A RESOLUTION O F THE COUNCIL OF THE CITY OF
BURBANK AUTHORIZING THE CITY MANAGER OR HIS
DESIGNEE TO EXECUTE THE 20 21 URBAN AREA
SECURITY INITIATIVE (UASI ) SUB AWARD
AGREEMENT AND ANY FUTURE AMENDMENTS,
ACCEPTING $278,371 IN 20 21 UASI GRANT FUNDS ,
AND AMENDING THE FISCAL YEAR 2021-22 BUDGET
BY APPROPRIATING FUNDS
THE COUNCIL OF THE CITY OF BURBANK FINDS:
A. The Federal Department of Homeland Security, through the Office of Grants and Training, provides financial assistance to select urban areas through the Urban Area Security Initiative (UASI) program.
B. Funds will be allocated to enhance the Police Department’s response capabilities to critical incidents. The 2021 UASI grant will support personal protective equipment for first responders, enhanced tactical communication equipment, data- sharing software for investigation purposes, and specialized training.
C. Funds will also be allocated for training to enhance the Fire Department’s capability as a local and regional first responder. The Fire Department will use 2021 UASI grant funds for H azardous Materials Technician Specialist; Chemical, Biological, Radiological, Nuclear and Explosive (CBRNE) training; as well as Weapons of Mass Destruction training and Fire Ground Survival training.
THE COUNCIL OF THE CITY OF BURBANK RESOLVES:
1. The City accepts the 2021 UASI grant in the amount of $278,371.
2. The 2021 UASI Subaward Agreement by and between the City of Los Angeles and the City of Burbank (the Grant Agreement) is hereby approved.
3. The City’s Fiscal Year 2021- 22 Annual Budget is amended by appropriating upfront funds f or the Police Department to utilize and receive reimbursement from the 2021 UASI grant funds in the amount of $ 173,371 from Account No. 001.PD000.48010.1085.24568.00000 (General Fund, Police Department, Other Intergovernmental Revenue, U ASI Urban Area Security Federal UASI 2021 to the following expenditure account:

4. The City’s Fiscal Year 202 1-22 Annual Budget is amended by appropriating upfront funds for the Fire Department to utilize and receive reimbursement from the 2021 UASI grant funds in the amoun t of $ 105,000 from Account No. 001.FD000.48010.1085.24567.00000 (General Fund, F ire Department, General, Other Intergovernmental Revenue, UASI Urban Area Security Federal, UASI 2021) to the following expenditure account:

5. The Financial Services Director or her designee is authorized to make such other revisions, changes in summaries, fund totals, grand totals, and other portions of the budget document as necessary to reflect and implement the appropriations specified in this resolution.
6. The City Manager or his designee is authorized to take any necessary action to effectuate the receiving and appropriating of these grant funds in the event of future amendments to the grant program. The City Manager, or his designee, is also authorized to amend the Grant Agreement, subject to review and approval as to form by the City Attorney’s Office, to accept supplemental contingency funding that may be allocated by the City of Los Angeles.
