared not as recommendations to the City Council, but as starting points for discussion. The following sections of this report will identify the areas shown on the maps, along with initial staff rationale for inclusion or exclusion of various areas. The intent of the City Manager is to use these maps to spur discussion. Some of those who review these maps may wish to see certain areas included or excluded, while there will be others who prefer no change at all to the UGB, and others still who would prefer to see the UGB left to expire. These are all legitimate viewpoints, and it will not be possible to encompass all of them into a single proposal for placement on the ballot as an initiative. However, the process will strive to find some common ground such that a single initiative can be placed on the ballot with broad community support, thus avoiding the divisive effects on the community that accompanied competing measures as was seen in 2008.
POSSIBLE CHANGES SHOWN ON EXHIBITS:
The possible changes shown on the exhibits will be discussed in the paragraphs below.
They will be discussed with regard to their general directions from the intersection of Avenue of Flags and Second Street, and each discussion will address possible changes to the UGB and the City’s possible position on the SOI.
East
The area in the eastern quadrant of the map which are proposed for change are located east of McMurray Road and north of the Vineyard Village and Thumbelina neighborhoods.
There are two parcels that are shown as inclusions to the UGB. The smaller of these is approximately two acres in size and is located behind the Hampton Inn property. This parcel takes its access from McMurray Road and does not meet the minimum lot size under the County’s zoning requirements, which limits what can be done with it while not precluding development. Its inclusion within the City of Buellton would allow for more flexibility in its future use than would be possible under the County’s requirements while its small size limits its potential for serious traffic impacts.
Initial Concept for UGB Update Page 4 February 22, 2024 The larger of the two parcels is the Circle JB Polo Ranch at 560 McMurray Road. This 47- acre property is, as its name implies, an equestrian ranch with facilities that support the training for and play of the sport of polo. Some recent discussions by the property owner with the County of Santa Barbara have included mention of the conversion of this property into a resort destination centering on polo, which has a large presence in the Santa Ynez Valley. Components discussed at this stage include a world class resort with hotel facilities, restaurant(s), horse boarding and training facilities, and worker housing on site.
However, the County’s zoning (Ag-I) does not allow for such a commercial use. This fact, along with the ultimate need to tie such a use into a sewer system, have led the County to direct the owner to approach the City at this time, with the owner of the property requesting inclusion within the UGB. Should the property owner wish to proceed with a project, a Specific Plan would be required to be approved prior to annexation to ensure that project impacts to City’s infrastructure are known before the City commits to providing municipal services.
The owner of the 107 acre property to the north of the Polo Ranch has also expressed potential interest in eventual inclusion within the City of Buellton. The capacity of McMurray Road (and more importantly, the freeway interchanges at Highway 246 and at Rufus T. Buell Road) will likely point in the direction of the development of low-density residential uses in the area. This is viewed to have a longer time frame as there is no proposal for development. These factors, along with the sole access point to the property being from McMurray Road, have led to the exhibit showing it as a potential addition to the City’s SOI.
South
There is currently no area of expansion shown in the south quadrant of the exhibits.
However, given past interest in development of properties south of the Santa Ynez River on either side of Highway 101’s Santa Rosa Road interchange, the City is monitoring the area closely. Any urban development south of the River would result in impacts to the City of Buellton and its infrastructure, and would subsequently result in the need for the City to be the recipient of revenues generated as a result of this development to offset those impacts.
Therefore, the exhibits show the area to the south of the river as conditional. The area would remain outside the Urban Growth Boundary until and unless urban uses are approved in the area by the County. Should such an approval take place, the UGB would automatically extend to include the areas approved for urbanized use, along with intermediate property necessary to allow for the area to be contiguous to the City. This provides a disincentive to the County to approve urban uses in the area (as the City will then step in and request annexation, taking most of the revenues), while at the same time it precludes the City from pursing expansion south of the River on its own without a ballot initiative. And of course, barring approval of urban uses by the County, any actual annexation beyond the UGB and SOI would still require a vote of the electorate.
Initial Concept for UGB Update Page 5 February 22, 2024 West
The area to the west of the city limits both north and south of Highway 246 is shown as area for possible inclusion within the UGB for the approximately the first ½ mile.
Including the Brick Barn Winery on the north side of the highway, there are 18 parcels within this area, with 14 smaller than 10 acres in size.
