System Description
1.1 The CommandCentral Platform
This solution is part of Motorola Solutions’ CommandCentral platform, which provides interconnected solutions that unify data and streamline public safety workflows. Through single sign-on capabilities, your personnel can access all CommandCentral applications with one agency username and password for a more streamlined workflow. The CommandCentral platform puts your agency’s information to better use, improves safety for critical personnel, and helps keep your focus on the communities you serve.
CommandCentral is built to evolve over time, maximizing the value of existing investments while adopting new capabilities that better meet your personnel’s growing needs. With cloud-based services and an agile development methodology through constant user feedback, Motorola Solutions can rapidly deliver new features and functionality in a more manageable, non-intrusive way.
The CommandCentral End-to-End Platform
1.2 CommandCentral Community
Motorola Solutions’ CommandCentral Community enhances the partnership between your agency and the community. As the foundation for transparent community engagement, this solution streamlines the flow of information between your agency and the people you serve. CommandCentral Community’s toolkit helps build public trust and push your investment further. CommandCentral Community functionality can be integrated with the solutions your agency already uses to reduce the need for headcount and increase the value of community intelligence.
The CommandCentral Community experience centers around CityProtect.com.
This mobile-friendly webpage offers citizens a centralized set of tools to contribute to public safety. The tools and forms within CityProtect create a dialogue with your community and promote the value of citizen intelligence. Sharing and receiving important information is streamlined to make engagement easier.
1.2.1 Agency Page
This community solution provides a dedicated, public-facing webpage for your agency. The customizable page offers a unique URL to serve as the hub for community interaction with access to the tools for the public to connect with your agency.

The agency page shows quick, rotating messages—bulletins (up to five 244-character messages)—to keep the public informed. Your agency will control the order, schedule, and expiration date of these bulletins. The page also integrates an agency’s social media feeds to further unify communications.
1.2.2 Digital Evidence Collection
CommandCentral Community’s Digital Evidence Collection allows your agency to collect case-specific digital material without needing a personal device or physical storage, such as CDs, USBs, or other devices generally checked into physical evidence stores. This can be managed using the CommandCentral digital evidence management tools.
Digital Evidence Storage
The proposed solution includes a 1TB Storage Block to store your agency’s multimedia content. Additional storage blocks are available for expansion, if necessary.
Additional storage is purchasable to provide storage for multimedia content your agency produces to optimize and secure the data your personnel can retain. Please see the pricing section for the specific amount of additional storage included with your solution.
1.2.3 Public Submissions
The public can submit information online with an easy-to-use interface. There are multiple self-service form options for online submissions, including anonymous tipping, non-emergency online submissions, and digital evidence collection. Your agency can decide which of these forms to deploy and how to personalize these forms with built-in form management tools. The public can use these forms on CityProtect to submit tips, or they can use anonymous SMS communication. Together, these submissions help agencies build a more accurate operating picture using information from the community.
These public submissions are managed in one location and can be linked to your records to create a more efficient workflow. Submissions from the community are collected in the Community Inbox, where your agency can review submissions before they are entered into the master tables to avoid duplication. This leads to cleaner incident record data, while preserving the original record for future reference. The consolidated record view shows all linked submissions in one, complete location.
1.2.4 Custom Forms with GovOS Studio by Kofile
As part of this solution, CommandCentral Community adds custom forms to the available standard forms for public access. Through our partnership with Kofile, GovOS Studio (previously known as SeamlessDocs), your agency can create a form from scratch with simple form-building tools, or convert a PDF into a fillable form. A library of customizable templates is available to help fit the needs of your agency. Custom forms also enable online versions of forms to address specific state requirements.
As an agency with an active GovOS Studio contract, this solution will enable you to connect your custom GovOS Studio forms with the proposed CommandCentral Community solution.

