Interests & Experiences
Please tell us about yourself and why you want to serve.

Why are you interested in serving on a board, commission or committee? I have worked with Amnesty International since 1991. I like volunteering my time to make the world a better place. I have not been able to participate in the city as much as I'd like because I work in West LA.

But this is a commission I would love to be a part of. There is so much the City has done already to promote local artists and to make the City unique. I would like to be part of that.

I have not had as much opportunity to put my Bachelor's of Fine Arts to good use. My day job pays the rent but doesn't allow for much of a creative outlet. As a photographer I've participated in the People's Art Project where I displayed four photos and I have been a long time supporter of the Burbank Arts for All.

Community Involvement
Specify current or prior service on a City Board, Commission or Committee:

Because of my work schedule and location I have never been able to participate in a board, commission or committee. The meetings are held during work hours making it difficult. I believe this commission meets at 6pm on Monday evenings so I can make arrangements to make that work.

List Community activities in which you are involved:

Long time supporter of Burbank Arts For All. I am the organizer for a movie meetup group. I am a Trainer of Trainers for Amnesty International. I have been an election day poll worker for several years. I am also involved politicly with the Democratic Party.

If you are related to any City of Burbank employee(s), please state their name(s), relationship(s), and department(s). If you are not related to a City of Burbank employee, please put N/A.

Conflict of Interest
Conflict of Interest:

Rules of law and ethics prohibit members from participating in and voting on matters in which they may have a direct or indirect conflict of interest including a financial interest. Are you aware of any potential conflicts of interest which may develop from your occupation or financial holdings in relation to your responsibilities as a member of the Board, Commission or Committee to which you seek appointment?
Yes No
If you answer yes, explain in detail any potential conflicts in the same manner as required by the Fair Political Practices Commission’s Statement of Economic Interests (Form 700). (If you should have any questions about this matter or need further information as it relates to your situation, please advise the City Clerk prior to submitting your application.) Shanna M Ingalsbee

AB 1234 Training
The Board, Commission or Committee (collectively Board) you are seeking appointment to provides City reimbursement for attending trainings or conferences. Therefore, under State Law all members of the Board must receive at least two hours of ethic’s training, as prescribed by the Fair Political Practices Commission, within one year of appointment and once every two years thereafter.

First Choice
FIRST choice for Board/Commission/Committee appointment:

Art in Public Places is my first choice.

Describe any qualifications, experience, and education, as well as any technical or professional background you may have relative to the duties of this position.

I have worked with entertainers with the
Artists for a New South Africa as a volunteer. I have worked with musicians associated with the Amnesty International's Arts for Human Right's and entertainers of all kinds with Artists for Amnesty International. I have also participated in and helped organize the People's Art Project to expand what is considered art outside of the expected forms.

What are your goals in serving on this Board/Commission/Committee? I would like to become more active in the city. I also believe we have a wealth of talent among our residents. I would like to work with a team to make sure our City reflects that talent. I am also hoping to create an opportunity for the next generation of artists to be able to showcase their skills. That way we can take pride in their work before they become so famous they forget they know us.

Second Choice
SECOND choice for Board/Commission/Committee appointment:

Tenant Landlord Commission.

Describe any qualifications, experience, and education, as well as any technical or professional background you may have relative to the duties of this position I have been a renter in Burbank for over 20 years. I know there are concerns that are specific to renters.

Such as, I had to fight for 2 years to get recycling bins in my complex. With a strong voice on the commission, I feel I can bring those concerns to the commissioners and work together to make things work better for renters and homeowners. I have also seen a number of local businesses have to shut their doors because of commercial rents being raised considerably. I would like to address that as well.

What are your goals in serving on this Board/Commission/Committee? There are a large number of renters within the city limits who often feel overlooked. By offering their perspective on the commission, I feel I can bridge that gap while avoiding potential conflicts before they begin.

Interests & Experiences
Please tell us about yourself and why you want to serve.

Why are you interested in serving on a board, commission or committee? I spent six years as a tenants advocate and a founding member of the Glendale Tenants Union. Housing security is a national crisis, but especially pronounced for younger people, seniors, immigrants, and people of color. I'm one of the lucky ones to have bought a house here in Burbank in 2022, but my wife also immediately lost her job upon our moving in so I am hyperaware of just how fragile our 'ladder to the middle class' is. I am a policy analyst for California Housing and Community Development, so my career is deeply rooted in the present experience of housing and the many ways it is supposed to work - and, far more often, the many ways it fails people. Housing is a human right, and wise, equitable housing development is the core of a sustainable future.

FIRST choice for Board/Commission/Committee appointment:

Describe any qualifications, experience, and education, as well as any technical or professional background you may have relative to the duties of this position.

I have 20 years experience as a landlord for two apartment buildings in Montrose and Glendale.

I have
always managed the buildings myself.

My hands-on experience is varied—I handle advertising,
maintenance, remodeling, tenant screening, rent increases, and tenant conflicts.

The City of Glendale
awarded my apartment building with the distinguished Gem Award.

This award recognizes outstanding
structural or landscaping improvements that enhance not only an individual property but also the entire neighborhood. I recognize and understand pride of ownership.

Managing my own apartment buildings has
allowed me to interact with my tenants and gain a clear understanding of what it takes to maintain not only a building but also a harmonious relationship between tenants and landlord.

Although I am a long-
time homeowner in Burbank, I also bring the viewpoint of the tenant as I have been a tenant while renting apartments and houses during my years living in the San Fernando Valley What are your goals in serving on this Board/Commission/Committee? Perform a public service by creating an environment which promotes a satisfactory balance of the interests of those who provide housing (landlords) and those who rent (tenants).