Based upon current limitations in roadway capacity of Highway 246 between Avenue of Flags and McMurray Road, the City Manager is not envisioning significant development of the City to the west. However, State housing mandates have been changing in recent years, and may necessitate the construction of additional housing to meet State requirements in the next Housing Element cycle beginning in 2031. In anticipation of this demand, and in recognition of the desire to not alter the character of the City by allowing ever-taller buildings to accommodate residential development in areas not identified for such, the suggestion for this area is that the UGB be expanded to include this area, but again any annexation of land within the area would require a ballot initiative before development requiring City services (such as water or sewer service) could take place. Due to the need to comply with those State mandates, though, the UGB initiative would not require a future vote if annexation were needed to comply with a State housing mandate.
The area to the west from ½ mile to 1 mile of the city limits is identified as an area for possible inclusion in the SOI. The City Manager deemed this important not for the sake of potential development, but for future protection of City interests. An SOI which extends out past the city limits provides the City “a seat at the table” when developments or major policy changes are contemplated by the County. The County’s adoption of its Cannabis policies and ordinances, and subsequent approval of large acreage to the west of the City for Cannabis cultivation is a prime example where an expanded Sphere of Influence would have put the City in a better position to request more consideration from the County that it received. This “seat at the table” can be memorialized through a Memorandum of Agreement with the County. The negotiation process for such MOA’s is being developed currently by LAFCO. The ability to show support for an extended SOI in this location will greatly improve the City’s influence in areas to the west. But as to this area, any annexation would still require a vote of the electorate.
North
The area to the north of the city limits on the east side of Highway 101 is proposed for inclusion in the UGB. This land presents what may be the most appropriate land for Buellton’s future growth opportunity. The properties shown are part of the Buell Family property, and are located at the far north end of McMurray. The property shown to be included within the UGB include about 73.77 acres of land.
The properties shown on this map are currently subject to Williamson Act contract limitations. This means that they are limited to agricultural use for at least 10 years from the time when the property owner notifies the state that they wish to opt out of the contract.
Therefore, inclusion of the property within the UGB will allow for the planning of potential future development, but such development could not occur for at least 10 years. Therefore, the inclusion of the area within the UGB serves to incentivize the property owner to begin
Initial Concept for UGB Update Page 6 February 22, 2024 working with the City to create a thoughtful, well integrated plan to meet the needs of both the property owner and the City, knowing that any plan would have a long public vetting before it could be implemented.
Eventual development of land in this area may provide not only additional space for residential development, but also an opportunity to accommodate a truck stop or other facility which could remove commercial shipping trucks from Buellton’s commercial areas, providing them a place to park and refuel, as well as other services geared toward the drivers. An access point north of the City limit line may also enable access from McMurray Road to Highway 101 without needing to construct a full freeway interchange.
This additional access point could provide a needed “relief valve” to minimize congestion on city streets, particularly at McMurray intersections with Rufus T. Buell and Highway 246.
LAND USE PLAN:
A land use exhibit is included to illustrate possible land use designations for properties which may be included in the UGB/SOI. By their nature, the designations would attempt to reflect the underlying County land use designations, at least in terms of lot size and general use. These would need to be changed prior to any action to pursue annexation or approve development projects. Such changes are inherently public processes requiring public notice and multiple public hearings.
NEXT STEPS:
As indicated, this agenda item is the first step in this process. Given the deadline to place items on the November ballot, staff is recommending the following timeline:
February 22 – Presentation of Initial Draft Plan
February 23 to March 21 – Acceptance of Public Comments March 21 – Planning Commission workshop
March 22 to April 25 – Acceptance of Public Comments
April 25 – City Council workshop
April 26 to May 23 – Acceptance of Public Comments
May 23 – Tentative date of City Council consideration of ballot measure The City Council may direct staff as deemed appropriate if adjustments to this schedule are desired. Staff will also be posting information and conducing outreach efforts to obtain comments using the Buellton Engage UGB page, located at https://buellton.civilspace.io/en/projects/urban-growth-boundary-update. This page will be available on Friday, February 23, but may be live before then if time permits.
FINAL NOTES:
The material in this report and the attached exhibits are intended to be a starting point for discussion of this matter. While there is a considerable amount of information here, it should be noted that there is much more information to be considered than can adequately be included in this introduction to the matter.
Initial Concept for UGB Update Page 7 February 22, 2024 Much work remains to be done, particularly as the UGB modifications (if any) are refined.
Before the end of the process, any modifications will need to be adequately described in a form and language appropriate to a ballot measure. This will be done prior to any decision on the part of the City Council, and such language will also be a part of a public discussion, likely during the April City Council workshop.
As the process unfolds, additional information will be included in subsequent reports.
