MEMORANDUM

LETY OF BURBANKY
TAnT PUBLIC
WORKS
DATE: May 3, 2022
TO: Justin Hess, City Manager
FROM: Ken Berkman, Public Works Director &B
SUBJECT: Citywide Infrastructure Unfunded Needs
The FY2022/23 Proposed Capital Improvement Program (CIP) includes over $22 million in high priority General City capital projects planned for the upcoming fiscal year. The CIP will fund $9.8 million in repairs and upgrades to City facilities and nearly $3.2 million for enhancements to our parks, in addition to the City Council's annual $8 million commitment to improving the condition of our streets and sidewalks.

In February and March of 2022, the Infrastructure Oversight Board (IOB) reviewed a list of proposed capital projects ranked by priority and available funding and provided feedback and recommendations to staff on the proposed CIP plan. Based on that feedback and that provided by the Development Oversight Committee (DOC), staff incorporated the list of recommended projects into the Proposed FY2022-23 Budget for City Council approval.

Projects that are not included in the Budget are placed on the Citywide Infrastructure Unfunded Needs List (List) so that they may be considered in future years.

The List was created in 2013 to track the amount of capital investment needed to maintain, update, and replace the City's infrastructure. Each year during the budget preparation process, the List is re-evaluated by each department to determine if existing projects should be removed or have their scope and/or budget modified.

The List was presented to the IOB during the May 22 and June 24, 2021 meetings. Based upon those discussions, staff added an additional column to allow assignment of a general priority to the projects on a numerical scale, with one being a high priority, two a medium priority, and three a low priority. The list was last presented and discussed at the IOB's meeting on February 24, 2022, and has been revised since that time to reflect new information (see attachment).
