THE APPLICATION FOR LAND AND WATER CONSERVATION FUND FOR THE MCCAMBRIDGE AQUATIC FACILITY PROJECT.

BACKGROUND
The Land Water Conservation Fund (LWCF) program provides matching grants for acquisition or development of lands and facilities that provide or support public outdoor recreation. The Parks and Recreation Department (Departm ent) submitted a LWCF grant application through the State of C alifornia Natural Resources Agency Department of Parks and Recreation Office of Grants and Local Services (OG ALS) for improvements and enhancements of the McCambridge Aquatic Facility Pro ject (Project), known as the McCambridge Park Pool (MPP).

DISCUSSION
The City of Burbank’s (City) robust Aquatic Program offers a variety of active recreation options for all age groups at two (2) aquatic facilities: Verdugo Aquatic Facility (VAF) and MPP . Within a 10-mile radius , there are a total of 18 public aquatic facilities , however, only four (4) offer year-round swim programs, VAF being one of the facilities.

MAF is located at the McCambridge Recreation Center and was originally const ructed in 1955. The current footprint consists of one large swimming pool and operates on a seasonal basis from May through August.

The Parks and Recreation Department (Department) has assessed the existing level of aquatics use in the community which indicates a deficit of aquatic resources available to meet the current demand. The Department has explored possibilities in creating a new recreational facility, however, the City i s “built-out” and limited land options exis t. After an extensive community engagement process, th e D epartment co ncluded that a

The scope of renovation of the Project will include a remodel of the bathhouse, pool deck, and associated equipment , and systems. I n addition, the renovation will remedy deficiencies in the current aquatics facility usage and community accessibility, while also increasing recreational features and ensuring Americans with Disabilities Act (ADA) compliance. As a result of these improvements, resident s will benefit from increased opportunity for physical activity and enhanced quality of life. S imilar to operations at VAF, M PP will operate yea r-round a nd serve as a facility for citywi de recreational programming and special events.

The grant application was submitted on February 1, 2022 and the deadline for submitting the resolution (Attachment 1) to OGALS is April 2 , 202 2. If awa rded, t he grant-funded improvements have an estima ted start date of Fal l 2022—Summer 2023, and would need to be completed three (3) years after approval.

FISCAL IMPACT
There is no immediate fiscal impact with submitting the grant application to OGALS. The total cost for the proposed improvements is estimate d to be $10,470,515. The LWCF grant will reimburse 50% of the project cost. Should the City be successful in receiving a grant through the LWCF program, the fiscal impact for the project will be $5,235,257.50.

CONCLUSION
The Department strives to be t he he art of the community by provi ding enr iching opportunities, beautiful parks and inspiring programs that meet the needs of all Burbank residents. Staff has worked dili gently to seek funding for the improvements of the McCambridge Park Pool while minimiz ing General Fund support. It is sta ff’s intent to address the community’s desire to enhance and modernize the facility for all who live , work, and play within Burbank.
