City Council Agenda Staff Report
City Manager Review: SW
Council Agenda Item No.: _3
To: The Honorable Mayor and City Council
From: Shannel Zamora, Finance Director
Meeting Date: September 11, 2025
Subject: Monthly Treasurer’s Report – July 31, 2025
______________________________________________________________________________

BACKGROUND
California Government Code Section 53646(b)(3) provides mandatory investment reporting requirements for California public agencies. The attached Treasurer’s Report complies with the State’s reporting requirement.

On June 26, 2025, Council adopted the current Investment Policy per Resolution 25-22 which states the City Finance Director, as the investment officer, must submit monthly reports to City Council to demonstrate that sufficient cash flow liquidity is available to meet the succeeding month’s estimated expenditures.

This Treasurer’s Report is for July 31, 2025. Treasurer’s Reports are presented on a monthly basis.

FISCAL IMPACT
There is no fiscal impact; this report is intended to show the City Council the financial performance of the City’s investment portfolio of idle funds.

RECOMMENDATION
That the City Council receives and files the Treasurer’s Report for the month ending July 31, 2025.

For the month ending in July 31, 2025
September 11, 2025
July 31, 2025. The report
includes:
1) Cash and investments at July 31, 2025 compared to the prior month; 2) A reconciliation of cash and investments to City ledger balances; 3) All investments managed by the City on its own behalf; 4) Beginning of year fund balance, revenues, expenditures and ending fund balance for each fund at July 31, 2025
The following schedule
value as of July 31, 2025, compared with the prior month.

Summary of activity for the Month and Future Liquidity: The majority of the variance in the City's reported cash and investment balances from the prior month is attributable to early fiscal year disbursement of grants, including , $250,000 to the Senior Center, and additional funding to other community organizations. However, the impact on cash was partially offset by June 2025 transient occupancy tax (TOT) revenues and May 2025 sales tax revenue, which provided a positive inflow during the same period.

Additionally, investment values changed due to interest earnings on money market funds, the Local Agency Investment Fund (LAIF), and Certificates of Deposit (CDs). The portfolio is sufficiently liquid to meet expected expenditures for the coming six months.

Investment Summary
July 31, 2025
Currently, short-term excess cash is primarily invested in the Local Agency Investment Fund (LAIF) administered by the State Treasurer. This is a high-quality investment available in terms of safety, 38 of 52

liquidity, and yield. Due to fluctuations in the marketplace, the City may have some investments with a current market value that is greater or less than the recorded value. This difference has no effect on investment yield as the City intends to hold the securities to maturity. However, generally accepted accounting principles require that market gains and losses be reported as interest earnings or losses at year-end.

The following is a fund balance schedule showing beginning fund balance at July 1, 2025, plus revenues minus expenditures for the period, resulting in ending fund balance at July 31, 2025.

Fund balance includes total assets and liabilities of the City.

As required by Government Code Section 53646 (b) (3), the chief financial officer for the City declares that there is sufficient funds to meet all obligations for the next six months.

City Council Agenda Staff Report
City Manager Review: SW
Council Agenda Item No: 4
To: The Honorable Mayor and City Council
From: Scott Wolfe, City Manager
Date: September 11, 2025
Subject: Consideration of Proclamation in Honor of National Voter Registration Day – September 16, 2025
______________________________________________________________________________

BACKGROUND
On January 25, 2024, the City Council established a procedure for the consideration of City Council proclamations other than those identified annually on the City’s list of Cultural Heritage Observances. For the recognition of local Organizations or Businesses, the Council determined that the City Manager should bring an item for consideration of a proclamation to the City Council on the Consent Calendar.

Mayor Silva received a written request for a proclamation from the League of Women Voters of North Santa Barbara County (our local chapter) on September 1. This was followed by a formal written request from the organization to the City Manager on September 8, 2025.

