SUBJECT: Adoption of a Resolution Approving the Establishment of the Title , Specification, Salary, and Conflict of Interest Code Designation for the Classification of Sustainability Officer and Adoption of a Resolution Approving a Citywide Salary Schedule
RECOMMENDATION
1. Adopt A RESOLUTION OF THE COUNCIL OF THE CITY OF BURBANK APPROVING
THE ESTABLISHMENT OF THE TITLE, SPECIFICATION, SALARY , AND CONFLICT
OF INTEREST CODE DESIGNATION FOR THE CLASSIFICATION OF
SUSTAINABILITY OFFICER (Attachment 1)
2. Adopt A RESOLUTION OF THE COUNCIL OF THE CITY OF BURBANK APPROVING THE CITYWIDE SALARY SCHEDULE (Attachment 2)
BACKGROUND
Staff seeks to establish the title , specification, salary, and conflict of interest code designation for the classification of Sustainability Officer. The impetus for this proposed establishment is linked directly to ongoing, long-term discussions and planning tied to the City’s Greenhouse Gas Reduction Plan (GGRP ). In fact, through public input, Burbank residents, including members of the Sustainable Burbank Commission, have specifically called for the creation of this classification to oversee and monitor the implementation of the GGRP.
DISCUSSION
The Sustainability Officer would be a highly qualified and experienced project manager.
The proposed classification would support the City’s greenhouse gas reduction efforts by addressing goals, priorities, and objectives in the GGRP, the City’s General Plan, and the Burbank 2035 Plan. The proposed Sustainability Officer would act as the overall project manager for these programs, leading collaboratively across departments to plan and manage the GGRP and the City’s overall sustainability projects. The Sustainability Officer
MANAGEMENT
SERVICES
2 would also work with the Sustainable Burbank Commission, government agencies, impacted groups, stakeholders, and the public, and provide updates to the City Manager, the City Council, and the community as a whole.
While this classification would work across departments on the programs and initiatives noted above, the Sustainability Officer would reside at BWP and report to the BWP General Manager. While other departments (for example, the Community Development Department) are impacted by sustainability goals and requirements, BWP is the most heavily affected with sustainability-related objectives and regulations.
The proposed salary range for the classification of Sustainability Officer was established by reviewing the internal relationships within BWP to maintain consistency. Staff also conducted a market survey and found only two comparable classifications among our survey cities. Therefore, staff is proposing the monthly salary range for the classification of Sustainability Officer be set at $9,582.69 to $12,601.23, which is similar to the comparable classifications.
The classification of Sustainability Officer will be an unrepresented management (“Z” Group) classification, exempt from Civil Service , and exempt from the Fair Labor Standards Act under the administrative exemption. The BWP General Manager concurs with the recommendation.
Lastly, in accordance with Government Code Section 20636 and Title 2 of the California Code of Regulations Section 570.5, CalPERS requires public agencies to post a publicly available salary schedule that is approved by the City Council at a public meeting in order for CalPERS to determine earnable income. Therefore, staff is requesting the City Council adopt an updated salary schedule that includes the proposed salary for the Sustainability Officer classification.
FISCAL IMPACT
The City Council approved funding for the proposed classification in the Fiscal Year 2021- 2022 budget. Therefore, there is no fiscal impact to the General Fund associated with the approval of the establishment of the Sustainability Officer classification.
CONCLUSION
The establishment of the classification of Sustainability Officer supports both requests of the Burbank community and the previously expressed direction of the City Council, while meeting the current and ongoing needs of BWP and the City as a whole. Therefore, staff recommends the City Council adopt a resolution establishing the title, specification, salary, and conflict of interest code designation for the classification of Sustainability Officer and adopt a resolution approving the Citywide Salary Schedule.
