Please tell us about yourself and why you want to serve.
Why are you interested in serving on a board, commission or committee? I both enjoy and strongly believe in giving back to my community. I have greatly appreciated the opportunity to help educate the public during my time on the Sustainable Burbank Commission and to participate in the policy making process for the city. As I am particularly interested in energy and water procurement for Burbank, I have attended many BWP Board meetings over the past 6 years. During this period, I did not hear a strong voice advocating for the most sustainable and environmentally friendly paths forward. I often spoke at public comment, suggesting the Board look at the environmental impact of obtaining certain resources and at the cost-saving possibilities over time of thinking outside the box. As a member of the Board, I would welcome the chance to share ideas and have robust discussions on ramping up local resilience in the areas of water and energy, so crucial in maintaining services and addressing unpredictable challenges due to a changing climate.

Serving on the Sustainable Burbank Commission has been invaluable for educating myself on Burbank's specific needs, limitations and potential.
Our City Council relies on the research and knowledge shared by commissions to get a clear picture of the options before it.
I feel, also, that commissions are crucial for
assessing the community's perspective on issues.
What are your goals in serving on this Board/Commission/Committee? I want to be a strong voice for sustainability on the Board, a conduit for research and analysis gathered by cutting edge sources. Our city, along with all Southern California cities, faces unprecedented challenges ahead: meeting statewide clean energy mandates, adjusting to severe drought, preparing for increased heat waves and wildfires.
Some of the wisest paths forward are not always the most obvious.
What made
strategic and economic sense in the past may no longer serve us as we head into a very different future.

Please tell us about yourself and why you want to serve.
Why are you interested in serving on a board, commission or committee? I have a passion for public service and public works. I have worked at two utilities in roles that have helped accelerate the transition to a carbon free world. I have experience working on smart grid technologies, energy innovation, renewable energy, electric vehicles, energy efficiency, and clean energy programs. In my role, I have helped local governments with sustainability plans, reach codes, GHG inventories, and carbon reduction strategies. I have also worked with the UC and CSU systems to make their campuses more sustainable through the development of the nation's first GHG emissions incentive program (the Clean Energy Optimization Pilot). I think I would be a good addition to the Burbank Water and Power Board because I will bring pragmatic solutions to solving real world problems. Burbank Water and Power is a best in class utility and I would bring my expertise to push BWP to drive greater focus on sustainability, while being mindful of the need to provide safe, reliable, and affordable power.

Describe any qualifications, experience, and education, as well as any technical or professional background you may have relative to the duties of this position.
I have been working at large public utilities for over 10 years. My experience has ranged from transmission and distribution to energy innovation to customer programs to regulatory. I focus on driving innovation through pragmatic solutions that diverse stakeholders can rally around.
Most recently I have
been working at SCE as a Sr. Advisor focused on DSM Planning, Integration, and Strategy. In this role, I led to development of a recently filed $1.56B energy efficiency application for 2024-2027. Prior to that, I co-led the development and implementation of the Clean Energy Optimization Pilot (CEOP), taking a solution from conceptual design to regulatory application to successful implementation. CEOP is a first-of- its-kind performance-based program designed to incent UC and CSU campuses to reduce GHG emissions.
Before coming to SCE, I worked at Arizona Public Service (APS) in the Smart Grid Planning department as a Smart Grid Analyst. While there, I managed an executive level Operation Technology Advisory Committee, which assessed various new technologies and their potential impact on the company. In this role, I interacted with internal executives, external key industry leaders, and technology innovation organizations (including EPRI, NREL, and SEPA). I also led development of a transformer load management tool, project management of several demonstration pilots, and led several cross-functional initiatives (including development of a company strategies for demand response, smart grid, transportation electrification, energy storage, and microgrids).
Experience Details: Senior Advisor, Public
Sector Strategy & REN Coordination, Southern California Edison, Rosemead, CA (2012 – current) • Led
development of $1.56B Energy Efficiency Application for 2024-2027. These funds will deliver cost- effective energy efficiency savings, ensure market viability and vitality, and address hard-to-reach and disadvantaged communities. • Led EE Modernization effort for SCE which streamlines how SCE delivers DSM programs to customers to drive greater energy savings, community engagement, and cost effectiveness. Policy proposals include a GHG emissions reduction goal, 4-year application cycles, alignment of EE Potential and Goals with EE reporting and measurement, and cost-effectiveness realignment. Policy proposals adopted by CPUC in May 2021. • Led development and implementation of
$20M Clean Energy Optimization Pilot, a first of its kind customer friendly offering designed to incent pilot participants to reduce GHG emissions through on-site energy related measures. First year evaluation showed 33% greater than expected results in ¾ of a year. • SCE representative to the California Energy Efficiency Coordinating Committee (CAEECC). Manage customer service perspective for EE regulatory work including comments and reply comments on Potential and Goals, Business Plan, REN Joint Cooperation Memos, Local Government Terms and Conditions and any data requests • Strategy and Christopher G Malotte
coordination lead for ~$50M+/yr. Regional Energy Networks (Southern California REN, Tri-County REN, Inland REN, Rural REN).
• Program management and successful wind down of $1.2M/yr. Statewide Energy Efficiency Collaborative (SEEC). SEEC was a collaborative of CA investor owned utilities and three non-governmental organizations to promote energy efficiency and sustainability best practices to local governments throughout the state.
Smart Grid Program Analyst, Arizona Public Service, Phoenix, AZ (2011-2014)
• Managed and coordinated Operational Technology Advisory Committee – executive committee that sets the course for the company regarding various technologies. • Managed all aspects of transportation electrification for APS, including implementation of Electric Vehicle Time-of-Use rate, interfacing with Customer Service and Transmission & Distribution to manage electric vehicle load, and regulatory filings. This included a regulatory compliance filing on electric vehicles submitted to the Arizona Corporation Commission each year. • Worked with various consultants and APS personnel to develop and get executive approval for $250M 5-year smart grid strategy. • Educated internal and external
stakeholders and the public through presentations on APS’s electric vehicle program. Additionally, worked with the other AZ utilities to increase support for and participation in EVAZ Electric Vehicle Policy Stakeholder Group. EVAZ is a diverse group of stakeholders including utilities, OEMs, local governments, and others interested in electric vehicles with the goal of driving increased adoption of electric vehicles. •
Led multiple business unit initiatives to develop strategy for optimizing and electrifying APS motorized fleet.
• Assisted with multiple business unit initiative to develop company strategy for demand response. • Managed $1.5M Chase Field battery storage and electric vehicle charging station deployment; the first EV chargers to be deployed on city streets in the US.

