These projects address issues such as cracks, potholes, and surface wear, preventing them from worsening and reducing the need for costly emergency repairs. Rehabilitation of Regio Avenue is a part of the City's Annual Capital Improvement Program (CIP) for the FY 2022-2023.
The Regio Avenue Street Improvement Project will include removing and replacing street pavement, sidewalks, curbs and gutters, and striping in the industrial area of the city, south of Artesia Boulevard and west of Knott Avenue. The project was advertised for competitive bids on May 22, 2024. Four bids were received and publicly opened on June 12, 2024. Bid amounts ranged from $638,242 to $1,402,765. The lowest, responsible bid was submitted by All American Asphalt of Corona, CA in the amount of $638,242. This contractor possesses the required license and has completed similar projects for the City. Staff recommends awarding a contract to All American Asphalt and approving contingency funds in the amount of $65,000.
Construction is scheduled to begin in July 2024 and be completed in August 2024.
Council Member Traut wanted to confirm the high dollar amount is due to the area and the truck traffic in that area.
Director Mikhael explained that in this area and other high traffic truck areas the pavement is thicker than residential streets which makes the costs higher than in other areas in the City.

5C. APPROVE CONTRACT WITH MERCY HOUSE FOR THE OPERATION OF THE
BUENA PARK NAVIGATION CENTER
Recommended Action: 1) Approve a Professional Services Agreement with Mercy House for operating a year-round emergency shelter/multi-service center located at 6490 Caballero Boulevard in the annual amount of $3,649,468.90; 2) Authorize the City Manager and City Attorney to make any necessary, non-monetary changes to the agreement; 3) Authorize the City Manager and City Clerk to execute the agreement; and, 4) Approve a budget appropriation in the amount of $396,490 from the undesignated General Fund balance for this purpose.
Director Box provided a report regarding the North Orange County Service Planning Area ('North SPA") received Homeless Emergency Aid Program (HEAP) funding to construct two Navigation Centers in March and June of 2020 in the cities of Buena Park and Placentia, respectively. The North SPA is comprised of the cities of Anaheim, Brea, Buena Park, Cypress, Fullerton, La Habra, La Palma, Los Alamitos, Orange, Placentia, Villa Park, Stanton and Yorba Linda. The Buena Park Navigation Center (Center") is located at 6494 Caballero Blvd. The Center is one of the two (2) facilities currently serving the North SPA. The Center along with the other North SPA site in Placentia, addresses a comprehensive regional solution in North Orange County to provide supportive services to individuals experiencing homelessness. The 149 beds at the Buena Park Center are designated for North SPA cities only.
The City of Buena Park has determined that the continued use of a qualified nonprofit organization, experienced in homeless services, would be the most effective approach for the management of the daily operations of the Navigation Center. Mercy House has been successfully managing the daily operations of the Navigation Center. The City had the option of utilizing the final one-year extension option of the existing agreement with Mercy House, but elected to partner with the City of Placentia in issuing a joint Request for Proposal (RFP) for the selection of an operator for both the Buena Park and Placentia shelters in hopes of lowering operational costs through economies of scale.
On February 5, 2024, the City released the Joint Navigation Center Operator RFP No. 24-01 seeking an experienced professional service provider to manage the Centers. The North SPA retained Susan Price as a consultant to assist with the preparation of the RFP documents and the RFP process, as well as for the selection of the provider for both the Buena Park and Placentia Navigation Centers.
On April 3, 2024, the City of Buena Park received one (1) proposal (Mercy House) and the City of Placentia received two (2) proposals (Mercy House/Salvation Army) in response to the joint RFP. A panel of qualified stakeholders and reviewers were tasked with reading the submitted proposals and scoring them based upon specific evaluation criteria identified in the RFP. The review panel was comprised of representatives from various local organizations and local cities, along with City staff.
Based upon the quality of the proposal in terms of completeness and responsiveness, proposed services, professional qualifications, ability to operate within the proposed Center budget, and the proposer interviews, the Evaluation Panel recommended Mercy House as the operator for the operations and management of the Buena Park Navigation Center and Salvation Army as the operator for management of the Placentia Navigation Center.
Staff recommends the City Council consider the Evaluation Panel's recommendation and award a three-year contract to Mercy House from the date the agreement is fully executed for the year- round operations and management of the Center.
Minutes June 25, 2024 Vol. 54 Pg. 138
The Mercy House RFP budget is in the amount of $3,649,468.90. A total of $3,302,980 is budgeted for FY 2024-2025 for this contract. Additionally, staff is proposing a $50,000 facility maintenance line item to cover ongoing maintenance associated with the facility. As a result, a budget amendment in the amount of $396,490 from the undesignated General Fund balance is necessary to cover the shortfall.
Funding for the Center comes from funds contributed by all North SPA cities. After reimbursement from the North SPA cities, no General Fund dollars will be utilized for the operation of the Center.
Baron Night, Buena Park Resident, commented that he had requested the financial operations report on the Navigation Center which he never received. He would like to review the report.
Council Member Traut commented that Mercy House has gained his trust due to changes that have been made in the last year.

