Interests & Experiences
Please tell us about yourself and why you want to serve.

Why are you interested in serving on a board, commission or committee? I have worked with Amnesty International since 1991. I like volunteering my time to make the world a better place. I have not been able to participate in the city as much as I'd like because I work in West LA.

But this is a commission I would love to be a part of. There is so much the City has done already to promote local artists and to make the City unique. I would like to be part of that.

I have not had as much opportunity to put my Bachelor's of Fine Arts to good use. My day job pays the rent but doesn't allow for much of a creative outlet. As a photographer I've participated in the People's Art Project where I displayed four photos and I have been a long time supporter of the Burbank Arts for All.

Community Involvement
Specify current or prior service on a City Board, Commission or Committee:

Because of my work schedule and location I have never been able to participate in a board, commission or committee. The meetings are held during work hours making it difficult. I believe this commission meets at 6pm on Monday evenings so I can make arrangements to make that work.

List Community activities in which you are involved:

Long time supporter of Burbank Arts For All. I am the organizer for a movie meetup group. I am a Trainer of Trainers for Amnesty International. I have been an election day poll worker for several years. I am also involved politicly with the Democratic Party.

If you are related to any City of Burbank employee(s), please state their name(s), relationship(s), and department(s). If you are not related to a City of Burbank employee, please put N/A.

Conflict of Interest
Conflict of Interest:

Rules of law and ethics prohibit members from participating in and voting on matters in which they may have a direct or indirect conflict of interest including a financial interest. Are you aware of any potential conflicts of interest which may develop from your occupation or financial holdings in relation to your responsibilities as a member of the Board, Commission or Committee to which you seek appointment?
Yes No
If you answer yes, explain in detail any potential conflicts in the same manner as required by the Fair Political Practices Commission’s Statement of Economic Interests (Form 700). (If you should have any questions about this matter or need further information as it relates to your situation, please advise the City Clerk prior to submitting your application.) Shanna M Ingalsbee

AB 1234 Training
The Board, Commission or Committee (collectively Board) you are seeking appointment to provides City reimbursement for attending trainings or conferences. Therefore, under State Law all members of the Board must receive at least two hours of ethic’s training, as prescribed by the Fair Political Practices Commission, within one year of appointment and once every two years thereafter.

First Choice
FIRST choice for Board/Commission/Committee appointment:

Art in Public Places is my first choice.

Describe any qualifications, experience, and education, as well as any technical or professional background you may have relative to the duties of this position.

I have worked with entertainers with the
Artists for a New South Africa as a volunteer. I have worked with musicians associated with the Amnesty International's Arts for Human Right's and entertainers of all kinds with Artists for Amnesty International. I have also participated in and helped organize the People's Art Project to expand what is considered art outside of the expected forms.

What are your goals in serving on this Board/Commission/Committee? I would like to become more active in the city. I also believe we have a wealth of talent among our residents. I would like to work with a team to make sure our City reflects that talent. I am also hoping to create an opportunity for the next generation of artists to be able to showcase their skills. That way we can take pride in their work before they become so famous they forget they know us.

Second Choice
SECOND choice for Board/Commission/Committee appointment:

Tenant Landlord Commission.

Describe any qualifications, experience, and education, as well as any technical or professional background you may have relative to the duties of this position I have been a renter in Burbank for over 20 years. I know there are concerns that are specific to renters.

Such as, I had to fight for 2 years to get recycling bins in my complex. With a strong voice on the commission, I feel I can bring those concerns to the commissioners and work together to make things work better for renters and homeowners. I have also seen a number of local businesses have to shut their doors because of commercial rents being raised considerably. I would like to address that as well.

What are your goals in serving on this Board/Commission/Committee? There are a large number of renters within the city limits who often feel overlooked. By offering their perspective on the commission, I feel I can bridge that gap while avoiding potential conflicts before they begin.

Please tell us about yourself and why you want to serve.

Why are you interested in serving on a board, commission or committee? When I was nine years old, I painted one of my designs on the fire hydrant in front of my childhood home.

I was happy with the way it looked and with the idea that anyone driving down our street might see it and smile. This established my interest in public art, and I have followed that interest to this day. I am a Black woman, artist, professor of art, and Burbank homeowner and resident. My interest in serving on Burbank’s board for Art in Public Places is multi-faceted, incorporating my personal, professional and civic interests and experiences.

I have lectured to aspiring arts educators at UCLA and, for five years, I worked as a Visual Arts Teacher/Mentor for Theatre of Hearts Youth First – providing visual arts education for predominantly Black and Latinx students, including at-risk and incarcerated youth, and pregnant minors. This training has given me an in-depth understanding of issues related to underserved communities, and especially how art pertains to those issues.

Other Pertinent Skills, Experience or Interests
I attended the National Cathedral School for Girls in Washington, DC and had the good fortune to study cathedral architecture. I consider this experience relevant, in that architecture often is paired with public art, as public art does not exist in a vacuum. In addition, I have traveled to many countries and around the United States. I believe that my exposure to other cultures – and the many modes of human thought and being – is enriching in ways that broaden what I believe I can contribute to the Board.

Describe any qualifications, experience, and education, as well as any technical or professional background you may have relative to the duties of this position.

As a professor of Art and Design at USC’s Roski School of Art and Design, I am in the research stage of developing a course that focuses on public art. I believe that serving on the board would allow me to experience the inner workings of the public art process and give me insight into the effects of public art on the people who live and work in Burbank. I am interested in learning about the aesthetic considerations, as well as the values, history and social factors that affect public art decisions. Moreover, as an educator with a Master’s degree in Communications Design, and an undergraduate degree in Art, I would be delighted to share my knowledge with the board, and hopefully, offer insight that ultimately could benefit Burbank communities.

I am a two-time Pollock Krasner award recipient for my nature-referenced sculpture and, recently, the California African-American Museum in Los Angeles, CA selected my artwork for inclusion in the museum’s permanent collection. The District of Columbia Department of General Services recently awarded me a public art design commission with the District of Columbia Public School System.

As a Black woman artist, I believe I will bring a unique perspective to decisions concerning the work selected for Burbank’s public art program.

What are your goals in serving on this Board/Commission/Committee? Being a homeowner and resident of Burbank, serving on the board is of interest to me as I believe that a healthy Burbank arts community supports and promotes healthy Burbank communities of all types. Since I have a vested interest, given that I live in Burbank, I want Burbank communities to thrive. I believe that supporting and promoting artistic expression in Burbank can give residents and visitors alike a positive and well-rounded sense of Burbank.