This proclamation request does not carry with it the ability to request the use of City-owned street light poles to place commemorative banners and is simply a statement of the City Council’s support for National Voter Recognition Day. If the City Council approves this proclamation, it will be presented at the next regular meeting of the City Council on September 25, 2025.

RECOMMENDATION
That the City Council discuss this matter and authorize the preparation and presentation of a City Proclamation in support of National Voter Registration Day. 40 of 52

City Council Agenda Staff Report
City Manager Review: SW
Council Agenda Item No.: 6

To: The Honorable Mayor and City Council
From: Linda Reid, City Clerk/H.R. Director
Meeting Date: September 11, 2025
Subject: Authorization to Reclassify the Administrative Assistant to Administrative Assistant/Deputy City Clerk and Staff
Assistant/Planning Technician to Planning Assistant/Code Enforcement Officer
______________________________________________________________________________

BACKGROUND
In preparing for the retirement of several staff members over the next year, it is important to consider succession planning to ensure that new personnel are trained and there is no loss of productivity in key positions. In preparing for changes, staff proposes to reclassify the existing Administrative Assistant to Administrative Assistant/Deputy City Clerk and Staff Assistant/Planning Technician to Planning Assistant/Code Enforcement Officer, as detailed below.

Reclassification of Administrative Assistant to Administrative Assistant/Deputy City Clerk
In early 2024, staff sought Council approval to hire an Administrative Assistant to assist all departments and the City Manager. That position also took on social media posting, preparing the City’s quarterly newsletter, registering Park reservations, preparing conference arrangements for Council Members and staff, learning all things related to the City’s insurance agency, California Joint Powers Insurance Authority, organizing special events, and directly assisting the Mayor and the City Clerk. With the upcoming retirement of the City Clerk, it is important to have a Deputy City Clerk who is trained to prepare agendas, packets, notices, and minutes, Fair Political Practices Commission filings, conducting Elections, codifying ordinances, administering claims, and other relevant duties. To ensure these duties continue to be completed, staff is seeking to reclassify the Administrative Assistant to Administrative Assistant/Deputy City Clerk, in accordance with the revised job description (Attachment 1).
42 of 52
Personnel Changes Page 2 September 11, 2025

Due to the evolution of the Administrative Assistant position and increased responsibilities, staff recommends reclassification of the position of Administrative Assistant to Administrative Assistant/Deputy City Clerk in accordance with Section 2.4 of the City’s Personnel Rules. Due to the assignment of additional duties to this classification, staff propose a ten percent salary increase to the range of $5,937 - $7,217.

Reclassification of Staff Assistant/Planning Technician to Planning Assistant/Code Enforcement Officer
Since July 1, 2006, the Planning Department has had a classification entitled Staff Assistant/Planning Technician. This position assists with the overall operations of the Planning Department and supports the activities and operations of the Planning Commission. This position also handles technical aspects of land use and development and works with developers, property owners, City staff, and the general public regarding all issues related to the Planning Department.

On August 29, 2025, the City’s Code Enforcement Officer retired. However, prior to his retirement, he trained the Staff Assistant/Planning Technician to perform code enforcement duties. Staff do not plan on hiring another Code Enforcement Officer at this time, as the duties have been absorbed by the Staff Assistant/Planning Technician. Staff believe it is appropriate to reclassify the position of the Staff Assistant/Planning Technician to Planning Assistant/Code Enforcement Officer, with the assigned duties outlined in the new job description (Attachment 1).

Due to the evolution of the Staff Assistant/Planning Technician position and increased responsibilities, staff recommends reclassification of this position to Planning Assistant/Code Enforcement Officer in accordance with Section 2.4 of the City’s Personnel Rules. Due to the assignment of additional duties to this classification, staff proposes a ten percent salary increase to the range of $5,937 - $7,217.

The incumbent in the Staff Assistant/Planning Technician position would be placed automatically in the Planning Assistant/Code Enforcement Officer position (Step 4), with the same anniversary date, in accordance with Section 3.7-B of the City’s Personnel Rules.
