SUBJECT: Adoption of a Resolution Approving Contract Documents and Awarding a Multi-Year Price Agreement to Parkwood Landscape Maintenance Inc. for Price Agreement No. 2227 – Citywide Landscape Maintenance

RECOMMENDATION
Adopt A RESOLUTION OF THE COUNCIL OF THE CITY OF BURBANK APPROVING

AND ADOPTING CONTRACT DOCUMENTS, AND SPECIFICATIONS, AND

DETERMINING THE LOWEST RESPONSIVE AND RESPONSIBLE BIDDER,

ACCEPTING THE BID, AND AUTHORIZING EXECUTION OF A MULTI -YEAR

CONTRACT FOR CITYWIDE LANDSCAPE MAINTENANCE TO PARKWOOD LANDSCAPE MAINTENANCE, INC. FOR PRICE AGREEMENT NO. 2227 (Attachment 1).

BACKGROUND
Public Works has been maintaining public spaces since the City’s incorporation in 1911.

In the late 1980s and early 1990s, after the Golden Mall was repurposed into the current Downtown Burbank, Public Works initiated the procurement of a contract or to maintain the streetscape and parking structures in conjunction with the Downtown Property-based Business Improvement District (PBID) - liaised by Community Development Department staff. In the 1990s, Magnolia Park and the Downtown Metrolink Station were added to the contract.

In 2014, bike paths, medians and islands were included, and the agreement was named the Citywide Maintenance Contract (Contract). Subsequently, two additional Metrolink stations have been added as well as the Empire Interchange, Leland Bikeway , and the South Burbank Channel Bike Path.

2 In keeping with the City Council’s goals of Sustainability, Cit y Services, Transportation/Traffic, Quality of Life and Infrastructure, this Agreement is a continuation of the City’s ongoing efforts to maintain its Downtown, Magnolia Park, Metrolink Stations, parking structures, bike paths and various medians, islands and landscaped areas throughout the City. The project will provide porter services (solid waste receptacles and street furnishing maintenance) in our Downtown, Magnolia Park, Burbank Boulevard and South San Fernando streetscapes and rail stations, as well as pressure washing and cleaning at the rail stations, Downtown, parking structures and other locations. The scope of work also includes landscaping and cleaning services at the aforementioned locations as well as at all City bike paths, medians and islands. The 22 -page location map (Attachment 2) demonstrates the breadth of this Citywide maintenance contract.

DISCUSSION
The Price Agreement was advertised for bidding on Planet Bids on March 11, 2022. A bid opening was held on April 19, 2022. The Agreement is for three years with an option for the City to extend for two additional one- year periods. Three contractors submitted responsive bids ranging from $813,324 to $995,016 per year and one contractor was deemed unresponsive (Attachment 3). Parkwood Landscape Maintenance Inc. of Van Nuys, California (Parkwood), submitted the lowest responsive and responsible bid of $813,324, which is 1.7 % above the engineer’s estimate of $ 800,000. Parkwood has previously performed work similar to the scope of work in this project for the City with satisfactory results. The contract documents and maps are available for public review at the Public Works Department and have been provided to the Council as part of this agenda item.

ENVIRONMENTAL ANALYSIS
Staff recommends the City Council find this resolution categorically exempt from the California Environmental Quality Act (CEQA), pursuant to Section 15301(c) of the State CEQA Guidelines, because it involves maintenance of landscaping at existing streets, highways, sidewalks, and similar facilities.

FISCAL IMPACT
The total bid by Parkwood Landscape Maintenance Inc. for the contract is $813,324 per year for three years . In addition, the City has the option to extend the contract for two additional one-year periods.