What are your goals in serving on this Board/Commission/Committee? If chosen for the BWP board, I would like to advocate for Burbank Water and Power to continue to be being best in class for reliability, safety, and affordability, while pushing for an increased focus on sustainability. I would like to bring some of my experience over the past 10 years at cutting edge utilities to push BWP further on customer programs, renewables, and conservation activities. At the same time, I am a parent and ratepayer, so I am always mindful of needing to balance these sometimes competing priorities with affordable rates and a robust balance sheet.

Why are you interested in serving on a board, commission or committee? The State of California requires all utilities to become 100% renewable energy providers by 2045. My experience working for LADWP as the Manager of System Reliability Studies, my participation in the LA100 Study as a contractor to the entity that performed the Study for LADWP, and my current membership in the Advisory Group involved in LADWP's Strategic Long Term Resource Plan study uniquely qualifies me to join BWP's board. I believe it is my civic duty to offer my expertise in integrating renewable energy to the Board at this critical time.

Most recently, I first-chaired a trial on an express indemnity claim after resolving the underlying catastrophic injury matter involving a head wound of a very sympathetic plaintiff. I was able to resolve the underlyi ng claim within the primary insurance layer, prosecute the cross -complaint against non- settling parties, and obtain a judgment for a portioned liability and recovery of all attorneys fees and costs through trial resulting in an approximate $1.5 million return to the insured and carrier.
I have experienced success on Motions for Summary Judgment regarding issues of permissive use of company vehicles for a major telecommunications client resulting in the disposition of a million- dollar claim and saving the client approximately $300,000 in trial- related costs. I am a member of the Association of Southern California Defense Attorneys (ASCDC) and actively monitor changes in law and interpretation of the law to maximize advocacy for our clients.

In addition, when I handle high- exposure cases where a plaintiff is treated on medical liens, I have also been aggressive in challenging the reasonable value of gross medical bills where plaintiffs have attempted to bolster the value of their claim . Most recently, I have reduced special damages totaling $ 400,000 (gross) to approximately $60,000 using a novel discovery approach that has been highly successful. Ultimately, this high-end discovery work results in reducing special damages, which are often used as “multipliers” for general damages. This approach to discovery and high-exposure cases results in a much lower resolution. In this case, I resolve the matter for 26% of the original demand after receiving favorable discovery orders.

Please tell us about yourself and why you want to serve.
Why are you interested in serving on a board, commission or committee? As a Burbank resident, parent of BUSD student, and activist, I want to help communicate the needs, concerns, and goals of our residents and address the Board and City Council to be sure their voices are heard. Burbank is doing a lot right. I think that our progress toward green energy has been amazing over the past 10 years. But many of our residents do not feel connected to the work that BWP is doing. I feel like most of my parent friends and neighbors do not know that BWP reached its 33%-renewable goal 5 years ahead of schedule. Our neighbors do not understand the billing changes - or reasons behind them. I want to help be a communicator and advocate for BWP, while also listening to our community members and hearing out their concerns.

