On June 30, 2022, the Planning Director approved the project, with the City Council approving the Affordable Housing Agreement on November 10, 2022 for the Polo Village (Palm Communities) Project Final Development Plan. This allows for any future loop connections to the east or north.
The developer has prepared the Grant of Easement for the public dedication. The public water line easement legal description and exhibit are provided as Attachment 1. The easement runs east/west on the parcel and is generally a 20 feet wide.
FISCAL IMPACT
The acceptance of the public water line easement and the offer of dedication, in themselves, will not have any fiscal impact on the City.

Council Agenda Item No.: 5
To: The Honorable Mayor and City Council
From: Rose Hess, Public Works Director
Meeting Date: April 10, 2027
Subject: Award of Contract for the Library/Field Parking Lot Project
BACKGROUND
In February 2025, the City published a Notice to Contractors inviting sealed bids for the Library/Field Parking Lot Project. On March 13, 2025, four bids for the project were received:
Contractor Schedule A Schedule B Total Bid
John Madonna Construction $1,737,393.00 $716,024.40 $2,453,411.40 JF Will $1,591,267.40 $862,122.26 $2,453,389.66
V. Lopez Jr. & Sons $1,459,907.90 $687,653.20 $2,147,561.10 R. Burke Corporation $1,728,125.00 $959,525.00 $2,687,650.00 Staff has performed the bid check and verified the bid amounts and totals. The low bidder is V. Lopez Jr. & Sons.
It is recommended that an additional $322,134 be approved for contingency (~15%) for the contract, for a total contract amount of $2,469,695.10.
The project is divided into two phases. Phase 1 (bid Schedule A), is the main parking lot, stairs and existing access road rehabilitation. We anticipate construction to start in April 2025 with an estimated 5 month duration. Phase 2 (bid Schedule B), is the drainage modification and the access drive directly between parking lots. The timing of this construction is dependent on completion of environmental and permits obtained from other regulatory agencies. Estimated duration for Phase 2 is 3.5 months.
Library/Field Parking Lot Page 2 April 10, 2025
FISCAL IMPACT
The Library/Field Parking Lot Project is budgeted in the Capital Improvement Project List. (092-220). $1.2M of funding is appropriated in the 2024/25 Budget for construction through General Fund. An additional $1,269,695.10 will need to be added to 092-220- 74100 for a total budget of $2,469,695.10. This amount will be spread over at least two fiscal years, and possibly three. Any unused amount from the current fiscal year will be carried over into next fiscal year’s budget.
RECOMMENDATION
That the Council award the construction contract to V. Lopez Jr. & Sons in the amount of $2,147,561.10 plus an additional contingency of $322,134 for a total contract amount of $2,469,695.10; and authorize a budget adjustment increasing CIP 092-220-74100 by an additional $1,269,695.10 for a total budget of $2,469,695.10.

Subject: Discussion of United Way of Santa Barbara County’s Brighter Futures Childcare Initiative
______________________________________________________________________________
BACKGROUND
At the February 13, 2025, City Council meeting, the City Council (at the request of Councilmember Hornick) directed staff to return to the City Council with an item to discuss possible City participation with United Way of Santa Barbara County to assist with the provision of early childhood education for Buellton families in need. This request has come from a general acknowledgement that there is a greater demand for child care in the Santa Ynez Valley than there is available space within existing facilities to accommodate.
As early childhood education is not typically a function that Cities engage in, staff does not have the expertise to determine what role Buellton could play in the provision of childcare in the Valley. However, United Way’s Brighter Futures Childcare Initiative can provide this expertise, along with the ability to combine resources from various entities, whether they be governmental, private, or non-profit in nature, to enhance the childcare service environment in the Santa Ynez Valley and the greater Santa Barbara County.
A representative from United Way will be in attendance at this Council meeting to give a brief presentation to the City Council on their Brighter Futures Childcare Initiative, and to discuss ways that the City of Buellton may be involved in assisting them in their mission to provide additional early childhood education resources to the community.
No action is required for this item. However, the City Council may wish to direct staff to further investigate the potential for a City role in this issue.
FISCAL IMPACT
There is no fiscal impact for this item as no action is to be taken at this time. A future action, if directed by the City Council, may result in some impact, and if so, such impact will be detailed in a future report.
United Way – Early Childhood Education Page 2 April 10, 2025
RECOMMENDATION
That the City Council receive the presentation from the United Way, discuss as appropriate, and if so desired, direct staff to take further action.

To: The Honorable Mayor and City Council
From: Rose Hess, Director of Public Works
Meeting Date: April 10, 2025
Subject: Approval of Resolution No. 25-07 – “A Resolution of the City Council of the City of Buellton, California, Regarding Parking Restrictions for Transit Stop at New Library”
______________________________________________________________________________
BACKGROUND
At the March 13, 2025 City Council meeting, Council directed staff to review options other than red curb for the proposed Santa Ynez Valley Transit (SYVT) transit stop for the new Library at 202 Dairyland. Alternatively, the City can place signage, in-lieu of red curbs, with language restricting parking during transit operational hours. Location for parking restrictions is provided in Exhibit A of Resolution No. 25-07. In discussion with SYVT operators, the transit operations currently run Monday – Saturday. The tentative proposed schedules based on their evaluations estimate that the proposed first stop at this particular location is at 6:49 am and the last at 7:04. Signage would restrict parking between 6:45 am – 7: 15 pm, Monday through Saturday.
FISCAL IMPACT
Approval of parking restrictions will have minimal Fiscal Impact as the signage can be installed by staff.
RECOMMENDATION
That the City Council consider adoption of Resolution No. 25-07– “A Resolution of the City Council of the City of Buellton, California, Regarding Parking Restrictions for Transit Stop at New Library”
