For the period of April 12, 2022— May 3, 2022, adopt the following finding: As a result of the statewide emergency due to the COVID-19 Pandemic, holding any City Council, Board, Commission or Committee meeting in person would present imminent risk to the health or safety of attendees.

Approve the following to begin on Tuesday, May 3, 2022 and bring back a report for further consideration at a future City Council Meeting in three months in July 2022:

• Initial Public Comment Period – allow for in-person followed by telephonic comments

• Public Hearings - allow for in-person and telephonic testimony

• Reports to Council - allow in-person comments only

• All Public Comment periods will consist of a time limit of three minutes per speaker unless there is an excess number of speakers and the Mayor or City Council wishes to reduce the time limit to be able to hear from more people.

Council Action:

It was moved by Council Member Frutos, seconded by Council Member Springer, carried 5- 0 by roll call vote to direct City Board, Commission, and Committees to proceed with a hybrid meeting model and when they are meeting in-person, they will need to take some sort of remote participation whether that be by phone or by Zoom and the exact meeting specifics will be determined by the staff and leadership assigned to that meeting body.