First Choice
FIRST choice for Board/Commission/Committee appointment:
BURBANK WATER & POWER BOARD
Describe any qualifications, experience, and education, as well as any technical or professional background you may have relative to the duties of this position.
I work in entertainment production, and I have helped to adapt green policies into my work life as a television producer. Though my focus is on the creative side, I always try to engage the finance team to thinking about ways to be green and budget-conscious.
We have transitioned, even during Covid
protocols, to
banning single use plastic bottles, styrofoam, etc in meal and craft foods services. I also understand budgetary constraints, as I help manage $30-60 million production budgets.
What are your goals in serving on this Board/Commission/Committee? I have a 3 part plan to save Burbank millions in expenditures and also help us reach our goal toward being 100% GHG-free by 2040.
1) Install solar panels owned by BWP on BUSD campuses that have new/newer construction (and can withstand the roof weight without retrofitting.) 2) Install solar on all
Burbank City buildings 3) Instal solar on Hollywood-Burbank Airport (new construction) to offset carbon emission Please know that I am very much aware of the many hurdles faced when enabling a large scale solar implementation. I will call on Rep. Adam Schiff to lobby Congress for our city to act as a model city in the implementation of Green New Deal policies: reducing fossil fuel usage, reducing the effects of climate change, while also providing local highly skilled jobs, increasing city revenue and reducing BUSD budget expenditures for energy consumption.

Describe any qualifications, experience, and education, as well as any technical or professional background you may have relative to the duties of this position My experience is in management and communication. My career relies on many disparate opinions coming together for the goal of completing one project in synchronicity. I can be that person to help communicate the difficult job BWP has in regard to billing and taxing changes, and help to make the residents - especially our BUSD families who have a very vested interest in long-term success of Burbank - feel heard.
What are your goals in serving on this Board/Commission/Committee? Through the implementation of greater solar usage, with seed funding by BWP as well as federal "Green New Deal" grants, I believe we can completely offset the BUSD budget crisis and also raise wages for teachers. (I have case studies of other CA districts that were able to successfully do just that.) Supplemental Questions

Please tell us about yourself and why you want to serve.
Why are you interested in serving on a board, commission or committee? I'm interested in serving on Burbank Water and Power (BWP)'s board because I want to see the the utility accelerate the transition to renewable energy. I was born and raised in Santa Clarita and have called Southern California my home since birth; it has been a gift. BWP has an opportunity to be a leader in sourcing clean energy here in Southern California and to navigate the water-energy nexus with aplomb. I want to serve on BWP's board to collaborate with other like-minded citizens for a cleaner, healthier, and equitable future.

Describe any qualifications, experience, and education, as well as any technical or professional background you may have relative to the duties of this position.
I have a BS in Ecology and a minor in Film, Television, & Digital Media from UCLA and a masters degree in public health (MPH) from USC. My MPH led me to want to engage in climate-related work for the rest of my life; utilities and cities are key to solving the climate crisis. I have 3+ years of work experience in the clean transportation and energy sector in public affairs (policy, grant-writing, regulatory consulting) and marketing roles.
My work experience taught me that utilities are well-positioned to lead on climate change solutions through procuring renewable energy for electricity, developing greener electricity rates, providing incentives for transportation electrification, expediting the permitting process, developing relationships with their customers, and much more. I understand that different utility structures (i.e. publicly-owned, investor-owned, and community choice aggregators) can be complex and come with varying rules and regulations as dictated by the California Public Utilities Commission that ultimately affect how the general public gets their electricity. Going forward, I want to channel my understanding and multi-faceted experiences into a brighter future for the City and all.
What are your goals in serving on this Board/Commission/Committee? My goal would be to help bring BWP procure 100% renewable energy by 2030.

FIRST choice for Board/Commission/Committee appointment:
Burbank Water and Power Board
Describe any qualifications, experience, and education, as well as any technical or professional background you may have relative to the duties of this position.
I served on the Board of Directors of the Metropolitan Water District from 1992 -2004. During my tenure I was a lead negotiator in discussions on Colorado River water transfers from Imperial Irrigation District to the San Diego County Water Authority and in negotiations to prevent proposed water extraction from the aquifer underlying the Mojave. During my tenure MWD engaged in extensive efforts to harden the regional water supply against future droughts - this included conservation programs and development of the Diamond Valley Reservoir. Throughout my tenure on the board there was a consistent effort to manage ongoing demand, anticipate and plan for long range supply needs, while maintaining and improving infrastructure all within budget.
What are your goals in serving on this Board/Commission/Committee? My interest is working to maintain Burbank's "first in class" standing among municipal water and power agencies by continuing to focus on reliability of services and the cutting edge environmental leadership of projects like the utility's eco-campus. The agency is facing significant challenges of maintaining supply, finding innovative ways to make ever more efficient use of the resources we have, and reducing the impact of increased conservation on the BWP's rate structure. For example, are we able to develop effective ways to use or water bank the supplies currently lost to the ocean through the Burbank East Channel?
