DISCUSSION
The City of Buena Park contracts with the California Public Employees Retirement System (CalPERS) to provide pension benefits for its employees. The Public Employees' Retirement Law (PERL) Government Code Sections 20636 and 20636.1 define compensation earnable for state, school, and public agency members of CaIPERS. In order to meet the definition of compensation earnable, an amount of pay must either constitute pay rate or special compensation, as defined in the statutes. Section 20636(d) further requires that pay rate and special compensation schedules, ordinances, or similar documents be public records available for public scrutiny.
The City, as part of the City Council's Strategic Plan to provide transparency, accessibility, and openness in its operations, has posted employees' contracts, memorandum of understandings (MOUs), compensation plans, and employee pay information on the City's website at http://www.buenapark.com. However, California Code of Regulations (CCR) Section 570.5 clarifies the requirement that "publicly available pay schedules" must be duly approved and adopted by the City Council in one document to facilitate public disclosure. Due to the importance of correct payroll reporting in administering the PERL and CalPERS member benefits, CalPERS sent a Circular Letter to remind all employers of the law and the criteria for reporting compensation earnable.
CCR570.5 outlines the required elements necessary to meet the definition for a publicly available pay schedule as follows:
(a) For purposes of determining the amount of "compensation earnable" pursuant to Government Code Sections 20630, 20636, and 20636.1, pay rate shall be limited to the amount listed on a pay schedule that meets all of the following requirements:
1. Has been duly approved and adopted by the employer's governing body in accordance with requirements of applicable public meeting laws;
2. Identifies the position title for every employee position;
3. Shows the pay rate for each identified position, which may be stated as a single amount or as multiple amounts within a range;
4. Indicates the time base, including, but not limited to, whether the time base is hourly, daily, bi-weekly, monthly, bi-monthly, or annually;
5. Is posted at the office of the employer or immediately accessible and available for public review from the employer during normal business hours or posted on the employer's internet website;
6. Indicates an effective date and date of any revisions;
7. Is retained by the employer and available for public inspection for not less than five years; and
8. Does not reference another document in lieu of disclosing the pay rate.
All eight requirements must be met in one pay schedule for each member's pay, in order for CaIPERS to approve the pay amount as pay rate and reportable compensation earnable.
In an effort to meet all of the requirements listed above, Attachment No. 1 of the proposed resolution, which will be posted online upon approval, contains the pay schedule for all City employees, including the City Manager, Executive team, and City Council Members, in a clear and easy-to-read format. Each time a salary increase is approved, this pay schedule must be updated and approved by the City Council.
Special compensation requirements are incorporated in each respective employee contract, MOU, and Compensation Plan and were previously approved in a public meeting by the City Council. These agreements have also been posted on the City's website at www.buenapark com.
BUDGET IMPACT
There is no impact to the budget from the adoption of the proposed resolution. No changes to the pay schedule are recommended at this time and the rates listed in the pay schedule have been previously adopted by the City Council and are included in the budget.

DISCUSSION
At the request of Vice Mayor Traut and Council Member Hoque, this item is being brought forward for City Council discussion and consideration. Specifically, staff is seeking direction for the development of an RFP to create an Arts and Culture Master Plan and approval of a corresponding budget appropriation.
This discussion follows the initial presentation provided during study session on April 8, 2025. At that time, the City Council requested individual meetings with staff to provide feedback on the proposed elements of the Master Plan and to better understand the costs associated with each component.
Subsequently, the Cultural Engagement Commission reviewed this item at their regular meeting on May 21, 2025.
After discussion, the Commission recommended the following elements be included in the RFP for the Arts and Culture Master Plan:

An Arts and Culture Master Plan is a comprehensive document developed over the course of approximately one year through community engagement, research, and strategic planning. Once completed, the Plan will serve as a road map to guide the City's arts and cultural programming over the next five to ten years. It will offer strategic direction and a clear framework to support Buena Park's long-term cultural development goals, helping to ensure that arts and culture remain a vibrant and integral part of the City's identity and quality of life.
A budget appropriation in an amount not-to-exceed $75,000 is requested to initiate the RFP process and support the development of the Arts and Culture Master Plan. Based on research and consultation with peer cities, this amount reflects a mid-range estimate for comparable services and is considered reasonable for the scope of work envisioned.