Much of this information will be based upon questions and comments received from the public through the process. Therefore, it is important that the staff receive the comments of as many residents as possible. Staff will also endeavor to respond to questions and comments as they arise by creating a “Frequently Asked Questions” document which will be posted to the Buellton Engage UGB page. Residents may wish to view this document before posting questions to help focus the discussion on items that have not already been addressed. Nevertheless, all comments and questions are welcome and encouraged.
FISCAL IMPACT
No action is proposed at this time. Therefore, no fiscal impact is anticipated as a result of this agenda item.
RECOMMENDATION
Staff recommends that the City Council review the exhibits and proposed process included in this staff report, and direct staff to proceed with additional public outreach.

CITY OF BUELLTON
City Council Agenda Staff Report
City Manager Review: SW
Council Agenda Item No.: 5
To: The Honorable Mayor and City Council
From: Scott Wolfe, City Manager
Meeting Date: February 22, 2024
Subject: Authorization of Contract Extension with KOA to Prepare Caltrans Traffic Study
______________________________________________________________________________
BACKGROUND
On May 14, 2020, the City entered into a contract with KOA for consulting assistance with the preparation of the City’s General Plan Circulation Element Update. As part of this contract, KOA prepared a number of exhibits supporting potential changes to the Highway 246 alignment. These exhibits included a series of traffic calming and safety measures, such as narrowed travel lanes, “hard” medians, physically-separated bicycle lanes, enhanced sidewalk and landscaping sections and other improvements designed to slow vehicle speeds on the highway, improve overall safety of drivers, bicyclists, and pedestrians, and enhance the aesthetic appearance of the highway through Buellton.
Nicknamed “Skinny 246,” this concept was highlighted by the City Council in 2023, when staff was directed to pursue such improvements in advance of the adoption of the Circulation Element Update.
Staff has worked with KOA to obtain information from relevant persons with Caltrans, with the aim of determining the types of studies which would need to be submitted to Caltrans in support of the approval of these improvements. KOA has prepared a subsequent proposal (See Attachment 1) which identifies the work to be done to further coordinate with Caltrans, collect the required data, and to prepare the necessary studies.
This proposal, dated January 31, 2024, identifies a cost not to exceed Fifty-six Thousand, Three Hundred Dollars ($56,300.00).
FISCAL IMPACT
This contract will result in a one-time expenditure not to exceed $56,300.00 from the City’s General Fund. Subsequent improvements identified as being necessary or desirable by the study prepared under this contract extension may have significant additional which are unable to be quantified at this time.
Contract Extension for Traffic Studies Page 2 February 22, 2024
RECOMMENDATION
Staff recommends that the City Council authorize the City Manager to execute an “Agreement for Professional Contract Services between City of Buellton and KOA (A Lochner Company),” subject to final negotiation of contract language, acceptable to the City Attorney, which will not change the compensation.

Subject: Caltrans Traffic Study for SR-246 Traffic Calming Measures Contract Extension #1 Dear Mr. Wolfe:
Thank you for requesting that KOA Corporation (KOA) provide this contract extension to prepare the traffic study that is being required by the State of California Department of Transportation (Caltrans) to evaluate the transportation impacts of a potential traffic calming program for State Route 246 (SR-246) in the City of Buellton (the “City” and “Client”). State Route 246 is the main east-west arterial traversing the City and has an interchange with U. S. Highway 101 (US-101).
Excessive traffic speeds have become an issue along the stretch of SR-246 west of the US-101 interchange, and the City is seeking to explore traffic calming measures to address the problem. In a meeting with Caltrans, the City and KOA on January 8, 2024, Caltrans specified the type of traffic analysis that would be required for them to evaluate the implementation of a traffic calming program along the stretch of SR-246 within the City limits. The following contract extension outlines the elements being considered for the traffic calming program and the work effort associated with the preparation of a traffic study to assess the traffic impacts of the proposed program.
The scope of work is provided below for review by the Client, followed by a fee estimate. Please let us know if you have any questions or comments regarding this letter proposal.
SCOPE OF WORK
Task 3 – Near-Term and Long-Term Traffic Calming Program Measures – Caltrans requested that the proposed Traffic Calming Program should be supported by the Buellton City Council prior to their consideration of the measures.
Therefore, our first step is to develop a list of measures for a conceptual Traffic Calming Program. The list will be a refinement of the list of potential measures that was included in our December 13, 2023 memorandum and discussed in the January 8, 2024 meeting. The refinements will include adding up to three additional types of measures identified by either the City or KOA. Excluded from this list will be the measures that were rejected by Caltrans as creating safety concerns, including reconfiguring the SR-246 travel lanes to meander and constructing landscaped median islands. We will request Caltrans right-of-way and signing and striping plans and use them to assess the available right-of-way and roadway widths. For multiple measures where adequate roadway is not available or other constraints are identified, the list will indicate which measures may not be feasible. The purpose will be so that a feasible program is selected for analysis in the Transportation Assessment (TA).
