SUBJECT: Adoption of a Resolution Approving a General Services Agreement with the County of Los Angeles
RECOMMENDATION
Adopt A RESOLUTION OF THE COUNCIL OF THE CITY OF BURBANK APPROVING
AN AGREEMENT BETWEEN THE CITY OF BURBANK AND THE COUNTY OF LOS
ANGELES TO RENEW A FIVE- YEAR GENERAL SERVICES AGREEMENT (GSA) (Exhibit A).
BACKGROUND
Every five years, the City of Burbank enters into a General Services Agreement ( GSA) with the County of Los Angeles to allow the County to provide miscellaneous as -needed support services. The GSA is general in nature and provides authority for the County to provide services requested by the City. It also specifies the method by which t he City requests and pays for a service and provides for the annual adjustment of rates.
GSAs have been executed with most cities within the Los Angeles County to request various services on an as -needed basis. Examples include predatory animal control, direct assessment collection, and a variety of public works services such as plan check and inspection for City projects in the County right -of-way and City bridge inspections.
Ongoing services, such as law enforcement and public health code enforcement, are provided by the responsible County departments through Specific Service Agreements (SSAs). Any SSAs between Burbank and the County of Los Angeles are not affected by renewal of this GSA. Selectively using the County’s resources to complete certain tasks is consistent with Council’s longstanding goal of fiscal responsibility.

2 DISCUSSION
The existing GSA between the City and the County of Los Angeles will terminate on June 30, 2022. To ensure continuation of the availability of services under the GSA to the City, the County has asked the City to renew the agreement for a five-year period, from July 1, 2022 through June 30, 2027 (Exhibit B). The new GSA is essentially the same as the prior agreement. Each GSA incorporated b y reference a joint indemnity agreement, which is attached as Exhibit C.
This resolution will help support Council’s current goals of “City Services” and “Infrastructure” by ensuring the continuation of available County services if and when needed to minimize impacts to our residents.
FISCAL IMPACT
Renewal of the GSA will have minimal fiscal impact. Payments for the County services come from each project’s funding source.
CONCLUSION
The GSA with the County of Los Angeles will allow the City to contract with the County for miscellaneous services as needed. Staff respectfully recommends that Council adopt the proposed resolution to approve the GSA.
