(vi) The Planning Commission has reviewed and considered all elements of the proposed Second Amendment to Development Agreement No. DA-27 and concluded its public hearing prior to adoption of its Resolution No. 6365 recommending approval and certification to the City Council. (vii) On January 14, 2025, the City Council has heretofore conducted a duly noticed public hearing concerning the potential adoption of the Second Amendment to Development Agreement No. DA-27 and said public hearing was concluded prior to the adoption of this Ordinance.
(viii) All legal prerequisites to the adoption of Planning Commission Resolution No. 6365 have occurred.
B. Ordinance.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF BUENA PARK does ordain as follows:
Section 1. The City Council hereby specifically finds that all the facts set forth in the Recitals, Part A, of Resolution No. 6365 are true and correct.
Section 2. The City Council hereby finds and determines that the project identified above in this Ordinance is Categorically Exempt, pursuant to Section 15301 (Existing Facilities) Class 1 of the State California Environmental Quality Act (CEQA) Guidelines, because the proposal is for an extension of the term of the Development Agreement for the existing billboard sign structures.
Section 3. The City Council specifically finds:
a. The location, design, use, and proposed Second
Amendment to the existing three (3) billboard signs set forth in the Development Agreement No. DA-27 will be compatible with the existing and anticipated development in the vicinity. As it currently exists, the existing project, as conditioned, conforms with the Ordinance No.
type, intensity and design of adjacent development existing in the area, as well as with the development potential in the area. The project will not compromise area aesthetics, as no change to the existing three (3) billboard signs are proposed, but will only extend the existing lease term of the Development Agreement by five (5) years and set the Development Agreement expiration date to February 24, 2040. b. The Second Amendment to the Development Agreement
No. DA-27 will continue to produce an environment of stable and desirable character, will not cause traffic congestion on the surrounding streets and freeways, and will continue to provide appropriate buffering for the properties in proximity. The existing billboard signs will continue to be appropriately integrated onto the sites in a manner consistent with the pattern of existing and anticipated area development and will not create any significant detrimental environmental impacts.
c. The Second Amendment to the Development Agreement
No. DA-27 will continue to enhance the sites and area aesthetics. The existing billboard signs and improvements will continue to be compatible with the adjacent land uses already established, as well as uses envisioned for the area. The project will continue to enhance the economic utility of the sites.
d. The Second Amendment to the Development Agreement
No. DA-27 will conform to the City of Buena Park’s General Plan by providing for maximum efficient utilization of the site. This proposal furthers the goals of the City’s General Plan Economic Development Element for the development of new infrastructure for new technologies and businesses that use those technologies; and Land Use and Community Design Element to ensure that commercial signs do not detract from the City’s high-quality image, while recognizing the need for effective business identification.
Section 4. It is expressly found that the public necessity, general welfare and good zoning practice require approval of the Second Amendment to Development Agreement DA-27.
Section 5. The City Council hereby adopts Development Agreement No. DA24-2 Second Amendment to Development Agreement DA-27, attached hereto as Exhibit “1”.
Section 6. The City Council hereby authorizes and directs the City Manager and City Clerk to execute the Development Agreement No. DA-24-2 Second Amendment to Development Agreement DA-27 on behalf of the City of Buena Park forthwith upon adoption of this Ordinance.
Section 7. Notwithstanding any other provision hereof, if the property proponent(s), by and through its authorized officer(s), fails to record said Development Agreement No. DA-24-2 Second Amendment to Development Agreement DA-27 within ten (10) days after the effective date thereof, this Ordinance shall become null and void and of no further force and effect and said Development Agreement No. DA-24-2 Second Amendment to Development Agreement DA-27 shall thereafter be deemed, for all purposes, to have been denied.
Ordinance No.
Section 8. The City Clerk shall certify to the passage of this Ordinance and shall cause the same to be published in the manner required by law.