Once the measures have been reviewed by the City, we will require confirmation on the measure(s) to be considered as part of the program. We will prepare a technical memorandum that will include the near-term and long-term of measures being considered, descriptions of the measures, and illustrations of the up to two each near-term and long-term program components. The graphic will show the location(s) for the potential measure(s) and, when appropriate, a typical installation. (Any review will be conceptual and not assess utility or other not readily apparent conflicts.) The City Council will be requested to approve the list, choose which of those measures are to be analyzed as part of the Traffic Calming
Caltrans Traffic Study for SR-246 Traffic Calming Measures Contract Extension #1 Page 2 City of Buellton JC38156
Program for Caltrans requested traffic study, and pass a resolution of support for the program. For study purposes, the measures will be in a two-phase program (near-term and long-term). We will also participate in one on-line City Council Hearing to discuss and address any questions about the program. This effort is incorporated in Task 7 (Meetings) below.
Also included in this task are one set of revisions to the memorandum based on City staff comments made prior to the hearing, and one set of revisions reflecting the City Council selected program.
Task 4 – Formal Transportation Assessment Scoping with Caltrans – Once the City Council has adopted a program of near-term and long-term measures to be evaluated in the TA, we will formally scope with Caltrans the assumptions that are to be made in the TA. To establish the available information for use in the TA, we will request additional documents from Caltrans -- signal plans, signal timing charts and other relevant records. Considering the available information, we will propose assumptions for the TA. The scoping document will be prepared as a technical memorandum which will be submitted electronically to Caltrans for their approval. The assumptions in the memorandum will include:
The scenarios that will be evaluated,
Software that will be used for the traffic analysis,
Methodology for evaluation of alternative modes (pedestrian, bicycle, and transit), The sources of the traffic volumes, pedestrian volumes, bicycle volumes, and transit boarding/deboarding data, Plans that will be utilized to establish the base (Without Project) lane configurations, sidewalk widths and signal timing assumptions, and
The basis for the With Project modifications to the lane configuration, roadway/sidewalk width and signal operations assumptions.
Task 5 – Preparation of a Transportation Assessment – Utilizing the approved scoping memorandum assumptions, we will prepare a TA. The TA will be a report introducing:
The Traffic Calming Program purpose,
Existing conditions,
The analyzed near-term and long-term measures,
The analysis methodology and input data,
The analysis results, and
Conclusions and recommendations.
For budgeting purposes, and based on our discussions with Caltrans, we have assumed that the TA will include preparation of a Synchro model for a 16-study intersection network (the signalized SR-246 intersections and STOP controlled major intersections). We developed a Synchro model as part of our assistance with the City’s Traffic & Circulation Study. We will build upon this network to evaluate the program. Three scenarios are to be evaluated -- the existing traffic control, the traffic controls modified by near-term measures, and the traffic controls modified by long-term measures. For each scenario, the queuing and delay will be estimated for each signal or STOP sign-controlled movement at the 16 study intersections. For each scenario we will also qualitatively assess the impacts on persons using alternative modes including pedestrians, bicyclists, and transit passengers. The results will be compiled into the TA report.
The TA will include graphics showing the study locations, existing lane configurations and analyzed measures. The TA will contain tables showing the intersection delay and queuing estimates for the three scenarios. Appendices with the traffic count field sheets and the Synchro model results will be appendices to the TA. Included in this task are one set of revisions to the study based on City staff comments and one set of revisions based on Caltrans comments.
Caltrans Traffic Study for SR-246 Traffic Calming Measures Contract Extension #1 Page 3 City of Buellton JC38156
Task 6 – Data Collection - Traffic volume counts will be collected at the 16 study intersections during the 7-9 AM and 4-6 PM peak periods on a typical weekday (a non-holiday Tuesday, Wednesday or Thursday when schools are in regular session). Field checks of the lane configuration and the peak period signal phasing will be conducted at each study intersection.
Task 7 – Meetings -KOA has not allowed for any in-person meetings within this contract. KOA will be available for on-line participation in one City Council Hearing and three meetings that may include one on-line scoping meeting with Caltrans, and two additional on-line meetings with City staff and/or Caltrans staff. KOA will also be available for general coordination and short conference calls to discuss progress and results.