1.2.5 Crime Map
CommandCentral Community’s Crime Map is built into the CityProtect home page. Crime Map automatically publishes crime data and incident information from your RMS or CAD system to an interactive, online map. This map keeps the public informed of local crime activity and offers visibility into your operations. CommandCentral Community’s Crime Map provides the following:
• Incident data display with up to hourly update.
• Primary Agency shapefile.
• Sex offender options.
• Crime data download option and action link.
Users can customize and manage data published on Crime Map so that only appropriate public information is shared.
1.2.6 Camera Registration
Camera Registration allows citizens to register their residential or commercial security cameras in CityProtect. Each community member can create a free CityProtect user account to manage their camera information. Your agency can then access the location of these cameras and contact the owner for potential video evidence. The data from these accounts is visualized in a variety of CommandCentral applications, such as CommandCentral Aware and CommandCentral Investigate.
1.3 CommandCentral Community

DISCUSSION
In an effort to enhance the local urban forest and encourage youth and public investment in its success, staff is exploring a partnership with Buena Park High School's (BPHS) Agriculture Department. The partnership would allow students at BPHS to raise approximately 40 trees of multiple species from the sapling phase to a more mature tree. The process would include watering, trimming, fertilizing, and cultivating the trees in an orchard onsite at the school. The trees would be provided by the City and consist of a mix of species from the Approved Parkway Tree List (tree list). After approximately a year of care by BPHS students, the trees would be returned to the City and planted in either parkways or medians, likely on arterial streets where larger, more mature trees are preferred.
Additionally, BPHS students could vote to request one additional tree from the City per year that is not on the tree list (pending final approval by City staff). When returned, this tree would be planted at a City park or facility.
The approximate cost of the program would be $2,500 per year. Proposed costs include 40 trees in 15-gallon size at $55/each, specialized shovels and tools to help the students care for the trees at $200, and $100 for the students to select a tree of their choice. It should be noted that the City typically plants parkways trees in the 15- gallon size, and purchasing trees in a larger size typically costs the City an extra $100-$150 per tree. Assuming most of the trees return in good condition, the program could be a net gain for the City financially.
This program was discussed by the Climate Action Commission on August 5, 2025, and the Commission recommended the City Council approve the concept. Attached to this report is a letter from the BPHS Agriculture Department's Teacher Advisors in support of the program.

DISCUSS AND PROVIDE DIRECTION REGARDING CLIMATE ACTION COMMISSION'S REVIEW OF PUBLICTREE POLICY, URBAN FOREST MANAGEMENT PLAN, AND AN ORCHARD PILOT PROGRAM
PREPARED BY PRESENTED BY

DISCUSSION
On August 5, 2025, the Climate Action Commission (Commission) discussed the City's Public Tree Policy, Urban Forest Management Plan (UFMP), and a proposed Orchard Pilot Program at the request of Council Member Sonne.
Upon review, the Commission voted to maintain the City’s Public Tree Policy in its current form and recommended minor changes to the City’s UFMP. The recommended amendments to the UFMP included updates to ensure alignment with the City’s most recent Public Tree Policy, such as updates to the preferred species list; a reduced emphasis on maintaining species continuity along streets; and, the removal of the planting plan, which had previously specified particular tree species for designated locations identified during the UFMP's initial development.
The Commission also discussed the feasibility of a public Orchard Pilot Program. After reviewing the concept, the Commission expressed some concerns and concluded that it may not be the appropriate time to move forward.
Commissioners acknowledged that while can orchards provide fruit and community benefits, they also require substantial ongoing maintenance, irrigation, and management of fallen fruit, pests, and public access — responsibilities the City is not currently equipped to support. Staff has recently been focused, at the request of the City Council, on planting, watering, and maintaining hundreds of new trees throughout the City. The Commission recommends that staff continue prioritizing the expansion and care of parkway trees, which provide immediate canopy, shade, carbon reduction, and community benefits.
If the Orchard Pilot Program were to move forward, it would likely require identifying a currently un-programmed open space within a City park for its establishment. To protect the orchard and its produce, the area would ideally be fenced to manage access and prevent vandalism or unauthorized harvesting. Successful operation would also require staff with experience in orchard or farm management - expertise the City does not currently have on staff.
While some responsibilities could be supported by volunteers or contract services, overall coordination and ongoing maintenance would still require staff involvement. Additionally, distributing the harvest to the community would likely require collaboration between the Community Services Department and a local non-profit organization. Although the City currently operates a Community Garden, an orchard represents a distinct undertaking, which would require training for both staff and volunteers to ensure the program's success.

