BACKGROUND
The U.S. Department of Homeland Security (DHS), through the Office of Grants and Training (G&T), is providing financial assistance directly to the California Office of Emergency Services (Cal OES) for the 20 20 SHSP grant program. Cal OES has provided over $10. 5 million in grant funds to the Los Angeles County Chief Executive Officer (CEO) as its subgrantee. The CEO is responsible for managing the grant and overseeing the distribution of funds to specified jurisdictions within Los Angeles Count y, including Burbank. The SHSP grant program is designed to address the unique equipment, training, planning, exercise, and operational needs of large urban areas, and to assist them in building an enhanced and sustainable plan to prevent, respond to, and recover from threats or acts of terrorism.

2 DISCUSSION
To better address the goal of regional compatibility, the Los Angeles Area Fire Chiefs (LAAFC) has decided to continue to select projects which would improve the ability of multiple fire departments to work together on large incidents. As such, the Burbank Fire Department (BFD) has been selected to receive funds to address training needs that will enhance BFD’s capability as a local and regional first responder. BFD has been allocated $10,000 in grant funds for Tactical Emergency Medical Services (TEMS) training. With City Council approval, the City Manager or his designee will also be authorized to accept supplemental contingency funding that may be allocated by the County of Los Angeles to the City of Burbank, in accordance with the terms and conditions of the SHSP grant agreement. Any supplemental contingency funding allocated would be to further support equipment and/or training needs within the TEMS program, as well as the Hazardous Materials, Urban Search and Rescue (US&R) and Active Shooter Hostile Event (ASHE) programs. Supplemental contingency funding becomes available when there are any unspent funds amongst all the participating jurisdictions within the 2020 SHSP grant year.

FISCAL IMPACT
This is a reimbursement grant and will not require any matching funds on the part of the City. Staff is r equesting Counc il authority to amend the FY 202 1-22 Budget by appropriating $ 10,000 from revenue accoun t number
001.FD000.48010.1069.24554.00000 (General Fund, FD General, Other Intergovernmental Revenue, State Domestic Preparedness, SHSP 2020) to expenditure account number 001.FD02A.62300.0000.24554.00000 (General Fund, Fire Suppression, Special Departmental Suppli es, SHSP 20 20).