This item is brought before the City Council for a couple of reasons. First, as a result of expenditures in FY 24-25 related to the Sister City Program, the City Council expressed a desire to revisit the program budget. The topic was briefly discussed during the budget workshop in May, and staff indicated this matter would come back in the near future as a study session item. Secondly, our Sister City and Friendship City have both requested to be hosted during October
BACKGROUND
The City of Buena Park has a long history of connecting with its Korean American community, which makes up more than 30% of the City’s population. In 2014, the City established a Friendship City relationship with Seongbuk- Gu, South Korea, which matured into a Sister City relationship in 2017. Most recently in 2024, the City established a Friendship City relationship with Ansan City, South Korea.
Historically, a Buena Park delegation consisting of City Council, City staff, Buena Park High School chaperones, and Buena Park High School students has visited South Korea, accommodated by Host City (i.e. Seongbuk-gu and Ansan) employees. All expenses (except airfare to South Korea) are paid by the host City. These expenses include hotel stays, meals, transportation, and entertainment fees. Airfare transportation has been paid for by the visiting City.
In return, delegations from Seongbuk-gu, who visit Buena Park, are hosted by the Sister City Foundation. Members of the Sister City Foundation have indicated that financial support from the City is needed in order to expand the cultural exchange program. The City has supported the program by paying for the hotel stays of the Korean delegation from Seongbuk-gu and typically hosting one dinner with the delegation and the City Council. Over the years, the length of visits and the City budget for this program has grown. Initially, the City Council allocated $15,000 for the program. However, the program is now exceeding its present General Fund allocation of $30,000, with program expenditures during FY 24-25 closer to $40,000.
In 2024, the City’s trip to Ansan-si and Seongbuk-gu provided an opportunity for the City delegation to discuss new additions to Friendship Park. The City proposed that the theme of Friendship Park could incorporate aspects of traditional Korean heritage. The trip provided an opportunity to receive input, and possibly a contribution from the two cities, as far as authentic features and displays being incorporated at the park.
DISCUSSION
In March 2025, a delegation from Buena Park traveled to Ansan-si, Seongbuk-gu, and Hongcheon-gun (Vivaldi Park Resort). The trip lasted 11 days and the delegation included two elected officials, two (2) City staff members, ten (10) Buena Park High School students, two (2) Buena Park High School Assistant Principals (chaperones), and members of the Buena Park Sister City Foundation. The expense of the trip, in addition to the cost of hosting a delegation from Seongbuk-gu in the fall of 2024, exceeded the $30,000 program budget allocation.
In June 2025, the Mayor of Seongbuk-gu sent a request for a delegation of 12 students and two (2) chaperones to visit Buena Park. Elected Officials are not scheduled to attend, similar to the delegation that visited in 2024. The Seongbuk-gu student group is planning to visit Buena Park from October 18-25, 2025. Past practice has been for Seongbuk-gu to pay their own airfare costs to Buena Park. Once here, the City and the Sister City Foundation typically provide all other accommodations such as hotel rooms and transportation for the delegation. Initially, the Seongbuk-gu delegates requested that the visit include confirming the installation of the Friendship Park sculpture provided by Seongbuk-gu. Subsequently, the City was informed that Seongbuk-gu has learned about delays in the Friendship Park project through media reports and is hesitant to proceed with the installation of their donated sculptures without a pavilion.
Separately, the City somewhat unexpectedly received an email from a representative of the Danwon Youth Center in Ansan City confirming their visit to the United States as part of an international youth exchange. Ansan City is currently preparing for a 6-night, 8-day international youth exchange program between October 14-21, 2025, wherein a delegation from Ansan that includes 12 high school students, two (2) staff members from the youth center, and one (1) public official from Ansan City Hall (a total of 15 members), plans to visit California. Specifically, Ansan City is requesting one to two days of cultural and educational exchange with local Buena Park youth. City staff have not discussed this with the Sister City Foundation or Buena Park High School.