DISCUSS AND PROVIDE DIRECTION REGARDING CITY VIDEO SERVICES

DISCUSSION
On May 3, 1982, the Buena Park Cable Foundation (BPCF), a 501(c)(3) non-profit tax-exempt public benefit corporation, was formed by the City Council to "foster and promote social and civic advancement through activities related to cable communications." The organization aimed to achieve this through producing, scheduling, and funding cable channel programming and awarding scholarships to college students who have a career interest in the communications field. The BPCF Board held regular board meetings to approve the budget, programming, scholarships, and other business. City Manager's Office staff supported the BPCF with day-to-day operations of the channel, production management, and other activities.
Over the years, the BPCF and the City Manager's Office managed and oversaw the operations and programming of the City's government access channel and awarded annual communications scholarships to local students.
However, as time went on, changes to federal and state law relating to cable franchises, together with increasing limitations on the BPCF's revenue, continued to narrow the scope of the BPCF's activities. On July 26, 2022, the BPCF voted to dissolve and transfer its remaining activities and fund balance to the City. With City staff already managing most of the cable channel activities, including the budget, the transition to the City was fairly smooth.
Funding for video services comes from Public, Educational, and Governmental (PEG) fees and the General Fund.
PEG fees are collected from cable company subscribers and remitted to the City to fund equipment and facilities related to the operation of the channel. These funds may only be used for capital costs like the purchase of related equipment, video broadcast facility upgrades, and similar infrastructure/hard costs. They may not be used to fund staff salaries, programming costs, or video productions. Typically, the City receives roughly $100,000 in PEG fees.
Several video production facility upgrades have been funded with this revenue stream. Approximately $104,500 from the General Fund provides for staff salaries, annual scholarships, and other maintenance and operation items.
Prior to 2022, the BPCF used independent contractors for routine video productions, live event coverage, and City Council meeting broadcasts. A few student teams were also used for State of the City productions in a limited capacity. Ultimately, staff determined that bringing professional video services "in-house" would be more beneficial for the City as it would improve video quality, optimize production and live event scheduling, and provide more support for all production stages. In 2024, the City hired four professional videographers in the part-time Video Technician classification. Two of these positions are dedicated solely to broadcasting the City Council and Planning Commission Meetings. Currently, the City has a total of five Video Technicians working in a part-time capacity.
Staff also believes that having professional videographers on staff assists with control of rising production costs in the industry and is more efficient. For example, the City previously solicited bids from private video producers for two 60-second grant-funded tobacco PSAs. The estimates ranged from $8,500 (with no pre-production and limited post-production work performed) to $22,000 for a complete production. In contrast, each City Council Member’s State of the City video, which were roughly 3 minutes each, ranged from $1,400 to $2,000 each. As always, more detailed, complex projects will require a higher cost per production, but those costs can be managed in-house much more effectively.
Since creating the Video Technician position, staff believes that the goals of enhanced video quality and production quantity have been met. Staff has also been able to attend more events to capture video clips for social media following the event and to capture stock footage for subsequent uses. For example, this year’s State of the City compilation video featured nearly all video clips, something that had never been done before due to a limited video database. Additionally, staff has focused on more short-form videos, rather than the longer productions. For example, short-form videos were posted to social media and the BPTV channel for events such as the Construction & Career Fair, Summer Concerts, and Silverado Days. This is in line with current social media trends.
While program scheduling on the channel changes from week to week as new programs are filmed, the channel generally has programming scheduled from 5 AM to roughly 8 PM every day. Attachment 1 provides a sample scheduling line up. City Council meetings run for the two weeks between meetings and then are removed. When programming is not running, the City has a carousel that provides City updates, event flyers, and other information.
It should be noted that staff posted a survey on the BPTV channel a few months back encouraging residents to provide feedback. To date, the City has not received any responses.
Going forward, staff plans to create more productions that highlight Buena Park, provide information to residents, and encourage residents to come to City events and programs. One example of this is a recent infomercial created to help customers navigate through the passport process. The video was created in conjunction with the City Clerk’s Office and translated into Spanish and Korean. Another recent production is a three-part series that showcases the important work that the Homeless Outreach Team and Homeless Liaison Officers are doing in the community. A segment of this series will be shown at the study session. Staff also plans to partner with the Police Department in the near future to spotlight new public safety programs and initiatives.
Staff will continue to create and produce high-quality video productions to share with residents and businesses via the BPTV channel and the City’s social media channels.
Staff is requesting the City Council receive and file this update or provide different direction.