A. DISCUSS AND PROVIDE DIRECTION REGARDING THE FRIENDSHIP PARK IMPROVEMENT MASTER PLAN AND
KOREAN PAVILION
Meeting
Tuesday, January 14, 2025, 5:00 PM
Agenda Group
STUDY SESSION Item: 9A.
Presented By
Hysun Lee, Assistant Engineer
Prepared By
Mina Mikhael, Director of Public Works/City Engineer
Approved By
Aaron France, City Manager
BACKGROUND
As part of the Parks Master Plan, the community identified Friendship Park as a priority site for improvements. One concept for those improvements included a Korean-themed Pavilion at Friendship Park to create a distinctive landmark representative of the many Korean-Americans in the community. In response, staff collaborated with Mr.
Steven Sohn of Sohn Architects to develop a preliminary conceptual design for the pavilion. Mr. Sohn, who brings a wealth of experience from his work on Korean pavilions in other cities, is well-suited to bring this vision to life.
During the meeting with City staff and the architect, discussions centered around several things in addition to the pavilion structure. Also included in the design was a garden feature and sundial component. Another consideration centered on the potential of Buena Park School District moving forward with a capital improvement project to the Beatty Middle School gym and public access to the gym from, or through, the park. The conversation widened to include the potential need for a parking lot expansion, relocation of the existing playground, and the creation of a comprehensive master plan for the entire park to address public needs and requests.
Key features for potential park improvements might include:
Senior exercise equipment
A "sweat area" that could also serve as a public gathering space for future events Upgrades to playground equipment
Additional amenities to be identified through the planning process
DISCUSSION
As part of the initial design discussions with staff and Sohn Architects, three (3) options to improve the park are being presented for Council consideration:
Option 1: Korean Pavilion, Garden, and Sundial as a Stand-Alone Project Estimated cost: $1.8 million
Budget includes:
Project design
Material fabrication and freight
Construction
Contingency
Engineering tests
Option 2: Develop a Comprehensive Master Plan for Friendship Park This option involves designing and constructing the park improvements over several fiscal years.
The overall project budget will require further development and will be discussed at upcoming study sessions.
Estimated cost for the master plan would likely be $200,000.
Option 3: Phased Development Approach
This phased approach would allow for visible park improvements in the near term, with future phases funded incrementally over multiple fiscal years. A detailed budget will be developed and discussed in subsequent study sessions.
Phase 1: Construction of the Korean Pavilion, Garden, and Sundial, which could potentially begin in the current fiscal year, while the master plan is being developed.
Phase 2: Rebuilding the playground, creating the outdoor exercise area, and installing new exercise equipment.
Phase 3: Expanding the parking lot, improving access to the gym, and completing the remaining park developments.
Staff and Sohn Architects have been in contact with engineers and contractors that build original pavilions in Korea. Staff believes having the pavilion designed and manufactured in Korea would provide authenticity to the park and project. Once fabricated, the pavilion would be shipped to America and assembled by the manufacturer here in Buena Park.
CONCLUSION
This park development initiative aims to foster greater community engagement by offering a wider range of amenities. It will also strengthen the City’s connection with its sister city, Seongbuk-Gu, South Korea; our friendship city, Ansan, South Korea; and the surrounding local Korean-American community.
There is not currently funds budgeted for this purpose. Staff is awaiting further direction and guidance from the City Council on the preferred course of action.

DISCUSSION
Council Member Hoque proposed the introduction of a Youth in Government Day event for local 6th grade students in the fall of 2025. In the past, this event has educated students about the functions of local government, increased civic engagement, and inspired future leadership in the community. If approved once again, the event will be hosted at the Civic Center, with students from the following local schools, which are all located in Buena Park, invited to participate:
Beatty Middle School (Buena Park School District)
Buena Park Middle School (Buena Park School District)
Raymond Temple Elementary School (Centralia School District) Dysinger Elementary School (Centralia School District)
San Marino Elementary School (Centralia School District) Buena Terra Elementary School (Centralia School District) Holder Elementary School (Savanna School District)
St. Pius V School
Each school site mentioned above will have the ability to send a maximum of 25 students.
In addition to this proposal, there has been a request from teachers and counselors at Buena Park High School to restart the Youth in Government Day for high school students. This would provide an opportunity for older youth to gain a deeper understanding of local governance as well as job opportunities that exist within the career tract of local government. The City previously conducted annual Youth in Government Day events in early November from 2015 through 2019, but suspended the program as a result of the pandemic.
Should the City Council wish to offer events to both elementary and high school students, staff will work to revise the curriculum to make them age-appropriate for both grade levels and schedule dates that work for both students/schools and City staff.
Potential Number of Participants at Each Event:
200 students max - 6th Grade Event
100 students max - High School Event
Proposed Logistics for Youth in Government Days:
Dates: Spring 2025/Fall 2025
Time: 9 am - 2:25 pm
Location: Buena Park Civic Center
Proposed Timeline:
The proposed timeline would be from 9 am - 2:25 pm with seven (30-minute) sessions and a 40-minute lunch. This would also include a 15-minute welcome and closing remarks from the City Council.
Proposed Session Topics Include the Following Departments:
Please note: Each department will provide an interactive activity component per session.
City Manager & City Attorney's Office - Understanding the roles of these key city officials City Clerk's Office - Introduction to the responsibilities of maintaining city records, elections, and public meetings
Finance Department - Explanation of budgeting, city revenue, and financial planning Community Development - Insights into planning, zoning, and development Public Safety - A look at the roles of the police and fire departments in ensuring safety Community Services - Overview of parks, recreation programs, and social services Public Works - Understanding the maintenance of infrastructure such as roads, water systems, and parks Human Resources - Preparing students on how to complete job applications and interview for employment Next Steps:
City Council approval is needed to proceed with organizing the Youth in Government Days in spring/fall 2025.
Coordination with Schools: Work with the listed schools to confirm participation and finalize the event details.
Event Logistics: Finalize event timeline, secure volunteers, and arrange for City staff to lead the proposed sessions.
Budgeting: Review funding and logistical support to ensure the event's success.
BUDGET IMPACT
Number of participants per event: 200 students (6th Grade Event), 100 students (High School Event) Cost per students for lunch, snacks, and drinks: $15.00 Cost per event: 200 students x $15.00 per student = $3,000 (6th grade event); 100 students x $15.00 per student = $1,500 (High School Event)
Total cost for 2 events = $4,500
Sponsorship opportunities may be available to offset costs The minimal cost for both events can be absorbed into the existing General Fund budget City of Buena Park