In an email sent to the City, Ansan is asking for the City’s assistance in coordinating the following activities during their stay:
1. Visiting a local high school to observe classes or participate in joint activities.
2. Organizing a youth friendship program with Buena Park teens.
3. Touring a local youth center or community center in Buena Park.
4. Visiting Buena Park City Hall for a civic learning experience.
5. Taking a campus tour of UCLA, if feasible and within our network or recommendations. . Thursday, October 16 (all day) – Korean youth are scheduled to promote Korean culture at the LA Korean Festival* through activities such as K-POP and dance performances and distributing souvenirs. *Note: The International Multicultural 52nd Annual Los Angeles Korean Festival is being held October 16-19, 2025.
REQUEST OF CITY COUNCIL
The City Council should review, discuss, and consider accepting or declining one or both requests from the Korean cities to visit Buena Park in October 2025. Both visits are during the same week. Both cities are awaiting a formal response from the City.
Furthermore, the City Council should consider appropriating additional funds from the undesignated General Fund balance for the Sister City and Friendship City programs for expenses related to meetings, meals, airfare, transportation, and upgraded-quality cultural gift exchanges, should the same visit schedule be planned for the future.
Lastly, staff recommends that the City Council establish criteria or guidelines for a more formal and consistent Sister City program with student exchanges, including a robust budget and adequate staff time sufficient to sustain this priority. Staff will bring back formal program guidelines for adoption at a future meeting. However, some questions that will help solidify those guidelines are posed below:
Policy Questions For Council Consideration / Discussion on Possible Future Program Guidelines for the Sister City Program
Does the Council wish to explore other sister city or friendship city relationships? Does the Council wish to expand the program beyond BPHS? Does the Council wish to continue the same frequency of visits? Does the Council wish to allocate more than the $30,000 annually for the program?
REQUEST OF CITY COUNCIL
The Sister City and Friendship City Programs typically consists of two trips per calendar year: one to Buena Park (September/October) and the other to South Korea (in March during BPHS Spring Break). To continue with the programs, the current funding level of $30,000 annually is not sufficient based on recent expenditures. Historically, Buena Park has provided a modest amount of staff time and financial resources, while the Sister City has placed a higher priority on the relationship and a higher level of dedicated staff attention and economic investment in the relationship. The relationship creates a situation where reciprocation is expected and difficult to avoid.

DISCUSSION
This study session was requested by Council Member Hoque to consider developing a pilot Business Visitation and Outreach Program ("Program"). Buena Park has approximately 4,000 businesses ranging from small "mom-and- pop" establishments, all the way up to international corporations. The purpose of this Program would be to enhance engagement with local businesses, support economic growth, and foster a business-friendly environment in Buena Park. The focus would be small- and medium-sized businesses, which are often less connected to opportunities, resources, and programs offered by the City.
The proposed Program would build on several initiatives already underway in the Community and Economic Development Department, including:
Size-Up Online Business Assistance Tool
Buena Park Municipal Code changes to streamline business development Support and Assistance services offered by the Business Assistance Team Expansion of Online Permits and Services
Through scheduled visits to businesses, the City representative team could gain valuable insights into business operations, challenges, and needs, which can then be translated into tailored support to address business-specific concerns and foster clearer communication and a more business-friendly environment.
Key elements of the business visit could include:
Short tour of the location to learn about business operations Discussion of needs or concerns confronting their business and how the City can help Explore growth or expansion opportunities
Provide flyers/handouts with:
Information on City programs available for businesses
Key contact information to request City services for specific concerns (e.g. homeless outreach, graffiti program, code enforcement)
Updates on City projects/developments
Resources available through Small Business Administration (SBA), Small Business Development Center (SBDC), Orange County Workforce Development, North Orange County Chamber of Commerce and more
The Program would be promoted through the City’s website, display boards, social media platforms, direct email invitations and door-to-door flyer distribution. Interested businesses could sign up for an in-person visit from City representatives either online or by phone. City representatives, comprised of the City Council Member for that district, City Manager (or designee), Community and Economic Development Director, and Economic Development staff, would aim to meet with approximately two to four businesses per month.
Staff is seeking feedback from the City Council on the above-referenced program parameters as well as direction regarding the implementation of the Program starting with businesses in District 4, with the option to expand To other City Council districts, if desired by other City Council Members.
