BACKGROUND
Since 1973, the City of Burbank (City) has offered congregate and home-delivered meals to seniors through its Supplemental Nutrition Program (Program). The Progr am is responsible for providing approximately 75,000 congregate and home delivered meals annually. The goal of the Program is to provide nutritious, balanced meals in a safe, friendly, supportive group setting, in conjunction with a variety of community -based services that maximize seniors’ independence and quality of life.

The Congregate Meals Program provides a nutritious, 3- course, sit-down lunch, for five days in a group setting, for mobile seniors. The City has two dedicated senior centers (the Joslyn Adult Center and Tuttle Senior Center), and one multipurpose recreation facility (McCambridge Park Recreation Center) to provide congregate meal services Monday

2 through Friday. The congregate setting provides opportunities for socialization, companionship, and builds strong and happy social lives for persons that wish to continue to live independently. Income is not verified for program participation, but donations are accepted. Program costs are a $2 suggested donation for seniors 60 years of age and older, and a $4 fee is charged and collected for individuals 59 years of age and younger.

The Home Delivered Meals Program provides meals seven days a week for those that meet the following eligibility criteria: frail and homebound by reason of illness, disability, or otherwise isolated; the spouse of any older individual who is in the program (regardless of age or condition); and any disabled person who resides at a home with an older individual. The grant does not allow the City to charge seniors for their meals and income is not verified to participate in the program ; however, donations can be accepted. The suggested donation is $3 per meal. Home delivered meals are transported from the Program’s central kitchen via City-owned vehicles to eligible recipients or via approved registered Burbank Volunteer Program volunteers utilizing City hot bags and ice chests to ensure proper food temperatures.

Meals for congregate and home delivered meal programs are prepared by City staff at the McCambridge Park Recreation Center’s central kitchen. The meals provided comply with applicable provisions of State and County laws regarding the safe and sanitary handling of food, equipment, and supplies used in the storage, preparation, service, and delivery of meals.

DISCUSSION
Since 2003, the Los Angeles County Department of Workforce Development, Aging and Community Services (County) established its Elderly Nutrition Program ( ENP) and entered into an agreement with the State to implement the ENP. The County receives funding to support the ENP and partners with local agencies to assist in providing congregate meals and supportive service programs.

On March 11, 2020, the County informed Nutrition Program Providers that , due to the COVID-19 pandemic (Pandemic), the lunch program at the congregate meal sites would be suspended indefinitely. Since then, t he City’s Nutrition Team has been flexible in its approach and delivery of providing meals to older adults. On June 9, 2020, drive-thru delivery meal service resumed at the McCambridge Recreation Center on Tuesdays from 11:00 am to 12:00 pm, while home-delivery occurs Tuesday, Thursday, and Friday with seniors receiving five to seven frozen meals for the week.

Due to the Pandemic , there has been an increased demand for older adults to access congregate an d home -delivered senior nutrition programs. This increased community need impacted the City’s Nutrition Program operations, specifically funding. While the Department budgeted based on projected meals served or delivered to residents, the ENP budgeted revenue has always been less. However, in February 2022, the California Department of Aging (CDA) American Rescue Plan (ARP) Act Title IIIB secured critical funding for our nation’s seniors and programs to continue to provide an essential service during this unprecedented time.

3 More recently, the City ’s ENP received a total of $193,000 in additional CDA ARP Act Title IIIB funding. This funding will provide the City (subrecipient) an additional $186,000 for Title IIIC -1 (Attachment 1) and $7,000 Title IIIC-2 services during the FY 2021 -22 (Attachment 2).

FISCAL IMPACT
Funding for the City’s Supplemental Nutrition and Supportive Services programs is included in the FY 202 1-22 Budget. The maximum revenue anticipated f rom the CDA ARP funding is $136,000. The ENP funding from the County provides revenue to offset the program cost from the General Fund for the next four years. In addition to the ENP funding allocation, the City also receives approximately $9 0,000 in nutrition donations annually. The G eneral Fund subsidizes approximately $736 ,000 annually, which can fluctuate depending on donation revenues received. To date, the General Fund has subsidized approximately $620,698 for the ENP.

Specifically, the $193,000 funding will be allocated as follows:

Title III-C1 Congregate Meals $186,000
Title III-C2 Home Delivered Meal $7,000

Total $193,000

Staff is requesting Council authority to Amend the FY 2021- 22 Budget by appropriating $186,000 from revenue account 001.PR000.48010.1145.000000 (General Fund, Other Intergovernmental Revenue, CDA ARP Act IIIB funding ACT Nutrition State C -1) to account number 001.PR42A.62300.0000.00000 (General Fund, Supplemental Nutrition Program, Special Department Supplies) upon receipt of the grant in FY 2021-22. Amend the FY 2021 -22 Budget by appropriating $7,000 from revenue account 001.PR000.48010.1145.000000 (General Fund, Other Intergovernmental Revenue, CDAARP Act IIIB funding ACT Nutrition State C- 2) to account number 001.PR42A.62300.0000.00000 (General Fund, Supplemental Nutrition Program, Special Department Supplies) upon receipt of the grant in FY 2021-22.

CONCLUSION
Staff recommends that the City Council amend the FY 2021-2022 Budget to Accept $193,000 CDA ARP Act IIIB funding Act Funding Allocations for ENP Services.