Re: Continuity of Appointee to the OCFA Board of Directors Dear Mr. France:
As Chair of the Orange County Fire Authority (OCFA) Board of Directors, I am writing to request your assistance in the coming months when OCFA’s member agencies make annual appointments of representatives to the Authority’s Board.
Presently, each Director serves on the OCFA Board until the selection of a successor by the appointing body. As part of our ongoing efforts to foster effective governance of the OCFA, we would like to retain continuity of the current Director serving on the Board and minimize turnover to the extent possible. With an operating budget approaching half a billion dollars, over 1,500 employees, four labor associations, and the operation of 78 fire stations, the issues we face are myriad and complex.
The learning curve is steep to become familiar with the organizational structure, its operations and finances, and the types of policies and issues that come before the Board.
We recognize that turnover is unavoidable when Board appointees are termed-out or when they change as a result of election outcomes. However, as Chair, I’m seeking support from our member agencies to minimize voluntary changes made to our Board appointees such as those that can occur in January when our cities and the County reorganize the leadership of their governing bodies and make a variety of committee appointments.
We would appreciate your assistance in discussing and sharing this with the members of your City Council. If you have any questions, please contact me at (714) 450-2426 or Chief Fennessy at (714) 573-6010.
Sincerely,
John O’Neill

DISCUSSION
Per City Council Policy Statement No. 28 (Attachment 1), the City Council must assign one Council Member to each of the City's Commissions/Committees to serve as a liaison. The liaison's role is to:
Attend Commission meetings on a periodic basis (approximately one-third of the meetings). Attendance is primarily for observation purposes with limited or no participation.
Assist in keeping the City Council fully informed of commission/committee activities.
Ensure that the activities of the commission/committee align with the City Council's goals and objectives.
Confer with the City Council if questions arise as to duties, responsibility, functionality, or authority.
Participate in the application and appointment process for new commission/committee appointments or renewals.
The process for assigning liaisons is as follows:
Liaisons shall serve for a one-year period.
Liaisons are selected by randomized drawing prepared by the City Clerk. Each individual Council Member will select one name of a City commission/committee that has been placed on a piece of paper, folded, and placed in a container.
Council Members unable to serve as a liaison for their selected commission/committee may switch with another Council Member, if both parties agree and are willing.
In addition, there are five active City Council Ad Hoc Committees comprised of two members each (less than a quorum) of the City Council to work with staff on specific subjects, and report back to the City Council for either direction or information. It would be appropriate for the City Council to appoint two members to serve on the following ad hoc committees:
Deferred Compensation Advisory
Local Hiring Program
The Myrna Holmquist Communications Scholarship Review
Education Committee
DEI Consultant Review Committee
The City Clerk is requesting the City Council make the necessary appointments.

DISCUSSION
At the request of City Council, the Director of Government and Community Relations/City Clerk drafted a policy (Attachment 1) establishing the selection and responsibilities of voting delegates and alternate voting delegates, who represent the City Council at meetings or conferences, such as Cal Cities, City Selection Committee, and Southern California Association of Governments (SCAG). The policy ensures that the appointed delegates reflect the collective direction of the full City Council in their voting decisions and provides a framework for pre-meeting preparation, delegate responsibilities, and post-meeting reporting. In addition, the policy ensures transparency and accountability in how the City Council is represented at external meetings and conferences.
The policy includes the following:
SELECTION OF DELEGATES
Designation of Delegates: The City Council shall appoint a voting delegate and an alternate voting delegate from its members to represent the City at meetings or conferences, when requested. The appointments shall be made during a regular City Council meeting.
Eligibility: Any City Council member is eligible for selection as a voting delegate or alternate delegate. The appointed delegates must register and attend the meeting or conference and have a clear understanding of the responsibilities associated with representing the City. If the voting delegate is unable to fulfill their responsibilities, the alternate voting delegate will act in their absence.
PRE-MEETING COUNCIL DIRECTION
Prior to each meeting or conference, the City Clerk, or their designee, shall include a study session agenda report to review and discuss the items to be voted on at the meeting or conference. The City Council shall provide direction on the City’s position for each item (e.g., "support," "oppose," or "abstain" or any other appropriate direction).
Delegates are required to vote on each item in accordance with the direction provided by the City Council.
If an item is amended during the meeting or conference in a way that materially changes its intent, the delegate may use their discretion to vote but must strive to align their decision with the principles discussed by the City Council.
POST MEETING REPORTING
Within 30 days of the meeting or conference, the delegates shall provide a report to the City Council summarizing the items voted on and the actions taken, during their Council Membercomments. The report shall include any deviations from the City Council’s direction and an explanation for such deviations, if applicable.
The Director of Government and Community Relations/City Clerk is requesting the City Council review the Policy and provide direction. Upon further direction, the Policy will return for formal approval at the City Council Meeting of January 28, 2025.
