1. CALL TO ORDER
The City Council met in a special meeting on Wednesday, October 1, 2025, at 12:00 p.m., at Los Coyotes Country Club, 8888 Los Coyotes Drive, Buena Park, California, Mayor Ahn presiding.

Also present were: Aaron France, City Manager; Chris Cardinale, City Attorney; and Adria M. Jimenez, MMC, Director of Government and Community Relations/City Clerk. 1 C. PRESENTATION OF COLORS
The presentation of colors was performed by the Buena Park High School Color Guard. 1 D. FLAG SALUTE
The flag salute was led by the OCFA Division Chief Matt Scheutz.
I E. UNITED STATES OF AMERICA NATIONAL ANTHEM
The singing of the United States of America National Anthem was led by Clara K. Shin. 2A. ORAL COMMUNICATIONS
Director of Government and Community Relations/City Clerk Jimenez announced the public may at this time address the members of the City Council on any matters within the jurisdiction of the City Council. There being no requests to speak, Director Jimenez closed oral communications.
3A. 2025 STATE OF THE CITY ADDRESS
City Manager France introduced the Members of the City Council and their spouses as well as the Department Head team. City Manager France also acknowledged the presence of Senator Tony Strickland, Orange County Board of Supervisor Doug Chaffee, Assemblywoman Sharon Quirk-Silva, and their respective representatives; and, Council Members and staff from neighboring cities.
Mayor Ahn and City Manager France delivered the 2025 State of the City address and highlighted Buena Park's general fund budget, general fund reserve, Measure R 1% Sales Tax, Vehicle Incentive Program, upcoming commercial developments, entertainment and attractions, capital improvement projects, housing and supportive services, new and ongoing programs and initiatives, achievements in education, and public safety operational efficiency and service enhancements.

ADJOURNMENT
There being no further business, Mayor Ahn adjourned the meeting at 1:06 p.m.