The City recognizes and supports the many working families and desires to protect over 40 eligible children of City employees with a Child Care Reimbursement program to their employees as an employment benefit. 9. STUDY SESSION (9A - 9C)
9A. DISCUSS AND PROVIDE DIRECTION REGARDING THE CITY'S TEMPORARY SIGN
ORDINANCE
Director of Government and Community Relations/City Clerk Jimenez provided a report regarding on February 13, 2024, the City Council received a presentation from the City Attorney and City Clerk regarding the City's Temporary Sign Ordinance. The city's sign ordinances lives in the City's Municipal Code, Division 9, Chapter 19.904. The ordinance has been discussed several times over the past years as follows:
In 2019, the City adopted an update to the Ordinance due to a recent U.S. Supreme Court decision that required cities to review their sign relations to ensure content neutrality.
In April 2021, the City Council discussed compliance by private parties and sign enforcement, and subsequently approved minor amendments in August 2021 to reduce administrative time associated with enforcement against private parties posting "temporary special event signs" in the public right-of-way.
In February 2023, the City Council discussed imposing additional time, place and manner restrictions due to an overconcentration of temporary special event signs in the public-right-of- way in the City and directed staff to analyze options and return with suggestions for updating the ordinance to address City Council's concerns. The direction received from City Council during that discussion was to have individual discussion with each Council Member regarding locations and/or intersection for sign allowance and return with recommendations.
A summary of the proposal is as follows:
Temporary signs on private property are not governed by the Temporary Sign Ordinance and would not be impacted by the code amendment; but instead are subject to general land use/zoning standards.
All temporary signs would continue to be prohibited on public property or public rights-of-way except for: (a) "official signs," such as those posted by or for a governmental purpose (i.e. traffic control signs, public notices, city-sponsored events); and (b) "temporary special event signs" posted by private persons at pre-approved locations in the City.
The code amendment would identify the locations in the City where temporary special event signs may be posted for reference.
The Code amendment would not prohibit more than three temporary special event signs from being placed by the same person at any single location at the same time, and requires signs to comply with the objective design, size, and maintenance standards.
Prohibits "temporary special event signs" from being placed more than 30 days before the occasion or event to which it relates, and requires signs to be removed 10 days after it concludes.
The code amendment would allow the City to enforce the Temporary Sign Ordinance through a variety of means, including: (1) immediate removal and storage of unlawfully placed signs; (2) escalating fines ($100, $200, $500 per violation with a 12-month period); (3) administrative cost recovery by the City; and, (4) other lawful mechanisms.
There are approximately five to nine locations within each of the City's districts If the City Council desires to move forward with the proposed amendments, staff recommends that the City Council refer the matter to the Planning Commission to initiate a formal text amendment to Title 19 of the Buena Park Municipal Code. The Planning Commission's recommendation would return to the City Council at a future public hearing/meeting.
Vice Mayor Ahn asked for confirmation that Beach Blvd. and La Mirada Blvd. has a location to place signs.
Minutes June 25, 2024 Vol. 54 Pg. 146
Director Jimenez confirmed there is an area in the bushes to place signs at Beach Blvd. and La Mirada Blvd.
Mayor Sonne inquired with the City Attorney if locations needed to be changed in the future what would be the process.
City Attorney Cardinale stated that yes they can be changed in the future it would be done by a resolution.
Carlos Franco, Buena Park resident, commented that he is concerned that there are not enough locations in District 2. He would like Council to consider extending the time frame for signs to be displayed in the City.
Mayor Sonne requested information from the City Attorney on laws regarding the time that signs can be displayed in the City.
City Attorney Cardinale confirmed it is 30 days before the event per the City ordinance.
Council Member Traut would support amending this ordinance to 45 days instead of 30 days for sign posting within the City. He also inquired if there are more opportunities for public right-of- way sign placements in District 2.
Director Jimenez commented that the areas in District 2 that were presented are the most viable areas in the district for sign placement.
Mayor Sonne inquired if there is anything prohibiting posting of signs anywhere in the City not just their district.
Director Jimenez commented that if council adopts these locations it does not prohibit anyone from posting at any of these locations in the City.
Council Member Traut inquired if in District 2 if there is any space on the south side of Academy Dr. due to Buena Park High School having many Buena Park residents attending the school.
Director Jimenez commented that they did not look at the area of Academy Drive, but that can look into that area.

Staff will reach out to local businesses for sponsorship opportunities as well.

Minutes June 25, 2024 Vol. 54 Pg. 147

Make sure it is simplified with instructions so we have better involvement in the program. Traut would also like to know if we are giving prizes away to the winners.
Mayor Sonne commented that she would give students the option of either writing an essay or doing a poster. Mayor Sonne agrees that we do not need to attach a word count to the essay.
Director Jimenez commented that there will be prizes for the winners. In agreeance with simplifying the poster and either lowering word count or eliminating.

In March of 2024, a delegation from Buena Park traveled to Seongbuk-gu, including elected officials, City staff, eight (8) Buena Park High School students, and members of the Buena Park Sister City Foundation. In April of 2024, Mayor Lee Seung-ro of Seongbuk- Gu sent a formal request for a delegation of twelve (12) students from Seongbuk-Gu to visit Buena Park.
